The Transparency Unit has as its main goal to promote a

culture of transparency within the MEPF and its entities

under supervision and administrative dependence; as well as a frontal fight against

corruption as fundamental principles of the national

government.

• Supreme Decree no.29894 of Organization of the Executive Body establishes

the creation of the Transparency Unit in every Ministry under direct dependence

of the Minister and will have a high level of coordination with the Ministry of

Institutional Transparency and Anti-Corruption

Ensure the access to public information

of the Ministry

Promote ethics among public servants

Develop mechanisms to implement

social control

Ensure authorities to comply with accountability, including

financial statements, management reports, annual memories and

others

New Constitution of the State

Establishes principles regarding transparency within public management as well as fighting corruption

- Transparency as one of the fundamental values of the State (Chap. 2, Art. 8 II).

- Access to information as a fundamental right (Chap.3, Section I, Art.21)

- Participation and Social Control (Title VI, Art. 241)

- Ethics as a principle within public administration (Chap.4, Art. 232)

- Duty of every citizen of denouncing and fighting acts of corruption (Chap.7 Title III, Art. 108).

The National Plan of Development establishes, within the Bolivian Democracy:

The Management of Public Sector in Transparencyas a proposal of change in order to achieve a bettergovernance and build the communitary social powerbased on an honest and responsible dialoguebetween State and Society.

One of these policies is Transparency to eradicateinstitutionalized corruption aiming to “zerotolerance” to corruption as a Presidential mandate.

The objective of the National Policy ofTransparency is to provide public institutions,private enterprises, public opinion, media andsocial organization instruments focused forprevention, investigation and punishment to actsof corruption

• It comprises two concise goals: Prevention y Anti Corruption fight , both are

destined to promote transparency in public management within the Ministry

of Economy and Public Finance

Prevention and Anti Corruption FightThe Transparency Unit will elaborate,within the Institution, mechanisms of Anti-Corruption Fight, in all levels, besides, it willgather proofs for investigation, trackingand monitoring of alleged corruption actsand lack of Transparency within theInstitution which have been reported to theTransparency Unit by legal proceedings aswell as denunciation and complaints.

The Transparency Unit will coordinate with Directorate General of Legal Affairs and the

Internal Audit Unit the updating of processes of recovering assets or public

funds illegally obtained by acts of corruption occurred inside the Ministry,

even from past years.
