After two Gold Pan residents brought forth information on a recent door-to-door salesman, Consumer Protection BC stepped in.

Now, Consumer Protection BC is advising consumers that a direct sales prohibition order has been issued against Lloyd Schell and his water filtration company, Vin Water Systems, prohibiting the door-to-door salesman from en-gaging in direct sales within B.C. for a 15-year period.

As Consumer Protection BC investigation found Schell had contravened several sections of the Business Practices and Consumer Pro-tection Act, by engaging in deceptive acts or practices, using contracts that didn’t contain re-quired information and failing to issue refunds after consumers cancelled their contracts.

In addition to the direct sales prohibition or-der, Consumer Protection BC has issued a com-pliance order that requires Schell to refund two impacted B.C. consumers (for a total of $4,076) and to reimburse Consumer Protection BC for partial investigation costs ($700).

“We were extremely concerned when consum-ers came forward with information about Lloyd Schell’s sales practices,” Vice President of Cor-porate Relations at Consumer Protection BC, Manjit Bains said.

“The length of this ban is significant. Based on the findings of our investigation, these actions are appropriate given his current and past busi-ness practices.”

This is the second time in eight years the sales-man has faced such an order – in 2005, a five-year Direct Sales Prohibition Order was issued by Consumer Protection BC against Schell for, what they called, “using misleading sales tac-tics, using undue pressure against vulnerable se-niors, grossly overcharging for products, using contracts that didn’t contain required informa-tion and failing to issue refunds after consumers cancelled their contracts.

Schell has 30 days to request a reconsideration of these decisions, as it is his right under the law.

The Seniors’ Advocacy Service (SAS) has been nominated for the Community Spirit Award for Business Excellence

2013. Being nominated is a high honor and it is nice to see Seniors’ services being recognized by our community. The SAS is celebrating its 10th year of serving the seniors of Quesnel in 2014.

You might want to visit their new website. The site contains a wealth of information about the SAS and about the many services they provide for the community. The service’s web address is www.quesnelseniors.ca.

The SAS also has a list of reliable snow removal folks who are very reasonable. Just give the office a call at 250-992-9330. Office hours are Tuesday to Thursday, 11 – 2.

The winter edition of their newsletter, SASSY, is still available at the office which is located in the Century 21 office on Reid Street.

The Seniors’ CentreThe Seniors’ Centre would like to remind

everyone that memberships were due on Jan.1. Considering the many events and services provided there, a membership is probably one of the best investments a senior could make for 2014.

The centre was closed Dec. 23 to Jan 1. Events were back in full swing starting Jan. 2 with a pancake breakfast Jan. 5 and 19 and the monthly meeting Jan. 23 at 1 p.m.

Bell ringers are looking for new people to join them for 2014. No music knowledge is necessary – just the desire to have fun making music. The group meets every Monday from 10 a.m. till noon.

Tai Chi Chi resumes on Jan. 6 at 9 a.m. at the centre. All are welcome to start their week with this excellent form of exercise.

Events around townLast week’s snowstorms put a damper

on many of the planned events. I think the weather forecasts were more accurate years ago, but that’s probably the Senior in me talking!

Nearly 180 people were served at the Seniors’ Christmas dinner Dec.r 5 at the Seniors’ Centre. A lovely turkey dinner with all the trimmings was provided. After dinner, entertainment was provided by a number of talented Quesnelians, including Sweet Harmony.

Some 50 people braved the nasty weather on December 11 to attend the OAPO dinner at the Legion.

Before dinner entertainment was provided by the Northern Lights Harps and Friends after which guests enjoyed a great. Roberta Kerr served up some good entertainment after we ate and then a brief sing-song happened with Amanda Gillcash and Jola Jareki playing ukulele accompaniment.

Mary Ann Sturdy is a Gold Pan resident.

