Mahatma Gandhi AGENCY SRIHARIKOTA, DEC 11 For any satellite launch or for put- ting the satellite in different orbits, one can bet on ISRO's workhorse and trusted launch vehicle PSLV, which has successfully accom- plished its 50th mission from the spaceport of Sriharikota, on Wednes- day. In its Golden Jubilee flight, the PSLV has done it again and scripted a new history in its 26 year journey. With the launch of RISAT-2BR1 radar imaging satellite and nine for- eign satellites today, ISRO has so far placed a staggering 319 foreign satellites in space in its history, also a new record. Tracing the history of PSLV, it has several credits when PSLV-C35 launched SCATSAT-1 and 7 satel- lites in two different orbits on Sep- tember 26, 2016. Spanning two hours and 15 min- utes, this was the longest mission launched by ISRO and also by the PSLV, after its fourth stage engine was cut off and restarted twice, demonstrating its multi-burn tech- nology. It has rewritten its own record when PSLV-C34 successfully inject- ed 20 satellites in the desired orbit in a single mission on June 22 the same year. Earlier, PSLV-C9 had launched 10 satellites in a single mission on April 28,2008. PSLV also has the credit of launching 104 satellites in a single flight on February 15, 2017, a new record for Leopard skin worth Rs 10 lakh seized, two held THANE: Two persons were ar- rested in Mira Road locality in the district and a leopard skin worth Rs 10 lakh was recovered from them, police said on Wednesday. The arrest was made on Tuesday, they said. "Navghar Police in Mira Road got a tip-off that two persons from Dadra and Nagar Haveli were coming to the township to sell a leopard skin," a release issued by the district police said. Accordingly, a trap was laid and when the duo reached the Golden Nest Circle, police caught them. The leopard skin was recovered from them. SC to hear review petitions in Ayodhya case today NEW DELHI: The Supreme Court will tomorrow hear the petitions seeking review of its verdict on Ayodhya land title dispute case. A five-judge Constitution bench will hear the petitions at 1.40 pm tomorrow. Justice Sanjiv Khanna, who replaces the former Chief Justice of India Ranjan Gogoi in the five-judge Constitution bench, will decide whether the hearing should be conducted in an open court or in-chamber. Earlier today, key Hindu litigant Nirmohi Akhara filed a review petition in the apex court. Since the pronouncement of the verdict, a handful of review petitions have been filed. Last month, a five-judge bench had unanimously ruled in favour of Ram Lalla and said the entire dis- puted land spread over 2.7 acres will be handed over to a trust formed by the government, which will monitor the construction of a Ram temple at the site. BUREAU CHANDIGARH, DEC 11 In a significant move to fur- ther improve the quality of education in the State, Haryana Government has de- cided to open one Sanskriti Model School in each block of the State in the year 2020. At present, 22 such schools are operational in the State, one in each district. This was informed by Chief Minister, Mr Manohar Lal while presiding over the meeting of Chief Minister’s Good Governance Associates (CMGGAs). Project Director, Chief Minister's Good Gover- nance Associates Programme Dr Rakesh Gupta was also present in the meeting. Mr Manohar Lal was ap- prised of the work done in dif- ferent initiatives under the Saksham Haryana project. He appreciated the work done in the last 2 years on Saksham ghoshna and encouraged the digital interventions (Service books, Saksham adhyapak app, Chalklit). He also direct- ed to get a survey conducted to find out the enrollment ratio of students in science viz-a-viz other streams so as to ascertain the interest of students. He also directed to fasten the ap- proval process for CM Sak- sham scholarship initiative. It was informed that 107 blocks out of the total 119 blocks have been declared Saksham and 86 per cent students grade-level competent. It was also informed that recruitment to more than 1300 posts of Block Resource Persons (BRPs) and Assistant Block Resource Persons (ABRPs) have been made on contractu- al basis in the State. Working as mentors, the BRPs and ABRPs spent two-and-a-half hours per day in schools and watch the education being im- parted to the students. Rigor- ous training of all new men- tors was conducted to ensure that they provide good support to teachers. He was also in- formed on the strategy for im- proving the board results this year for classes 10th & 12th and about the upcoming Sak- sham ghosna rounds in Janu- ary and February. Sanskriti