GENERAL INFORMATIONCape Fear Community College & the Pender County Firefighter’s Association are pleased to announce the Pender County Public Safety College, January 10-14, 2018. The purpose of this Public Safety College is to deliver the best possible training with the best instructors available. Come prepared to learn! You are encouraged to preregister early to ensure your class choice. Registration forms received without payment will be returned to the sender. Should your first choice be filled, you will be assigned to your second or third choice on your registration form.

** Attendance at all scheduled class sessions is mandatory.Students who do not attend the first day of class will not be allowed to enter on the second day. **

$160.00. (This includes the public safety college fee as well tuition fee).

COURSE DESCRIPTIONS

Section 1 – Fire Prevention Inspection I This class is designed for the education and training of code enforcement officials who have the responsibility of inspecting existing buildings. Participants will gain understanding of the NC Fire Prevention Code and will be able to apply the Code in the inspection field. 36 hours (Wednesday, Thursday, Friday, Saturday 8:00am – 5:00pm, Sunday 9:00am – 1:00pm). Instructor: Craig Forlines, Fire Chief Edenton Fire Department, Fire Inspector Level III, Firefighter 2, Fire Officer, NC Fire/Rescue Instructor II, Fire Inspector Instructor, NC Arson Investigator. NOTICE: Students will need a copy of the 2012 NC Fire Code, Adopted from the 2009 International Fire Code, for this class.

Section 2 – Fire Inspector Con Ed (History of Fire Codes, Flammable & Combustible Liquids, & Means of Egress) This course is designed to give Fire Code Enforcement Officials about the history of fire codes & how major fires throughout history changed the fire code into what it is today. The student will also develop an enhanced understanding of flammable & combustible liquids as well as review of Chapter 10 of the NC Fire Code and egress. 6 hours (Friday 9:00am – 4:00pm). Instructor: Richard Lovick, Assistant Chief/Fire Marshal, Beaufort Fire Department.

Section 3 - Law & Administration Any person who desires to take any of the North Carolina Standard Inspection courses must first complete the Law and Administration course. This course meets the standards of the North Carolina Code Officials Qualification Board. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Book Required – Administration Code & Policy 2012 (919-661-5880). Instructor – Barrett Graham, Attorney in practice in Morehead City, North Carolina. A former Assistant Fire Chief in the Newport Fire Department, he is a state-certified Firefighter, Fire Service Instructor, and Fire/Arson Investigator.

*Section 4 – New! NFA Best Practices in Community Risk Reduction This two-day course demonstrates to students nationally recognizedprinciples that, when used appropriately, can lead to community risk-reduction programs that can measure success in local communities. This course will give students the opportunity to explore programs from communities across the United States that have been showcased at Vision 20/20 symposiums. These programs demonstrate what nationally recognized organizations identify as examples of “best practices” in community risk reduction. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Frank Blackley, Assistant Chief Wilmington Fire Department, NFA Instructor, NC Fire/Rescue Instructor II, Served on Vision 20/20 Task Group

Section 5 – NFA Incident Command for High Rise Operations This course is designed to assist emergency response officers who have responsibility for managing high rise incidents. This includes organizing resources, developing strategies, and managing tactical operations to protect life and to minimize damage during an incident. Participants should have a working knowledge of basic ICS organization, strategy and tactics for structural firefighting, building construction, and the type of building systems existing in high rise buildings. 12 hours (Saturday 8:00am – 5:00pm, Sunday 9:00am – 1:00pm). Instructor: Alan Griffin, Chief Carolina Beach Fire Department

*Section 6 – NFA Incident Safety Officer This course is designed to provide First Responders with the ability to identify and analyze safetyconcerns as they relate to all hazard scene evaluations, and communicate recommended solutions to the command authority. This course examines the safety officer’s role at emergency response situations. A specific focus on operations within an incident command system as a safety officer is a main theme. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Mike Ensley, Retired EM Coordinator, Cullowhee Fire Department, NFA Instructor, NC Fire/Rescue Instructor II.

*Section 7 – NFA Initial Fire Investigation for First Responders The goal of this course is to empower students with the knowledge toidentify and define key concepts of fire dynamics and fire modeling and to develop the ability to apply available tools to fire investigation and prevention. The course will cover introduction for first responder, fire behavior, fire scene examination, fire causes, vehicle fires, and fire cause determination   15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Joe Littleton, 30+ years as certified NFA Instructor in Arson Fire Detection, Arson Detection for 1st Responder, Initial Fire Investigation for First Responders, ISO, STICO, and Leadership courses; NC Fire/Rescue Instructor for Firefighter and Driver Operator classes.

*Section 8 – NFA Leadership I This course is designed to introduce basic leadership skills and techniques to improve companyeffectiveness and performance. Topics covered in the course include: techniques and approaches to problem solving, assessing the needs of subordinates, running meetings effectively in the fire service environment and decision-making strategies. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: John White, Training Coordinator Town of Apex Fire Department,

*Section 9 – NFA Leadership II This course is designed to introduce basic leadership skills and techniques to enhance the companyofficer’s efficiency. The course focuses on use and abuse of power at the company officer level, creativity in the fire service environment and managing the multiple roles of the company officer. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Brian Mims, City of Fayetteville Fire/Emergency Management Department, NC Fire/Rescue Instructor, NFA Instructor.

*Section 10 - NFA Shaping the Future This course will enable participants to employ creative approaches to identify trends that havean impact on their organizations and apply problem-solving methods to continuously improve fire and EMS services. The course gives an understanding to the reasons employees resist change and how to develop strategies for implementing changes. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Kevin McDonald, Captain-Professional Development, New Hanover County Fire Rescue.

