Dear Twinsburg Schools Family:

I am proud to present to you, for the second consecutive year, the Twinsburg City School District’s Quality

Profile. Included in the Quality Profile for the 2014/2015 school year is information that helps characterize

the overall educational value of our public school district, beyond standardized testing and state-mandated

assessments. This information is categorized into six (6) sections: Academics, Arts, Parent & Community

Involvement, Student Leadership & Activities, Student Services, and Fiscal Stewardship.

The Twinsburg City School District is committed to continuous quality improvement and meeting the

needs of every child by knowing each child’s story. We provide a rigorous and comprehensive academic

experience, balanced with a wide breadth of extra-curricular and athletic programs. A high-quality

education is nurtured by the valuable partnerships and collaborations fostered to ensure student success

and engagement.

The Quality Profile is a supplement to the State of Ohio’s Local Report Card. It offers accountability

measures along with a broader perspective and deeper understanding of the high-quality educational

experiences we offer the students who attend the Twinsburg City School District. This Quality Profile is

meant as an informational tool that gauges the progress our school district has made while providing

information about areas of growth and accomplishment for our students, staff and community. Residents

of our school community have high standards for excellence in all facets of a well-rounded education.

Academics

Our district’s academic program provides opportunities for all students to reach their full potential.

• 8 Twinsburg High School students were named Commended Scholars and three students were named Finalists in the 2015 National Merit Scholarship Program. THS is also proud to announce one student as the National Achievement Scholar Finalist. Finalists scored in the top one percent of students nationally who are administered the Preliminary Scholastic Aptitude Test (PSAT).

• With the approval of the following new Advanced Placement course offerings; AP Art History, AP Music Theory, AP Human Geography, and AP European History, a total of 18 Advanced Placement Courses will be available in the 2015-2016 school year.

• 112 THS students attended Cuyahoga Valley Career Center (CVCC) during the 2014-2015 school year. CVCC is one of the premier career and technical schools in Ohio and offers a variety of trade and career technical programs. In April 2015, CVCC/THS Culinary Arts students qualified to compete in a National Food Challenge competition in Anaheim, California.

• George G. Dodge 6th grade students participated in Invention Convention a program designed to stimulate problem solving and encourage creative thinking skills.

• George G. Dodge offers students the opportunity to be part of a looping program. Students stay with the same team of teachers for two years and benefit from the continuity of routine and expectations and increased learning connections.

• In December 2014, George G. Dodge was re-designated by the Ohio Department of Education, as an “Ohio School to Watch” and a “National Forum School to Watch.”

• George G. Dodge 5th grade students participated in the Kent State Science Day program. Through a collaborative partnership with professors at Kent State University, Dodge students experienced first-hand science at a higher level.

• Four George G. Dodge 6th grade students participated in the regional MATHCOUNTS competition at the University of Akron. Two members qualified to compete in the State Competition held in Columbus.

• The Twinsburg City School District has a long-standing commitment to providing all-day kindergarten to all children to help them build a strong educational foundation. 268 kindergarten students were enrolled at Wilcox during the 2014-15 school year.

For the second year in a row, Twinsburg High School was named to the

College Board’s Annual AP Honor Roll

for improving performance and expanding opportunities for all students in Advanced Placement courses.

U.S. News and World Report ranked Twinsburg High School

40th in the State of Ohio and 1,050th nationally.

• In spring 2015, 225 children participated in a Kindergarten Screening and Registration Process designed to assess their readiness skills in language arts and math and met the State requirements for speech/language, vision, and hearing screenings months before these children entered kindergarten.

• All kindergarten and first grade students participate in small group Guided Reading at their individual instructional reading level.

• By June 2015, 81% of first graders were reading at or “above” grade level according to guided reading expectations and 66 first graders (22%) were already reading at or above the end-of-year second grade reading expectation.

• Twinsburg City School District students are offered opportunities to participate in Summer Research Internships.

• 98.6% of Wilcox first graders scored “on track” on the State writing diagnostic assessment in May 2015.