SAS being honoured

Why I’m Out HereThere are many excellent charities out there, but the Salvation Army is one I choose to support. In the 1940s, when my mother was a widow with four children, alone in the city of Vancouver, the Salvation Army stepped up and helped feed and clothe them all. Mom had resorted to ‘stealing’ tea bags and soda cracker to feed her family from the community kitchen of the hostel they were staying at in downtown Vancouver. Later in life, whenever we were out shopping at Christmastime, my mother always made a point of donating generously to the numerous Salvation Army kettles we came upon. Sometimes she would tearfully tell her the reason for doing so, thanking the person manning the kettle, even though the volunteer may not actually be a member of the Salvation Army. She took very personally the fact that they were dedicating their time to helping raise money to help those who were at such a point in their lives that they were dependant upon the good-heartedness of others. We would often leave the volunteer with a hug and a tissue and a feeling of knowing they were doing a very good thing. As we walked away, we noticed the bells being rung much more vigorously than when we had approached. The last five years I have manned a Salvation Army Kettle outside out branch. I don’t know why I hadn’t thought of doing so sooner, except that i always believed you had to be a practising, religious member of the Salvation Army itself. I have always continued with my mom’s tradition of generously donating to the kettles but now I will take one day out of my life during my busy, hectic Christ-mas season and take cheerful advantage of the generosity and good-heartedness of people during this season.Recession or not, people are so generous at this time of year and, though the last two years I have chosen the coldest day of the year to stand outside all day, cheerfullly ringing my bells (which I have been told can be heard a long way up and down the street), it is very heartwarming work and so good for the soul.I wish you the merriest of all Christmasses

CRD chair reflects on 2013During the final

CRD board meeting, chair Al Richmond delivered the CRD year-end address. The following is his speech.

Members of the board, members of the media, ladies and gentlemen

Today, I have the distinct pleasure of reviewing the Cariboo Regional District’s key accomplishments and successes for 2013. Looking back over the past year, our region can be proud of its achievements. The CRD experienced many successes in 2013.

The year started with three sub-regional budget consultation meetings taking place in 100 Mile House, Quesnel and Williams Lake. During these meetings we presented the proposed 2013 budget to our residents to seek feedback from them, before adopting the budget at the end of March. 

In May of 2013, the CRD attended the North Central Local Government Association Conference which was held in Quesnel. Delegates and their partners were able to attend some great workshops, business sessions and of course some spectacular entertainment and social events. I would also like to take this opportunity to again thank the many volunteers from the North Cariboo who dedicated their time and efforts to put their best foot forward. 

In mid-May, the Cariboo Regional District participated in a precedent-setting event which saw First Nations, local governments, School District 27 and 28 and non-first nations communities from across the region unite to remember, recover and reconcile. From May 16-19, public events, workshops and seminars were held as part of the Commemoration

project. National First Nations Assembly Chief Shawn Atleo and the Honourable Justice Murray Sinclair, Chair of the Federal Truth and Reconciliation Commission facilitated and participated in the sessions and spoke about reconciliation in Canada. May 16 and 17, 2013, monuments at the St Joseph’s Mission Residential School site and in Williams Lake’s Boitanio Park were unveiled. These events were planned through an inclusive planning committee comprised of former students, First Nations, Tribal Councils, local government, School District 27, the RCMP and the Sxoxomic First Nations School. During a news conference to announce the monuments, the Cariboo Regional District (CRD) learned of a former student who had her own orange shirt taken from her by the school, only to see another child wearing it days later. The Cariboo Regional District has now declared Sept. 30 annually as Orange Shirt Day.

The municipalities within the region, along with School District 27 have also made this same declaration to aide in the healing and reconciliation process and to create a better future for generations to come.  

In June, the CRD Board of Directors and staff travelled to Lac La Hache for the first of two, Board on the Road events for 2013. The traditional Board on the Road BBQ was put on in support of the Lac La Hache PAC to raise funds for the elementary school trip to Drumheller, Alberta.

September 12 and 13 we were on the road again with our second of two Board on the Road meetings for 2013 –

this time Wildwood in Electoral Area D was our destination. The event began early in the day with a Community to Community Forum with the Xat”l (Soda Creek First Nation) held at the Emporium. The session was followed by a tour of the Xat”ll Heritage village. The Board on the Road event continued with the traditional BBQ which was put on by members of the CRD’s Wildwood Volunteer Fire Department. The following day, the board reconvened in the Wildwood Fire Hall for its regularly scheduled board meeting.

