Erosion : The Quiet Crisis

Erosion has been called the “quiet crisis.” While the world focuses on obvious

environmental problems, beaches around the world are slipping into the ocean. Erosion is

often controlled by planting vegetation to anchor the sand or soil and now the Japanese firm

Shinki Co. is using artificial seaweed to flight the problem.

The seaweed certainly looks natural. It is anchored on the sea floor, stands upright

and looks like the real thing. The firm claims its plastic product can withstand seabed currents

of up to 20 knots and can slow them by 30%. The seaweed also captures floating sediment,

helping to build up the seabed.

This method can be used to protect undersea oil pipelines, the legs of drilling

platforms and coastal breakwaters, along with beachfronts. Since its invention in Germany in

1984, this method had been used in the Arabian Sea and the Gulf of Oman and has also been

employed to recover the shoreline of Hiroshima City.

Though Shinki says its erosion-stopper is non-toxic, some experts worry that turtles

and fish could swallow the plastic seaweed and choke to death. Other critics say the method is

Stop Wasting Refugee Lives

In July 1982, in an attempt to stop the flow of Vietnamese boat people, the Hong

Kong Government introduced the so-called “closed camp policy” The principle of the policy is

that every new arrival who wants to stay in Hong Kong pending re-settlement in another

country, is locked up in centres far away from everyday society, These centres are built and run

much like prisons. Living in a closed camp means 24-hour surveillance by security staff and

poor living conditions.

The only chance of a break from these conditions is recreational or educational

outings organised by volunteer agencies. The government allows agencies, selected by the

United Nations High Commissioner for Refugees (UNHCR), to run programmes for the

inhabitants of the camps. These programmes are funded by UNHCR and/or the implementing

agencies. The government’s responsibility, managed by the Correctional Services Department,

includes the buildings and security staff.

Currently, more than 7,000 refugees live in the three closed camps in Hong Kong.

The average stay is over two years and quite a few people have been in a closed camp for more

than five years. Since the introduction of the closed camp policy Hong Kong has taken in

more than 15,000 arrivals. It is impossible to say to what extent this figure has been influenced

by the policy, but one can safely say that it has not had the full affect anticipated at its

introduction.

Politically the situation is extremely difficult. The Hong Kong government, while

faced with the problem, does not have the independence to work directly towards a solution.

For that matter, no real solution to this problem can come from Hong Kong or any of the re-

settlement countries; it will have to come from Vietnam. But, until the Hanoi government is

willing even to discuss the matter, Hong Kong will continue to face well over 7,000 people

behind fence.

It is high time that the government realised and admitted that the policy has not

worked and that at the very least a review is necessary. Hong Kong is too civilised a place to

allow the lives of so many innocent people to be wasted in prisons.

Is the earth warming up or not? Many scientists say it is, due to the greenhouse

effect, the heat-trapping property of gases that pollute the atmosphere. Some computer studies

indicate that the warming could cause more frequent droughts and eventually produce climatic

upheaval.

A study by the National Oceanic and Atmospheric Administration published in the

journal Geophysical Research Letters shows that the climate in the 48 states of the U.S. has

remained pretty much unchanged for nearly a century. By analyzing data gathered at weather

stations across the U.S. between 1895 and 1987, meteorologist Kirby Hanson and two NOAA

colleagues found that average annual temperature had fluctuated between 520F and 540F, with

no statistically significant long-term trend either up or down. The same was true of average

rainfall, which generally ranged from about 33 in. to 36 in. yearly.

At first glance, the study would appear to cast serious doubt on the greenhouse

theory. Not so. The U.S. makes up only 1.5% of the earth’s surface, and the country’s

temperature-trends are not necessarily indicative of what is taking place on the planet as a

whole. James Hansen, head of NASA’s Goddard Institute for Space Studies and one of the

most prominent supporters of the greenhouse theory, was not at all swayed by the new study.

“Even in a warming world,” he says, “you’d still expect on a statistical basis to se local

variation -- one region cooler than the average, another hotter. If you look at an area as small

as the U.S., then natural variability is very large, But it’s the global average that is important.”

While other climate experts are slower to make concrete predictions, Hansen’s studies of

global temperatures suggest that the warming trend has already begun and will soon become

widely apparent. Warns the NASA scientist:
