8. Minutes. The minutes of the 144th Regular Meeting of the Provincial Grand Lodge of Kent, held on

Saturday 30th September 2017 at Margate having been circulated, the Acting Provincial Grand Senior

Warden, W.Bro. D. Jordan, proposed they be taken as read and approved. The Provincial Grand Junior

Warden, W.Bro. R.E.F.Morriss, seconded and it was duly carried.

9. Roll of Lodges. The Provincial Grand Registrar, W.Bro. B.B.Cleaves, having called the Roll of Lodges,

was able to report that all Lodges in the Province were represented.

10. To receive newly Advanced Brethren. The PGM received a total of 33 Brethren who had been recently

advanced in to the Mark Degree. The PGM warmly welcomed these Brethren to their first Annual

Provincial Meeting, presented them with a special Kent Mark token and hoped that they would return on

many such future occasions.

11. Accounts. Copies of the audited Accounts, for year ended 31st July 2017, having been previously

circulated, were presented by the Provincial Grand Treasurer, W.Bro. N.P.P. Waller who commented that

the Accounts for the Province and the Kent Mark Benevolent Fund, together with his report, which were

set-out on pages 6 to 8 of the Brochure. He hoped they were self-explanatory. However, he commented on

the somewhat distorted figures relating to Debtors and Creditors. This had for some years been a

consequence of our year-ends being in the busiest time of year for financial transactions, with large

numbers of receipts and payments straddling the 31st July. The Provincial Executive has therefore agreed

that the year-end for both sets of Accounts will be 5th April, commencing next year, 2019. Aside from a

one-off shortened reporting period, there will be no impact on Lodges, Other Orders or Brethren, as the

due dates for issuing and payment of invoices would not be effected, and proposed the amendment of the

Financial Year End to 5th April. He also proposed that the Kent Mark Benevolent Fund accounts also be

accepted. The auditors, reported they were satisfied with the Accounts. The Acting Provincial Grand

Junior Overseer, W. Bro. D.J.Merrick proposed the Treasurers Report and Statement of Accounts and the

Provincial Deputy Grand Secretary, W.Bro. R.D.Downing, seconded and they were duly carried. The

Provincial Treasurer then advised that investigations would take place with a view to changing the Charity

status of the Kent Mark Benevolent fund to be a Charitable Incorporated Organsiation (C.I.O.).

12. KMBF grants. The PGM called on the Chairman of the Trustees of the Kent Mark Benevolent Fund,

V.W.Bro. D.J. Green who proposed that the emergency grants as listed in the Statement of Accounts be

approved together with a Donation of £5,000 to the Mark Province of Sussex in support of their MBF

Festival for 2019. W Bro I.Gallehawk, APGM seconded. Duly Carried. The Chairman of the Trustees

of the Kent Mark Benevolent Fund, V.W.Bro. D.J. Green proposed that W Bro Perri Ahmet be appointed

as a Trustee. W Bro Ian Gallehawk seconded and it was duly carried.

Provincial Grand Treasurer’s Report

For the period ended 5th April 2019

I am delighted again to present the Financial Accounts for the Province.

You will see that, as I proposed last year, the accounting year-end has been changed to 5th April. This was to

bring the Charity Fund Accounts in line with HMRC’s tax year. In addition, the majority of transactions on the

General Fund straddle the old year-end period, complicating the preparation and understanding of the true

financial position. As a consequence, the latest Accounts are for an eight month period.

The General Fund has returned to a surplus for the period of just over £900, following the £1,400 deficit for

the year to July 2018. This position masks a couple of factors on the income side which should not be a cause

for concern. We are receiving what might be considered exceptional income in relation to Festival ticket sales

and hotel deposits, which are reflected as liabilities in the Balance Sheet, as they will have to be paid-away.

On the other hand, income from Lodge Dues and so on was reflected in last year’s Accounts. During the next

full year, the position will have been regularised, as the majority of income be actually received during the

accounting period.

On the expenditure side, the main item of note is the writing-down of merchandise. In the past, unsold stocks

were included as an asset. We are not geared-up for maintaining purchase and sales ledgers or formal

stocktaking, so I am treating merchandise on a cash basis. The cost of purchases will therefore be written-off

at the time, with sales shown as cash income when received. There will be timing implications, but these are

likely to be minor

On the Balance Sheet, the Debtors position has regularised, with the current figure largely comprising

outstanding Lodge Dues.