model school in each block of Haryana soon: Khattar AGENCY NEW DELHI, DEC 11 The Supreme Court on Wednesday proposed to ap- point a former apex court judge to inquire into the en- counter of the four accused in the Telangana vet's rape and murder case. The veterinarian was gang-raped and killed by four people before they burnt her body in Telangana's Shamshabad on November 27. Her charred body was re- covered a day later. A few days later, the ac- cused -- Mohammed Arif, Naveen, Shiva, and Chen- nakeshavulu -- were killed in a police encounter. Soon af- ter, the legality of the police action was questioned before the Supreme Court as well as the Telangana High Court. The apex court said that it is aware that Telangana High Court is seized of the matter. "We will appoint former Supreme Court judge to in- quire into the matter who will sit in Delhi and inquire," the court said. A bench of Chief Justice S A Bobde, Justice S Abdul Naseer and Justice Sanjiv Khanna said that they had ini- tially asked former top court Justice P V Reddy to head the investigation but he declined. Chief Justice Bobde has now sought the names of re- tired judges for an appoint- ment for this purpose. ED attaches properties of gangster Iqbal Mirchi MUMBAI: The Enforcement Directorate (ED) on Wednesday provi- sionally attached immovable properties of gangster Iqbal Mirchi in connection with a money laundering case. These properties, with a market value of Rs 600 crore, include the third and fourth floors of Ceejay House, three flats in Sahil Bungalow in Mumbai's Worli area, an office at Arun chambers in Tardeo area, three commercial shops in Crawford market, and bungalows and land in Lonawala. According to the ED, the properties were acquired by Iqbal Mirchi in the name of his family and relatives. The ED action came a day after the investigating agency filed a charge sheet against Mirchi before a special court in connection with the money-laundering case. The economic watchdog is probing a money laundering case against Mirchi, who was a close aide of fugitive gangster Dawood Ibrahim. It has identified the Benami properties of Mirchi, including 10 properties in Mumbai, one property in UAE and 25 properties in the UK. Former top court judge to inquire into Telangana encounter, proposes SC Two killed as car falls into gorge in Uttarakhand NEW TEHRI: Two men were killed when the car in which they were travelling fell into a gorge in Uttarakhand's Tehri Garhwal dis- trict, police said on Wednesday. The accident took place on the Narendra Nagar-Rani Pokhri road three days back but came to light on Wednesday when some passers-by saw the wrecked car lying in a 150-metre-deep gorge, Narendra Nagar police station in- charge Manish Upadhyay said. The police pulled out the two bodies from the wreckage and sent them for post mortem, he said. They were identified as 35-year- old Ramesh Gusain and 34-year- old Virendra Singh Mahar who were related to each other. They had left Narendra Nagar for Dehradun at 5 pm on December 9, Upadhyay said. Their family members tried to call them on their mobile phones a number of times but they did not respond. The car was spotted three days after the accident as movement on the road is lean, the official said. Protests escalate in NE , Curfew in Guwahati AGENCY NEW DELHI, DEC 11 The landmark Citizenship (Amendment) Bill, 2019 on Wednesday got the nod of Par- liament after the Rajya Sabha approved the Bill. As many as 125 members of the Upper House voted in favour of the Bill while 105 MPs voted against the Bill. The Shiv Sena did not participate in the voting. The Bill was passed in the Lok Sabha on Monday night with a majority of 311 votes against 80 votes where 391 members were present and voting. After the hours-long debate followed by Home Minister Amit Shah's reply, the House negated a motion to send the Bill to a select committee of Parliament with 92 in favour and 113 going against it. In his reply, Home Miniter Amit Shah said that Bill has been brought to rectify a historic blunder -- the partition -- and give a dignified life to non- Muslims of Pakistan, Bangladesh and Afghanistan who fled religious persecution and settled in India before December 31, 2014. Responding to the debate, Home Min- ister Shah said the spirit of Nehru-Liaquat Pact was not followed by the neighboring country, which led to the need for bringing the Citizenship (Amendment) Bill, 2019. "The spirit of Liaquat-Nehru pact was not followed by the neighboring country. It is the duty of every government to follow it in let- ter and spirit," said Shah. According to