NVTA 30% Funding

In January 2014, via Res. No. 14-67, the BOCS approved the following projects as Northern Virginia Transportation Authority (NVTA) 30% funding priority projects with a current total of over $300M:

Minnieville Road University Boulevard Neabsco Mills Van Buren Road

Ball Ford Road Vint Hill Road

Telegraph/Summit School Road Wellington Road

Projects were to be funded through a combination of NVTA, Revenue Sharing (50% match required), and additional state and federal funds.

NVTA 30% Funding

The County is currently working on the Minnieville Road (Spriggs to Route 234) Project using a mix of funding sources including NVTA 30%. The next project, Neabsco Mills (Route 1 to Dale Boulevard) is now funded only through design.

With the reduction of approximately 50% in NVTA 30% revenue, this County will not be able to take full advantage of grant programs, since the County no longer has the additional revenue to use for match funds. No schedules can be given until funding can be identified.

The cumulative impacts of these reductions go beyond major projects and affect smaller grants such as Transportation Alternative Program (TAP), Safe Routes to Schools (SRTS), Highway Safety Improvement Program (HSIP), Airport Access Grants, and other state and federal matching opportunities. This will also reduce the amount of small pedestrian and safety projects that can be completed as well.

Federal Grant Opportunities

The PWC Department of Transportation looks at all possible Federal grant opportunities that are applicable to our program, the following are the Federal grant opportunities the Department applied for in 2016.

Transportation Infrastructure Generating Economic Recovery (TIGER) – Rte. 15.

Fostering Advancements In Shipping And Transportation For The Long-Term Achievement Of National Efficiencies (FASTLANE) Grants – Route 15.

Regional Surface Transportation Program (RSTP) – Rt15, Neabsco Mills, Rt. 23/Balls Ford Road and University Blvd.

Congestion Mitigation/Air Quality (CMAQ) – PRTC Bus Replacement, VRE Platforms, Innovation Sidewalk, VRE Extension.

Transportation Alternatives Program (TAP)/ Safe Routes to School (SRTS) – Various Sidewalk Projects Countywide.

Bus and Bus Facility Grants – completed by PRTC and VRE.

Challenges with Grants

Most Federal grants require a 20%-50% Match, with the 50% reduction in local/NVTA transportation dollars the County will not be able to match its Federal grant applications. For example, the TIGER grant for Route 15 is for $45 million, if fully granted, we will receive approximately $34M with an expected local match of $11M.

This is also true with State Grants such as the Revenue Sharing Program, which requires you to match at 50%. The grant maximum is $10 million, which the County will not be able to take full advantage of in FY17.

Smaller Federal/State Programs will also be affected (such as the TAP, HSIP, SRTS, Airport Access, etc.) since these usually need a 10%-20% match. These programs are used to do smaller pedestrian, safety, and intersection improvements.

The new proffer legislation will not allow for cash collection of proffers in the past, so local transportation dollars will not cover these matches.

Receiving Federal grants means completing projects under Federal Guidelines and Requirements, which makes a project take longer and more expensive.

WMATA Safe Track Plan/ PRTC Response

Updates:

To assist passengers during Metro’s Safe Track plan, PRTC implemented changes that began on June 4, 2016.

The last evening trips of the Manassas Metro Direct and Linton Hall Metro Direct routes from the Tysons Corner Metro Station will be delayed by 15 minutes.

The delay of the last evening trips will only be in effect during the construction period of the Orange and Silver lines.

During construction- the final Manassas Metro Direct bus will leave Tysons at 9:35pm; the final Linton Hall Metro Direct bus will leave at 7:10pm.

Commuters seeking an alternative to Metrorail can register with PRTC’s free OmniMatch program (www.omniride.com), which helps residents find carpools and vanpools.

Manassas residents may also take the OmniRide bus to the Pentagon and transfer to the Rosslyn/Ballston.

Burwell Road/Fitzwater Drive Improvements

Updates:

Construction in progress.