Turning now to the Kent Mark Benevolent Fund, the Provincial Grand Charity Steward will be presenting

his own report, so I shall confine my comments to the salient financial points.

Overall Donations Received have continued apace, at least matching last year’s figures on a pro rata basis. The

Gift Aid position is now up-to date, with all outstanding amounts received. On the expenditure side, I

transferred £187,000 to the MBF for our 2020 Festival during the period to April. Since then, I have been

making regular significant transfers, so that the honorifics for individuals and Lodges can be kept up-to-date.

I must again record my gratitude to my predecessor, VWBro Tony Latham, and to the Festival Treasurer, Bro

Peter Lapage, who have given me invaluable support in settling into the role, and resolving the outstanding

Gift Aid position.

All of these events were well supported with the Active Provincial Officers particularly keen to play their part.

The annual Kent Mark Family Luncheon returned to Tovil, on Sunday 3rd June 2018, and was the great success

we have now come to expect. Our thanks go to Martin Ransom and his wife Sue for again arranging such a

delightful occasion.

During the last 12 months Kent has been represented at many Annual Provincial or District Meetings

Devonshire, Staffs and Shrops, Middlesex, Warwickshire, Cyprus, Belgium, Spain, N E Yorks, Bristol, Surrey,

Lincolnshire, Nottinghamshire, Sussex, Hampshire IOW, West Lancs., Somerset, Leicester & Rutland,

Oxfordshire, Cornwall, Essex, Gloucester & Herefordshire, Monmouthshire, Worcestershire, Bedfordshire,

Germany, Bucks, Northants & Hunts, Herts, London, East Anglia, Dorset, Berkshire, and Singapore. The visit

to London saw R.W.Bro. Tom Quinn (a founder member of The Erdemont Lodges No 1894) installed as PGM

for London. As always we were received with genuine warmth and friendship wherever we went and we are

most grateful for the hospitality that makes our visits so enjoyable. It follows we are delighted when honoured

by the attendance of distinguished Brethren from other Provinces and Districts at our own meeting.

If anyone has anything of interest for the Provincial website, particularly photos of past or future notable events

that they would like to be included please let the Provincial Grand Secretary know. Our thanks go to W.Bro.

Robin Evans, Provincial Communication Manager, for his invaluable input to the Provincial website and also

for managing our Social Media channels; also to V.W.Bro. Bob Tuthill, our Provincial Webmaster.

This year there were a number of new initiatives, one being the development of a Provincial Membership

Committee backed up by the Provincial Ambassador Team. I am also particularly grateful to W.Bro. Pete

Hargreaves for his great support as Assistant Provincial Grand Secretary for the past two years and for his

willingness to carry on in the capacity of Year Book Editor and thereby creating some more bandwidth within

the Provincial Secretariat.

Provincial Grand Almoners’ Report 2019 This is my 4th report as the Provincial Grand Almoner for the Mark Province of Kent and I take great pleasure

in providing this update.

A get-well card, some flowers, or a visit at the right time is worth its weight in gold, so I am grateful to all of

you that have let me know of a Brother or close relative that would benefit from a friendly chat or perhaps a get-

well card.

Unfortunately, again this Masonic year has seen the passing of a large number of our well beloved Brethren to

the Grand Lodge above, I along with many other Brethren and families have attended their funerals to pay

respect to departed merit.

It continues to amaze me that with a Province our size that I am not being approached more often by Brethren

who need assistance with help from the Mark Benevolent Fund.

Our mobility aids which include, wheel chairs, zimmer frames, crutches and walking sticks are continuing to

prove useful. If you have or know of a Mobility Aid that is not being used anymore, I am sure that I could find

a home for it.

I conclude by hoping that this report finds you and yours happy and well!

Provincial Grand Charity Steward’s report 2019

This will be my second report as your Provincial Grand Charity Steward and I would like to take the

opportunity to update you on the advances we have made towards reaching our minimum Festival

target of £1.25m.

