INTRODUCTION

In 2007, Europeans celebrated the 50th anniversary of the Treaties of Rome. In 2008 the

European institutions charged with implementing them will in turn commemorate their fiftieth

anniversary. When it was created the European Parliament, which at that time was called the

Common Assembly, was composed of parliamentarians designated by the national

parliaments. It functioned as a purely consultative assembly.

The European Parliament’s role has changed considerably since 1957. It has progressively

obtained budgetary and legislative competences pursuant to successive treaties. Nowadays, in

almost all areas, it shares them with the Council of Ministers composed of representatives of

the Member States.

The first European elections by direct universal suffrage in 1979 represented a major change in

the history of the European Parliament and the European Union as a whole. They established

its representative and democratic dimension: MEPs are directly elected by European citizens,

thereby giving the latter a say in European politics.

Today, according to numerous Eurobarometer surveys, the European Parliament is the

European institution with which Europeans are the most familiar. It is also the European

institution in which European citizens have the most trust1.

However, despite the European Parliament’s reputation and its positive image, it seems that

European citizens are less familiar with the details of its role, its competences and the way in

which it works. The aim of this special Eurobarometer is to measure at regular intervals a

certain number of key indicators concerning in particular the extent to which Europeans are

familiar with and how they perceive the role and responsibilities of the European Parliament.

This special Eurobarometer was carried out between 22 September and 3 November 2007, in

the twenty-seven European Union Member States.

This Eurobarometer was commissioned by the Directorate-General Communication of the

European Commission on behalf of the European Parliament. It was conducted via face-to-face

interviews by TNS Opinion & Social. The methodology used is the same as that used in the

Standard Eurobarometer surveys of the Directorate-General Communication (“Research and

Political Analysis” Unit) of the European Commission. A technical note concerning the

interviews conducted by the institutes of the TNS Opinion & Social network is attached to this

report. It specifies the interview methods and the intervals of confidence2.

The general analysis and socio-demographic analysis are based on the EU27 results.

Our analysis of the results is organised in four parts:

1. We shall start with awareness regarding the European Parliament.

First of all, we shall review all aspects of the public’s knowledge of the European Parliament’s

operational characteristics - "objectives".

We shall then endeavour, in a second chapter in the same part of the report, to analyse the

way in which citizens assess their knowledge of the European Parliament, which we shall define

as their "subjective knowledge" of the European Parliament. What citizens remember having

seen, heard or read about the European Parliament in the media – assessed here without proof

and therefore to a large extent "subjective" – will also be analysed in this chapter.

2. The second part is devoted to opinions on the European Parliament’s place and

actions.

In this part we shall look at the way in which Europeans perceive the current place of the

European Parliament among the European institutions – and the place that they consider it

should have -, the role that it plays and its concrete actions in a certain number of areas

concerning them directly.

3. The third part is devoted to the subjective image of the European Parliament.

In the first chapter of this part we shall examine the ideas that the citizens polled associate

freely with the European parliament; we shall then produce a portrait of the European

Parliament and its image based on a certain number of words or terms that Europeans may or

may not associate with the European Parliament; we shall then conclude this part by

examining, in a third chapter, the strength of this image: overall is it positive or negative for

the general public?

4. The fourth and last part of our analysis is devoted to the European Parliament’s role,

what responsibilities the public would like to see entrusted to it: in short its specifications or

roadmap.

In a first chapter we shall examine the major policies which the European Parliament should

develop, before considering, in a second chapter, the main values which citizens believe should

guide its actions.

1. KNOWLEDGE AND AWARENESS REGARDING THE EUROPEAN PARLIAMENT

We shall begin the analysis of this special Eurobarometer devoted to the European Parliament

by assessing public knowledge about the European Parliament: what do European citizens

know about the European Parliament, both in concrete terms and more subjectively.

1.1. What do we know about the European Parliament?

European citizens were asked first of all a series of question intended to test their objective

knowledge of precise aspects of the European Parliament:

- the year when the European Parliament was created;

- the method used to elect MEPs;

- the basis on which MEPs sit;

- the number of MEPs representing the respondent’s own country;

- the European Parliament’s enlargement and budgetary competences;

- the date of the next European elections.

The knowledge of Europeans on the above points will enable us to measure the “objective”

level of public knowledge regarding the European Parliament and the way in which it works.

The answers are in no way judgemental and are intended to focus purely and simply on the

public’s level of awareness.

The following table provides an overview of the level of knowledge of Europeans on these

points (excluding the number of MEPs and the date of the next European elections, which are

more delicate questions posed on an open basis – without suggesting any answers – and which

will be dealt with separately).

1.1.1. Concerning the year when the European Parliament was created

A third of respondents correctly replied that the European Parliament was created 50 years ago

(32%), while a third disagreed (32%) and a third did not express an opinion (36%, i.e. a

relative majority).3 Europeans seem strongly undecided on this point, which reflects a high

level of vacillation on this question.

This uncertainty is evident in all European Union countries, even if the structures of answers

sometimes favour the right answer, "it is true", as in Luxembourg (43%), Greece (43%),

Ireland, Austria and Estonia (42% each) and sometimes the "it is false" answer, as in Denmark

(50%), Finland (48%) and the Netherlands (43%). Finally, other countries were characterised

by an extremely high proportions of respondents who felt unable to answer the question,

notably Bulgaria (64%) and Cyprus (61%).