Addition of 2,300 linear feet of paving is scheduled for the remaining gravel section of Burwell Road extending to the Fauquier County line.

A request to adopt the Burwell Road extended paving project as a Rural Rustic Road will be submitted to the BOCS July 2016.

Issues:

None

Timeline:

Expected date of construction completion of the initial project is late Summer 2016.

Route 28 Phase I (Linton Hall Road to Vint Hill

Road)

Updates: The Contractor is currently working on rock

excavation on Vint Hill Road. Paving on Route 28 is 40% complete. Paving on Vint Hill Road is 85% complete.

Issues: Potential waterline tie-in is planned for late June

2016. Rock excavation on Vint Hill.

Timeline: Revised project completion date is anticipated for

September 2016.

Updates: All utilities have been relocated. Bristow Road entrance has been opened.

Paving is 100% complete.

All construction activity was completed on May 25, 2016.

Issues: Force main change order for Parks and Recreation.

Timeline:

This will be the last report for Hellwig Park Entrance Improvement Project.

Minnieville Road (Spriggs-Route 234)

Updates: Invitation For Bid was released on May 31,

2016. Certificate of Taking (COT) began on remaining

two parcels. Recordation of all easements expected by the end of July 2016.

Bids will be opened on July 22, 2016 with contract award submitted to the BOCS on August 2, 2016.

Issues: Utility companies will not start relocation work

until all easements are obtained.

Timeline:

Construction completion date is scheduled for

February 2018.

Antietam Road Sidewalk

Updates:

Plans approved by VDOT in April 2016. All needed Right-of-Way and Easements attained

in April 2016.

Issues: During construction, the shoulder on the

opposite side of the road will be available for

pedestrian usage. Construction hours will be

from 9:00am to 1:45pm Monday-Friday.

Barricades will be placed to denote walking area.

Timeline:

Acquisition of VSMP and Site Development permits received in June 2016.

Preparation of bid document to start in Summer

2016.

Construction expected to begin late Summer 2016.

Timeline: Construction is scheduled to begin in late Summer 2016 with a scheduled completion

date of November 2016.

Updates: Citizen Information Meeting was held on March

23, 2016. Cultural Resources draft report was received in

May 2016. Concept Storm Water Management/ Best

Management Facility design is ongoing. Preparation of Phase II EIS is ongoing; NEPA

document coordination is ongoing. Final Traffic Report preparation is ongoing. Design Wavier requests were submitted to VDOT

and are under review.

Issues: Utility relocation cost, which include

undergrounding or use of duct banks.

Timeline: Construction completion is planned for April

2021.

Traffic Safety Projects

Current Projects

Dumfries Road Shared Use Path Extension-this project will design and construct a 10 foot wide asphalt shared use path from Country Club Drive to 240-feet south of Exeter Drive along the west side of Route 234/ Dumfries Road. (Potomac). Project being overseen by the Capital Projects Division. Currently coordinating MOU between agencies.

Dumfries Road Southbound Dual Lefts at Hoadly Road- this project will expand the existing single left turn lane on Dumfries Road onto Hoadly Road into dual left lanes. (Coles). Design proposal was received and contract negotiations are ongoing.

Southampton Street Pedestrian Improvements-this project will design and construct 620 feet of standard concrete sidewalk on the east side of Southampton Street from the Potomac Woods Senior Housing Community to Montgomery Avenue. (Woodbridge). Design proposal was received and contract negotiations are ongoing.

Blackburn Road Parking and Pedestrian Improvements-this project will construct a 100 vehicle commuter parking lot at the intersection of Rippon Boulevard and Blackburn Road. (Woodbridge). Design proposal received and under review.

Blackburn Road Shared Use Path-this project will design and construct a 10 foot wide asphalt shared use path on the south side of Blackburn Road from Route 1 to the Neabsco Creek Boardwalk and will include curb and gutter work along the entire length. (Woodbridge). A meeting was held with the project consultant, and a design proposal was received and is being reviewed.
