As citizens of this com- monwealth, we need to speak up for the courts. Further fi- nancial choking will erode the capacity of the courts to carry out their constitutional duty as an equal partner in state gov- ernment. The courts must be available to respond to the daily demands for justice, which is truly the most basic responsibility of state govern- ment.

na Wandres wouldn’t say why the channels were missing, but said the line- up would expand.

Google said it only will start hooking up house- holds in neighborhoods where a sufficient number of people want service. Kansas City residents have six weeks to preregister for service, after which Google will decide which areas have enough interest.

Google also will offer a slower Internet option, at a DSL-like 5 megabits per second, with no monthly fee to households that pay a$300 installation fee. The free service is guaranteed for at least seven years, but

LONDON - After being caught spying on people across Europe and Australia with its Wi-Fi-slurping Street View cars, Google told angry regulators it would delete the ill-gotten data. Google broke its promise.

Britain’s Information Commissioner’s Office (ICO) received a letter from Google in which the company admits it kept a “small portion” ofthe elec-

tronic information it ha, been meant to get rid of.

The IC0 said Googl Inc. agreed to delete a that data nearly two year ago, adding its failure to d so “is cause for concern.’

Other regulators wer less diplomatic, with Ire land’s deputy cornmi? sioner for data protec tion, Gary Davis, callin Google’s failure ‘‘clear1 unacceptable.” Davis sai his organization wants a1 swers by today.

The Kentucky Public Service is available onlv-in neigh- borhoods wheie enough people have preregistered.

The $70 fee is more than what cable or phone com- panies charge for basic Internet service, but the service also is much faster. “Gigabit” speeds, or 1,000 megabits per second, are generally unavailable from other companies. One ex- ception is the city-owned electric utility in Chatta- nooga, Tenn., which has pulled its own fiber and sqlls gigabit service for $350 per month.

Kansas City, Mo., Mayor Sly James, who attended the news con- ference Google held in a converted yoga studio in midtown Kansas City, was clearly pleased with the announcement.

“We now have an oppor- tunity to take a giant step and if we don’t it’s all on us,” James said.

Google is hoping the network could help the development of other ad- vanced applications that can take advantage of the high speeds. It’s also hop- ing to spur phone and cable companies into upgrading their own networks.

“Access speeds have 1 simply not kept pace with 3 the phenomenal increases
