1 (1) During Crop Years 2018 & 2019, IDALS has only reported as OTT dicamba complaintsconfirmed applications of products approved for use in post-emergence applications ofsoybeans. This means that we have collected labels, application records, and applicatoraffidavits confirming that an OTT application of dicamba in soybeans took place. (2) IDALSdoes not make a distinction between particle drift or other types of drift. We enforce pesticidedrift label violations when residues are documented by means of chemical analysis.

2 Due to Covid 19 Shelter at home implementation in Texas, there was not enough time toaccess all complaints manually and verify information requested such as #7. 8 Delaware had no reported dicamba drift complaints during the 2018 and 2019 growing season,however after the fact we did hear about unreported incidents, but these were not investigated,it was after harvest that we had heard about possible issues.

9 1. Dicamba expenditures in 2018 rose sharply from the need to build infrastructure to addressthe overwhelming volume of complaint investigations. 2. Dicamba expenditures dropped in2019 as the result of a decision by OISC to offer complainants the option requesting either aenforcement investigation or a documentary only investigation. 3. The approval of thesedicamba registrations may have altered OISC work plan priorities and activities for decades tocome.

10 Dicamba showed up in a majority of the samples that SDDA took, but was hard to determinewhat application the off target movement was the result. Applications made in May and the first15 days in June resulted in the best success rate of the products. No till farmers in SD, who usethe product prior to planting or shortly after planting with a pre herbicide have the highestsuccess rate of weed control and virtually no off target movement of the product

11 In our two 2019 dicamba drift incidents, Engenia & Extendimax respectively were both tankmixed with glyphosate. Dicamba-like damage was observed in both cases, but dicamba wasnot detected by the lab either case. Glyphosate was detected in the Engenia case, but not inthe Extendimax application.

18 Cost was a SWAG - $17x40 hours, plus lab costs of double that. Dicamba is not the issue, 2,4-D has the potential to be the issue here with cotton. Dicamba does not affect cotton like 2,4-D(new formulation) can.
