The sitting opened at 17.05.

2. Statement by the President

The President made a statement in which he welcomed the signing of the act of ratification of the Lisbon Treaty by the President of Poland, Lech Kaczyński.

The President stated that a ‘Question Hour’ with the President of the Commission would be held on Tuesday at 15.00.

* * *

The President made a statement on the occasion of the International Day for the Abolition of the Death Penalty, and called on all countries applying the death penalty to abolish it and to impose a moratorium on executions.

3. Approval of the Minutes of the previous sitting

Hélène Flautre, Eva Joly and Anja Weisgerber had made it known that they had been present but that their names were not on the attendance register.

The Minutes of the previous sitting were approved.

Hélène Flautre, Eva Joly, Sandrine Bélier, Anne Delvaux, José Bové, Pascal Canfin, Yannick Jadot, JürgenCreutzmann and Ádám Kósa had made it known that they had been present at the sitting of 7 October 2009 but that their names were not on the attendance register.

4. Action taken on Parliament's resolutions

The Commission communication on the action it had taken in response to the resolutions adopted by Parliament during the March I and March II 2009 part-sessions was available on the Séance en direct site.

5. Composition of Parliament

Athanasios Pafilis and Athanasios Plevris had informed the President that they had been elected to the Greek Parliament.

Parliament noted this and, under Article 7(2) of the Act concerning the election of members of the European Parliament by direct universal suffrage and under Rule 4(4) of the Rules of Procedure, established the vacancies with effect from 14 October 2009.

The Greek authorities had announced the following elections to the European Parliament:

— Spyridon Danellis, to replace Giorgos Papakonstantinou, with effect from 8 October 2009,

— Charalampos Aggourakis, to replace Athanasios Pafilis, with effect from 14 October 2009,

— Nikolaos Salavrakos, to replace Athanasios Plevris, with effect from 14 October 2009.

Under Rule 4(1), Parliament noted these appointments. In accordance with Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Giorgos Papakonstantinou, Athanasios Pafilis and Athanasios Plevris would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.

6. Composition of committees and delegations

The President had received the following requests for appointments from the ECR and PPE Groups:

— REGI Committee: Philip Bradbourn to replace Roger Helmer

— EMPL Committee: Roger Helmer to replace Philip Bradbourn

— Delegation for relations with the Palestinian Legislative Council: Robert Atkins to replace Kay Swinburne

— Delegation for relations with the countries of South Asia: Carmen Fraga Estévez was no longer a full member of the delegation.

The appointments would be deemed ratified if there were no objections before the approval of these Minutes.

At the request of the PPE Group, Parliament ratified the following proposal:

— Delegation for relations with Afghanistan: Esther Herranz García was no longer a full member of the delegation.