• Measures of Academic Progress (MAP) assessments, showed that 87.5% of Wilcox students in kindergarten and first grade scored average or above in mathematics.

• 90.2% of 3rd grade students scored Advanced, Accelerated, or Proficient on the Ohio Achievement Assessments.

• R.B. Chamberlin earned an “A” in achievement on the 2014 Ohio Achievement Assessment (OAA) with significant gains in the areas of reading and special education.

• A GAR grant, provided R.B. Chamberlin and George G. Dodge science, math, and special education teachers the opportunity to participate in a year-long STEM training initiative including; workshops, trainings, and on-site coaching with regional content experts.

• R.B. Chamberlin offers Honors courses in the areas of language arts, math, social studies, art, and science.

• R.B. Chamberlin offers six courses for high school credit; Honors Physical Science, Spanish I, Algebra I, Honors Geometry, Art I, and Physical Education.

• R.B. Chamberlin students have the opportunity to take a nine-week exploratory class in the areas of: Financial Literacy, World Cultures, Art, General Music, and CAD.

• A unique partnership with the University of Akron,

provided Samuel Bissell Elementary School teachers assistance in the area of literacy. Teachers worked with the University of Akron to develop activities and lessons designed to increase fluency, comprehension and students’ abilities to understand new vocabulary.

• Second grade students were involved with the Invention Convention program. The program required students to identify a problem and then develop an invention to solve it. The project also included a writing component as students had to write about their invention and a speaking/presentation component.

• A mentoring program greatly impacted students at Samuel Bissell Elementary. Through a partnering project with Twinsburg High School, Samuel Bissell students met weekly in a mentoring program designed to provide students with support both academically and socially.

$7.0 million in scholarship opportunities.


Samuel Bissell Elementary School was recognized as a

“Fox 8 Cool School” during the 2014-2015 school year. A camera crew spent the day at Samuel Bissell Elementary School filming a story highlighting Samuel Bissell’s academic achievement and special programs, which aired during two Fox 8 Newscasts. The school was also awarded with a “Fox 8 Cool School” plaque.

Technology is an essential component for today’s learner and the ever-evolving world of education. The Twinsburg Board of Education continues to maintain its commitment to current and future needs supporting the use of technology and the integration into instruction every day in the Twinsburg City School District through the use of:

Music is an important part in our students education, and the Twinsburg City School District offers a wide range of opportunities to experience the multi-levels available in the realm of music:

• Each school building offers students opportunities to perform onstage and backstage where they can experience the many aspects of producing a play and/or musical.

• Drama Class is available for high school students eager to learn the art of theater.

• Visual Arts classes offered at THS include Art I through IV, AP Studio Drawing, Ceramics, The Art of Photography, and AP Art History.

• THS Great Expectations won their 150th championship in February 2015 at Edgewood H.S. in Indiana.

• THS Great Expectations produced its first full length musical “Joseph and the Amazing Technicolor Dreamcoat” in April.

• The Twinsburg High School Orchestra performed at the OMEA State Adjudicated Event for Orchestras held at Brecksville-Broadview Heights High School. The THS Orchestra was rated “Superior” in class A which is the most difficult class. This is the highest rating given to a high school performing group by OMEA. THS Orchestra students also participated in District six OMEA Solo and Ensemble adjudicated event at Firestone High School in Akron. Out of 26 events, THS orchestra students earned 21 “Superior” ratings and 4 “Excellent” ratings.

• The Tiger Marching Band showed off their brand new uniforms (donated by the Twinsburg Band Boosters) during the marching season. The Twinsburg High School Concert Band earned a “Superior” rating at the OMEA District Large Group Adjudicated Contest in March, earning top marks for the first time in the history of the program, and qualifying them for a chance to compete at the OMEA State Contest in May. The Twinsburg Concert Band also earned a “Superior” rating at the State Contest, held in North Royalton.

