Dudley Metropolitan Borough Council’s existing datacentre estate was aging and inefficient, it no longeraddressed the demands of modern high performanceIT. Workspace Technology, in partnership with DudleyMBC’s ICT and Facilities teams worked to understandand address all commercial, strategic and technicalbusiness drivers. As a result, a highly energy efficientdata centre design was the preferred solution andincluded innovative ultra efficient rear rack coolingtechnology combined with free cooling chillers and amodular ‘right size’ UPS solution.

The facility was designed around an annualised PUE rating of 1.3 falling below 1.2 during colder weather periods.

The data centre investment made by the Council was in line with its ongoing strategy to improve compute performance throughvirtualization and technology refreshes. It is predicted that thecombined installation will reduce operational energy costs bynearly 50% compared to their previous data centre real estate.

The partnership with Workspace Technology introduced DudleyMBC to our strategy to reduce operational expenditure and carbonemissions in the data centre. Within our portfolio of products wehave selected industry leading and ‘best of breed’ manufacturersoffering a broad range of high efficiency data centre technologies.

Remaining Vendor-neutral at all times our designers andconsultants work to complete data centre designs which are rightfor the individual client and ensure each design proposed meets allof the business drivers.

REAR RACK COOLING TECHNOLOGY FOCUS:

Where high density cabinet cooling is required Rear Rack Coolingor Rear Door Heat Exchanger technology provides an idealsolution. Workspace Technology design and install “Coldlogik” theUK’s leading rear rack heat exchange technology by U Systems.

Ambient air is drawn through an impressive 80% air efficient serverrack front door gaining in temperature as it passes through. Six Hotswap/N+1 fans mounted in the rear door draw the hot exhaust airover a chilled water coil. This acts as the heat exchanger andremoves 100% of the delta T, passing the air back into the room atambient temperature.

The selection of Rear Rack Cooling technology was one of the keycontributors to the energy efficiency of the Dudley MBC data centresolution.

Workspace Technology partner with Torfaen CountyBorough to design and build a shared services 3Megawatt Tier 3 Data Centre facility. This initiativelead by Torfaen County Borough has been designedto provide a true Public Sector Shared ResourceCentre located in the heart of South Wales.

Informing Healthcare’s were one of the first customers to takeadvantage of this facility, locating its core I.T functions. InformingHealthcare is a Welsh Assembly Government programme set up toimprove health services in Wales by introducing new ways ofaccessing, using and storing information. Informing Healthcarebecame part of the NHS Wales Informatics Service on 1 April 2010.

Additional data centre halls will support I.T Infrastructure for GwentPolice, Torfaen County Borough, Monmouthshire Council as well asthe Welsh Assemblies 14 to 16 Education programme. It isintended for this facility to expand as more public sector bodiesbenefit from its ability to reduce operational costs by effective useof resources combined with the energy efficiency of a modern“best practice” data centre design.

As this project is a flagship government initiative and housed withinone of the governments largest independent Data Centre facilities itwas critical that it was designed to manage and measure thepower usage of the facility effectively, as well as accurately reportannual power usage trends for full compliance to the CRC EnergyEfficiency Scheme.

Embedded in the Electrical and Mechanical Design of this facility isa bespoke power management and measurement solutionincluding intelligent metering of all critical electrical maindistribution and sub distribution points.

In September 2009, West Yorkshire Police released aformal Request for Quotation for the completerefurbishment of the main Data Centre. The existingfacility, although less than 8 years old, had not beendesigned to accommodate the IT architecture beingdeployed today and after a number of technicalissues and interim design ‘fixes’, it was decided thatthe facility needed to be completely rebuilt.

There were 2 major challenges to this project, firstly theexisting IT architecture had to remain operational within the DataCentre during the build programme, and the incoming electricalsupply could not be increased even though the IT load at fullcapacity was to dramatically increase.

In a highly competitive tender process, Workspace Technology’sdemonstration of capabilities, overall design scheme (utilising ourinnovative FlexAisle® Technology) and commitment to the projectled to success and award of contract.

To satisfy the clients design drivers for increased efficiency,maximising use of the existing electrical supply and minimisingimpact on capital expenditure, Workspace Technology’s DesignTeam proposed a Power and Cooling infrastructure designedaround traditional methodologies but with careful product selectionand deployment to maximise efficiency but ensure a cost effectivedelivery.

The cooling infrastructure utilised traditional DX-based perimetercooling units, with higher efficiency, together with an innovative andflexible aisle containment system (FlexAisle®) which ensures no hotexhaust air can contaminate the cool supply air in the Data centreto ensure predictive and efficient use of the cooling infrastructure.

The power infrastructure included a redundant N+1 Solutionselected as it increased levels of efficiency, especially at part load.An EcoMeasure solution was also installed to report power usagetrends.

FLEXAISLE VENDOR INDEPENDENT AISLE CONTAINMENT

FlexAisle®, by Workspace Technology, provides asimple and cost effective passive method foreliminating the mixing of hot and cold airflows within adata centre or server room environment. The goal ofFlexAisle® is to maximise the performance, uptime andlife expectancy whilst reducing operating costs.

FlexAisle® can be installed as new, or retrofitted withinexisting data centre and server room environments.FlexAisle® is a non intrusive easy fit solution whichprovides data centre managers with the ability to re-organise and expand facilities in line with businessrequirements.

FlexAisle® uniquely provides the ability to supportmultiple cooling configurations and is independent ofcabinet vendors. This enables data centre managersto support a mix and match of server andcommunication rack systems.

Workspace Technology deployed the “HARP”configuration within the West Yorkshire Police datacentre. The deployment of this solution significantlycontributed to improved airflow and energy efficiency.In the old data centre it was estimated that over 30%of cold air simply short cycled back to the AC unit. The deployment of FlexAisle® within the designvirtually eliminates short cycle of cold AC air.

The Carbon Reduction Commitment (CRC) levy’s tax’s against high energy users.As part of CRC initiative the European Commission directive introduced theEuropean Code of Conduct on Data Centre’s in 2008. This code of conductprovides a set of rules which help drive down energy use and improve energyefficiency within the data centre environment.

Workspace Technology understands the impact that the CRC will have within thedata centre market. The implementation of the EU Code of Conduct “Best Practice”recommendations will help improve the energy efficiency of data centreenvironments.
