President’s Message

Thank you Mike Penn for appointing me interim President. Though I have not been on the Board a long time, I am a long-term resident who has a deep appreciation of our volunteer cul-ture. Mike dedicated six years to the Board and remains active managing parking for our swim meets. Over the decades there have been hundreds who helped create a special neighborhood with a marina, beach, and pool. Thank you all, past and present.

As we move forward, I am eager to contribute my own volunteer efforts in cultivating inclusive discussions. There is a lot that goes into running HSIA. Purposeful, focused, dialog that is spread over multiple meetings will certainly broaden our collective understanding of complex issues like budgets, zoning, environment, and security. I hold as an example Steve Vander-bosch’s excellent work with Piers and Harbors on how to reach a consensus.

The downside of being a largely volunteer organization is that some things take more time. Please be patient. Messages left on the Hillsmere voicemail (410-263-4456) are checked several times a week, while email ([email protected]) is checked daily Monday through Friday.

Community Carnival – Come join us at the Beach for our annual Community Carnival on Satur-day, August 4, from 4 to 7 pm. We will provide the food and games for all! More information found on page 18 of this issue. We hope to see you there! Please note, the rain date for the Car-nival is Saturday, August 11, 4 to 7 pm.

August Happy Hour – Please mark your calendar for our August Happy Hour scheduled for Fri-day, August 10, 5 to 8 pm at the beach. Please bring a dish to share and, if you are 21 years of age, you may bring your favorite adult beverage, BUT PLEASE NO GLASS BOTTLES. We look for-ward to seeing you there! fundable $200 security deposit is required when renting the large pavilion. You will need to provide the time and duration of your event. The pavilion may be reserved for the entire day, or for as little as two hours. Please note, reservations are not final until you receive a confirma-tion from the HSIA Administrator. If you plan to serve alcohol at your party, you are required to obtain an Anne Arundel County One-Day Liquor License. Signed application forms for a liquor license must be obtained from HSIA and submitted to the County as least two weeks prior to the event.

TREASURER: Mike Penn moved the Board approve NTE $2200 for trimming of 11 trees at the pool. Marilyn Carpenter seconded the motion. Discussion. Vote taken – unanimously ap-proved.

PRESIDENT’S REPORT: Mike Penn moved the Board approve Mike Waters as the new HSIA Vice President. Steve Vanderbosch seconded the motion. Vote taken – unanimously approved.

Marilyn Carpenter moved the Board approve the expenditure of NTE $20,000 for Kompam/Corocord CORO39301 Exercise Net S. Breakdown is as follows: Exercise Net $13,470; Shipping $417; Installation $4041, Surfacing $2000, Total $19,928. Surfacing is not a solid number. Kompam will not know until installation how much sand will be needed to bring sand up to the 12” level needed. Motion seconded by Steve Vanderbosch. Discussion. PIERS & HARBOR: Steve Vanderbosch moved the Board approve an increase of $4,600 for con-sultant and permit costs for the Sunset Drive Boat Ramp reconstruction and pier improve-ments, and an addendum to the contract for professional engineering and permitting services with Near Shore Engineering, LLC, in the amount of $4600. The initial amount authorized for this work was $10,000, and the contract amount with Near Shore was $6100. Approval of this motion makes the authorized total $14,600, and makes the Near Shore contract total $10,700. Dave Miles seconded the motion. Discussion. Vote taken – unanimously approved.

NEW BUSINESS: Mike Waters moved the Board authorize $500 for Tommy Grierson to move 15 cubic yards of topsoil from the new rain garden to low spots in pool field (Great Lake Drive), seed, and straw after Monday, June 3. Marilyn Carpenter seconded the motion. Vote taken – unanimously approved.

Steve Vanderbosch moved the Board approve $750 out of the pool operating budget for food, games and decorations for the July 4th pool party. Mike Wurst seconded the motion. Vote taken – unanimously approved.

Ray Sullivan moved the Board approve the purchase of 1 truckload of #57 grade of gravel from Jones Company for the beach parking lot near paved parking. Gene Gross seconded the motion. Vote taken – unanimously approved.