Nehru-Liyaqat pact, it was promised that re- ligious minorities of each country would get equal opportunities in politics, services, and permission to practice the faith. CAB clears acid test in RS too AGENCY GANDHINAGAR, DEC 11 The Nanavati-Mehta Commission Report on post-Godhra riots, which was tabled in Gujarat assembly on Wednesday, has giv- en clean chit to Prime Minister Narendra Modi. Talking to media persons, Gujarat Home Minister Pradipsinh Jadeja said: "Allegations were made on Narendra Modi that he visited Godhra without informing anyone. This allegation has stood false in the report of the commission. It was not a secret visit nor a visit to destroy the evi- dence." The minister said that it was not neces- sary for Modi, who was then the Gujarat Chief Minister, to inform all the high officers of the state about his visit to Godhra. "The concerned officers were informed about his visit and they had made necessary arrangements for that visit. It was not a secret meeting," he added. Meanwhile, on allega- tions of disturbance of evidence in the S-6 coach of Sabarmati Express, the report said: "There is no material to show that the Chief Minister, by entering the burnt coach S6, disturbed any evidence and that it was done with some ulterior motive." An alle- gation was made by former IPS Shreekumar in which he claimed that there was a meeting held at Modi's residence on February 27, 2002 night. In the meeting, the then Chief Minister directed the police and the state administra- tion to refrain from resorting to any strict action and to permit the majority community to express their anger and anguish against the minority community. On these alle- gations, the commission reported: "Shreekumar has not claimed that he was present in the said meeting. While offi- cers present in the meeting have not sup- ported this version." Modi gets clean chit in post-Godhra riots Shiv Sena abstains voting NEW DELHI: Shiv Sena MPs in the Ra- jya Sabha on Wednesday were not pres- ent in the House during the voting on the Citizenship (Amendment) Bill, 2019. On being asked if they have boycotted the voting, Shiv Sena MP Sanjay Raut said, "Yes, Shiv Sena has boycotted the vot- ing." The party had on Monday voted in favour of the Bill in the Lok Sabha. Raut had earlier today said that his party will support the Bill in the Rajya Sabha only if the Centre answers all the questions raised by his party chief Uddhav Thacker- ay. "We have to clear our doubts on this Bill. If we do not get satisfactory answers, then our stand could be different from what we took in the Lok Sabha," Raut told reporters here. Neither CAB nor abrogation of Article 370 anti-Muslim: Amit Shah NEW DELHI: Neither Citizenship (Amendment) Bill, nor abrogation of Article 370 of the Constitu- tion is anti-Muslim, Union Home Minister Amit Shah said replying to the debate on the Bill in the Upper House of the Parliament. "Neither Citizenship (Amendment) Bill is anti-Muslim, nor abrogation of Article 370 is anti-Muslim. Triple Talaq Bill is not anti-Muslim either. Triple Talaq is the Bill to give rights to crores of Muslim women in the country," he said. Talking about the abrogation of Article 370 which conferred special status to the erstwhile state of Jammu and Kashmir, Shah said: "Do only Muslims live in Jammu and Kashmir? No Hindus? No Buddhists? Why is it viewed like that? It has been abrogated for everyone and not only for Mus- lims." "How can the Citizenship (Amendment) Bill, 2019, be anti-Muslim?" he asked. NEW DELHI, DEC 11 The Centre on Wednesday airlifted 50 companies of paramilitary forces to Northeastern states, including Assam, after violent protests continued to be re- ported for the second consecutive day on Wednesday against the Citizenship (Amendment) Bill. The contentious bill has been intro- duced in the Rajya Sabha where a debate is currently on. Off the 50 companies that have been deployed, nearly 20 companies were those which were withdrawn from Kash- mir recently. The remaining have been rede- ployed from other states. The troops are from the Central Re- serve Police Force (CRPF), the Border Security Force (BSF) and the Sashastra Seema Bal (SSB). A day after total shutdown in Assam to protest against the Citizenship (Amendment) Bill, fresh protests erupt- ed in the state on Wednesday. Haryana Police Assistant-Sub-Inspector Sajjan Kumarhas been conferred withGlobal Human Rights Protec-tion Award–2019 for takinginitiatives in the field of hu-man rights during 20th WorldHuman Rights Conference,organised by Indian Instituteof Human Rights (IIHR) atNew Delhi on December 10.

