This is not the same thing as the SMC. This refers to the administrative rules adopted by all the different departments and agencies that are currently all maintained separately and differently.

This is not anything currently in the SMC. This refers to the various rules adopted by different departments, like Parks, SDOT, or DPD that are non-Council approved rules. Council gives the agencies authority to adopt the rules, and then the department adopts the rules. We could provide links.

14.1 A.5 - Does the 3,000 pages refer to an estimated number of pages changed per year or a printing of the code (we estimate the code to be 4,250 double column printed pages)?  Can the unit cost be based on a per page amount instead of an hourly amount?

14.2 For a recodification proposal should cost be based on 3,000 double column pages or 4,250 double column pages?  We estimate the total page count for all 4 volumes to be 4,250 double column pages.  This page count is based on our review of your code that we currently maintain.

14.3 A.8 - The question above applies to the Legal Review pricing also.  Do we base Legal Review on a 3,000 double column page code or 4,250 double column pages?

15.1 I - Does this mean posting the original ordinance on line for viewing prior to codifying it or does it mean codifying the ordinance electronically in between printed supplements like we do now?

15.3 M - Not sure what this means?  If it is Printing and Shipping, not sure what the printing will cover.  Will this be shipping of each quarterly supplement or shipment of a complete set of codes? 

15.4 Q - We don't think there will be Recodification costs for the code each year, unless you mean this to be the yearly supplement cost?

15.1 Our goal is to codify the code and post the code electronically the day it becomes effective. This will likely happen between printed supplements which come less frequently.

15.2 Yes, 4,250

15.3 It would be nice to know what each cost, quarterly inserts versus complete re-publication. Complete republication, if in small enough numbers and affordable might be preferred. Keeping up with inserts and supplements is very time consuming for staff and can result in errors.

No. If the Vendor has other items that might benefit the City, please provide this information to the Buyer. If the City deems the addition pertinent, the Buyer will update the cost sheet and post in an Addendum.

This information should be submitted to the Buyer before the deadline for questions, but the City will entertain adding information after the deadline.

- We also noticed that the total number of subscribers shown on page 2, section 2.8 of the RFP is 98, while the pricing proposal requests 132. Is this what the City intended?

30 09/03/13 Seattle Administrative CodeWe looked at the link provided in item #10 of the addendum, and about two-thirds of the search results are empty. It says they can be found in the clerk’s office. See Example 1 below. Since we can access one-third of the files, we can extrapolate that each of the other thirds might be about the same size. Is this what we should do to come up with an estimate?

We wonder if some of these files are really what the city would want included. For example, CF_287343 has links to Volume I and Volume II for the Comptroller, although when you open the two files, they appear to be the Rules and Regulations of the Water Dept Vol. I and Vol. II. These two documents go back as far as 1978 or earlier and a quick scan did not show anything recent. They are 445 and 280 pages respectively.
