Organizational Overview
The Forum for Social Studies (FSS) is an independent, non government organization engaged in conducting policy-oriented research and promoting public debate on a wide range of develop-ment issues. When established in 1998, it had its genesis in the deeply felt concern of a group of academics and civil society activists to help deepen and broaden a democratic tradition of public debates. FSS is a membership-based organization largely drawn from research and acadamic community, civil society and government organizations. Its work is guided by the conviction that enhancing the interface between the general public and the government on key social and economic issues can promote a transparent, participatory and all-inclusive policy-making and implementation process. Over the years, FSS has grow into a reputable and credible policy think tank with considerable institutional capacity for policy research and public debate on develop-ment issues.
In line with its mandate, FSS has maintained a reputable track record of policy research on a wide array of development issues and has disseminated its findings to government decision makers, legislators and the wider public. Parallel with this, it has organized series of policy dialogues (workshops, lectures and panel discussions) around the themes of poverty; gender; higher educa-tion; inter generational transfer of knowledge (IGTK); good governance and democracy in Af-rica; culture and development; youth and development; urban service delivery; climate change, environmental management and sustainable development in Ethiopia.

Ethiopia has seen a dramatic expansion of its higher education sector in the past decade, with growth in the number of public universities leaping from just two in 1991 to 22 in 2008 and expected to reach 33 possibly by the end of 2010. Likewise, there has also been an enrolment explosion, rising from an annual intake of nearly 5,000 into the regular university programs at the beginning of the 1990s and reaching 79,500 at the start of the 2008/9 academic year. The available inputs and processes to maintain the quality of higher education have not been able to keep pace with the phenomenal rate of physical expansion and enrolment growth.

This monograph deals with little studied but crucial problem – the plight of children/youth who are employed in the ‘Khat industry’. The rapid expansion of Khat consumption within the country and its export outside of the country engendered Khat marketing towns, where Khat is graded and prepared for consignment. A large number of children/youth are involved in this process. By taking cases from two Khat market-ing towns – Aweday in Eastern Ethiopia and Wondo Genet in Southern Ethiopia, the monograph examines how involvement in the Khat ‘in-dustry’ affects the education of children. It also provides policy direc-tions how to address this important problem.

Lord, Zèga and Peasant: A Study of Property and Agrarian Relationsin Rural Eastern Gojjam

Since the liberalisation of the higher education sector in Ethiopia at the be-ginning of 2000s, several dozens of Private Higher Educational Institutions (PHEI) have been established. Today, the private sector plays an important role in the provision of higher education in Ethiopia. In this publication, Wos-senu Yimam and Mulu Nega explored the role that PHEIs play in addressing the need for increased access to higher education; the impacts of govern-ment regulatory regimes on PHEIs and status of public-private partnership in higher education. The findings of the research report could serve as inputs to policy debates on the sector. This research report will be of interest to scholars and students of education, education policy makers and practitioners.

Cost Sharing in Public Higher Education Institu-tions in Ethiopia with Special Emphasis on Addis Ababa and Adama Universities

Ethiopia introduced in 2003 a cost-sharing mechanism by which stu-dents became responsible for covering their full costs of food and lodg-ing plus a minimum of 15 percent of the total instructional costs for their university program. This report explored how the cost sharing scheme was implemented in Ethiopia’s higher educational institutions by taking the experiences of Addis Ababa and Adama Universities. The publica-tion makes several insights which could be inputs in policy discussions on the subject. This research report will be of interest to scholars and students of education, education policy makers and practitioners.

This study investigated the nature, scope and constraints to economic and market interactions of lowland and highland economic systems and the implications of the interactions for secure and sustainable livelihoods of pastoralists. These interactions have been in practice for a long time albeit in a fragmented and irregular manner due to various constraints, includ-ing poor transportation and road connections, and source-related conflicts among the Afar, Amhara, Argoba and Oromo communities. The research examined the impacts of such variables as education, wealth, gender and social relations on highland lowland interactions.

For example, this sector generates about 6.2 percent of the aggregate employment in the United States, 22.3 percent in China, about 80 percent in India, 67 percent in Japan and about 70 percent in EU countries

Dynamics of Poverty in Addis Ababa

This study shows the state of urban poverty in three sub-cities of Addis Ababa from 1995-2008. In early years of the study, the level of poverty was relatively evenly distributed across all sub-cities, Arada and Addis Ketema accounting for the highest concentration of the poor while Lideta the lowest. However, since the year 2000, Arada recorded a remarkable performance in its poverty reduction and cut the incidence of poverty to only 29 percent in 2008 from a level of 53 percent in 1995 while Lideta plunged down to the worst over the years.

Urban Food Insecurity and Coping Mechanisms : A Case Study of Lideta Sub-city in Addis Ababa

In 2009, FSS carried out a qualitative study of the state, causes and impact of household food insecurity, as well as their coping mechanisms, using the case of Lideta Sub-city in Addis Ababa. The study found that food consumption among the poor households that it covered had declined to very low levels over the last several years. The food consumption for an average individual amounted to one piece of bread per individual or even nothing for breakfast, half an injera with shiro of variable quality or some qollo for lunch and the same for dinner.

Africa Review of Books The Africa Review of Books presents a biannual review of works on Africa in the social sciences, humanities and creative arts. It is also intended to serve as a forum for critical analysis, reflections and debates about Africa. As such, the Review solicits book reviews, review articles and essays. Contributions that traverse disciplinary boundary and encourage interdisciplinary dialogue and de-bate are particularly welcome. It is managed by FSS for The Council for the de-velopment of Social Science Research in Africa (CODESRIA). CODESRIA is an in-dependent organization whose principal objectives are facilitating research, promoting research-based publishing and creating multiple forums geared towards the exchange of views and information among African researchers.