1.1.2. Concerning the way in which MEPs are elected

European Union citizens seem to be more familiar with the way in which MEPs are elected,

since 48% of the people polled rightly answered that they are directly elected by citizens;

however, 31% took the opposite view and 21% did not express an opinion. The bottle is

therefore only half full – to use an image – regarding knowledge of this personal and

fundamental right of all European citizens.4

Although a number of countries have recently joined the EU, the structure of replies is

almost identical in the old and new Member States. Indeed, the number of wrong answers is

significant even in the countries that have the longest experience of the European Union. For

example, 50% of citizens in the Netherlands, 40% in France, 38% in Germany, 34% in Italy,

32% in Belgium, or, again, 46% in Sweden and 35% in Austria think that MEPs are not directly

elected by citizens, notwithstanding the fact that citizens in those countries have already had

the opportunity to vote in several European elections.

This result is particularly striking given that the personal participation of citizens is the

cornerstone of the legitimacy and originality of the European Parliament among the various

Community institutions.

The case of Romania is somewhat special, since the interviews were conducted there barely

two months before the country’s first elections for the European Parliament. Despite that

situation, only 52% of respondents believed that they elected directly their representatives,

while 13% thought the opposite and 35% did not know.

1.1.3. Concerning the basis on which MEPs sit

On this question, the majority of people polled “got it wrong”: 44% believe that MEPs sit on

the basis of their nationality, 33% according to their political affinities, while 23% did not

express an opinion in response to this question.5

Two out of three respondents in Greece (64%), and at least one in two respondents in the

Czech Republic (58%), Italy, Latvia, Slovakia (all 52%), Poland (51%) and Hungary (50%)

believe that MEPs sit according to their country.

As regards respondents who are aware that MEPs sit according to their political affinities, at

least one in two citizens so believes in only three countries: Slovenia (54%), Belgium and

Sweden (50%).

A particularly large number of respondents failed to express an opinion in the two countries

which joined the European Union in January 2007: 54% in Bulgaria and 41% in Romania,

despite the fact that elections had recently been held in Bulgaria and were due to be held

within a matter of months in Romania. Some 39% of citizens in the United Kingdom also failed

to answer the question.

1.1.4. Concerning the "weight" of their own country in the composition of the European Parliament

For the question on how many representatives from their country sit in the European

Parliament, no replies were suggested and the people polled were asked to give freely

formulated answers.6 This is a very difficult exercise and in these conditions almost two out of

three people polled (64%) did not answer, admitting that they did not know the number of

MEPs elected for their country.

For the others, we have calculated the average of the replies recorded. The table below

contains a comparison between the actual number of MEPs for each county and the average

of the answers given by the people polled:

In this table, the countries are classified according to their number of MEPs in decreasing

order, from Germany which has the most MEPs with 99 to Malta and its 5 MEPs. It would

appear therefore that the people who advanced a figure generally under-estimate the

number of their MEPs, in particular in the countries having a high number of MEPs.

Italy is a notable exception to this observation, since the number of MEPs is considerably over-

estimated by the people polled.

1.1.5. Concerning the European Parliament’s competences

European public opinion seems to be more aware than previously regarding two of the

European Parliament’s competences, namely enlargement and determining the budget.7

As regards enlargement, 68% of the people polled believe that any enlargement is subject to

the European Parliament’s prior approval, compared with 8% who think that is false (and 24%

who did not express an opinion); and as regards determining the budget, 60% of the people

polled believe that it is determined jointly by the European Parliament and the Member States,

versus 10% who do not agree (30% do not know).

In the case of enlargement, the "right answer" was given by a large majority everywhere;

the only countries with scores of less than 60% of “right answers” were Bulgaria (57%) and

Romania (55%) – it is to be borne in mind that these two countries which only recently joined

the EU have never observed enlargement “from the inside” –, and the United Kingdom (56%).

As regards determining the budget, the “right answer” was also given by fairly large

majority of respondents in 23 countries – with percentages ranging from 53% to 75% - and by

around 50% in four countries: in Romania (51%), Bulgaria and Italy (49%) and the United

Kingdom (48%).

1.1.6. Concerning the date of the next elections for the European Parliament

When the people polled were asked about the date of the next European elections, no dates

were proposed to them; they were left to formulate their answer freely via an open question.8

Once again, this is a particularly difficult exercise, especially as the date of the next elections is

a relatively long way off – except in Romania where the elections were due to be held shortly

after the survey was conducted. In these circumstances, it is not surprising that, at the current

time, three out of four people polled (75%) felt unable to answer the question.

The election calendar replies of the respondents who answered this question were too

fragmented to be analysed as such. We have therefore classified them according to four date

categories, taking into account the specific case of Romania (November 2007 instead of June

2009): [the exact answer, June 2009], [the right year but not the month, 2009], [2008], and

[all the other dates].

This classification produces the following results at European Union level:

It can be seen therefore that at the current time 10% of the people polled have some idea of

the time when the next European elections will be held.

The majority of the errors consist in "bringing forward" the date of the elections. It is

important however to qualify the low level of awareness regarding the date of the

next European elections: as we emphasised earlier, the next elections are a relatively long

way off and if we consider this measurement as point 0, it seems clear that the proportion

of right answers will improve continually as the date of the elections draws nearer

and media coverage of the event becomes stronger.