From Sept. 16 to 20, the Cariboo Regional District Board of Directors attended the annual Union of British Columbia Municipalities (UBCM) convention and AGM which took place in Vancouver. Throughout the convention the CRD met with three provincial ministers and Network BC staff which is a part of the Ministry of Technology, Innovation and Citizens’ Services, spoke to CRD resolutions and received some prestigious awards.

During the resolutions sessions, the CRD learned it had earned the

Honourable Mention Gold Star Award for its “Noxious Weeds & Range Lands” resolution. The resolution requested the Government of BC do everything possible to assist the ranching community in controlling noxious weeds including provincial requirements, assisting with costs associated with obtaining a pesticide applicator’s certificate and more.  

Throughout the week, CRD Board members and staff met with three provincial ministers including: Minister of Health, the Honourable Terry Lake; the Minister of Transportation and Infrastructure, the Honourable Todd Stone; the Minister of Jobs, Tourism and Skills Training and the Minister Responsible for Labour, the Honourable Shirley Bond to discuss regional issues.

During the UBCM Community Excellence Awards Breakfast Reception, the CRD, Esk’etemc, the Cities of Quesnel and Williams Lake and the District’s of 100 Mile House and Wells were presented with the UBCM Excellence Award in Partnerships for their submission, “The St. Joseph’s Mission Residential School Commemorative

Project”. The same morning, CRD representatives attended a breakfast meeting with Geoscience BC to receive an update on the work they are doing throughout the province and more specifically within the Cariboo Chilcotin.

During the annual UBCM Banquet CRD Director and Vice-Chair Ted Armstrong was presented with a Special Long Service Award for his 35 years of public office.

As much as I love to write, it’s rare that I keep a journal.

And when I say a journal, I mean a place for me to keep a daily record about myself, to myself and for the sole benefit of me, myself and I.

There have been different periods of my life when I paid this kind of attention to “me,” but since becoming a mother I haven’t done it nearly enough.

As a teenager I used to write in a diary quite frequently and then lock it up with a key after each instalment. Regretfully I destroyed all my diaries and journals as fast as I could fill them for fear that they’d fall into the wrong hands and I’d be embarrassed beyond belief.

My dear friend Ernie Tadla doesn’t worry about things like that and would rather share his thoughts than hide or throw them away. But he’s no longer a teenager - he’s 71 years young and he writes every single morning. He calls it his mental bath.

“You wouldn’t leave the house without brushing your teeth and having a shower would you?”  he asked me.

“Well, why wouldn’t you give your mind the same courtesy that you give your body?”

He makes an excellent point.

Every day he cleanses his mind through his journal entries. He makes time for some quiet reflection and has made a commitment to write down all that he’s grateful for to ensure that he starts off each day in the right frame of mind.

After acknowledging his gratitude, any of his additional thoughts spill out of him without censor. He is then ready to shower, brush his teeth and face the day ahead with as much joy and appreciation as you can imagine.

A widow and cancer survivor, my friend has had his fair share of sorrow and adversity throughout his life and has chosen to spend the rest of his days being as happy and fulfilled as he can. He has also chosen to share what he’s learned about himself and about life as he knows it with anyone who’s interested enough to listen.

Inspirational and supportive, this is the kind of human being I

aspire to be. I recognize that I can’t truly become a person like this without a similar commitment to mental cleansing. So, for that reason, “journaling” has become one of my top priorities for the year ahead.

I realize, not just from Ernie’s experience, but also from my own, how cleansing “journaling” can be. The act of transferring the thoughts in our mind down through our arms, out through our hands and onto paper or the computer screen is incredibly powerful. It can immediately start to sharpen a focus that may have become blurry through the reality of living our lives.

Not only can this daily exercise remind us of what we find important and what we want to accomplish, but it can also help us to discover more about ourselves and work through our challenges, providing us a fresh, new start every time we write in this way.

I especially love the idea of regularly recording what we’re grateful for to put us in the right frame of mind.  It’s so easy to forget these things and take them for granted without a consistent self-reminding mechanism.

