Answer to the question raised by some people about press release
dated 07.09.09
...
Qn.1. Is it possible for our Govt. to allocate some alternative land for the completion
of IT Township?
Ans. At present, No.
Qn.2.a) If in this way companies come and leave out without being executed their
plans regarding projects like IT Township won't it make a negative impression for
the student of West Bengal?
Ans. There is no denial of its negative impact.
Qn.2.b) Won't make the engineers to suffer during their campussing time?
Ans. According to our estimate, completion of the project could have employed 2.5 to 3
lakhs people. Thus, we cannot ignore the fallout of the non-execution of the project.
Qn.3. In the event of land furore will IT Department pursue project?
Ans. Sub-para - II to V of section 11 amply clarify the position of the StateGovernment in the backdrop of recent situation in Vedic Village.
Qn 4. How as a joint venture partner Webel shirk its responsibility in so called
clandestine land deal?
Ans. The basic tenets of the joint venture agreement did not provide any supervisory
role for Webel to oversee the purchasing process of the private partner. The crux of the
agreement was that the private partner was to collect land by purchase and would offerWebel its share of land. Role of Webel got to start only after availability of land at their
disposal by checking the title and other necessary details of the offer land. Moreover, at
no point of time neither Webel nor IT Department got any sort of information regarding
the alleged forcible purchase of land. Sub-para-I of section 10 may be reckoned.
Qn.5. Can you elaborate the reasons why the private parties were engaged in
purchasing land for the Government?
Ans. Please reckon the section 2(i), (ii), (iii) and (iv) of the press release of the ITDepartment. IT Department took all the options to get land. It first arranged govt. land at
Kalyani (no company took it). Secondly, it started acquisition at Jagadishpur that failed
due to agitation. Then ultimately, it took the third option to have a private partnership.

Qn.6. What prompted IT Department to select this private partner?
Ans. Sub para III and IV of Section 2 of press release issued by Information TechnologyDepartment, Government of West Bengal may be reckoned. It is this private partner
which contacted Infosys, showed them land in the area and got their acquiescence to take
land in that particular area. Also other big IT companies evinced their interest to take
land in that locality. Infosys agreed to take land provided the govt. was involved in the
project. This private partner then came up with the proposal.

had expected? The scope of employment generation of the project.?
Ans. At least 15,000 crores in the IT precinct of the project. Around 2.5 lakhs to 3 lakhs.