It will therefore be particularly interesting to measure knowledge of the date of the next

European elections in the future, as the date draws nearer. In this regard, the case of Romania

is striking: in that country where the elections were due to be held within two months of the

survey’s fieldwork, only one person in three polled (37%) gave the right answer.

1.1.7. Concerning the European Parliament’s decision-making criteria. After having examined the knowledge of Europeans regarding factual data concerning the

European Parliament, we shall now examine a more complex aspect: how Europeans perceive

the way in which decisions are taken within the European Parliament9.

A relative majority of Europeans considers that the European Parliament’s decisions are shaped

by the national interests of the Member States rather then by the political affinities of MEPs:

European public opinion does not follow this pattern in five countries: Luxembourg, the United

Kingdom and Austria which place political affinities – albeit only very slightly – ahead of

national interests; and in Ireland and Slovenia where the two views are evenly balanced:

It might be worthwhile carrying out a qualitative survey in order to understand the underlying

reasons why the people polled chose a given option. As was noted in the answers to question

QB810 a majority of respondents believe that MEPs sit on the basis of national delegations

(44% versus 33% who consider that they sit according to political affinities). There is a certain

correlation between the two answers, but it is not possible to determine whether it is a

question of a value judgement by respondents or whether they establish a link with the fact

that MEPs are elected within a national framework.

1.2. Subjective knowledge regarding the European Parliament

We shall continue our analysis of the level of awareness and knowledge regarding the

European Parliament by examining the way in which the people polled assess their knowledge

on this subject: do they feel "well" informed about the European Parliament, its role, and

MEPs; and how do they perceive the way in which the media cover the European Parliament’s

activities?

1.2.1. Awareness regarding the European Parliament’s role in the European Union and that of MEPs

The question analysed here was used to ask the people polled to assess their knowledge of the

European Parliament and its members on two scales of one to ten points11. It is important to

note that this question involves opinions and therefore measures the subjective knowledge of

Europeans.

The assessment by Europeans of their level of knowledge is relatively low. The scales – from 1

to 10, on which the central point is the value 5.5 – can be used to calculate averages; for the

European Union as a whole the figures obtained are as follows:

- 3.7 as regards knowledge about the European Parliament’s role within the European

Union;

- 3.3 as regards knowledge about its members, the MEPs (Members of the European

Parliament).

The averages therefore are at the lower end of the scales. If we base our analysis on the

details of the answers given rather than on the average, we note that fewer than two out of

ten people polled place their knowledge at the upper end of the scales (levels 6 to 10)12: 19%

as regards the role of the European Parliament and 15% as regards MEPs.

The general public therefore considers that it is badly informed about the role of the European

Parliament and its members. Moreover, this is true in all European Union countries. It is worth

noting the handful of countries where the results are slightly higher on the scales: in

Luxembourg, Denmark, the Netherlands and Finland a slightly higher number of respondents

place themselves at the upper part of both scales: around 30% as regards the role of the

European parliament and between 23% and 28% for MEPs. Finally, it is to be noted that in

Hungary the people polled felt slightly better informed about MEPs (29%).

1.2.2. Do Europeans fell well informed about the European Parliament’s activities?

Given the weakness of the two assessments analysed in the first section of this chapter, it is

hardly surprising that only a very small minority of the people polled feel that they are “very

well” (2%) or "fairly well" (22%) informed about the European Parliament’s activities

(compared with 73% who feel that they are fairly badly (48%) or very badly (25%)

informed).13 The three Member States with the best scores are Slovenia (41% of people well

informed), Luxembourg (40%) and Ireland (37%).

At the other end of the scale, eight out of ten people polled in the United Kingdom, Greece, the

Netherlands, France and Sweden (from 79 to 81%) consider that they are "fairly badly" or

"very badly" informed.

Therefore, going back over several years, it is in the same five European Union Member States

that respondents feel the least well informed about the European Parliament’s activities.

It is interesting to measure the link between the assessment by respondents of their level of

information about the European Parliament’s activities and their objective knowledge on a

number of factual points concerning the European Parliament: there is a strong correlation

between these two elements. Europeans therefore seem to have a very clear view of the

situation when assessing their level of information.

1.2.3. Media coverage of the European Parliament

The feeling among European citizens that they are not particularly well informed, as noted

above, is linked to the way in which the media cover issues relating to the European

Parliament. Is the public affected by media reporting on the European Parliament? 42% of the

people polled declared that they remembered having read, seen or heard something about the

European Parliament in the media – newspapers, Internet, television and radio - compared

with 54% who did not remember having come across anything in the media (4% did not

reply).15

It is however important to point out that the score for media coverage of the European

Parliament has improved over the last 5 years: in 200216, the rate was 37% (although it

should be borne in mind that at that time the EU had only 15 Member States). This positive

trend can be interpreted in different ways: although there has been a discernible improvement

in the result (+ 5 percentage points), it is however regrettable that the improvement is

relatively small, given the increase in the number of European Member States since 2002, first

to 25 and then to 27, which should have lead to significant media coverage.

The situation varies considerably from one European Union country to another, with the

highest scores being recorded in Finland (67%), Slovenia (66%) and Slovakia (65%) –

approximately two out of three people remember having come across something in the media

– as well as in Romania (57%). Moreover, one out of two respondents in five other countries

responded along those lines, in Luxembourg (54%), Malta (52%), Germany (52%), Portugal

(51%) and Lithuania (50%).

On the other hand in France (27%), the United Kingdom (29%) and Ireland (30%), far fewer

respondents reported that they remembered media coverage of the European Parliament.