The prestigious award inthe field of human rights waspresented to ASI Sajjan Ku-mar jointly by Ms JudithK.K.Kan'goma Kapijimpan-ga, the High Commissioner ofRepublic of Zambia and IIHRDirector Dr Rahul Rai. Evenbefore this, the ASI has alsobeen honored in the year2010.

ASI Sajjan Kumar, who is

also holding the charge ofPublic Relations Officer ofIGP office, Hisar Range, is apost graduate in humanrights. He has written a re-search paper on the role ofpolice in the human rights andengaged in educating theyouth and general public byorganizing awareness semi-nars on human rights sinceyear 2010 in various schools,colleges, universities, villagesand police stations.

Along with his officialduties, Mr Sajjan Kumar hasalso interacted with aboutfour lakh people on this sub-ject by organizing 2000awareness seminars. On thisachievement, he has beenawarded this prestigious hon-our for the second time.

Haryana Transport Minister MoolChand Sharma said that strict actionwill be taken against private busesrunning without permits in the state.He said that according to the informa-tion there are more than 1000 inhabit-ed people who are running vehicleswithout permits. Instructions havebeen given to all the AdditionalDeputy Commissioners of the statewho have the charge of Secretary RTAto implement strict action on thesebuses.

He said that the State Governmenthas decided to provide safe and con-venient bus facility to the girl studentsand for this, all the District GeneralManagers of Haryana State Transporthave been instructed to determine theroute of special buses to be set up forthe girl students so that their Accord-ingly, buses can be arranged. He said

that in some bus depots, about 100buses are not running because thereare not enough number of conductorsand drivers while in some districts thisstaff is deployed in excess of the re-quirement. He said that soon all suchbuses will be run on the route by pro-

viding staff in the deficient districts.The Transport Minister was

speaking to the media today after ad-dressing a meeting of all the generalmanagers and senior officials of the headquarters at Karna Lake inKarnal.

Thepoor conditions of the internalroads and the unpaved roadshoulders emit dust due to heavyvehicular movement. So, it wasdecided that Municipal Council,Mandi Gobindgarh and PunjabPollution Control Board shall dothe mapping of all the dust emit-ting spots in Mand Gobindgarharea and see that the necessarywork to control the dust emis-sion may be done by the con-cerned departments in a time

bound manner. It was decided toconstitute a Committee that shallidentify all the dust emittingpoints in the town and shallmark them on the map and sub-mit the Action Plan for stabiliza-tion of the dust emitting points ina time bound manner. Besides, itwas agreed upon that to controlpollution, green cover in MandiGobindgarh may be increased toa significant level. Since, suffi-cient free area is available in theindustries and other publicplaces for plantation, so it wasdecided that Municipal Council,Mandi Gobindgarh and ForestDepartment shall do the map-ping of all the space available inthe town so that the green coverin Mandi Gobindgarh may beincreased to contain pollutionwithin prescribed limits.

Pak troops violateceasefire, targetsforward post, civilianareas in UriBARAMULLA: Pakistani troops onWednesday violated ceasefire andresorted to indiscriminate shelling andfiring in Uri sector in this north Kashmirdistrict, official sources said. They saidpeople were busy in their daily routinework when Pak troops suddenlyresorted to firing and shelling,targeting civilian areas and forwardposts at the Line of Control (LoC) inHajipeer sector in Uri at 0900 hrs. Though there was someimprovement in the visibility thismorning as compared to past fourdays, but air traffic remainedsuspended today also at the airport,he told UNI. He said air traffic will beresumed only if there is furtherimprovement in the visibility. Air trafficremained suspended as all the flightswere cancelled since Saturday.However, on Friday eleven flights werecancelled in the morning due to poorvisibility and later other flights operatedin the afternoon. Meanwhile,passengers who were scheduled totravel by air from here to different partsof the country and abroad were verydisappointed due to cancellation of allflights for the past five day. SeniorAirport official said that every effort isbeing made to resume the air traffic atthe airport. But, he said, due to poorvisibility it is not possible to operateany flight. Passenger and privatetransport was also plying on all routes,leading to traffic jam in the uptown andcivil lines. Replying to aquery raised by the CPI(M)member Rakesh Singha in thequestion hours today ChiefMinister said that four farmersmet him during his recent visitto Rohru and Tehog and urgedhim to help them by orderingmutation in the revenue records.Thakur said that four peoplewere evicted by the forestdepartment from the land bydeclaring them encroacherswhich they were cultivatingwithout having no entry in therevenue records. He said thatcase should be put up to himwith the relevant records and ifevicted persons were paid'Najrana'( revenue fee) beforecoming in Forest ConservationAct 1981 on. He said that thesefarmers also filed the plea in theSDM, Deputy Commissionerand Finance commissionerrevenue courts but they order ofmutation was not passed in theirfavours. Chief Minister said that