Gene Gross moved the Board approve additional day time security coverage from Blue-guard at the Beach to include 24 additional days until Labor Day. Ray Sullivan seconded the motion. Discussion. Motion withdrawn.

HSIA Building Permits Did you know that an HSIA Building Permit is required every time an Anne Arundel County Building Permit is issued for any work done at your property? The responsibility of ob-taining an HSIA Building Permit falls on the owner, not the contractor.

Why does HSIA require and issue building permits? Per HSIA Covenants & Deed Restrictions, HSIA’s sideline setbacks (15’) are different from the County (7’). We encourage anyone having work done at their property to reach out to the HSIA Building Permit Chair, Dave Miles, before designing your structure or applying to the County. Failure to obtain a HSIA Building Permit pri-or to the start of construction will result in a stop work order and, at a minimum, an increase in the cost of the permit.

The fee for an HSIA Building Permit is $25. The fee increases to $50 if work has already begun and you failed to apply for an HSIA Building Permit. The following items are required to obtain a HSIA Building Permit:

Beach Report ~ Marilyn Carpenter, Beach Committee Chair

New Playground Structure - The Board approved the purchase of a climbing net which will be placed near the large pavilion, on the other side of the swings. The initial permit has been filed. Since we are on the water, Hillsmere will need a variance permit. This is a lengthy process which involves providing a lot of information such as the deed, topographical maps, site plan, etc. Have patience. This process may take several months but a new climbing, playground structure is on the horizon.

New perimeter for 2-5 playground - The Board had approved replacing a portion of the perime-ter, but after a closer examination of that aging railroad tie perimeter, it was determined to re-place the entire surrounding. That will require 3 bids. After we receive the bids, the Board will decide on the direction that we should take. The plan is to replace the perimeter and add 2 more benches for the residents.

Vandalism - There was vandalism at the beach the night of June 17. Someone removed rope from the parking lot and laid it on the parking lot in a rather vulgar design. Since that piece of rope was frayed and old, Royce Bradshaw replaced it with new rope that we had in storage. Thank you Royce!

Rule Reminder - Please remember there is absolutely NO GLASS allowed at the beach. The morning of July 4th, our Security officer discovered broken glass in the sand and large pavilion. We are fortunate the glass shards were discovered and removed before the community gathered at the beach following the annual Independence Day Bike Pa-rade. There is no exception and no tolerance for glass in any form at Hillsmere Beach.

Garden Club ~ Leigh Gruber, Administrative Assistant

While the Garden Club does not officially meet during the summer, our members are working hard maintaining the Library garden and making plans for the upcoming year. A late summer tea is scheduled at the home of one of the members. The Program Committee is busy develop-ing the schedule which includes meetings, field trips, and luncheons each year.

Details for the next general club meeting in September will be published in the September Sea-Breeze. Thank you, East Side of Hillsmere for hosting the July 13th Beach Happy Hour!

August 10th is the last Beach Happy Hour of the season! The Happy Hour Committee is looking for hosts from the West Side of Hillsmere (when entering the neighborhood, do you turn right into a driveway or a side street - Duvall, Harbor, Tayman, etc., to get to your house?) All you have to do is help the committee with the shopping (turn in receipts for reimbursement), the set up (4PM day of) and the clean up (make sure recycling and trash are separate). If you want to enhance the event, you can change up the hamburger/hot dog menu, pick a theme (luau, etc), and/or plan some activities for the kids.

Pool Committee Report ~ Brooke George & Kate Brew, Committee Chairs

Summer is in full swing and we hope everyone is enjoying the pool as much as we are! A few friendly reminders as we continue the pool season:

Pool Membership Closed - As of July 1st, we are no longer accepting pool memberships for the 2018 season. Exceptions will be made for new residents.

Check in Procedures - Please be prepared to provide the lifeguards with your membership cards and sign in the log book upon every visit to the pool. This helps ensure that the pool is only be-ing used by members and allows us to staff the pool according to usage. Please take your cards with you after each visit to the pool. With over 1,000 members, it is not feasible for members to leave their cards at the pool at all times.

