Questionnaire Results In addition to the open houses and the design workshop, the public was invited, through a community wide mail-out to visit the project’s website (Imagine Crofton) and fill out an on-line questionnaire. The website generated 35 useable responses and garnered many useful comments, as well as good statistics supporting the concept work done to date. The Website went live on May 24 th and the dates that respondents filled out the questionnaire spread over a 3 week period between May 25 th and June 16 th . The majority of respondents were Crofton residents and almost all resided in North Cowichan. Respondents were asked to rate a series of statements on a scale of one to five based on the following criteria: 5 – I strongly agree with this idea/ design element 4 – I somewhat agree with this idea/ design element 3 – I neither agree or disagree with this idea/ design element 2 – I somewhat disagree with this idea/ design element 1 – I strongly disagree with this idea/ design element

In addition to the open houses and the design workshop, the public was invited, through a community wide mail-out to visit the project’s website (Imagine

Crofton) and fill out an on-line questionnaire. The website generated 35 useable responses and garnered many useful comments, as well as good statistics

supporting the concept work done to date.

The Website went live on May 24th and the dates that respondents filled out the

questionnaire spread over a 3 week period between May 25th and June 16th. The majority of respondents were Crofton residents and almost all resided in North

Cowichan.

Respondents were asked to rate a series of statements on a scale of one to five

based on the following criteria:

5 – I strongly agree with this idea/ design element

Do you have any further comments about housing types which should be

encouraged, housing diversity and/or housing affordability in the Crofton UCB?

I think that building the low rise apartments should be built up on the west side of Crofton so as not to interfere with the view of homes that are already

situated.

Creative designs and landscaping should be encouraged.

Build density up to 4 storeys in commercial core/waterfront area

Lane way & carriage homes barely exist in larger centres on the island. While they may be a plausible option I do not think they are one that will evolve into

reality in my generation.

Smaller homes instead of huge single family dwellings. Geared towards families

with small children, seniors, families ready to downsize. cluster housing for single people as starter homes being they are around 500 to 700 sq ft.

Any multiple family dwellings should have off street parking.

Too may rental houses/multi family dwellings, and indeed single family

dwellings, are poorly maintained. Renters, landlords or home owners need to be

held to certain standards that will not lower the value of surrounding properties. I feel that a main benefit/characteristic of Crofton is the view to Osbourne Bay &

Salt Spring Island therefore I would like to see all steps taken to preserve as much of this vista for as many dwelling locations in the town as possible. The

style of buildings at the waterfront is important.

I actually support all of the housing options presented, just want a balanced mix of townhouses, apartments and multi plex and single...more single than multi is

best.

Partnering with Crofton Elementary to improve the grounds for both school and public use should be a local area plan policy.

Do you have any further comments about Parks, Open Space or indoor or outdoor recreation facilities in Crofton?

Nature parks are extremely important for people and wildlife alike. Please keep

as much of our greenspace as possible and protect it.

Safety and security for surrounding neighbourhoods should be taken into consideration.

Like idea of new park next to Chaplin st on land north of.

Connections need to be improved from park to park. Even if that means on the

street - a complete streets approach may offer some insight.

Question 20 does not really make sense, given the answer format.

There is far too much litter on the streets, roads and public areas. A more

responsible attitude should be encouraged, particularly in children and dog owners.

Question 20 cannot be answered by pre-selection. In answer though I would say creation of waterfront amenities like a nicer and larger parking lot and

enlargement of the marina.

The bay in front of Osborne RV Park should be cleaned up and the creek there

should be stalked with pink salmon for the kids and adults to enjoy some fishing.

Walking and bike trails and paths between streets and lanes to encourage foot

traffic....I like the loop trails that were mentioned in the planning meetings too.

Joan Avenue should be reconfigured and enhanced to have less pavement, landscaped medians and parallel parking.

Do you have any further comments about traffic and transportation in the Crofton UCB?

Protected cycleways should be included for high number of cyclists traveling to

mill.

Parking is always an issue, parallel parking limits spaces and injures existing homes, a general parking lot would encourage walking the boulevard and

promote economics.

