Our Vision
The Santa Barbara Bike Coalition (SBBIKE) vision is that Santa Barbara will be a leader
in creating a bicycle-friendly community and transportation system. Extensive on-road
and separated bikeways, a coordinated transit system, parking, and amenities allow us
to enjoy a culture where the majority of daily trips include a bicycle. As a result, our
community is healthier and encourages balanced living within our resources. Universal
cycling education for all ages supports the development of safe and respectful road
behaviors from both motorists and cyclists. Widespread community and political
support for bicycling is in place. By 2040, because it is a cycling-centered county,
Santa Barbara is both a great place to live and work and a nationally acclaimed cycling
destination, boasting a year-round calendar of successful, fun, and inclusive events.

Letter from the Editor“It takes a village.” I know, the saying ends in “to raise a
child.” Still, as we were putting together this issue, those
four words kept coming to my mind. So many individuals
and organizations; so many acts of kindness, donations,
and contributions; so much elbow grease and collaboration
power the Santa Barbara Bicycle Coalition that we couldn’t
possibly list them all, even if we quadrupled the QR’s pages.
This is a little of how planning meetings for this thank you issue sounded:
“Oh and we can’t forget …” “And remember when …” “And then there was
…” Each was followed by the story of a donation that came at just the
right time, an individual who is always there so willingly giving of his or
her time, an organization that offered the perfect space for a class, or a
partnership that made possible a program that benefited so many.
SBBIKE was born twenty-three years ago. Just as difficult as
compiling a complete list of all we are grateful for was delineating the
accomplishments of the coalition over the past two decades and listing
the individuals who made them possible. So we give you a taste.
Here too we honor a man whose dedication to this community, to
bicycling was unmatched. Aside from his advocacy work, Ralph Fertig
started this publication in 1991, and he published an issue a month
for twenty years! For this, our community is deeply grateful.
Joy, it is said, is the simplest form of gratitude. At SBBIKE and here in this
issue of the QR, you’ll find an abundance of joy. Here, too, you’ll find
yourself. For each of you comprise our village—the village in which Santa
Barbara’s cycling community and coalition is being raised by us all.
It’s a great village to be part of.

O n July 18, 2014, the day the Santa
Barbara Bicycle Coalition closed
on its building, Ralph Fertig passed away.
A founding member of the coalition, the
father of the Quick Release, and a tireless
advocator, Ralph will forever remain at
the heart of SB’s cycling community. The
QR asked a few folks to share memories
of Ralph. Here are highlights of the
heartfelt outpouring of responses.
“Ralph was dedicated to the safety,
security, and joy of any person, of any
age who chooses to enjoy bicycling or
walking,” says Don Lubach, assistant
dean of students and director at UCSB.
Those who knew Fertig describe a man
whose efforts to that end spanned twenty
plus years (the fruits of which are so
abundant they’d be nearly impossible
to list). “If any kind of bike-related issue
was at stake,” remembers Kent Epperson
of Traffic Solutions, “Ralph was there.”
All mentioned Fertig’s articulate, fact-based presentations. He was known
for the graphs and tables he created for the QR. Lubach and Dru van
Hengel, formerly SB City’s Mobility Coordinator, worked with Fertig in the
coalition’s early days. “Ralph constantly surprised me with his calm approach
to those who don’t understand cyclists,” says Lubach. He recalls times the
bike community felt attacked. “Ralph would quietly remind us to imagine
why a project, opponent, or angry letter writer was so passionate.”
Van Hengel remembers Fertig as, “Tireless. Passionate. Optimistic.
And a little pesky too.” He didn’t let an issue go. “Yet on the other
hand,” she recalls, “he was reasonable—so reasonable policy
makers would ask, ‘What is Ralph’s position on this?’”
Why cycling?
Fertig’s friends wished they knew more about what inspired his passion
for two wheels. “It all came down to his fundamental joy in riding on
such a marvelous invention,” Lubach concludes. Fertig, he says, wanted
everyone to safely share that joy. Adds Michael Chiacos, SBBIKE board
president, “I think Ralph, as many of us do, believed the bicycle was a
simple and logical way to solve so many of modern society’s problems.”
Fertig’s passion and dedication extended to traveling, his garden, and his
cats. Lubach recalls a tour of Ralph’s hillside garden. “We felt like we were
on a climbing adventure with a brilliant park ranger.” Coalition meetings at

Fertig’s house are a part of his legacy. Van
Hengel enjoyed Fertig’s inclusion of her young
son, who accompanied her to noontime
meetings. “He was sweet and considerate of
my blossoming bike advocate,” she says.
Ralph’s vision
Limitless, says van Hengel. He wanted to
improve bicycle access, add facilities and
programs, and increase the number of
riders of all ages and abilities. Noting Fertig’s
world travels, Lubach says, “I believe his
vision was constructed as sort of an urban
planner’s plate of Dim Sum—one of these,
a couple of those … He wanted to bring
civility and wonder to Santa Barbara.”
All agree Fertig led by example. “Ralph
transitioned this organization from an
idea into an entity,” says SBBIKE executive
director Ed France. “He had the best
manners of any man in town,” adds Lubach.
“And when he rode his bicycle, he set an
example as a refined gentleman riding one
of the most civilized forms of transport.”

and event volunteering,
and 2014 six-month data
shows 5,690 volunteered
hours will power SBBIKE
this year. Given donations
of parts and equipment
through the first half of
the year ($31,000), the
shop is projected to receive
over $60,000 in in-kind
donations in 2014.