1.3. Summary and socio-demographic aspects

The people polled feel that they are badly informed about the European Parliament in general

and have little recollection of any media coverage of it – in particular in certain countries.

Accordingly, the most striking result with regard to the European Parliament’s operational

characteristics, as explored in the first chapter of this analysis, is a certain lack of knowledge

among respondents about the way in which the European Parliament works: the way in which

MEPs are elected, the basis on which they sit, the number of MEPs and the date of the next

European elections (without forgetting the limited knowledge of the date when the European

Parliament was created, although this is undoubtedly more anecdotal than a cause for

concern).

We have also noted a certain lack of awareness among Europeans regarding the way in which

the European Parliament takes decisions.

On the other hand, Europeans are fairly familiar with two of the European Parliament’s

competences, in two important areas to boot, namely its role in the EU enlargement process

and in determining the EU budget.

These conclusions apply not only to the European Union as a whole, but also to each of the

Member States. The results are obviously not uniform across the EU and we have endeavoured

to provide details of individual differences for each point analysed. However, when the

information as a whole is considered, it is difficult to distinguish one or more Member States

where citizens are significantly better or less well informed than the others on all the points

examined in the study: on the other hand, depending on the specific aspects analysed, the

level of information varies from one country to another. In this regard, it is interesting to note

that the date of accession to the European Union does not seem to play the role that we might

have expected: the people polled in the "old" Member States (EU15) are not better informed

than the others ... on the contrary. This raises the question of whether the fact of having

recently joined the EU does not have a positive impact on the level of public knowledge

regarding the European Parliament.

These conclusions apply equally to all sections of the population, even if, as we previously

underscored, levels of knowledge and information are traditionally higher among men, people

having studied longer, managers and self-employed people, and among all those whose

perception of the European Union as a whole is positive and optimistic.

By way of example, the feeling of being "very"/"fairly" well informed or "very"/"fairly" badly

informed about the European Parliament’s activities, analysed above (section 1.2.2.), can be

broken down as follows.

whose perception of the European Union as a whole is positive and optimistic are more likely to

remember information about the European Parliament. On this last point, it is fairly likely that

“Europhiles” are more sensitive to everything concerning the European Union and accordingly

pay greater attention to information about the European Parliament.

All in all, the level of information and differing levels of attention paid to the media vary in

parallel: the people who consider that they are well informed are also – by far – those who pay

the most attention to information about the European Parliament.

2. OPINIONS ON THE PLACE AND ACTIONS OF THE EUROPEAN PARLIAMENT

We shall now assess the public’s perception of the European Parliament from three points of

view: the European Parliament’s place among the European institutions; the importance of its

role; and the perception of its actions in concrete terms.

2.1. Opinions regarding the place of the European Parliament among the European institutions

2.1.1. The perception of the current situation

For 43% of the people polled, the European Parliament has the greatest decision-making

power within the European Union, well ahead of the European Commission (14%) and the

Council of the European Union (10%).18 For the rest, 9% of the people polled replied

spontaneously that the various institutions all have the same power, 1% mentioned "another"

institution and 23% did not express an opinion.

European public opinion considers therefore that the European Parliament is the institution

which currently has the greatest decision-making power within the European Union. This view

is shared by a majority of respondents in all countries. Even when the two other institutions,

the Commission and the Council, are combined, the European Parliament still has the highest

score in all countries, except for Cyprus, where the European Parliament was mentioned by

34% of the people polled, ahead of the Council (28%) and the Commission (8%), and Finland

where the European Parliament was mentioned by 39% of the people polled, ahead of the

Commission (28%) and the Council (12%).

2.1.2. Its rightful place

After having asked Europeans for their opinion on the current situation as regards the power of

the various European institutions, i.e. their status, it is interesting to see how this status

compares with their views on the place that they consider the European Parliament should

have. Is the European Parliament’s preponderance justified in the eyes of the public? Some

47% of the people polled think that it is, while 9% would prefer the Council and 8% the

Commission to have the greatest decision-making power. A not insignificant proportion of the

population (11%) declared spontaneously that all the institutions should have the same

decision-making powers (1% mentioned "another" institution and 24% did not express an

opinion).19

If we compare the way the people polled see the current situation and how they would like it

to be, it would even seem that part of European public opinion believes that the European

Parliament should have slightly greater decision-making powers than is currently the case;

whereas 43% of the people polled consider that it is the European Parliament which currently

has the greatest decision-making power, 47% consider that it is the institution which should

have the greatest decision-making power within the European Union.

2.2. Opinions on the role played by the European Parliament in the life of the European Union

2.2.1. The importance of the European Parliament’s role

Not unexpectedly, given the place attributed to the European Parliament in the decision-

making process at European Union level, its role is perceived as considerable: "very important"

for 18% and "important" for 57% of the people polled (11% consider its role to be "not very

important", 2% "not at all important" and 12% did not express an opinion).20

At least two out of three people polled in all European Union countries, except for the United

Kingdom, which constitutes a relative exception (59%), consider that the European Union

plays an "important" or "very important" role. This anomalous result in the United Kingdom is

perhaps due to the large number of respondents there who did not express an opinion on this

question (23% ‘DK’ replies in the UK).

