Thailand HIS/eHealth Development ปัญหาของระบบขอ้มูลขา่วสารสุขภาพของประเทศไทย

มีระบบข้อมูล และตวัช้ีวัดที่สนองโครงการฯต่างๆมากมาย ซ ้าซ้อน ไม่บูรณาการ

บุคลากรทางการแพทย์และสาธารณสุขใช้เวลาถึง 40% ของเวลาท างานจัดการรายงานและข้อมูลท่ีคนอื่นต้องการ

ประชาชนไม่สามารถเข้าถึงและใช้ประโยชน์ข้อมูลสุขภาพของตน

ไม่มีหน่วยงานระดับประเทศในการช้ีน าการพัฒนาระบบข้อมูลสุขภาพ

ขาดการด าเนินการเพื่อวางรากฐานของระบบข้อมูลสุขภาพ เช่นมาตรฐานข้อมูล กฎหมายที่เก่ียวข้องกับความปลอดภัย และความเป็นส่วนตัวของการใช้ข้อมูลสุขภาพโดยเฉพาะ

สรุปสถานการณ์ HIS & eHealth ในไทย

1. การเข้าถึง และการใช้ ICT แพร่กระจายทั่วประเทศ

2. eHealth applications มีให้เห็นมากมาย แต่กระจัดกระจายไม่เป็นระบบ ไม่มีมาตรฐาน ไม่สามารถท างานร่วมกันได้

3. ขาดการด าเนินการ และการลงทุนเพ่ือการวางรากฐานของ eHealth

ประเทศไทยควรท าอย่างไร

ความส าคัญล าดับต้นของการพัฒนาระบบข้อมูลข่าวสารสุขภาพ

1. มีหน่วยงานระดับประเทศเพื่อวางนโยบาย และก ากับดูแลการพัฒนาระบบข้อมูลข่าวสารสุขภาพของประเทศ

2. วางรากฐานด้านมาตรฐานข้อมูลสุขภาพ เพื่อบูรณาการระบบข้อมูลและเกิดการใช้ และการแลกเปลี่ยนข้อมูลอย่างกว้างขวาง

3. มีกฎหมายและระเบียบเก่ียวกับระบบข้อมูลสุขภาพโดยเฉพาะ

4. มีการผลิต และพัฒนาบุคลากรด้านระบบข้อมูลสุขภาพอย่างเป็นระบบและเพียงพอ

What is Interoperability?

and to use the information that has been

exchanged.

•is achieved when human beings share a common