Hammerhead Swim Meets - Our Hillsmere Hammerheads will be hosting the Gold championship meet on Sunday July 22nd. The pool will open late, immediately following the meet at 1pm. Thank you for your understanding.

NO GLASS - Please be respectful of the no glass policy at the pool. We have been noticing a lot of glass bottles in the pool recycling bins and want to remind everyone that there is absolutely no glass allowed inside the pool enclosure.

Food Truck Fridays - Mark your calendars and skip the pizza order on July 20th, 27th & August 17th! Check the event calendar on our website for vendor details and times.

Special Community Benefit District Funds - Admission to, or use of, the pool facilities will be granted to any Hillsmere property owner consistent with the expenditure of Special Community Benefit District funds for the maintenance, repair or renovation of the pool facility. The pool will be open to all Hillsmere property owners regardless of pool membership status on the last Tuesday of each month for the 2018 season:

Fourth of July Pool Party a Big Success!

We enjoyed a delicious lunch catered by Chick-fil-A and pool members who signed up to bring sides, desserts and even gallons of lemonade! We also received a corporate donation of sweet tea and cups for everyone from Chick-fil-A. Our rising sixth graders did a great job of decorating for the party with festive flags, banners, paper lanterns, flowers and more. Sweet Frogs donat-ed ten gift cards for prizes for the games, which were a ton of fun. Everything from egg toss, limbo, water relay races and water polo to the crowd favorite, Big Kahuna. Thank you to the pool social committee, everyone who volunteered to help out and bring food, our DJ, our com-munity partners for the donations, and to the life guards for keeping us safe. We had record attendance at this event and are so pleased it went so well, and now we know what one thou-sand chicken nuggets looks like! - Laura Moore

Thanks to the attentiveness of several Hillsmere residents, we’ve identified 3 unaltered, adult cats in the neighborhood over the past two months. One female has been trapped, spayed and released, and two unaltered males are roaming the neighborhood. Additionally, a litter of kit-tens has been found.

The feral female with a litter of kittens was trapped and spayed at the Spay Spa Neuter Nook and then returned to her kittens and caretakers. Thanks to Marge and June for helping identify, trap and feed Mama Cat. Now we’re working to trap her kittens.

The two unaltered, adult cats are males who have been seen by two concerned residents, Don-na and Travis, in the area of Lee Drive and Kuethe Drive. Donna and Travis have both put out humane traps but, to date, these cats have not been caught. Therefore, we need your help finding these two cats:

Large, orange, adult male

Smaller, black and white, adult male

Please keep an eye out for these two cats – and any other homeless cats in the neighborhood – and contact me if you see them. One of these males is probably responsible for Mama Cat’s litter of kittens, so we need to trap and neuter them ASAP before another unaltered female enters the neighborhood.

Special thanks to Marge, June, Donna and Travis for assisting in the ongoing effort to identify, trap and alter the aforementioned home-less cats in Hillsmere!

Piers & Harbors News ~ Steve Vanderbosch, P&H Chair

Welcome to Summer 2018! Hot weather arrived in July, and with it an increase in activity at the Marina and Boat Ramps. While it is nice to see so many residents taking advantage of our lovely little marina, the in-crease in activity, especially on nice weekends and holidays, has created some issues:

PARKING! Between slip holders, guests, kayakers, SUPers, crabbers, fishers, dog walkers, and plain old sight-seers, parking has become an issue. So PLEASE observe some common-sense and courte-ous rules: The first parking space closest to the main pier is signed for HANDICAPPED parking; Don’t

park there unless you have a handicapped license plate or window tag!

Be sure your vehicle displays your 2018 HSIA sticker, and that your guests display a Guest Pass in their vehicles. Vehicles that do not display an appropriate 2018 HSIA sticker or Guest Pass may be towed!