Of course, not everyone likes the act of writing and can find other ways to effectively connect

with their feelings. But “journaling” really isn’t about writing at all.

Spelling, grammar, sentence structure and even making sense are completely insignificant. This exercise is just about cleaning out the busy thoughts in our minds by helping us organize them through this simple act of expression. My husband refers to it as a mental enema.

But who in the heck has the time? I’m not 71 years young and I’m nowhere near retirement.  Yet I know from personal experience how much time I can ultimately save in the long run by just taking a few minutes every day to tidy my brain and sharpen my focus. was first elected to the CRD Board in 1978 as the Electoral Area A Director after serving as an Alternate Director in 1977. The guests at the banquet also witnessed CRD Director and Quesnel Mayor Mary Sjostrom presented with a lifetime membership to UBCM for her service to the organization.

In 2013, the CRD successfully applied to a number of different provincial and federal funding programs such as the Building Canada Fund, the Towns for Tomorrow program, Northern Development Initiative Trust, the Community Tourism Opportunities program and UBCM’s Fuel mitigation fund for a total of approximately $1 million. The CRD also received approximately $1.7 million from the Community Works Fund which focuses on green initiatives and energy efficiency projects.

So often we forget how far we have come and the challenges and issues we have overcome, or resolved along the way. Part of the reason for this report is to remind you of our accomplishments and to compliment you on your successes.

Creating new partnerships, enhancing services, undertaking capital projects, informing the public and responding to residents’ needs is what building this region is all about. Our organization will continue to respond to community and residents’ needs thereby achieving our goal of: Building Communities Together

Health science union members have voted 75 per cent to accept a five-year “growth sharing” wage agreement with the B.C. government.

First to accept the groundbreaking proposal are 16,000 specialists in diagnostic, clinical and rehabilitation services. A larger group of government union members is also voting on a similar offer. The agreements include guaranteed wage increases of about 5.5 per cent over five years, plus extra money in years where the B.C. economy grows beyond independent

forecasts. They are also for an unusually long term and have been reached three months before the current contracts expire.

Val Avery, president of the Health Sciences Association, said the “modest wage increases” were in addition to employer commitments to recruiting and retaining professionals in highest demand.

Finance Minister Mike de Jong said the health science agreement is: “unique to the needs of the employers and employees and I expect we will see

that pattern continue with subsequent agreements.”

A similar five-year proposal has gone to a vote of 51,000 mainly B.C. Government Employees’ Union members. They include direct government employees, home support workers, alcohol and drug counsellors, adult day centres, child development centres and mental health

group homes.The growth sharing

formula is based on the finance ministry’s economic forecast council, private sector experts who estimate growth in January as the provincial budget is being prepared. If actual growth exceeds projected growth by one per cent, it means $200 million more for the provincial treasury, which would be shared 50-50 with unionized employees for that year.

Our giant stumbles

First loss in seven, first loss at home, lesson learned

It was David and Goliath on ice Saturday, as the 'Roos fell to Lac La Hache 6-2.

After winning seven games straight (nearly half their season), and having not seen a loss in front of their hometown crowd, the Kangaroos were looking mighty, marching their way to the top of the standings, but, as fans of the story know, even a small boy and a rock can fell the mighty at the right time.

"That streak, when it breaks, sometimes it's a team like that," coach Brian Kozak said.

If Lac La Hache was David, then Tomahawks goalie William Sellers was the stone, making 60 saves on 62 shots, including an amazing kick save that stopped a 'sure thing', and leading Lac La Hache to victory.

It started out fine for the 'Roos. Matt Stang was the first to put a numeral up on the board, getting his goal in early,

just over a minute into the game, with the help of Matt Powell and Curtis Gassoff.

The 'Roos continued to push the Tomahawks, but a combination of bad bounces and Sellers conspired to keep the 'Roos from doing anymore harm.

After six minutes of play, Lac La Hache tied it up on a wrist shot from Donovan Nicholas.

