PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION

SUBJECT: Implementation of the 2018 Energy Resource Recovery Account Review Proceeding in Accordance with Decision 20-05-004

Southern California Edison Company (SCE) hereby submits to the California Public Utilities Commission (Commission) the following changes to its tariffs. The revised tariffs are listed on Attachment A and are attached hereto. PURPOSE

In accordance with Ordering Paragraph (OP) 8 of Decision (D.)20-05-004 (Decision), SCE hereby submits this advice letter to implement the authority granted pursuant to the Decision related to SCE’s 2018 Energy Resource Recovery Account (ERRA) Review proceeding. SCE will implement the rate change associated with this submittal as part of its currently planned January 2021 consolidated revenue requirement and rate change.

This advice letter also removes the preliminary statements for the Aliso Canyon Demand Response Program Balancing Account, the Agricultural Account Aggregation Study Memorandum Account, the Renewables Portfolio Standard (RPS) Costs Memorandum Account, and the Purchase Agreement Administrative Costs Balancing Account. BACKGROUND

On April 2, 2019, SCE filed Application (A.)19-04-001 (Application) to request (1) a compliance review of its procurement-related and other operations, (2) verification of entries in the ERRA Balancing Account (BA) and other regulatory accounts, and (3) authority to refund $22.150 million recorded in five memorandum and balancing accounts, all from the record period of January 1 through December 31, 2018.

On May 15, 2020, the Commission issued D.20-05-004 granting SCE’s Application. The Commission determined, inter alia, that:

• Least-Cost Dispatch of Energy Resources / DR Dispatch: The Commission found SCE achieved least-cost dispatch of its energy resources and economically-triggered demand response programs pursuant to Standard of Conduct Number Four (SOC 4), with the exception of a $333,510.65 disallowance for SCE’s multi-stage generation resources transition cost error. SCE will record a credit entry of $333,511, plus interest, to the 2017 subaccount of the Portfolio Allocation Balancing Account (PABA), by December 2020.

• Utility-Owned Generation (UOG) Facilities and Outage: Overall, the Commission found that SCE prudently administered, managed and dispatched its UOG facilities, with the exception of a $1,126,157 disallowance for the Event 1 forced outage of Unit 3 at the Mountainview Generating Station.

SCE will record a credit entry of $1,126,157, plus interest, to the 2017 subaccount of the PABA, by December 2020. SCE had destroyed the work authorizations associated with the 2017-2018 outages. Per the Decision, SCE shall retain work authorizations associated with forced and schedule outages pending review in an ERRA compliance application.

• Qualifying Facility (QF) and Non-QF Contracts: The Commission found that SCE prudently administered and managed its QF and non-QF contracts.

• Shareholder Incentives for Bonneville Power Authority (BPA) Settlement: Through the course of the proceeding, Cal Advocates and SCE agreed that approximately $21,827, plus interest, was incorrectly retained in the shareholder incentive from the BPA settlement.1 SCE stated that it will refund this amount when the 2018 ERRA review is implemented in rates.2 This decision approves the parties’ proposal to refund an additional $21,827, plus interest, in shareholder incentives to customers through the Energy Settlements Memorandum Account (MA). SCE recorded a credit entry of $21,827, plus interest, to the LCTA, in December 2019.

• 2018 Memorandum and Balancing Account Entries: The Commission found that the entries made in SCE’s applicable memorandum and balancing accounts for 2018 were reasonable, with the following modifications: 1) SCE’s Litigation Costs Tracking

Account (TA) refund shall include an additional $21,827, plus interest, to SCE’s customers for the Bonneville Power Authority settlement, as discussed above, and 2) SCE shall report the 2018 interest amount from the Department of Energy Litigation MA for review in its 2019 ERRA compliance application. The Commission approved a $22.150 million net revenue requirement decrease in SCE’s rate levels associated with costs in the 1) Agricultural Account Aggregation Study MA, 2) Aliso Canyon Demand Response Program BA, 3) Building Benchmarking Data MA, 4) Department of Energy Litigation MA and 5) Residential Rate Implementation MA. Including the $21,827 from the Litigation Costs TA, SCE’s total net revenue decrease shall be $22.172 million. Table 1, below, provides a summary of the impacted memorandum and balancing accounts.

SCE will reflect the total revenue requirement net refund of $22.172 million in rates when SCE implements its currently planned consolidated revenue requirement and rate change in January 2021, as follows:

o The return of the AAASMA undercollection will be via distribution rates. o The return of the ACDRPBA will be via distribution rates. o The return of the BBDMA undercollection will be via distribution rates. o The return of the DOELMA balance will be effectuated via the Nuclear

Decommissioning Charge (NDC). o The return of the RRIMA undercollection will be via distribution rates; and

o The return of the LCTA overcollection will be via generation rates.

The Decision grants SCE’s proposal to close and eliminate the associated tariff sheets for the following accounts: 1) Aliso Canyon Demand Response Program BA, 2) Agricultural Account Aggregation Study MA, 3) Renewables Portfolio Standard (RPS) Costs MA and 4) Purchase Agreement Administrative Costs BA.

• Greenhouse Gas (GHG) Compliance Issues: The Commission found SCE’s 2018 GHG procurement activities reasonable and in accordance with SCE’s Assembly Bill 57 Commission-approved Bundled Procurement Plan. The Commission also found the informal agreement between SCE and CalPA regarding direct and tolling contract GHG costs reasonable, and directed SCE to provide certain agreed upon data in future ERRA Review proceedings. OP 7 of the Decision states SCE shall convene a working group with Pacific Gas and Electric (PG&E), San Diego Gas & Electric (SDG&E), and the Public Advocates Office to discuss balancing account treatment of direct GHG costs outside of the ERRA BA. SCE shall notify Liberty Utilities (CalPeco Electric) LLC and Pacificorp d/b/a Pacific Power prior to the commencement of the working group, through their attendance in the working group is optional. SCE shall file a petition to modify D.19-04-016, which incorporates modifications to address balancing account treatment of direct GHG costs, within nine months of the issuance date of this decision.

• Transportation Electrification Program BA: SCE records the costs for five transportation electrification projects in the Transportation Electrification Program BA, but does not show the cumulative balance for each of these projects. The Decision orders that in future ERRA compliance proceedings, SCE shall show the cumulative balance for each transportation electrification project and submit closing sheets to break down project costs for the transportation electrification pilots approved in D.1801-024.

In accordance with the discussion above, SCE proposes the following tariff modifications. Removal of the following Preliminary Statements: Preliminary Statement Part JJJ, ACDRPBA; Preliminary Statement Part N.24, AAASMA;

Except as discussed above, no additional cost information is required for this advice letter. This advice letter will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. TIER DESIGNATION

Pursuant to OP 8 of the Decision, this advice letter is submitted with a Tier 1 designation. EFFECTIVE DATE

This advice letter will become effective on June 15, 2020, the date submitted. SCE will implement the rate change associated with this submittal as part of its currently planned January 2021 consolidated revenue requirement and rate change. NOTICE