The Marina Speed Limit is 5 MPH, which means you should be driving at idle speed. The speed bumps are there as reminders. Please drive slowly!!

TOWING By now, unless you just moved into Hillsmere or just got a slip, there is no excuse for HSIA resi-dents and Slip Holders not having 2018 HSIA stickers and Guest Passes. Vehicles parked at the Marina without either will get one warning, and thereafter be towed. We have contracted with a new towing Company—Top Notch Towing and Transport, a local firm which should be very

responsive. The HSIA Board has au-thorized towing of vehicles from the Marina parking area if the vehicles do not display a 2018 HSIA sticker or Guest Pass.

If you need a 2018 HSIA sticker, or are a slip holder and did not get Guest Passes or need additional ones, contact the HSIA Administra-tor.

SUMMER REMINDERS

Slips Everyone should have their boats in their assigned slips, and be visibly displaying their 2018 HSIA Marina sticker. We will be surveying the Marina to see if any assigned slips are not yet oc-cupied and try to determine why they are vacant.

There will be some continuing turnover of slips as boats are sold or residents move. As of July 1 we still have about 7 unassigned slips, primarily on A Dock, which means we will have slips avail-able for guests and transients, as well as to offer to new residents moving into Hillsmere. The Slips Committee continues to fill slips throughout the boating season.

Transient Slips The Marina does have several transient slips, at the ends of A Dock and C Dock, along with sev-eral unassigned slips. If you have friends or family wishing to dock temporarily, please contact the Slips Committee Chair at [email protected] or the P&H Chair at [email protected] at least a day or two in advance for slip assignment. Fees are $1/foot/day, payable by the sponsoring Hillsmere resident to HSIA.

Marina Maintenance Piling Caps: The project to replace damaged piling caps throughout the Marina has been

completed, thanks to the efforts of Norm Johansen and Tim Whisted. Damaged copper caps were covered with flat, black plastic caps.

Lights: A number of light fixtures were serviced and repaired, thanks again to Norm Johan-sen and George Miller, replacing burned out dock lights and photo cells.

Gravel: Gravel was spread on the Sand Spit driving lane in early July.

Plumbing: Two leaks in the water system were repaired by Gene’s Plumbing. A Fire-Fighting Standpipe System test (a 5-year County Requirement) is being scheduled by Heidler Plumb-ing, who installed the system.

Electrical: An Electrical Datum Plane Survey will be performed at the Marina. This is a Code requirement to establish a level, two feet above the highest normal high tide, below which electrical connections cannot be made. This is required before electrical repairs or improve-ments can be made.

Drainage: The drainage ditch alongside the Marina driveway needs to be restored; bids are being sought.

Sunset Ramp Progress is being made on the Special Exception Permit required by Anne Arundel County for the reconstruction of the Sunset Drive Boat Ramp. Preliminary feedback on HSIA’s permit appli-cation has been received from the County, and we are consulting with MDE for its preliminary views on the proposed project.

Boat Lifts Progress is being made in soliciting bids/proposals from boat lift providers for the purchase and

installation of 10,000 pound, low-profile boat lifts in 4 or 5 slips (C-Dock, slips 4-8). The lifts will accommodate power boats of 25 feet or less. Boat Park There are approximately 15 parking spaces available in the Boat Park, and offers have gone out to everyone on the Boat Park Wait List.

All trailers have to be parked as close as possible to the neighboring trailer.

Trailers must be unlocked, or a key provided to the Boat Park Administrator, so trail-ers can be moved as necessary.

Boats and trailers must be positioned so that water runs off, and does not pool on covers and form mosquito breeding areas.

Kayak Racks All the Kayak Racks have been assigned, and there is a Waiting List. There is also an Eagle Scout Project in the works to replace some of the Kayak Racks at the Sunset Drive Boat Ramp.

P&H Meeting Time and Place The P&H monthly meetings are normally held on the second Tuesday of each month at 7 p.m. in the Key School Science & Library Center (the building closest to Carroll Drive), Room 102. The next P&H Meeting will be on Tuesday, August 14th, 2018.
