Gay Jr., Military Order of the Purple Heart Subject: A Resolution of the City Council of the City of Ca rmel-by-the- Sea adopting a Special Resolution Proclaiming Carmel-by-the- Sea a Purple Heart Cit y RECOMMENDATION(S): By motion to the Consent Calendar, adopt the Resolution Proclaiming Carmel-by-the- Sea as a Purple Heart City. EXECUTIVE SUMMARY:  The Intent of the Resolution is to honor those veterans who have made a sacrifice in the  Armed Forces , with some g iving the ir lives wh ile servi ng. Many citizens in the county and in our City have earned the Purple Heart Medal for being wounded in combat. Some have been killed in action all over the world and the latest was CW2 Balli of Salinas who was killed in action in Afghanistan. The signage is to honor those that have given their all as well as those that have been wounded in combat fighting for the rights of all Americans. It sends a clear message to those that live in our communities and that their sacrifice was not in vain. It lets the veterans within our community know that our City honors and respect what was done for the freedom we so enjoy in our daily lives. Each City that is declared as a Purple Heart City will receive two signs that meets the State and Local government requirements. Any additional signs may be ordered at our cost and we also have a half size version of the sign which can be placed within the City Hall at an additional cost. City staff will work on placement of signs. There are many Veteran organizations within the County limits from Salinas to Kings City which include: VFW, American Legion, Military Order of the Purple Hear, DAV and others. This recognition will and can only have a positive effect at the way veterans and non- veterans i.e., spouses, relatives, look at how their community respects Veterans. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA ADOPTING A SPECIAL RESOLUTION PROCLAIMING CARMEL-BY-THE-SEA A

PURPLE HEART CITY.

WHEREAS, General George Washington, on August 7, 1782, by General Order,established the Badge of Military Merit , an award for exemplary service in thecontinental Army during War of Independence; and

WHEREAS, the badge of Military Merit was the first military award of the

independent colonies and the first award in western civilization designated specificallyfor the common soldier; and

WHEREAS in 1932, with the assistance of General Douglas MacArthur, theBadge of Military Merit was revived and redesigned as the Purple Heart , a valor awardfor United States Army personnel; and

WHEREAS in 1942 President Franklin D. Roosevelt, by Executive Order 9277,

retroactive to December 6, 1941, expanded the awarding of the Purple Heart tomembers of all branches of the armed forces of the United States and established auniform application of standards for the award in the Army and Navy; and

WHEREAS, President Harry S. Truman, in Executive Order 10409 of November 1952,retroactively extended Navy, Marine Corps, and Coast Guard eligibility for the PurpleHeart to April 5, 1917, to cover World War I; and

WHEREAS, President John F. Kennedy, on April 25, 1962, in Executive Order 11016extended eligibility as well to any civilian national of the United States, who whileserving under competent authority in any capacity with an armed force has beenwounded
