Access for people with disability is improved by considering the needs of people with disability when buildings and venues used by the Queensland Government are refurbished or leases renewed and where possible in choosing venues for Queensland Government run events and meetings (AAQ whole-of-government, DCDSS lead).

• Guidance provided to staff about how to choose an accessible venue for an event or meeting.

• New buildings and facilities continue to be designed and constructed to provide suitable accessibility for people with disability.

• QPS Capital Investment Prioritisation Process and QPS Capital Investment Project Proposal (CIPP) Global Scorecard updated.

• Issues relating to physical access to all relevant event locations is routinely communicated across the organisation when applicable.

• Active communication and consideration by both the QPS and Public Safety Business Agency (PSBA) are ongoing, relative to considering the needs of people with disability when QPS building and venues are constructed, refurbished, leases renewed and in the selection of venues for events/meetings.

• The QPS Building Design Manual includes requirements for access and mobility for people with disability. This ensures new and refurbished QPS builds must comply with legislation in areas such as public access staff amenities, corridors and internal spaces, access from the street and parking spaces. All new and refurbishment QPS builds have been constructed to meet this legislation.

• QPS has updated the QPS Capital Investment Prioritisation Process. Existing and new capital investment project proposals (CIPPs) are evaluated against on a range of criteria within the QPS CIPP Global Scorecard annually. The ‘functionality’ criteria within this document has been updated to specify ‘e.g. inadequate access for people with disability’. This ensures current and new proposals for refurbishment of existing QPS buildings with inadequate access for people with disability will be given higher priority for the 5-year QPS Capital

Implement strategies to reach the Queensland Government target that, by 2022, eight per cent of the Queensland Public Sector workforce will be people with disability, across attraction, recruitment, retention and career progression and development, for example flexible work practices and inclusion of people with disability in the government employer brand (AAQ whole-of-government, Public Service Commission (PSC) lead).

• The proportion of people with disability employed in the Queensland Public Sector workforce increases towards eight per cent by 2022.

• PSBA HR provides QPS with ongoing consultative service for the implementation of employment strategies.

• Appointment as a Police Recruit requires applicants to successfully meet law enforcement standards in relation to a range of fitness and cognitive standards to prepare recruits to meet the demands of a police career. These standards are consistent with law enforcement standards in other Australian states and territories.

Promote information, resources and examples of the benefits to businesses of employing people with disability, the assistance available, how to make recruitment and employment process more accessible to improve opportunities for people with disability to participate in employment (AAQ whole-of-government, DCDSS lead).

• Information, resources and good practice case studies uploaded to the dedicated website.

• During this report period QPS Inclusion & Diversity Plan (IDP) for Action 2016-2018 was in place until May 2019. This plan for action included strategic drivers in relation to the Disability Service Plans.

• The Inclusion and Diversity Restorative Engagement and Cultural Reform Program (Juniper) released the new QPS IDP for Action 2019-20 in May 2019.

• Juniper has commenced involvement with Inclusion & Diversity Interagency Community of practise. This involvement is ongoing.

• Juniper has commenced the development of QPS Inclusion Network to provide governance and support around diversity and inclusivity.

• Juniper also commenced engagement with internal and external Human Rights Commission champions during this reporting period. This work is ongoing and will support diversity and inclusivity in the organisation.

• Operational Policing and Leadership have recently taken possession of a newly designed learning facility where the Leadership Centre now undertakes all its workshops, including leadership training. The QPS Building Design Manual includes a section with certain requirements for access and mobility for people with disability. This has ensured that the refurbished building complies with legislation in the classroom, auditorium, kitchen, amenities areas, access from the street and parking spaces.

• There are no known barriers to any members undertaking leadership training within the QPS as it is primarily through distance education. For the workshop courses that are offered, a disability would not preclude any members from attending and reasonable adjustments could be made, if needed, for any of the activities.

Provide disaster management and preparedness information to stakeholders, the disability sector and the community to assist with building community preparedness.

• Disaster District Management Plans (DDMP’s) are reviewed and published publicly by the Queensland Police Service (QPS) to provide the disability sector and the community with information preparedness.