I agreee with landscaped medians I think that it would make it more inviting, but I think that there is more space for parking by leaving it as angle parking.

Better public realm of strees to to create safer streets

Buses should be scheduled for times when people can use them to get to and

from work in the mornings and later afternoons. A schedule that is usable for working and transit for Saltspring Is. so the parking lot is not full of cars over

night with cars being left on this side so people on saltspring can walk on the ferry and have their cars waiting for them here.

Tandem parking only please!

The corner(s) of York Ave. and Adelaide St. AND Babine Rd./Osborne Bay Rd.

are dangerous, largely because of people exceeding the posted speed limit of 50kph.

Roundabouts or speed bumps would help in both spots

Where should new commercial development be located in Crofton?

On Joan St

On York, Chaplin and Queens up to Roberts Street

I think that either low rise residential or seniors housing would be beneficial

further up on the west side of Crofton and commercial adjacent to Chaplin Street.

Joan Ave, York St., Chaplin St on south side only, possibly Robert and Adelaide

Sts.

Main road area.

In the existing commercial core area of Joan Ave and Chaplin St.

York & Joan

It should be along Chaplin Street. Views will not be compromised.

Chaplin Street

Does not need a new commercial development area. Joan Street is partially vacant.

The old Crofton school would be a good place to start with commercial development.

New commercial development should be located at the top of York (not sure what the name of the main street is before it comes into Crofton) where the 25

Acres is currently for sale on the outskirts of town. It should be built in keeping with small town theme.

Redevelopment of the Twin Gables property should allow for some public space at the main intersection between Joan Ave and Queen Street.

Stepped apartments over retail/commercial shops

I think that building a new one level motel with a couple of little shops would make a beautiful and inviting place for visitors and dress up the water front.

Mixed residential/commercial low rise or townhouse buildings. Possibly

restaurant/café on waterfront. enhanced walkway connecting boardwalk to Joan Ave. township.

Maybe waterfront condos or a waterfront restaurant. Anything but what is

there now. Complete eyesore!

I would like to see small commercial shops that would cater to the tourist industry as well as a nice family-style restaurant

There could be a restaurant. Nice dining room type. No other retail space as it takes away from the whole idea of the sea walk, which was to have a serene

area by the water.

Anything, tear down the 1956 motel before it falls down.

Townhouses or row housing is fine if well landscaped and maximum 2 stories high. Definitely must include walking trails, sea walk access and green spaces. Mixed use

What type of development would you like to see on the Osborne Bay Resort site?

I think that it should be left as a designated place for RVs to park.

I like the campground as it is. If not, recreational land would be good. Perhaps

small theme park of some kind? Minigolf?

Nothing. It’s a great spot as it is. Little piece of paradise.

I think this would be a good location for a world-class marina with a nice restaurant and shops to cater to the boaters.

I think it could be a beautiful park for the town. The access to the water being the big draw. Free to the public.

If a new motel is built there could be a few spaces for a few market stalls provided also. For sure the old motel should be removed it is such an eyesore.

We have a busy boat launch as it is and parking is a struggle in the summer

already. Taking away parking would open a whole new can of worms.

It no longer can be ignored. It’s our gem and should be allowed to shine. Let’s

get doing something to beautify and cleanup the beach and surrounding area.

Do you have any other comments on the Crofton Community Local Area Planning Process?

We will be moving to Crofton this year and I have just found out about this process. Thank you for this questionnaire and I look forward to attending future

meetings.

I have lived in Crofton for 25 years and I think that it is about time that a few upgrading changes need to be made and more. It will be very much welcomed.

It would be nice to see these meetings happen in the evening or on a weekend so we could all attend.

It must not be ignored by Mayor and Council. Staff should be instructed to move ahead and get the process going after the proposal is passed, hopefully

this fall.

I strongly believe that the ferry traffic to salt spring should not be on Chaplin

Street at all. There should be a separate parking lot for all ferry traffic.

Just that Crofton needs this in place and moving forward not just have it sit on

a shelf once the study is complete.