• The THS Band traveled to New York City in April. Highlights included performances in Central Park and the Financial District, as well as a whirlwind tour around the “Big Apple.”

• Cleveland Clinic 2015 eXpressions Art, Language and Math: Leah Edwards placed with a Red Ribbon for her artwork, published in the 2015 eXpressions Art, Language and Math booklet distributed around the world along with being on display at The Global Center for Health Innovation in Cleveland Ohio.

• Northeast Central Ohio Scholastic Art and Writing Awards of 2015: Eighteen Twinsburg High School Art students achieved Gold, Silver, and Honorable Mention awards for their accomplished works of art. Artwork was on display at Kent State University, Stark Campus. 2015 Ohio Governor’s Youth Art Exhibition: Ten Twinsburg High School Art students achieved recognition of regional excellence in the arts. One Twinsburg High School Art student’s artwork was one of 300 chosen for the State Finals and was on display in Columbus, Ohio.

• OMEA North Eastern Ohio Region Orchestra represents the best high school orchestra students in all of Northeast Ohio. Three Twinsburg High School students were selected to represent Twinsburg City Schools.

• All-State Orchestra represents the best high school orchestra students in the state of Ohio. Ashley Zendarski, Kelvin Chang, Luke Wardell, and Ian Denker were selected to represent our district.

• Nearly thirty performing opportunities were held including band festivals, holiday concerts, holiday musicals, benefit concerts, and select performances with the Cleveland Youth Wind Symphony at Severance Hall.

• All students at Wilcox Primary School perform in winter and spring vocal music concerts held at Twinsburg High School.

• 567 Wilcox kindergarten and first grade students contributed art work for the “Cost of Freedom” tribute.

• 300 Wilcox students participated in the Wilcox Walkers 100 Mile Club. Students walked during their recess time during the school year.

• The R.B. Chamberlin drama production offered students the opportunity to utilize their creative talents with participation in the full production of “Once Upon a Mattress”.

• The RBC Singers continued their success winning Grand Champion, Best Vocals and Best Choreography and continued their success winning Grand Champion with the highest scores in vocals and choreography at the Solon Show Choir Invitational.

studied violin, viola, cello, and string bass in orchestra classes.

• Over 90% of 8th grade students involved in RBC Singers plan on continuing in the program at THS during the 2015-2016 school year.

• For the third year in a row, the R.B. Chamberlin Orchestra was rated “Superior” in class A. This is the highest rating given to a middle school performing group by OMEA.

• Approximately 400 pieces of art created by second and third grade students were on display as part of the “Cost of Freedom Tribute” Art Exhibit at Twinsburg High School.

Parent and Community Involvement

Educational experiences are enhanced by partnerships between the school district and community.

• The Twinsburg City School District is encouraged by the growing partnership with the Twinsburg Public Library (TPL). As part of the Summer Reading Camp, Twinsburg students had the opportunity to visit the library one time per week for literacy activities. The library was also an integral part of the Guided Reading program used in the schools.

• A new wall of trophy cases was installed at the Twinsburg High School Athletic Facility. The project was a joint venture between the school district and the Twinsburg Athletic Boosters.

• Samuel Bissell and George G. Dodge hosted the annual “Father’s Walk” event, promoting male role-model involvement in students’ lives.

• Wilcox Primary School was awarded a $4,800 grant from the Summit County ADM Board. The grant supports parent engagement by teaching guided reading strategies that adult caregivers can use at home when reading with their children.

• THS Foreign Language Club dedicated countless hours to the collection of 8,109 food items donated to Joseph’s Kitchen, a local food bank.

• THS Volleyball program and Pep Club supported the “Dig Pink” cause by raising over $5,000 to support cancer research.

• THS’s Student Council sponsored the Leukemia and Lymphoma Society fundraising event with a special thanks to our local hero, THS junior, Olivia DePiore for her involvement.