*Section 11 – NFA STICO (Strategy and Tactics for Initial Company Officer) Ths courseis designed for the firefighter or fire officer that will be establishing strategy and tactics on structure fires. The class will cover training, pre-planning, fire flows, leaders, scene management, decision making, and Engine Company and truck company operations. On Sunday there will be a tabletop operation allowing the student to apply what the student has learned in class. All activities and scenarios used in this course are based on structure fires, utilizing small group, scenario driven exercises that incorporate chapter topics as they are covered. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructor: Perry Hall.

Section 12 – NFA Training Operations in Small Departments This two-day course is designed to provide students with some basic tools and skills to coordinate training in a small fire/EMS organization. A training function in a smaller department typically may include conducting training drills and coordinating training with a nearby larger city or state training function. 12 Hours (Saturday 8:00am – 5:00pm, Sunday 9:00am-1:00 pm) Instructor: Jonathan Sowers , Assistant Chief. Section 17 – Orientation & Safety (NC Certification) This course will enable the firefighter to become aware of the advanced operations of the department and understand their position in the organization from a more detailed perspective. Topics will include a review of safety regulations and firefighter’s responsibility to comply; departmental safety program; and the hazards related to fire protection. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Section 18 – Alarms & Communications (NC Certification) This class is designed to teach candidates the policies and procedures concerning the ordering and transmitting of emergency alarms and the actions to be taken upon receipt of the alarms. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Section 19 – Fire Behavior (NC Certification) This course will enable the firefighter to demonstrate their knowledge of terminology used in the area of fire behavior, the hazards of different fuels, and the types of heat sources. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Section 20 – Personal Protective Equipment (NC Certification) This certification-related course will present the firefighter candidate with the knowledge, skills, and ability to satisfy the requirements of Chapters Five and Six of NFPA 1001: Standard for Firefighter Professional Qualifications. This course will present the firefighter candidate with the knowledge and skills necessary to comprehend the use of their personal protective equipment, including Self-Contained Breathing Apparatus (SCBA). 20 hours (Friday 2:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Section 24 – Loss Control (NC Certification) This course covers both Salvage and Overhaul and is designed to cover indicators of structural instability while finding areas of hidden fires. Scene preservation and property loss techniques will also be discussed. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Full Turnout Gear Required. Section 25 – Rescue This course will present the firefighter candidate with techniques and safety procedures to be used during a number of rescue activities and will include the proper use of rescue tools and the extrication of entrapped victims from motor vehicles. 20 hours (Friday 2:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Section 30 –Traffic Incident Management This class is designed to build teams of well-trained responders who can work together in a coordinated manner, from the moment the first emergency call is made. First Responders learn the correct deployment of response vehicles and equipment, how to create a safe work area using traffic control devices, and techniques to speed up accident clearance. 4 hours (Friday 6:00pm – 10:00pm). It presents general principles of operating apparatus equipped with various water dumping systems, with application of those principles. It includes an overview of safe maneuvering, accident prevention, fill site and dump site operations, as well as relay operation procedures. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Section 33 – Driver Operator: Pumps: Intro (NC Certification) This class will explain and identify job or individual requirements for pump operators and will detail safe operation of the vehicle including the basic aspects of positive displacement and centrifugal pumps. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Section 34 – Driver Operator: Pumps: Sprinklers & Standpipes (NC Certification) This class will discuss and detail operations regarding set up and supply operations for pump operators for sprinkler systems and wet and dry standpipe systems. It will include a review of control valves, pressure settings and operations procedures. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Section 35 – Driver Operator: Aerials: Basic Operations (NC Certification) This course will review the application and use of various types of aerials including articulating booms, telescoping booms, elevated platforms, and aerial ladders. It will detail tip loads and uses of master streams from aerial devices. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Full Turnout Gear Required. Section 36 – TR PPE (NC Certification) This course will enable the technical rescuer to correctly identify and demonstrate the various procedures for accessing, stabilizing, packaging and removing a victim to a safe area from a vehicle or machinery accident. Practicals will be held outside; please dress appropriately. 9 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 3:00pm). Section 37 – TR Rescue Equipment (NC Certification) This course will present the technical rescuer with the correct techniques for the setup, operation, and function of fixed rope systems used during rope rescue incidents. 6 hours (Saturday 3:00pm - 5:00pm, Sunday 9:00am - 1:00pm) Full Turnout Gear or attire suitable for rescue work including a helmet and gloves required. Section 38 – Rapid Intervention Crew (NC Certification) This course will present the Rapid Intervention Crew (RIC) candidate with the knowledge, skills, and abilities to satisfy the requirements of Chapters Seven and Eight of NFPA 1407: Standard for Training Fire Service Rapid Intervention Crews (2015 Edition). The course is designed to show the complexities of managing and operating on a Rapid

There will be a heavy emphasis on benefits from the State Firemen’s Association, the Firemen’s and Rescue Squad Workers’ Pension Fund, the PSOB, Workers’ Compensation and the State of North Carolina. Packets outlining the procedure to follow in case of a line-of-duty death will be provided as well. The class is designed to benefit all firefighters and is packed with useful information. Section 40 – Chief 101 Update (NC Certification) This is the current Chief 101 update course approved by the NC Fire and Rescue Commission to meet NC Administrative Code requirements

Section 41 – Fire Officer I (NC Certification) This course is designed to meet the needs of the fire service officer or supervisor in accordance with Chapter 5 of the NFPA 1021 for level 1 qualification. Topics covered will include obtaining a Certificate of Authorization (COA) from the FAA, training requirements, cost & benefit analysis, creating and implementing SOP’s, and new and emerging technology.