It is interesting to examine to what extent the perceived role of the European Parliament has

changed since the question was asked in spring 200021, when the European Union was

composed of 15 Member States. There has been a fairly sharp increase of 12 percentage

points in the proportion of Europeans who consider that the European Parliament plays an

important role (from 63% to 75%). The strength of this opinion has also increased

significantly, with an increase of 4 percentage points for the “very important" reply (from 14%

to 18%).

This result is important since it shows that even if, from the point of detailed information, the

level of knowledge of Europeans regarding the European Parliament is fairly limited, there is

strong awareness of the importance of this institution’s role; moreover, that awareness has

grown fairly significantly since 2000.

2.2.2. Changes in this importance over the last ten years

As was noted above, the perceived importance of the role played by the European Parliament

has increased significantly since spring 2000: it is therefore entirely consistent that a strong

relative majority of European public opinion considers that the European Parliament’s role has

been strengthened over the last ten years22 - a view shared by 45% of Europeans compared

with only 8% who consider that its role has been weakened. A quarter of respondents consider

that its role has not changed, while a fifth did not express an opinion on this question.

A country by country analysis reveals the widespread nature of the view that the European

Parliament’s role has been strengthened over the last ten years: a majority of citizens share

this view in all European Union countries without exception.

2.2.3. The desired importance

A majority of the people polled approve of the strengthening of the European Parliament’s role

over the last ten years, since a strong relative majority wants its role to be strengthened even

further and wants it to play an even more important role in the future:23

When this question was asked in the old EU15 Member States in spring 200024, 43% wanted

the European Parliament to play a more important role, while 23% wanted its role to stay the

same and 11% wanted its role to be reduced in importance.

Support for the idea that the European Parliament should have more power than at present

has increased (+5 percentage points). As the other opinions (i.e. its power should stay the

same or be reduced) have remained stable, the increase comes therefore from a reduction in

the proportion of Europeans not expressing an opinion: Europeans are still making up their

mind about the question of the European Parliament’s power.

Respondents in Ireland and Austria and slightly more likely to be in favour of the status quo:

the majority of them would prefer to see the European Parliament’s role "stay the same as at

the current time" rather than becoming "more important" than it is at the current time (34%

versus 32% in Ireland and 39% versus 34% in Austria).

In the United Kingdom, curiously, the structure of opinions is unusual, since the “status quo”

option is the least popular one, being supported by only 14% of respondents; but in the event

of a change, public opinion in the UK would prefer the European Parliament to have a stronger

rather than a reduced role: 39% "more important" versus 26% "less important" (21% of the

people polled in the United Kingdom did not express an opinion).

Apart from these three countries, there is strong support in all countries for the European

Parliament’s role to be strengthened.

The first four of these five areas concern public health and safety and therefore issues directly

affecting the very existence of European citizens; the fifth concerns prices and also affects

them directly, this time as consumers. Via these five concrete cases the European Union is

seen as directly tackling the problems of citizens. Moreover it is noteworthy that the frequency

with which the people polled did not express an opinion on this question is considerably below

the levels noted at the beginning of our analysis. It seems that the lack of awareness affecting

the European Parliament – analysed in the first part of this report – is not therefore really

borne out when it comes to concrete cases which directly affect the public.

This positive image is shared in all European Union countries, albeit to differing degrees.

However, the differences noted can often be explained by the proportions of people polled who

did not express an opinion.

2.4. Summary and socio-demographic aspects

Overall, opinions on the European Parliament seem to be very positive as regards not only its

status (its place among the European institutions), but also the importance of its role and its

concrete actions benefiting the public in sensitive areas which affect them directly.

Depending on the country, certain aspects are, of course, given a special emphasis and we

have noted these throughout our analysis. However, these differences in no way detract from

the broadly positive assessment of the European Parliament throughout the European Union.

In the same way, the positive result applies to all sections of the population polled, even –

significantly – those having the most reservations regarding the European Union in general (in

terms of trust, their verdict on membership, the European Union’s image and projections

regarding its future). By way of example, the following table summarises the way citizens

assess the European Parliament’s actions in five concrete areas, as analysed above in section

2.3. The percentages noted are the sum of the “decisive role” and "important but not decisive

role" replies.

3. THE SUBJECTIVE IMAGE OF THE EUROPEAN PARLIAMENT

After the awareness of citizens regarding the European Parliament and their opinions on it, we

shall now address the most subjective part of the public’s perception of the European

Parliament: what "image" does the European Parliament conjure up for citizens?

3.1. Free associations

We shall begin with spontaneous associations, both negative and positive, expressed with

regard to the European Parliament26. These associations define what we shall call the

European Parliament’s “active image”, that which springs to mind when European are asked to

express what the European Parliament conjures up for them via an open question, that is to

say without suggesting possible answers.

The content of these spontaneous associations is rather poor, which after all is not surprising,

given the perceived lack of information previously analysed. More often than not respondents

did not specify anything in particular that they appreciated or did not appreciate about the

European Parliament:

European unification (5% of the people polled); its role in developing common decisions or

policies (5%); and its role in the way democracy works in the European Union (4%).

3.2.1. Assessment of the European Parliament’s image

To sum up, for the European Union as a whole, we can say that:

- the European Parliament is undeniably:

Democratic : 69% for, 16% against, difference: +53 (DK: 15%)

- in general it tends to be seen as:

Technocratic : 38% for, 23% against, difference: +15 (DK: 39%)

However, the above summary applies to the European Union as a whole and there are strong

differences from one country to another, at least for certain terms, as we shall try to explain.