• DCDSS and other partner stakeholders are involved as part of the DDMP review and planning process by QPS Executive Officers (XO’s)and District Disaster Coordinators (DDC’s) to ensure the disability sector are catered for in the prevention, preparedness, response and recovery phases.

• Review and publish Local Disaster Management Plans (LDMP’s).

• The QPS Executive Officers (XO’s) and District Disaster Coordinator’s (DDC’s) completed 22 District Disaster Management Plan (DDMP) reviews and 78 Local Disaster Management Plan reviews.

During 2018-19 the QPS:

• Commenced a review of the Service's current policing responses to elder abuse and people with a disability to plan for potential future demands resulting from the Royal Commission into Aged Care and Disability;

• Through the Australia New Zealand Policing Advisory Agency (ANZPAA), collaborated with other jurisdictions in the development of the ‘ANZPAA Mental Health Guide for police responding to Mental Health Incidents’. The aim of the guide is to create consistency across all jurisdictions when responding to people with mental illness in the community in a respectful, engaging manner to facilitate meaningful dialogue between the parties;

• Developed the QPS Disability Services Intranet page as a resource for frontline police;

• Developed the Vulnerable Persons Framework for implementation by state-wide;

• Enhanced the Queensland Police Referrals network by increasing the referral categories;

• Invested in training, education and professional development opportunities for members related to domestic and family violence and vulnerable persons;

• Strengthened the local, on the ground response to domestic and family violence through: progressing the staged implementation of specialist domestic and family violence officers.

• The QPS continues to promote the Queensland Police Referrals service across the State, including identifying prospective local service providers to join the Police Referrals network.

During 2018-19 the QPS:

• Co-designed with external professional services, an innovative cultural change program to support continuous improvement and build strong leadership within the organisation related to domestic and family violence prevention, with the embedding of this program to occur as the Service’s key action in the Government’s Third Action Plan 2019-20 to 2021-22;

• Continued to collaborate with partner agencies and the community on joint strategies that raise awareness and contribute to delivering an integrated service response to vulnerable persons;

• Commenced a review of the Service's current policing responses to elder abuse and people with a disability to plan for potential future demands resulting from the Royal Commission into Aged Care and Disability;

• Initiated design development of a suite of new education materials for internal and external use related to elder abuse and the policing response; and progressed preparations for a QPS display at the 2019 National Elder Abuse Conference in July 2019.

Maintain the Police Referrals system to

ensure that persons with disability, their

family’s and carers, can be offered local timely

referral services.

• Appropriate referral pathways identified; ongoing take up of referrals by persons with disability, their family’s and carers.

• Liaise with Police Referrals partners to ensure disability services are current and maintained through the system.

• During 2018-19, the QPS made enhancements to the Queensland Police Referrals network to ensure frontline officers can continue to provide individuals, their families and carers, the option of a referral to local service providers.

• The QPS Operational Procedures Manual (OPM) contains policies, instructions and guidance to assist police with appropriate knowledge and application processes to build rapport with people with a disability that come in to contact with police at times of crisis or intervention. • Training is provided by the QPS Ethical Standards Command to QPS members to ensure people with disability are supported when lodging a complaint.

• The Ethical Standards Command (ESC) 2018-2019 Operational Plan contained an activity to “Provide disability awareness training to officers dealing with complaints.” In support of this activity, the QPS Professional Standards Training Continuum modules 1, 2 & 3 have been updated to reference and support the QPS Disability Service Plan.

• The ESC 2018-2019 Operation Plan contained the performance indicator “Development of complaint taking disability awareness training programs for ESC.” Measurement of training delivered by ESC through the QPS Professional Standards Training Continuum supports the achievement of this objective.

• ESC continues to monitor and support progress through the Professional Practice Management network and Complaint Reform Project.

Ongoing. The delivery of the QPS Professional Standards Training Continuum is an ongoing activity across the QPS.

QPS will encourage the membership and/or

participation of people with disability, their

families and carers in Community Policing

Boards.

• QPS to encourage the membership and/or participation of people with disability on Community Policing Boards.

• Members of the community including people with disability are considered and encouraged to participate on Community Policing Boards where appropriate.

• District Officers seek board membership that is reflective of the community, which includes people with disability. Community Policing Boards meet to address specific issues, with members co-opted who have the specialist skills to provide solutions and strategies addressing the matter at hand.
