U.S. Army Europe, in coordination with allies and partner nations throughout the region, are actively working to help protect Soldiers, Department of the Army civilians, contractors, and Family members living and traveling throughout Europe. "We do this by reinforcing vigilance and awareness, providing advice on measures to enhance security, and implementing notification and reporting procedures for all Department of Defense personnel," Keith Horne, a force protection specialist for the U.S. Army Europe Anti-terrorism Division, said. To facilitate these efforts, the U.S. Army Europe Anti-terrorism Team maintains a robust social media presence consisting of several web sites covering a wide variety of AT-related information. Highlights include State Department travel alerts and warnings, updated information on current threats and mitigation measures, and links to downloadable pamphlets and brochures for many special events or travel in Europe. "Winter in Europe brings many fun-filled and exciting activities, such as festivals, concerts, and markets," Horne said. "Unfortunately, in the past few years we have seen that events and venues like these can also attract terrorists. Our hosts are actively protecting these events, but our adversaries, many of whom are inspired by terrorist organizations, are limiting their exposure and employing attack methods that do not raise suspicion, such as vehicle ramming and edged weapons." With current threats increasingly difficult to detect and deter, individual awareness and vigilance play an even greater role. "We must think and prepare individually, and apply relevant and effective measures to help reduce risk to ourselves, friends and families," Horne said."We [U.S. Army Europe AT Division] would like to highlight some protective measures for you, your family or groups to implement."

Halloween celebrated in Benelux communities

Community members were in for a real treat as Family and Morale, Welfare and Recreation’s Trunk-or-Treat returned Oct. 27 to Chièvres Air Base, Belgium. More than 3,500 attendees, dressed up in costumes, came to the base for an evening of Halloween fun and carnival rides. Festivities began as kids and parents walked the trunk trail and went car-to-car to get their treats. Along the trail were about 40 decorated car trunks. In the blink of an eye, families could travel from the Star Wars universe to Willy Wonka's world. The bravest dared entering some terrifying tents to face spooky characters inside. Family and MWR held a contest for participating trunks. Four judges, including Tom Joyce, deputy to the garrison commander, Dona Brooks, human resources director at U.S. Army Garrison Benelux, Rogelio Preciado, public works director at USAG Benelux, and Josh Barrett, branch manager at Andrews Federal Credit Union on Chièvres Air Base, walked their way through skeletons and ghosts. They meticulously examined the trunks and the costumes to reward the best three trunks. The top three trunks were: “The Nightmare Before Christmas” trunk (first place), “Mausoleum” trunk (second place) and “Steampunk” trunk (third place). “We have a unique opportunity living and working in a foreign country and events like Trunk-or-Treat are a great occasion for service members to take a break from the mission and recharge with family and friends from all over the globe.” said Shawna Morton, MWR special events coordinator. “It's also an opportunity to share a little slice of home with those who don't necessarily celebrate our same traditions.” Other spooky celebrations were held in the USAG Benelux communities throughout October. The Kid-Friendly Zombie Run, ran by Child, Youth and School Services, was held Oct. 20 on SHAPE as human children were chased by zombies. Trunk-or-Treat was also held Oct. 27 in Brussels and Oct. 31 in Schinnen. u