3.2.2. The European Parliament is "democratic"

There are no major differences with regard to the first term. "Democratic" is the word which,

for the people polled, best describes their perception of the European Parliament, even if this

conclusion must be qualified because of the low intensity of the answers: respondents opted

for "fairly well" (53%) far more frequently than "very well" (16%).

This opinion is shared by a majority of respondents in all European Union countries, even in

those with the highest levels of negative opinions, that is to say Austria (33% of negative

answers) and Finland (40%).

3.2.3. A majority of respondents consider that the European Parliament is “not well known”

In general, Europeans associate the expression "not well known" with the European

Parliament; however, this overall result would be very different if analysed on a country by

country basis – independently of the size of the population - since:

- a majority of respondents associate “not well known” with the European Parliament in only

11 countries, led by the Netherlands, France, Italy and Belgium;

- on the other hand, the situation is the opposite in 13 countries, in particular in Malta, Cyprus,

Lithuania and Greece;

- and in three countries, Austria, Ireland and Latvia, opinion seems to be more or less equally

divided.

It is therefore only as a result of the weight of the large countries28 on the European Union

total that we can say that European public opinion considers that the European Parliament is

"not well known".

3.2.4. A majority of Europeans see the European Parliament as "technocratic"

In the European Union as a whole and in most countries the word "technocratic" is most often

seen as a good description of the European Parliament; the seven exceptions are Bulgaria,

Poland, Lithuania, Slovakia, Slovenia, Portugal and Hungary.

However, the most striking aspect when examining the results by country is the large number

of people who did not express an opinion on this point: there were 39% of "DK" replies in total

and the “DK” rates vary between 45% and 65% in 11 countries.

In such circumstances, we must be prudent when drawing any conclusions: a degree of

uncertainty surrounds the association between this word and the European Parliament.

3.2.5. A majority of Europeans see the European Parliament as "dynamic"

The situation with regard to the word "dynamic" varies considerably from one Member State to

another, even more so than in the case of "not well known".

First of all, there are the countries where citizens consider that the word "dynamic" is a good

description of the European Parliament: Greece, Cyprus, Romania, Slovenia, Malta, Lithuania,

Slovakia, Bulgaria and Poland. In these nine countries positive associations exceed negative

associations by at least 38% (for example in Greece: 79% versus 21% and in Poland: 60%

versus 22%).

The European Parliament is also perceived as dynamic in eight other countries, but less

emphatically.

On the other hand, opinion is divided in four countries: France, Finland, Sweden and Denmark.

Finally, in four other countries, the European Parliament is seen as not being dynamic: in the

Netherlands (65% of negative associations versus 26%), the United Kingdom (50% versus

21%), Germany (52% versus 36%) and Austria (48% versus 36%).

3.2.6. The European Parliament "listens to citizens": mixed replies

The perception of whether the European Parliament "listens to citizens" varies considerably

from country to country, as can be seen from the following table:

In certain countries, a majority of respondents consider that the European Parliament “listens

to citizens"; in others, albeit a smaller number of countries, the opposite view dominates. It

should be noted that all the countries where the balance is negative – where the view is that

the European Parliament “does not” listen to citizens – are long-standing members of the

European Union.

3.2.7. The European Parliament is not “inefficient”

This is the only word which, for the European Union as a whole, is not considered as describing

well the European parliament. However, once again, the overall result conceals considerable

differences at national level:

The rejection of the description "inefficient" by the European Union as a whole on average is

based therefore on considerable differences of opinion at national level. While the opinion that

the European Parliament is “inefficient” is supported by majority in only seven countries, this

view cannot be ignored. Moreover, once again all the countries in question have been

members of the European Union for more than ten years.

3.3. And overall is the European Parliament’s image positive or negative?

All in all, three out of four people polled in the European Union consider that the European

Parliament’s image is "neutral" (41%) or "fairly positive" (35%)29. It seems to inspire an

image of "benevolent neutrality". In any event, negative answers are very rare, except in the

United Kingdom and Austria where the level of criticism is slightly higher:

Dissenting voices are therefore very few, and this concludes – and puts into perspective – our

analysis of the image that the European Parliament conjures up for European citizens.

3.4. Summary and socio-demographic aspects

The general perception of the European Parliament is therefore positive. However,

this general context must be qualified: it was necessary to prompt respondents by

putting forward suggestions in order to obtain a response. Clearly, Europeans agree

that it is a democratic institution but none of the other descriptions proposed obtained a

consensus in all the European Union countries. For the first time, divergences seem to

outweigh the points of agreement: the European Parliament does not (as yet) have a clearly

defined profile as regards its image in areas such as dynamism, "listening to citizens", its

technocratic nature (or lack thereof) and efficiency.

Perhaps the divergences noted would be reduced if the public was more familiar with the

European Parliament? Obviously it is not possible to answer that question at the current time,

but it is conceivable. In any event this latent image is part of a "neutral" or "fairly positive"

context which we have defined as a kind of "benevolent neutrality" on the part of the public.

On this point there seems to be a consensus in all countries – except perhaps in the United

Kingdom and Austria where levels of criticism are slightly higher – and in all socio-

demographic categories of citizens.

Except, of course, which is fairly logical, for those citizens whose overall perception of the

European Union is negative, and who do not trust it, are pessimistic about its future and,

moreover, consider that their country’s membership as a "bad thing". This is clear from the

summary table below relating to the question analysed in section 3.3.