• Twinsburg’s local VFW Post 4929 sponsored the “Cost of Freedom Tribute”, an exhibit featuring an 80% replica of the Vietnam Memorial Wall, in July 2015. The TCSD Art teachers displayed a Cost of Freedom Art Fair/Exhibit in the Commons at THS during this event.

• The THS Drama Club and Great Expectations Show Choir each welcomed our local senior citizens to special matinee performances of the Spring play, “The Secret Case of Sherlock Holmes,” and GE’s winter competition show related to show, “Sesame Street.”

• A Little Free Library was installed at Wilcox in Spring 2015. The Little Free Library is an international program where community members can borrow or share a book. The Little Free Library at Wilcox is the first one in Twinsburg and can be located at www.littlefreelibrary.org with registration #24152.

• The Wilcox and Bissell PTA’s donated a Buddy Bench for each school’s playground to foster friendship and reduce loneliness.

United States and the Ladies Auxiliary

Patriot’s Pen Essay Contest. All three district awards were presented to students from R.B. Chamberlin, with one student coming in

• Samuel Bissell Elementary School teamed with the Cuyahoga Valley Career Center for the “Benjamin Saves the Books” Program. The program provided students exposure to the CVCC curriculum and the facility as well as the opportunity to learn about different careers and make many crafts.

• Samuel Bissell Elementary School’s Career Day was a huge success this school year with over 50 members from the community speaking on various careers.

• Over 300 fathers and/or father figures walked or drove their children to Samuel Bissell Elementary School as part of this year’s Fame Father’s Walk to show support for their children’s education.

• The Twinsburg Police Department provides the district School Resource Officers, a DARE Officer, and the Officer Phil Program, educating students on “Stranger Danger and anti-bullying strategies.

• A food drive to benefit families in need was held at Samuel Bissell with more than 1,600 items collected and donated to the Twinsburg Community Hunger Center.

• Samuel Bissell Elementary School held its annual Bissell Blood Drive with fifty-seven units of blood being donated, which will help approximately 171 patients in need.

• Samuel Bissell Elementary School partnered with the City of Twinsburg and The Twinsburg Historical Society when celebrating Samuel Bissell Elementary School’s “50 Years of Learning.” The Twinsburg Historical Society loaned the school different artifacts, which told the history of Samuel Bissell and Samuel Bissell Elementary School.

• Samuel Bissell students participated in Jump Rope for Heart, a school-wide initiative to raise money for the American Heart Association and raised more than $17,000.

• Wilcox Primary School and Samuel Bissell Elementary partnered with the Cleveland Clinic to have medical professionals visit our schools each May. These community readers spend time sharing a favorite book with students and talking about their career choice in the health field.

• PAWS on Child Hunger program, a partnership with the Emergency Assistance Center, provides nutritious supplemental food to 65 Wilcox children and 55 Bissell children who are food insecure on the weekend. In addition, Wilcox PTA has created a snack pantry to be sure that every child has a healthy snack during the school day.

• The “Bring a Veteran to Lunch” program at Wilcox has become a popular event for the last 11 years. In November 2015 Wilcox staff, students, and PTA welcomed over 150 veterans for lunch and a patriotic performance.

• Over 100 Wilcox students, staff, and parents marched with the Twinsburg VFW in the 2015 Memorial Day parade.

• Project Night, Night, a non-profit organization that provides homeless children with a blanket, book, and stuffed animal has been supported by Wilcox children, staff, and families for the last two years.

• Recognizing the significant impact Veterans’ have had students from across the District invited local Veterans’ into the schools to show their appreciation and recognize them for their service.

• Samuel Bissell Elementary School PTA led a successful fundraising initiative, a Read-a-Thon, that raised over $11,000. Students were asked to read at least 90,000 minutes and they shattered that goal, reading 117,119 minutes.

• The Rotary Club of Twinsburg donated a personalized dictionary to each third grade student to use in the classroom and to keep once the school year ended.

R.B. Chamberlin Student Council hosted the first annual

Safety Forces Luncheon,

with over 50 members of the area police, fire, and Summit County Sherriff’s

department in attendance, they shared lunch and great conversation.

