LEAD SAFE PAINTS - QCI in collaboration with IPEN, under EU funded LeadPaint Elimination Project formulated a GLOBAL Voluntary Scheme

Scope – Applicable to all types of paints that meet criteria

Components of criteria include Product to contain < 90 ppm lead System of verification of raw material control, storage and traceability Customer complaint redress system

Labeling Requirements Lead safe paint, batch no., Manuf. Date as per Packaged Commodities Act & Rules

The paint manufacturer shall ensure/demonstrate compliance to all relatedstatutory/regulatory requirements, including those specified in the relevant clauses of TheLegal Metrology (Packaged Commodities) Rules, 2011.

The paint manufacturer shall establish its policy on manufacture of lead freepaints and document the organizational structure, responsibilities andauthorities.

NEW INTIATIVE contd…..

AIMED Scheme - To fill the regulatory vacuum in quality certificationspace for medical devices, Association of Indian Medical DeviceIndustry (AIMED), QCI and NABCB is rolling out voluntary qualitycertification scheme for medical devices.

Objective to enhance patient safety, provide enhanced consumer protection product credentials to manufacturers significantly eliminate trading of sub-standard products or devices of doubtful origins

3 levels of Certification Criteria ICMED 9000 (ISO 9001 plus additional requirements) ICMED 13485 (ISO 13485 plus additional requirements) ICMED 13485 Plus (ISO 13485 plus additional requirements plus Product Specifications of Ministry of

Health and Family Welfare)

Certification bodies would need accreditation to internationalstandards like ISO 17021 and ISO 17065 from NABCB

INDUCTING CBsFAST TRACKING ROUTE

THE APPROACH

• Scheme envisages certification by a number ofcertification bodies (CBs) in the market

• Need for rules for designating CBs – technicallycompetent and impartial

• Need for rules for certification process to ensureuniformity among CBs

• Creating enabling mechanism for fast tracking inductionof CBs

COMPETENCE OF CBs

• Competence of CBs to be secured throughinternational system of accreditation

• NABCB – national accreditation body – part ofinternational system – equivalent world wide forall Schemes including QMS/ ProductCertification

• Conformity assessment –inspection/testing/certification – or a combination

PROVISIONAL APPROVAL

• CBs need accreditation to relevant ISO – 17065, 17024, 29990 etc.

• Pending accreditation – short process for provisional approval

• Legal entity

• E.g. RMC PCS– NABCB accreditation for ISO 9001 certification for scope IAF 16 – cement,

concrete and related products

– Auditor qualification – degree in engg – 5 years work experience or diploma with7 years experience in RMC/batching plants – auditing training

– Technical experts with same qualification and experience as above – no auditingexperience – time to be additional to prescribed time for audit

• Short assessment by QCI – 2 MDs

• Approval for one year – to obtain ISO 17065 accreditation