4. EXPECTATIONS

We have already mentioned two wishes of Europeans with regard to the European Parliament:

first, that it should have greater power in relation to the Commission and the Council and,

secondly, that its role within the European Union should be strengthened further. But to

develop what polices and defend what values? Those are the issues which we shall now

examine in the last part of this report.

4.1. The policies which it should develop

The following chart shows the frequency with which the various policies were mentioned for

the European Union as a whole (maximum 4 answers per person polled):30

The most frequently mentioned policies are those that currently receive the widest media

coverage and which may be seen as reaching beyond national boundaries: combating

terrorism and climate change. The third most frequently mentioned policy is the one which

is the most closely linked to the every day personal life of citizens: improving consumer and

public health protection.

These three policy areas are given considerable pre-eminence, topping the replies in 21 of the

European Union countries. The 6 cases where another policy was mentioned in the top three

places are:

- the development of a common energy policy in Hungary: mentioned by 47% of

respondents, on a par with coordinating economic, budget and tax policies (46%);

- coordinating economic, budget and tax policies in Latvia (40%) and Lithuania (43%);

- developing a common foreign policy in Poland (40%);

- developing a common defence policy in Estonia (48%);

- developing a common immigration policy in Malta (43%), on a par with developing a

common energy policy and developing an environmentally friendly agricultural policy

(42%).

The number of specific expectations, excluding the three main policies, is therefore limited to a

few isolated cases which can be explained by the particular geopolitical situation of these six

new Member States.

The protection of human rights in the world is therefore the "key" value which the

European Parliament should defend as a matter of priority, according to the people polled.

There was near-unanimity across the European Union on this point, since this was the most

frequently mentioned value in 25 countries and was ranked second in importance in the other

2 countries.

These two countries are: Bulgaria, where promoting solidarity between EU Member

States topped the list (mentioned by 55% of respondents), ahead of human rights (49%) and

Spain, where equality between men and women came in first place (45%), ahead of

human rights (40%).

Nevertheless, reverting to the European Union as a whole, the latter two values are those

which citizens placed immediately behind the protection of human rights in the world, namely

promoting equality between men and women (mentioned by 41% of respondents) and

promoting solidarity between EU Member States (36%).

There are however certain differences between countries:

- the promotion of equality between men and women was one of the first two choices in

twelve countries. Eleven of them are old Member States (EU15) and the last one joined the EU

more recently (Malta);

- promoting solidarity between EU Member States was one of the first two choices in

fourteen countries, only three of which are old Member States (Greece, Italy and Austria), and

in eleven new Member States (the only new Member State where this value was not placed

among the top two values is Malta).

Those are therefore the three fundamental values which the public would like the European

Parliament to defend as a matter of priority. The others are not be ignored, but are not part of

the consensus.

We shall complete this analysis by drawing attention to two particular national results which

offer food for thought:

- in Denmark the second most frequently mentioned value was promoting a dialogue

between cultures and religions (mentioned by 45% of respondents);

- in Greece and Cyprus the two values relating to "solidarity" – solidarity between EU

Member States and solidarity with poor countries – obtained similar scores, which

suggests that in the countries in question the people polled are interested in a more general

solidarity-based value.

4.3. Summary and socio-demographic aspects

The policies and values which citizens want the European Parliament to defend are not lacking

in ambition: terrorism, climate change, human rights - these are major global problems, and

not simply European problems, which citizens want the European Parliament to tackle as a

matter of priority.

Nevertheless, Europeans do not want more individual personal values, such as consumer

protection and gender equality, to be forgotten … once solidarity between Member States has

been clearly ensured.

The same priorities are therefore broadly shared by all the European Union Member States,

apart from the special cases mentioned above which find their basis in specific historical and

geopolitical circumstances.

They are also shared by all the various socio-demographic sections of the population, except

for a few minor permutations which we shall mention in conclusion.

As regards policies to be given priority: combating terrorism and climate change, and

improving consumer and public health protection occupied the first three places, in that

order, in all cases except:

- combating climate change was placed ahead of combating terrorism by people who left

school at the age of 20 or later: 47% versus 41%; students: 43% versus 40%; and

respondents on the left of the political spectrum: 45% versus 41%.

As regards the values to be given priority: the protection of human rights occupied first

place in every country without exception; it was followed by equality between men and

women (second) and solidarity between Member States (third), except that:

- solidarity between Member States was ranked second, ahead of gender equality, by people

having studied up to the age of 20 and over: 42% versus 40%; and respondents on the “right”

of the political spectrum: 44% versus 40%.

SUMMARY AND CONCLUSIONS

"Awareness" regarding the European Parliament

Knowledge of the operational characteristics of the European Parliament, which we explored at

the start of this analysis, is fairly limited: the level of knowledge regarding the way in which

MEPs are elected, the basis on which they sit, their number, the date of the next European

elections is unsatisfactory (without mentioning the ignorance of the year in which the

European Parliament was created, the latter point being undoubtedly of more anecdotal

interest).

Moreover, we have also noted a certain lack of knowledge regarding the way in which the

European Parliament takes decisions – and across all categories of the public. The public

seems to be under the impression that decisions are taken more frequently on the basis of

national interests than according to the political affinities of MEPs.