The Twinsburg City Schools District student activities include a wide variety of athletic and extra-curricular programs that foster fun, learning and mutual success. The District offers extra-curricular student activities and clubs, such as: Speech & Debate Team, Science Club, National Honor Society, Poetry Club, Foreign Language Club, Yearbook, Band, Chorus, Orchestra, Student Council, Power of the Pen, Robotics, Drama Club, Recycling Club, Ski Club, and Step Team.

• R.B. Chamberlin offers 16 sports teams 7th grade football, 8th grade football, boys cross country, girls cross country, fall cheerleading, 7th grade volleyball, 8th grade volleyball, wrestling, boys 7th grade basketball, boys 8th grade basketball, girls 7th grade basketball, girls 8th grade basketball, winter cheerleading, boys track and field, girls track and field, baseball and softball.

Twinsburg High School offers

19 competitive interscholastic

athletic teams that stress the importance of team work, individual skill-improvement and individual and team success.

Among these teams are; Cheerleading, Cross Country, Track,

Wrestling and Diving which all competed during the 2014-2015

school year at the OHSAA State level.

• R.B. Chamberlin students gave back to their community by holding several different fund-raisers throughout the year, raising over $3,000.00 for local charities including United Way and the Emergency Assistance Center.

During the 2014-15 school year,

138 8th grade students

met the rigorous academic requirements of maintaining a

3.5 GPA for two years along with social requirements being inducted into the

Honor Corps.

In the four years the Twinsburg City School District has participated in

Zero Waste Recycling, we have reduced our trash by more than 400,000 pounds, which is equivalent to

32 full garbage trucks!

• The Twinsburg City School District offers nursing services at all five of our buildings. With all the changes in health care, we changed our model this year to include a District RN that travels and supports all our buildings. Each building is also staffed with an LPN, MA (Medical Assistant) or HA (Health Aide).

• One of our district’s goals in 2014-2015 was Wellness. This goal focused on developing a District Wellness Program that offers learning opportunities for our staff, students and parents which addresses issues related to mental/emotional health, school safety, tolerance, fitness & nutrition and alcohol & substance abuse. Through Positive Behavioral Interventions and Supports (PBIS) we are addressing positive relationships, clear expectations and consistently acknowledging and correcting behaviors district-wide. PBIS is a district initiative that encompasses pre-school - 12th grade. PBIS reduces problem behavior, increases academic performance, reduces bullying behaviors, increases teacher efficacy, improves social-emotional competence and increases positive school climate and culture. Our District’s focus is “Be Safe. Be Respectful. Be Responsible.”

• The Twinsburg City School District conducted district-wide Crisis Prevention Intervention (CPI) training and certification.

• The Twinsburg City School District offered Applied Behavioral Analysis Training (ABA) for our Intervention Specialists and support staff serving our students with autism and behavioral needs.

• Through transition services on Individual Education Plans (IEP), students received career technical programs from the Cuyahoga Vocational Career Center (CVCC).

• CVCC also provides our district with a transition coordinator to help our students with their career paths beginning in the 8th grade.

Student Services

A variety of services provide options to ensure all students receive individualized instruction, enrichment and support.

• In addition to regular education services, Twinsburg City School District offers identification of and services to gifted students, special needs students and students for whom English is their second language.

– Gifted services adjust the pace of instruction to the student’s capabilities to provide an appropriate level of challenge.

• Twinsburg City School District’s Special Education program is dedicated to providing additional services, support, programs, and specialized placements, including a center-based pre-school program with peer models. Approximately 4% of our students are on a 504 plan and 11% are identified as special needs students.

– Special Education is a specially designed instruction that equalizes the opportunity for students to be successful both academically and behaviorally in their least restrictive environment.

– The Twinsburg City School District also provides services for students with 504 plans. The purpose of a 504 plan is to provide instructional programming to assist students with disabilities in the general education curriculum.