Riley Ferster answered two minutes later for the 'Roos, finally sliding the puck past a prone Sellers after half a minute of bad bounces and good saves.

But the lead didn't stay for long, as Robin Gilbert put two past Manderson late in the period to put the Tomahawks up one going into the second.

The period ended with all the players on the ice taking part in a shoving match that refs managed to stop from becoming a full blown dust-up.

Midway through the intermission, a

fire alarm chased the players and crowd out of the arena as they waited for the fire chief to check the building. The building was verified not on

fire and the game resumed.After the pushing and the false fire, the

game was delayed, but fans returned from their sojourn outside ready to watch some hockey.

The Tomahawk’s Kevin McNab was the only one to post a goal in the second grabbing a rebound and flinging it past Manderson. The goal came just after the three minute mark and one second after Stang hopped out of the penalty box.

While an uneventful period on the scoreboard, the penalty box saw plenty of action as the game started to get rough.

In the third, the ‘Roos strayed from their team game and suffered for it, while the Tomahawks played a defensive game to keep the score low.

Lac La Hache played their plan perfectly, frustrating any chance the ‘Roos had until a bad pass in the neutral zone gave the Tomahawks a three on none, which they capitalized on to put another goal on the board.

Kozak pulled Manderson in the last three minutes of play, but a face off in the neutral zone turned into a weak shot that rolled all the way into the goal, sealing the ‘Roos fate.

Kozak was disappointed with the way the Kangaroos played, but said Lac La Hache played a great road game.

“Overall, we ran into a hot goaltender and strayed away from the ‘Roos game,” Kozak said.

Kozak hopes the loss will push the players back together again, teaching a lesson in humility and keeping the team first.

He’ll test that theory against Cariboo Rivals and number two team in the league, Williams Lake on Jan. 11 and the Terrace River Kings, tied for third in the league, Jan. 12.

Saturday, Dec. 7, teacher, Rick Prosk, and 17 students from Carson elementary traveled with six parents to attend a co-ed volleyball tournament in Williams Lake. These grade six and seven students had just finished their seasons playing separately on Carson's boys' and girls' volleyball teams. For the players, this tournament offered a couple of unique opportunities: it allowed them to travel outside Quesnel to play teams from another community, which is a rare opportunity in elementary school. It also allowed boys and girls to play together on the same team, something kids rarely get to do from the time they are six years old.

The opponents were grade sevens from a middle school in Williams Lake. For those students, this represented their only chance to compete all season. Since the elementary schools in Williams Lake were reconfigured last fall into K-6 elementary schools, and a 7-9 middle school, the grade sevens have no one else to play. They can't play with the grade eights because they are allowed only five years to play secondary school sports.

Carson students play in the smallest gym in the school district, so attending a tournament in a high school gym was intimidating at first. The net was higher and the court bigger than we were used to playing on. Despite these challenges, the Carson teams did a great job. Team Two, despite losing its first four games, came on to finish second out of five teams. Team One started well, but unfortunately faltered later on to finish fourth. Competitively, that speaks well for Quesnel volleyball teams.

The Carson boys' team finished second this season in the district playdowns.

All the players had a great time. Boys and girls, playing alongside each other, came to appreciate each other's athletic efforts and contributions, something they rarely get the chance to do.

Atoms on topTwo Quesnel atom hockey teams attended the Prince George minor hockey atom christmas tournament last week. There were 11 teams and the Quesnel AtoMc Dunkley Lumber Grey and Quesnel AtoMc West Fraser Green ended up playing in the final game for first and second. It was a great game with Ques-nel AtoMc West Fraser Green taking first over Quesnel AtoMc Dunkley Lumber Grey with a score of 4-3. All the Quesnel boys and girls played great.