HONORING RALPHThe QR wanted to know: If Ralph could ask everyone who’s
pro-cycling to commit to doing something, what would that be?
“Be positive, persistent, productive, and patient.” (van Hengel)
“Ralph was very worried about a bike community that valued
celebration over substance. For a time, he worried there
wouldn’t be advocates who were willing to sit in long hearings
or at city and county meetings to advocate for cyclists … I could
see his concerns melting away as the much younger Ed France
delivered a well-prepared, passionate talk. Pretty
soon, I saw that big, wonderful smile.” (Lubach)
“I think he’d want us to participate in the process.
He saw the value of being part of the system—not
fighting it. He’d want people—from families to seniors
to kids—attending meetings, speaking to elected
officials, voicing their opinions. He saw the power of
one person. [He’d say] show up prepared, with good,
well thought-out solutions and reasoning.” (Epperson)

The Santa Barbara Bicycle Coalition will soon have twenty-five years under its tires. Here we pause
and look back at a few of its accomplishments as we plan for the next twenty-five and thank those
who helped craft improvements for bicyclists, and all road users in Santa Barbara County.
SBBIKE began as an idea over lunch in late 1990. Trisha Davis, then in the Rideshare
office (now SBCAG Traffic Solutions), and Jamie Newett from SB County saw a need
for bicyclists to present an organized voice in the community and wanted ideas from
cyclists about what the county should apply for from California’s Proposition 116.
On January 3, 1991, Newett sent out a memo to cyclists, announcing the formation of a coalition through
SBCAG and the county “to lobby for funds currently available for the improvement of bicycle lanes and paths.”

The Santa Barbara Bicycle Coalition will soon have twenty-five years under its tires. Here we pause
and look back at a few of its accomplishments as we plan for the next twenty-five and thank those
who helped craft improvements for bicyclists, and all road users in Santa Barbara County.
SBBIKE began as an idea over lunch in late 1990. Trisha Davis, then in the Rideshare
office (now SBCAG Traffic Solutions), and Jamie Newett from SB County saw a need
for bicyclists to present an organized voice in the community and wanted ideas from
cyclists about what the county should apply for from California’s Proposition 116.
On January 3, 1991, Newett sent out a memo to cyclists, announcing the formation of a coalition through
SBCAG and the county “to lobby for funds currently available for the improvement of bicycle lanes and paths.”

The coalition—a group of individual bicyclists (initially all county employees)—formed as a direct
result. Their first accomplishment was an application for Prop 116 funding that succeeded splendidly.
The $462,000 award funded lights and resurfacing of the Atascadero bike path, bike-sensitive
loops, bicycle lockers, and new storm drains at various locations throughout the county.
None of the highlights in this reel would have been possible without the support of organizations
like SBCAG Traffic Solutions, City of Santa Barbara, and County of Santa Barbara. Among the
individuals whose contributions were paramount in the early years are Ralph Fertig, Wilson
Hubbel, Bob Burgess, Robert Bernstein, Sandra Wintermoss, Gary Weissman, Dru van Hengel,
Mike Hecker, Judy Keim, Don Lubach, and Erika Lindemann and many more over the years.

I n mid-July, SBBIKE closed on its building, securing the
Haley and Olive Street bicycling community center
and, with it, a vision that extends far into the future.
Read about the generosity that made the
purchase possible on page 10.
Says Ed France, SBBIKE executive director, “By purchasing
our own facility, it makes financial sense for us to invest
in improvements for the building in both minor and
substantive ways that will help transform this facility into
a vivid, artful, and ecologic community center.”
First on the agenda will be improvements to the Olive street
entrance. As a result of the sale, the coalition learned it owns the
Olive Street address—its shop entrance—in addition to the Haley
Street address, home of its education and outreach offices.
Up next? Solar panels, increased lighting, natural air ventilation, the
creation of an outdoor meeting space, a green roof, and more.
“We have a transformative vision for this space as a community
center,” concludes France, “and once that’s ready, we’ll be going
out to the community and asking for support to make it happen.”

S BBIKE relies on donations and volunteers
to run its programs and campaigns. The
story of the building purchase—the coalition’s
community center on Haley and Olive Streets—
this July exemplifies the thriving spirit of
contribution within SB’s cycling community.
“The stars of generosity aligned,” says Ed France,
SBBIKE’s executive director. He’s talking about the
outpouring of support that made the purchase
possible—“from private financing to tens of thousands
of dollars in donated professional services [legal and
brokerage] to the unbelievable support we received for
our down payment.” (The coalition received $310,000
from individual contributors.) “Astounding,” says France.
It all happened quickly, when just months earlier the
coalition learned of the opportunity to purchase or
risk rent hikes, if not moving, and the short deadline in
which to decide. SBBIKE and its education, advocacy,
and outreach programs had been gaining momentum
rapidly since the coalition moved into the building last
year, and the decision seemed obvious, if daunting.
So the coalition embarked on a fundraising campaign,
different from others in one primary way. “It’s not
like other efforts where the money is banked slowly,”
France explains. Instead, “here it comes; there it goes.”
Asked why support was so swift and generous,
France reflects. “I think donors to the building project
have faith in our ability to make change,” he says,
“and they share our vision of a bicycle movement
for a healthier, more vibrant Santa Barbara.”
Does he feel pressure now? “We’ve got to deliver,”
he says. But his confidence is clear as he adds,
“We’re very fortunate to have an organization with
staff, board members, and volunteers who are
committed. “We are delivering every day. From
teaching kids to ride for the first time to helping
retirees get around town, we’re making it happen.
And the building is at the center of it all.”