– Our Parent Mentor Program funded by the Ohio Department of Education, supports the families of our students with disabilities through the facilitation of programming and activities. This year the focus has been building a library of resources for our parents.

– English Language Learners (ELL) program helps students overcome cultural and language challenges

Fiscal Stewardship

Financial responsibility ensures that the majority of funding is spent on classroom instruction.

4 Received approximately $45,000 in security grants from the Ohio School Facilities Commission to fund security initiatives such as the Welcome Centers and to fund a radio system that connects each school building directly to first responders.

4 Received over $18,000 in grants from Fuel Up to Play 60 to fund Twinsburg Wellness Initiatives and Food Service equipment purchases to improve efficiency and freshness of products being served.

4 Piloted a high performance clean diesel initiative from EcoChem that is projected to increase the bus fleet’s fuel efficiency by 10% and reduce carbon emissions by over 237,000 pounds per year. This initiative is estimated to save the district up to $25,000 in fuel costs each year.

4 Completed a House Bill 264 Project to renovate the existing boiler room at R.B. Chamberlin, interior lighting upgrades at Wilcox Primary School and R.B. Chamberlin Middle School, and mechanical/controls upgrades to the Twinsburg High School. This project was funded through a guaranteed energy savings contract through CCG Energy Solutions geared toward reducing energy consumption.

The benchmark for Twinsburg City School District to measure fiscal responsibility is reported by the Ohio Department of Education (ODE).

It is the cost to educate each student.

According to the FY14 CUPP Report Twinsburg spends $10,406 per pupil. This is below State Average, Similar Districts and many of our

neighboring school districts. And while Twinsburg School District spends less than other comparable districts, the Twinsburg School

District is recognized by the state as a high performing school district.

The Twinsburg City School District participates in the Stark County Health Care Consortium Council of Governments (COG). The COG utilizes its large number of covered participants, over 13,000, along with its low administrative costs to keep our healthcare costs lower than what we could achieve on our own.

Other examples of shared services include consortium buying:

• The Twinsburg City School District participates in the Ohio Schools Council Cooperative Purchasing Program for property and liability insurance, fuel purchases, bus and vehicle purchases, utilities and other major purchases of supplies and permanent improvement projects. Participation has saved the Twinsburg City School District over $100,000.

• The District also partners with the Educational Service Centers for essential educational support.

Certificate of Achievement for Excellence in Financial ReportingThe Government Finance Offers Association of the United States and Canada (GFOA) awarded the Twinsburg City School District with the Certificate of Achievement for Excellence in Financial Reporting (CAFR) for its comprehensive annual financial report for the fiscal year ended June 30, 2014. This is the fifteenth consecutive year the District has received this prestigious award.

The Award is presented to school districts for timely filing of the annual financial report in the form of a CAFR that does not contain any material citations, material weaknesses, findings for recovery, significant deficiencies, questioned costs, or Single Audit findings. Fewer than 5% of all Ohio government agencies are eligible for this award.

School Facilities… Now and into the Future

The District is working to develop a comprehensive short

and long range Facilities Master Plan. The groundwork

for this project began during the 2014-15 school year

with input gathered from all key stakeholders and

included staff, students, parents, community members,

business leaders, and elected officials about the future of

our facilities. This information will be used to identify the

best educational options for our school facilities to carry

into the future.


1. FINANCIALThe Twinsburg City School District will maintain fiscal integrity and accountability of the District’s financial resources as evidenced by the creation of a strategic planning flow chart with financial milestones denoted.

2. STUDENT ACHIEVEMENTBased on student data, the Twinsburg City School District will provide academic and social services for students in order to enhance the learning environment and support the “whole child”.

3. COMMUNITY RELATIONSThe Twinsburg City School District will develop a Business Advisory Council and restructure the Twinsburg Education Foundation in order to support and enhance the mission of our school district.

4. FACILITIES AND GROUNDSThe Twinsburg City School District will finalize a Facilities Strategic Plan which will address and balance our District’s immediate needs and long term-goals.