Not satis� ed with � ve points a week ago, Chad (The Comet) Swanson did it again as he was involved in all of BCS’s tallies with two goals and a trio of assists. Unfortunately the League doesn’t keep records of this sort, but 10 points in two games when your team scores 11 goals must be right up there? Cashing in on the great passes was Jason (And his Argonauts) Johnson who has found the Golden Fleece playing with (The Comet) as he notched the hat trick for a four point morning. Also having a terri� c game was versatile and talented Chris (Crown) Royle who collected three helpers and confused the GM side with his stick handling technique. Putting up a valiant effort in the losing cause was Kevin (Night Rider) Hesslegrave and his partner in crime,

Colin (Kit) Keis who both scored a pair and assisted on another. Returning to the ice after a painful ailment was GM’s (BIG) Bob Merta who despite struggling through

a goalless streak stretching back to January 25, 2012 was still able to thwart several BCS forays with his boarding house reach.

Meanwhile in Who-ville, Bear was reminded that the Green clad Serenity side don’t like Christmas much as they scuttled Bears chance to beat them for the � rst time this year. Now, please don't ask why. No one quite knows the reason, but with the 4-2 defeat Bear has lost to the Builders � ve times this season. It could be that Wade (The Blade) Fenton, Lee (Naughty) Naeth and Eric (Bonsai) Bodman, who all earned two points, don’t have their helmets screwed on quite right. It could be, per-haps, that their skates were too tight. But Bear thinks that the most likely reason of all is the Builders hearts are two sizes too small. Despite

the loss, Bear looked resplen-dent in their Red striped gear and with Derek (Blades of Glory) Burdekin scoring his � rst, the Grinch like curse is sure to end in the New Year!

The week before Christmas in season 13 (2006):

A Christmas Miracle as last place Green defeats the undefeated White side, 13-3: St Nick had appeared, and Green was quite thank-ful, he stopped by for some gas, he needed a tank-full. Green grabbed the lead and felt quite good, but White would comeback, they all understood. Then laying his � nger aside of his nose, and giving a nod to the Zamboni he strode; he jumped up on the seat, to team Green gave a whistle, and away they all � ew like a rocket or mis-sile. Then what happened next was a total surprise as Horley scored four and Salmons bagged � ve!!!. But I heard him exclaim as he left without warning “Merry Christmas to all, and to all a good-morning!”

UNBC’s South Central Regional Campus is located in Quesnel. Th is region encompasses the Cariboo and Chilcotin, and the Lakes District and Robson Valleys. Th e majority of current enrolments are in courses at Quesnel, Williams Lake, Ft. Saint James and Burns Lake. A variety of programming is off ered including complete degrees in Arts (English, First Nations Studies and History majors), Social Work and Nursing.

Responsibilities:Reporting to the Regional Chair, you will provide administrative and offi ce/clerical support to faculty and students at the Regional Campus. In addition you will share administrative and student support duties with the Regional Services Coordinator.

Qualifi cations:Th e successful candidate will possess a one-year Certifi cate in Offi ce Administration together with a minimum one-year offi ce experience, preferably in a post-secondary institution. An equivalent combination of education and experience will be considered. You are profi cient in the use of the Offi ce Suite. Th is position requires the successful candidate to have an excellent customer service focus, exceptional interpersonal, organizational and communication skills, with the ability to function well in a multi-tasking environment.

Salary:Th is position has been classifi ed at a Grade 3. Th e annual salary range for this position is $36,509.20 - $37,655.80, and the normal starting salary will be $36,509.20, prorated based on actual hours worked and the length of term. Normal hours of work will be 8:30 – 4:30 Monday, Tuesday, and Wednesday.

Responsibilities: The Community Health Nurse is responsible to provide community based nursing services that promote the health of mothers and children in the Nazko First Nation Community in BC.

These services are:

• Maternal and child programs offering information, counselling and health surveillance to women during and after pregnancy

• Promotion of optimal health standards for infants and preschoolers;

• Special prenatal and child health clinics and home visits in collaboration with the health team;

• Community education services consisting of group activities, films, visits to individuals covering an array of topics: fitness, pregnancy, stress, parenting, family living and nutrition; and

• Communicable disease control through health education and screening programs focussing on prevention, immunization and home visits.

Qualifications:

• A Bachelor’s Degree in Nursing, minimum of one years’ experience in community health nursing preferably with First Nation Community; CDC Certification, CPR Level “C”; BCDC Immunization Certificate; current registration with the CRNBC; valid BC Driver’s license.