Garrison post offices extend hours for holiday season

The U.S. Army Benelux post offices will have extended hours of operation Nov. 6 to Dec. 15 for the finance windows and Nov. 13 to Jan. 5 for the package pick-up windows. The extended holiday hours for package pick-up will end Dec. 23 at the Brussels location. At the SHAPE and Chièvres locations, the finance window hours will be Monday to Friday 10 a.m. to 5 p.m. and the package pick-up window hours will be the same days from 10 a.m. to 5:30 p.m. At the Brussels location, the finance window will be open Monday, Tuesday, Thursday and Friday from 9 a.m. to 4:30 p.m. and Wednesday from 9 a.m. to 5 p.m. The package pick-up window will have the same hours of operation with the exception of Wednesday hours being 9 a.m. to 5:30 p.m. In the Netherlands, the Schinnen location’s finance window will be open Tuesday to Friday from 10 a.m. to 5:30 p.m. The package pick-up window will be open on the same days from 8 a.m. to 6 p.m. At the Joint Force Command Brunssum location, the finance and package pick-up windows will be open Monday, Wednesday, Thursday and Friday from 10 a.m. to 2 p.m. During this timeframe, the post office will be closed on U.S. federal holidays including Veterans Day (observed Nov. 10), Thanksgiving, Christmas and New Year’s Day. Due to a high volume of shipments, the Directorate of Human Resources at U.S. Army Garrison Benelux, which operates the post offices, has listed deadlines for Europe to OCONUS shipments -- Nov. 27 for space available mail, Dec. 11 for priority parcels and first class letters, and Dec. 15 for express mail. To reduce the likelihood of recipients getting their packages late or senders getting returned packages, people need to make sure they are not sending prohibited items internationally. According to the U.S. Postal Service’s website, these items include aerosols, alcoholic beverages, air bags, ammunition, cigarettes, dry ice, explosives, fresh fruits and vegetables, gasoline, nail polish, perfumes (containing alcohol) and poison. In addition, popular gift items like Kinder Eggs, chocolates containing liquid alcohol and meats are prohibited to ship to the United States. Meats without U.S. Department of Agriculture's approval are also not allowed. Another reason why people may not receive their packages on-time is incorrect formatting of mailing addresses. For regular U.S. mailing address, the package or letter will need the recipient’s full name on the first line, street address (including building and apartment numbers if specified for

the recipient’s address) on the second line and city, state and zip code on the third line. For military post office addresses, the sender must include the recipient’s full name on the first line, unit and box number on the second line, and APO/FPO/DPO address with the nine-digit zip code (if one is assigned). For example: Army/Air Post Office (APO):PFC JANE DOEPSC 3 BOX 4120APO AE 09021 When shipping to APO/FPO/DPO addresses, USPS advises senders to not write the country name where the recipient is stationed in the address. The sender should also include a return address and an index card, inside the package, with the recipient’s full address, in case the shipping label gets damaged in transit. Another reason why packages are delivered late is when the sender ships a reused box or packaging. These items are only acceptable when all markings and labels are removed or completely blotted out. Regardless of what is actually inside the package, markings for hazardous materials may result in delivery delays or a package return, according to USPS. If someone plans to ship packages and mail to APO addresses in Belgium and the Netherlands, USPS listed the following deadlines to ensure timely delivery: Nov. 6 for retail ground, Nov. 27 for space available mail, Dec. 4 for parcel airlift mail, Dec. 11 for priority mail and first-class letters and cards, and Dec. 16 for priority mail express military service. Postage, labels and custom forms can be printed online anytime using Click-N-Ship at www.usps.com/ship. According to USAG Benelux DHR, the label must be dated for the day of shipment. Custom forms are also available at the post offices. u

Don't underestimate potential fire hazardsBy Rob WalravenUSAG Benelux Fire Prevention Office

We live in a day and age when all kinds of electrical devices are all around us for daily use. We rely on these devices, but many of us do not give a second thought to the potential fire risk they present. Every piece of electrical equipment that is plugged into an electrical socket and switched on generates heat. This heat must be able to escape through some form of natural or forced ventilation. Equipment that is boxed in can’t get rid of its heat and therefore becomes a fire hazard. Electrical equipment usually has ventilation grids, but if dust can accumulate and clog up these grids, the fire hazard is there. The heat can’t get out and overheating or short circuiting can occur. Chargers are also an underestimated fire hazard. Many people don’t think twice about leaving a charger in the electrical socket even though no device is being charged. A plugged in charger still uses electricity, even though no device is connected for charging. Always unplug chargers if nothing is being charged. Small devices can cause big fires. The quality of charging devices is not always reliable. Fires have started because of malfunctioning charging devices. Do not leave a device on a charger overnight or if you are not at home. Do not place devices that are being charged on or around combustible materials that could easily catch fire. Devices such as routers, modems, and decoders should also be considered. Routers are often located out of sight, behind a drape or curtain for example. If dust accumulates on

the ventilation grid and the device overheats starting a fire the drape/curtains will catch fire. In no time, the room could be engulfed by fire. Keep the ventilation grids of electrical devices clean. Avoid close proximity to combustible items. Electrical devices and appliances can make life easier, but they can also ruin a life due to overheating or malfunctioning. Chili Cook-Off spices up the day

