PUBLIC REPORT

1.0 PURPOSE

This report responds to referral DS-11-298 from Development Services Committee Rededication of the Walter Beath Parkette in the Hamlet of Columbus.

2.0 RECOMMENDATION

The Community Services Committee recommends to Council:

1. That based on Report CS-11-123, "Proposed Park naming - Walter Beath Parkette" dated September 23, 201 1, and conditional on the approval of Mr. Walter Beath, the parkette located at the southeast corner of Simcoe Street North and Columbus Road East be named Walter Beath Parkette;

2. That staff make arrangements for the installation a park sign as shown in Attachment 3 of this report; and

3. That Council consider hosting a dedication ceremony for the naming of the parkette.

Community Services Procedure No. P4-301-001 Naming of Parks, Natural Areas and Facilities provides criteria and a process for City Council to consider the naming of parks and facilities. The procedure is appended as Attachment 2.

The proposed naming of the parkette in Columbus after Walter Beath is consistent with the criteria outlined in the procedure which allows parks to be named after a person where the individual has contributed to the public life and the well being of the City and where there is a direct relationship between the place of residence of the person and the park to be named. Walter Beath has made numerous contributions to the City of Oshawa, was a resident of the Hamlet of Columbus and continued to serve the community in his capacity as Regional Chair.

Upon approval by Council, staff will make arrangements for the installation of a standard park sign as depicted in Attachment 3.

5.0 ANALYSIS

9 During the 2009 public consultation process regarding various matters in Columbus a suggestion was put forward to name the parkette located at the southeast corner of Simcoe Street North and Columbus Road East after Walter Beath.

9 Walter Beath was the first Chair of Durham Regional Council and had lived in the Hamlet of Columbus for many years.

9 An official nomination for the park naming has not been received by staff, however this item was referred to Community Services Committee from Development Services Committee in June 201 1 as item DS-11-298 Rededication of the Walter Beath Parkette in the Hamlet of Columbus.

6.0 FINANCIAL IMPLICATIONS

9 The manufacturing and installation of a new park sign is estimated to cost $1500, which can be funded from the 201 1 Operating Budget.

Title: Naming of Parks, Natural Areas and facilities

To establish a criteria and process for City Council to consider in selecting names for parks and facilities.

City Council Minutes, 198806 20.

Policy

That City of Oshawa parks, natural areas, recreation buildings (or rooms within buildings) and outdoor recreation facilities shall be named or renamed in accordance with the following criteria:

Procedure

1. The name of the street on which the park, natural area or recrdational building is located;

2. The name of the community area in which the park, natural area or recreational building will serve;

3. An historically significant name in terms of famous pioneers, settlements or establishments of incidents applied to the area in which the park, natural area or recreation building is located;

4. Topographical or unique characteristics of the site.

5. In certain circumstances, consideration may be given to naming a park, natural area or facility after a person or a group. The following criteria will apply:

A. The contribution of the individual or group has made to the public life and the well being of the City of Oshawa;

B. The contribution made to the acquisition of the parkland in question andlor its subsequent development;

e. Direct relationship or association that existed between the place of residence of the person or group to the park to be named;

D. Where a park facility is named.after a sports celebrity, the facility being named shall be ot a type associated with the cejebrily; 16

E. Where the name of an individual is so used, approval shall be obtained from the individual or his or her next of kin for such naming;

F. The person or persons submitting such name for consideration shall provide background information outlining the reasons supporting the request on a nomination form.

6. Names for parks, natural areas, recreation buildings and rooms within recreation buildings shall be recommended by the Community Services Committee using the aforementioned criteria as a guideline with the Community Services Committee to ratify such selections and City Council shall have final approval of such selections.

7. Discussions by elected representatives regarding the selection of names for parks, natural areas and facilities shall be held in public.
