香槟市公共图书馆的经费主要来自以下几个方面：市政经费，全市财政收入的 6% 用于香槟公共图书馆；伊利诺伊州财政经费，如果图书馆的开放时间、服务内容、馆藏及馆际协作等达到州图书馆的评估要求，就能获得这部分经费；

联邦政府的经费，这部分经费主要用于图书馆的专项建设；

基金会筹集的经费，香槟公共图书馆每年都会筹到 10—15万美元，政府不会因筹款的多少而减少财政经费的投入。