Festival Honorifics

With less than 300 days to go until the end of our Festival I am delighted to inform you that since my

last report a further 12 lodges have achieved a 2020 Bronze Festival certificate, with a further 14 lodges

progressing to Silver and 13 to Platinum. This brings our total in the Province to 71 lodges with a

Bronze certificate, 52 with Silver and 35 with Platinum. In addition to this 5 lodges are very close to

achieving Bronze, and 3 more progressing to Silver and 5 more progressing to Platinum. I am sure you

will agree that this is an outstanding achievement which can only be accomplished by the generosity,

dedication and hard work of all the brethren in the Province.

MBF Honorifics

I am sure it will come as no surprise that as our Festival progresses, we continue to see an ever-

increasing number of lodges achieving Mark Benevolent Fund Honorifics. Indeed, all of our Mark

lodges in the Province have now achieved Grand Patron status while 40 lodges have progressed to

Grand Patron Gold, and 7 have achieved the highest honorific possible which is Grand Patron

Diamond.

It is also very pleasing to report that we are witnessing similar levels of progress for the Royal Ark

Mariner lodges in the Province. Indeed approximately 90% of all of our Royal Ark Mariner Lodges

have achieved a Mark Benevolent Fund Honorific. We now have 38 Royal Ark Mariner lodges who

have achieved Patron status, 29 Grand Patron status, 13 Grand Patron Gold status and 3 have achieved

the highest award which is Grand Patron Diamond.

In addition to the outstanding achievements of our lodges it also gives me great pleasure to announce

an ever-increasing number of brethren qualifying for their own personal Mark Benevolent Fund

Honorifics. We now have 9 brethren in the Province who have attained Grand Patron Diamond status.

Lastly it would be extremely foolish and remiss of me not to make special mention of our ladies in the

Province who assist and support us with our fund-raising efforts. We now have 9 ladies who have

achieved Mark Benevolent Fund awards ranging from Patron to Grand Patron Diamond.

Congratulations to one and all.

Please do remember that no matter what Mark Benevolent Fund honorific you have achieved you will

be entitled to wear it at lodge meetings long after our Festival is over. Wear your collarettes with pride.

Your donations have made an enormous difference in helping people in desperate need of your

assistance.

Regular giving and Gift aid envelopes

Contributions to the Festival via the gift aid envelope scheme from Mark and Royal Ark Mariner lodges

in the Province are now common place. It is worth mentioning that as a tax payer contributing in this

manner the Government will add a further 25% to the amount donated. Even if you are not a tax payer

it still makes sense to donate using the gift aid envelope and state on the envelope that you do not wish

to claim tax relief. This will ensure that your contribution will count towards your own Mark

Benevolent Fund Honorifics.

An additional, and very efficient way of supporting the 2020 Festival is to set up a standing order every

month in favour of the Kent Mark Benevolent Fund. Its not too late to start.

Bonus Ball

The bonus ball lottery competition continues to be an excellent and fun way to raise money for the

Festival. To-date it has raised just over £14,000 this includes winnings that have been donated back to

the Festival which of course can be gift aided. Each competition lasts 10 weeks and for just £10 you

have a chance to win £30 per week, it will also contribute £4 to your Festival and MBF Honorifics

total. Please see the web site for details on how to enter or contact Ian Gallehawk for further details.

Future events

As our Festival moves into its final year it is important that we continue to organise and support fund

raising efforts. One such fund-raising initiative worthy of mention and our support is being undertaken

14

by W. Bro Jon Meyer who is running in the 2020 London Marathon in aid of our 2020 Festival. A last

gasp effort for our final total. Please do sponsor him. Details on how to do this will be forthcoming.

I would also like to draw your attention to a much easier way of raising money for the Kent Mark

Benevolent Fund. If you, or any member of your family ever buy anything from Amazon simply sign

into Amazon Smile and nominate the “Provincial Grand Mark Lodge of Kent Charity Fund” as your

chosen charity. In doing this 0.05% of what you spend will be donated to the Kent Mark Benevolent

Fund. Amazon Smile to date have donated ~£2m to charitable causes, so let’s make sure that the Kent

Mark Benevolent Fund is one of them. Please spread the word and encourage your friends and family

to sign into Amazon Smile. Fund raising will never be easier.

Finally, I would like to take the opportunity of thanking the Assistant Provincial Grand Charity Steward

W. Bro Peter Hayler, all of the AFM’s and the lodge charity stewards for their enthusiasm, commitment

and dedication in supporting our 2020 Festival. I very much look forward to working alongside you all

to ensure we make our last year in Festival a memorable one and something we can all look back on

and be proud.