There is a certain logic in assuming that parliamentary representatives elected directly in a

country – as is the case for MEPs – have at least in part a mandate to represent and defend

those who elected them. And though those voters have political preferences, it makes sense to

consider that they also have local interests, that is to say national interests, to defend. The

feeling that the European Parliament takes account of these interests is therefore not

surprising.

This lack of knowledge about the European Parliament is general; it applies to the European

Union as a whole, both to the “old” and “new” Member States, and to all socio-demographic

categories analysed. The people polled are aware of their lack of knowledge about the

European Parliament; they are aware that they are badly informed and this recognition is

accompanied by a perception of low media coverage: the general public tends to have little

recollection of media coverage of the activities of the European Parliament. This is relatively

logical given the limited coverage that the media give in general to European issues and in

particular those debated by the European Parliament.

On the other hand, citizens tend to be fairly familiar with two of the competences of the

European Parliament, in two important areas, namely its role in any enlargement of the

European Union and in drawing up the EU budget. This would be at odds with the public’s

admitted lack of knowledge, unless we acknowledge that, even if the European Parliament is

not well known to the public, it is nevertheless “respected” and is therefore naturally invested

with key roles in the life of the European Union.

Public opinion is also aware of the key role played by the European Parliament in all legislative

decisions, in particular those that affect the everyday life of citizens.

"Opinions" on the European Parliament

The European Parliament can in fact be considered as an institution that is respected by

citizens, since opinions on it are in general very positive, as regards its status (its place among

the European institutions), the importance of its role and its concrete actions in sensitive areas

which benefit the public.

It is possible to talk of a form of public support for the important position that the European

Parliament is seen to occupy, and which the public would like to be strengthened in the future.

It is interesting to note in this regard that this opinion, and the wish for the European

Parliament’s role to be strengthened further in the future, extend to all categories of the

people polled, even those with the most reservations regarding the European Union in general

(whether as regards trust in the European Union, their assessment of the benefits of their

country’s membership, the European Union’s image, etc.).

The European Parliament’s "image"

The general impression of the European Parliament is therefore positive. On the other hand,

because European citizens are not familiar enough with the European Parliament, this general

impression does not lead to a clearly defined image. That is why it is necessary to make

suggestions in order to obtain a response.

It is clearly seen as a democratic institution. There is agreement on that point almost

everywhere, but none of the other words or expressions used to describe the European

Parliament attracted a consensus in every European Union country. As a result, European

public opinion varies considerably from one Member State to another. The European

Parliament does not (yet) have a clearly defined image in areas such as its "dynamism",

“listening to citizens", whether or not it is technocratic and its efficiency. This image seems to

be taking shape, but is still constantly evolving.

Perhaps the divergences noted will be reduced when the public becomes more familiar with the

European Parliament? Obviously it is not possible to answer that question at the current time,

but it is conceivable. In any event this latent image is part of a "neutral" or "fairly positive"

context which we have defined as a kind of "benevolent neutrality" on the part of the public

with regard to the European Parliament.

The European Parliament’s "role"

The policies and values which citizens want the European Parliament to defend are not lacking

in ambition:

- As regards policies to be given priority: combating terrorism and climate

change, and improving consumer and public health protection occupy the first

three places in all cases, even if the general public has not forgotten personal, more

individual values such as consumer protection and gender equality ... once solidarity

between States has been clearly guaranteed to citizens of the new Member States.

- As regards the values to be given priority, the protection of human rights is

undoubtedly the keystone of the values that citizens want to see guiding the actions of

the European Parliament, supplemented by policies to promote equality between men

and women and solidarity between Member States.

In short, as we have seen, European citizens want the European Parliament to focus on solving

the world’s major problems and defending universal values. An ambitious role for an institution

which, although not well known to the general public, is respected, in particular for its

cornerstone: its democratic dimension.

“STANDARD” EUROBAROMETER 68 “The European Parliament”

TECHNICAL SPECIFICATIONS

Between the 22nd of September and the 3rd of November 2007, TNS Opinion & Social, a consortium created between Taylor Nelson Sofres and EOS Gallup Europe, carried out wave 68.1 of the EUROBAROMETER, on request of the EUROPEAN COMMISSION, Directorate-General for Communication, “Research and Political Analysis”. The “STANDARD” EUROBAROMETER 68 part about the European Parliament is part of wave 68.1 and covers the population of the respective nationalities of the European Union Member States, resident in each of the Member States and aged 15 years and over. The basic sample design applied in all states is a multi-stage, random (probability) one. In each country, a number of sampling points was drawn with probability proportional to population size (for a total coverage of the country) and to population density. In order to do so, the sampling points were drawn systematically from each of the "administrative regional units", after stratification by individual unit and type of area. They thus represent the whole territory of the countries surveyed according to the EUROSTAT NUTS II (or equivalent) and according to the distribution of the resident population of the respective nationalities in terms of metropolitan, urban and rural areas. In each of the selected sampling points, a starting address was drawn, at random. Further addresses (every Nth address) were selected by standard "random route" procedures, from the initial address. In each household, the respondent was drawn, at random (following the "closest birthday rule"). All interviews were conducted face-to-face in people's homes and in the appropriate national language. As far as the data capture is concerned, CAPI (Computer Assisted Personal Interview) was used in those countries where this technique was available.

For all countries surveyed, a national weighting procedure, using marginal and intercellular weighting, was carried out based on this Universe description. For international weighting (i.e. EU averages), TNS Opinion & Social applies the official population figures as provided by EUROSTAT or national statistic offices.