A hot bowl of homemade chili con carne was the perfect remedy for the cold-weather blues. Staff members from the Army and Air Force Exchange Service store, Commissary and Andrews Federal Credit Union challenged each other in a chili cook-off Oct. 31 in the Exchange food court on Chièvres Air Base, Belgium. Customers sampled five different kinds of chilis during lunch and voted for their favorite spicy stew. Reduce the impact of human activities on wildlifeBy Valentin WallersUSAG Benelux Environmental Division

It is well-known that human structures have a sig-nificant impact on wildlife and biodiversity. The frag-mentation of habitats caused by the construction of highways or the deviation of bird migratory paths due to the presence of tall buildings reflecting lights during nighttime are some examples. Although some impacts can be mitigated in the initial stages of the project’s design by the implementation of compensation mea-sures, the construction project itself can create stress for the local wildlife.

The U.S. Army Garrison Benelux Directorate of Public Works’ Environmental Division screens each project initi-ated by the U.S. Army in order to avoid or mitigate any potential negative impacts on the biodiversity. Screening also takes into account other potential environmen-tal impacts, such as asbestos management, soil and groundwater contamination and pollution prevention.

People can take a similar environmental approach during their own construction or maintenance projects at home by adopting simple actions.

TRIMMING HEDGES OR TREES Several bird species use hedges and trees to roost

and shelter. From March to June, they also serve as breeding sites, containing nests to host the newly hatched chicks. In order to prevent disturbing these birds during this critical period, trimming of trees and hedges should be avoided. Avoid use herbicides, because they will often induce collateral damages on fauna. For cutting trees, a permit may be required. Always refer to the local regulations and guidelines of your municipality when performing this kind of work.

KEEPING DEAD WOOD Dead wood can be found in various forms such as a

dead trunk, branches or twigs. It offers board and lodging to numerous decomposers such as insects, fungi, snails and centipedes. Dead wood sometimes provides holes that can also be used by larger animals such as woodpeckers, frogs and bats. Decomposers play a key role in the biodegradation of organic matter and in balancing the ecosystem.

ANIMAL RESCUE Occasionally, you might find seemingly injured animals

in the garden, such as stunned birds that have flown into a window or nocturnal creatures like grounded bats or hedge-hogs that are out during day time. Before doing anything, inform yourself and make sure the animal really needs help. If it is a baby bird or other young animal, remember that wild creatures do not take care of their offspring as humans do and can leave them alone for a day before they come back. If necessary, you can take the animal somewhere safe and give it only water until it recovers. For serious injuries, please go to the nearest wildlife rehabilitation center.

Demolition and Remediation Sites• Works are currently ongoing at the two sites at Chièvres Air Base. At POL10-2 (near Bldg. 20006), works

You may experience some delays while driving in Belgium this season. Road construction projects are occurring throughout the country and may result

in temporary lane closures and road congestion. We will provide regular updates to ensure that the community is informed and prepared.

Please be cautious and patient while driving at all times. If you have questions or would like to report other highway construction sites and road closures, please

Mons-Obourg (E19-A7): Rehabilitation of the section (8 km) between Mons and Obourg, in the direction of Brussels. Work is expected to be completed by the end of November. Traffic is reduced to two lanes and the speed of traffic is reduced to 50 km/hour. Please plan ahead and adjust your commute time if you have to enter or exit the highway in Mons or Nimy.

Route de Wallonie: Try to avoid this road until the beginning of November. Few projects are still underway, between Ghlin and Baudour, from the N552 to Bernissart and from Hautrage to Granglise.

Mons/Nimy: Because of the Mons-Obourg project, there is still traffic congestion at all hours of the day on the boulevards in Mons and on N6 between Mons and the access to the highway in Nimy.

Andenne/Daussoux (E42/A15): The three-way yard between Andenne and Daussoulx has been underway since August. This project involves 15 km, in both directions. Two lanes of traffic will be maintained. Work will be completed by August 2018.

Mons-Saint-Ghislain (E42-E19/A7): Good news! The rehabilitation of the covering of the E42-E19/A7 highway between Saint-Ghislain and Mons on a stretch of 6 km, in the direction of Saint-Ghislain, is finally done! Since Oct. 23, traffic has returned to normal.