Thank you

W. Bro Brian Ward PAGDC, Provincial Grand Charity Steward

Second Hand Regalia

At a time of ever increasing costs, Brethren are invited to take advantage of a Used Regalia Service. This service

is open to members of any Masonic Order who are promoted, or expecting promotion, whether within the

Lodge/Chapter/Conclave, etc., or Provincial or Grand Honours. Quite simply, tell us what regalia you require

and we will help you if we can. If you only want to dispose of some regalia sitting in a drawer, it is just as easy.

Hand the regalia to us and we will arrange to sell it for Charity.

In all instances, the surplus made will be applied to the Kent Mark Benevolent Fund. If you do not have anything

to donate, it does not matter. Whatever you require, ask us and we will see if we can help. All enquiries should

be made to:-

PGM’s Address to PGL – 29 September 2018

May I extend a warm welcome to you all to Oakley House today, especially those who have travelled

some distance to be with us. To all our distinguished visitors, it is so good to see you all - we really

appreciate the way you look after us when we visit other Provinces and Districts and today is our

opportunity to repay that hospitality. I hope you have had a super day and that you will enjoy our

Festive Board later.

I believe our greatest challenge in this Order is to stem the decline in member numbers. The Grand

Secretary and high rulers have recognised the challenges we face and established a Recruitment &

Retention Working Party under the leadership of R.W. Bro. Richard Olliver, PGM Berkshire, a

member of the Mark General Board and a member of GMRAC. The Working Party have met

monthly since March and have worked hard, gathering good practice ideas from Provinces and

Districts. Our findings will be presented at the PGM/DGMs’ Seminar at Mark Masons Hall on 30th

October 2018 when a new Mark Resource Library XtraNet will be launched. It contains lots of ideas

about attracting good quality candidates, how to keep them and how to enliven Lodges that have

become rather dormant.

In Kent, I introduced a new Provincial Membership Committee in March. Chaired by V.W. Bro. Fred

Brown, assisted by W. Bro. Perri Ahmet, and includes our Provincial Registrar, Provincial Secretary,

Provincial Communications Manager, our Lead Ambassador and W. Bro. Barry Devereese as

Secretary to the Committee. It is still early days but I am optimistic that this new body will be of

great benefit.

However, let me mention individual responsibility. We all need to double our efforts to attract

candidates. I have already set a challenge for our newly-Advanced brethren but I would urge you all

to think about who might be interested in the Mark Degree and just ask them. Make use of the trifold

leaflets incorporating a membership application form. Tell them about our website at

www.kentmarkmastermasons.org.uk where there is a new button for expressing an interest in taking

their 4th regular step in Masonry; and a section that outlines six reasons for becoming a Mark Master

Mason.

We celebrated the 150th Anniversary of the Mark Benevolent Fund this year. Firstly at the annual

Festival hosted by the Mark Province of Lincolnshire; the Kent delegation was more than 30 strong.

Secondly, earlier this month W. Bro. Peter Hayler and I, accompanied by our wives, represented

Kent at a 150th Anniversary Thanksgiving Service at the Chapel, Lincoln’s Inn, in presence of the

Grand Master, M.W. Bro. HRH Prince Michael of Kent. The Grand Master was particularly

interested to hear from Provincial Charity Stewards about their work.

Recent Grants to Worthy Causes from the MBF have included…

-National Blood Bikes dedication & handover in August attended by V.W. Bro. Fred Brown and W.

Bro. Ivor Spencer. This grant was as a result of the MBF Charity Walk in May 2017 which raised

over £400k including £34k from Kent.

-a major grant to St. John Ambulance (£3M+) and handover of a Patient Treatment Centre vehicle

today. R.W. Bro. David Ashbolt, PGM London and a Trustee of the MBF, Revd Howard Pashley and

I will meet representatives of the Order of St. John and of Kent St. John Ambulance in the car-park

outside at 1pm today for a formal handover. You are all very welcome to attend.

-you are aware of the grants in recent years to the Hope for Tomorrow charity which rolls out mobile

chemotherapy units around England and Wales. We were very sad to hear recently that Mrs Christine

Mills MBE, founder of the charity, had lost her own battle with cancer. She made a huge difference

to many cancer sufferers and will be sadly missed.

