Foreword

On the opening of the 13th

Congress in July 2004, I set

forth three basic objectives to guide

the actions and decisions of our

House: First, to strengthen

government’s economic muscle to be

able to deliver basic services and

invest in human capital; second, to

stop the corruption that paralyze

government, and third, to begin the

process of shifting from the

presidential to the unicameral

parliamentary form of government

best suited to our country.

Winding up this three-year

journey—which falls on the year the

House of Representatives celebrates its

centenary—I feel a profound sense of

accomplishment. Our colleagues and I

have not been timid in spirit in

pursuing the goals of national reforms

we have set out to accomplish. And we

reached out to all sectors of our

society to unify our people.

The record of the House in

this 13th Congress can withstand the

closest scrutiny: 157 laws enacted out

of 1,114 bills approved on third

reading from a record total of 6,116

bills, 1,554 resolutions, 37

concurrent resolutions and 21 joint

resolutions. Tragically, 966 House

measures were stranded in the

Senate—a spectacle that dramatizes

the wastage of our time, efforts, and

resources in our presidential

bicameral legislature that we sought

to reform.

Against a backdrop of

poverty, insurgency, unrest in the

military and a burgeoning budget

deficit, this House courageously set

its legislative priorities. We approved

the much-misunderstood Expanded

Value-Added Tax—the core of wide-

ranging financial reforms we

conceived and approved in this

House—meant to put government

finances on a sound footing.

Together with several companion

financial reform measures, the EVAT

succeeded in creating an economic

breakthrough for the administration

to set the foundation for the current

economic performance that has put

the Philippine economy on course

toward tigerhood.

In approving the EVAT we

endured a firestorm of criticism to

save the country from a financial

collapse similar to Argentina’s. As a

result, the public sector has its first

budget surplus since the 1997 Asian

economic meltdown.

We gave legal teeth to the

campaign for good governance and

provide solutions to graft and

inefficiency in public offices. We

provided incentives for greater

effectiveness in revenue-collecting

agencies as well as corresponding

punishments. We approved laws to

decisively cut red tape, end cheating

in the civil service examinations, and

ensure transparency in the conduct

of elections.

To set the example, we in the

House remitted to the nation’s

coffers a total of P256 million in

savings (P66 million in 2004 and

P190 million in 2005).

Our campaign to lay down

the foundations of profound

constitutional reform, backed by the

majority of this House and 10

million signatures, meant to

modernize and transform the current

gridlock-prone presidential system to

a unicameral parliamentary form,

met a setback in the Supreme Court.

By one vote, that opportunity to

overhaul our political institutions—

and consequently our economic

policy-making and implementation—

was lost.

We decisively ended the bid

to impeach the President after weeks

of intense debate, at a time our

nation badly needed unity more than

division. We scrapped the death

penalty to make our justice system

more humane. We anticipated the

need for the development of

alternative fuels to usher in gradual

energy independence. We went

beyond partisanship to find ways to

combat terrorist activities.

Still there is much to be done.

We have made inroads in fighting

poverty yet the whole enterprise of

creating prosperity for the great

majority of our people awaits our full

effort and attention. In the 13th

Congress, we planted the sturdy

seeds of stability. In the coming

Congress, we must use all our power,

all our experience, and all our might

to break the back of poverty across

the archipelago.

Now we must generate a new

wave of reform that will restructure

our politics and raise the economy to

new heights.

I am deeply grateful to my

colleagues in the Majority and the

Minority and to the Secretariat for

your enormous contributions to the

work of the House in the past three

years of urgent decision-making.

ECONOMIC REFORM

RA09334 Increasing the Specific Tax Rates Imposed on Alcoholand Tobacco Products (HB03174/SB01854) Increases the tax onalcohol and tobacco products and subjects similar imports broughtdirectly into duly chartered and legislated freeports to all applicable taxes,duties, charges and excise tax.

RA09337 Restructuring the Value-Added Tax(HB03555/HB03705/SB01950) The Expanded Value-Added Tax Law (EVAT) is the centralrevenue-generating measure of the administration’s fiscal reformpackage, raising tax rates from 10% to 12%, with some exemptions.

RA09343 Amending RA No. 9182, Otherwise Known As the SpecialPurpose Vehicle Act of 2002 (HB04066/SB02204) This measure seeksto extend the period for setting up SPVs and availing of incentives forsetting up special purpose vehicles to liquidate non-performing assetsof financial institutions.

RA09399 Declaring a One-Time Amnesty on Certain Tax and DutyLiabilities Incurred by Business Enterprises Operating Within theSpecial Economic Zones and Freeports (HB04900/SB02259) Grantstax amnesty on deficiency taxes and duties, as well as the interest,surcharges, penalties and other additions thereto, incurred by certaininvestor-locators in special economic and free port zones.

RA09474 Lending Company Regulation Act of 2007 (HB06073/SB01949) This act defines the minimum requirement and standards forthe establishment and operation of lending companies.

RA09480 Granting a One-Time Tax Amnesty on all UnpaidNational Internal Revenue Taxes for Taxable Year 2003 and PriorYears (HB02933)

HB02807 Deleting the Quarterly Minimum Gross Sales of LandTransportation, Providing for a Periodic Review of Its Gross Salesand Setting Its Effective Rate

HB03295 The Investments Incentives Code of the Philippines Thebill prescribes the powers, duties and composition of the Board ofGovernors of the Board of Investments. It identifies the industries,services and activities eligible for incentives; grants incentives toregistered companies and provides for the basic rights and guaranteesof registered companies.