Our 2020 Festival appears to be going well. Thanks so much to everyone who is working so hard.

The outstanding effort is reflected in the number of Grand Patron Gold and Diamond Awards

20

achieved, and the large number of Lodges having achieved at least Provincial Bronze Award.

Delighted to say that our much loved brother Brian Meeres (who was our Provincial Tyler for many

years) has left a legacy to KMBF in his will and this will be a five figure sum. We are grateful to

Brian, that even in death, he is supporting our Province and KMBF.

Today marks the day when we have a full time Festival Chairman in V.W. Bro. David Green and I

wish him and his Festival Committee every success. I also wish W. Bro. Roger Odd all the best for

our Festival Result Evening at Maidstone Exhibition Hall, Kent Showground (Detling) on Saturday

13th June 2020. It is going to be a spectacular evening. The theme is Kent - The Garden of England

and there will be top class entertainment. It will be another 35 years before we host another Festival

so we intend to enjoy this moment in our history. It will be an event not to be missed! I have

approved the content of a Festival Brochure which will be coming out to all members of our Province

very soon. Please do show it to your families and friends.

Let me congratulate everyone I had the pleasure of investing with Provincial Grand Rank this year.

Our decisions this year have been better informed by our new Provincial Honours Committee and a

new Provincial ‘dashboard’, which gather information about what each of us contributes to the life of

the Province. I hope you enjoy your new ranks. Please do support our Provincial delegations to

Lodges and do attend the Provincial Officers’ Mess in April.

I am grateful to Robin Evans for all the work he does on communication. Our online presence is now

something we can all be proud of. I am very pleased with our Provincial website but would

encourage you all to let Robin have any photographs and stories of interest. Also, we all need to think

seriously about having a profile on Facebook and/or Twitter. I am amazed that so many people

appear not to know about key things happening in the Province. The information is there; it is your

responsibility to check it out if you want to keep abreast of developments.

Well done to our Provincial golfers for the support they give to other Provinces golf days - Berkshire,

Essex, Hants & IoW, London and Surrey. Also, for retaining our PGM’s Inter-Province Cup at Kings

Hill GC; the first Province to have won it twice. Delighted to announce that work is going on with a

view to Consecrating a new Golf Lodge for the Province. I am pleased to say that I have invited R.W.

Bro. John Edgcumbe GJW to be the Primus Master and he has accepted.

Congratulations to Sussex on retaining the Inter-Province Cricket trophy. It was an outstanding day.

Now agreed that Kent will host the event in 2019. Please do come along and support it.

Our inaugural Provincial Lecture will be on Friday 5th October in St. Andrew’s Mark Lodge No.

237at Franklin Rooms, Gillingham when W. Bro. Dr John Reuther will be speaking on the subject of

Freemasonry in the Great War. It will be a most interesting lecture and is of course very relevant

given we are this year marking the end of WW1. Please do support it. Speak to W. Bro. Peter Martin

to let him know you are interested.

I extend my sincere gratitude to David Stiff and his administrative team; Perri Ahmet, Ivor Spencer

and their DC’s team; and to all the members of the Banner Lodge – Westwood Lodge No. 1354.

Without all of their assistance this meeting could not have been the success that it is.

Finally, please look after yourselves and your loved ones. Until we meet again in Margate in a year’s

time, may the Great Overseer of the Universe bring you good health and happiness.

R. W. Bro. Archibald I. Torrance

The Provincial R.A.M.G.R. Investiture for 2019 took place within the dignity of the Order at a Provincial Royal

Ark Mariner Assembly opened at a meeting of the Kent Installed Commanders Lodge No. 999 held at Tovil on

Friday 6 September 2019.

Provincial Grand Master’s Demonstration Teams

Two Demonstration Teams have been established to assist Lodges who do not have a Candidate for a regular

meeting. A Demonstration Team will visit any Mark or R.A.M. Lodge and perform a Demonstration of the Mark

or Royal Ark Mariner Degree, also the Mark Lecture or Mark and R.A.M. Tracing Board. The Host Lodge will

not be required to meet any costs.

The Demonstration Teams have rehearsals on a regular basis (see below) and would welcome any brother to

attend to improve his knowledge and ritual qualities. Also new members would be particularly welcome. If our

services are required, please contact the relevant Secretary but it is important to give adequate notice.