if the revenue department havenot made mutation against suchpeople and members have anyrecords with him regarding thematter. The Government wouldconsider such cases afterexamined their records. Earlierraising this issue in the House,Mr Singha said that fourfarmers were cultivating theland holdings for many yearsand it was the mistake ofRevenue Department thatmutations were made in therevenue records aboutownership of this land beforeOctober 21,1981.

"We would consider theirplea with openheart so thatmutation wouldbe made in therecords if they were cultivatingthe land before enforcement offorest conservation act 1980,"CM added. Singha said thatfarmers were declaredencroachers by forestdepartment recently. Hedemanded that BJP governmentin 2005 has came up with thepolicy to make such peopleowners of land who could nothave entry in the revenuerecords but paying revenues orNajrana of the land.

New open air theatre in virsa viharto be ready by March 2020: DC

The Deputy Commissioner Varinder Kumar Sharma said thatthe construction work of new open-air theatre in Virsa Vihar willbe completed in March 2020. Domestic workers to protest against govt'slabour codeTHANE: Domestic workers will hold rallies across Maharashtra this week to raiseconcerns over the government's labour code and wage code, a member of anumbrella body of household workers said on Wednesday. The Union Cabinet lastweek approved the Code on Social Security Bill-2019, which seeks to consolidatelaws relating to social security of workers and subsume eight central laws.Maharashtra Rajya Gharkamgar Union convener Rekha Jadhav told reporters herethat the government was not making efforts to provide support to the domesticworkers. "We will organise rallies, symposia in Pune, Kolhapur, Ahmednagar andother districts to press for our various demands, including proper wages, respect atworkplace, proper planning of work and social security," she added.

HRD Ministry defersdecision to hikeMTech fee in IITsNEW DELHI: The HRD ministry hasdeferred the decision to hike theMTech fee in the IITs for furtherdiscussion on the issue. While theministry had, in September,announced the decision of the IITCouncil that it will implement the feehike, the issue will again be taken upat the next meeting. Thedevelopment comes against thebackdrop of protests by JawaharlalNehru University (JNU) studentsagainst a recent fee hike. HumanResource Development (HRD)Ministry officials, however, did notcomment on the reasons behind thedecision being put on hold. The nextcouncil meeting date has not beendecided yet. IIT-Delhi Director VRamgopal Rao had said the MTechprogrammes at the IITs recorded adropout rate of over 50 per cent asthe students treated the courses as a"stop-gap arrangement" till theylanded a job or cracked a competitiveexam. The IIT Council, led by HRDMinister Ramesh Pokhriyal"Nishank", had approved a proposalto hike the fee for the mastersprogramme and bring it to the levelof the BTech courses in September.The decision was taken onrecommendations of a three-membercommittee on reforms on the MTechprogramme in the IITs. The IITCouncil is the highest decision-making body of all the 23 IITs.

"In the ThirdSchedule to the Adaptation of LawsOrder, 1950, for the directionsrelating to the Bengal EasternFrontier Regulation, 1873, thefollowing shall be substituted,namely: - `Preamble.-- In the openingparagraph, for "districts of Kamrup,Darrang, Nowgong, Sibsagar,Lakhimpur, Naga Hills, Cachar"substitute "States of ArunachalPradesh, Manipur, Mizoram and areaof districts of State of Nagaland asnotified from time to time," read aGazette notification dated December11. New Citizenship law willbe written in 'golden

Prime Minister Narendra Modi onWednesday termed the CitizenshipAmendment Bill, 2019 as a historicbill and said that the new law willbe written in 'golden letters' forpeople who are persecuted inneighbouring countries on the basisof religion.

Addressing the BJPParliamentary Party meeting here,Mr Modi said the new legislationwill not only end religiousprosecution faced by the religiousminorities in Pakistan, Afghanistanand Bangladesh but will also endinstability in the lives of thesepeople. Briefing reporters after themeet, Parliamentary AffairsMinister Pralhad Joshi said PrimeMinister also said that those whoare residing in the country havenot been able to avail thecitizenship right and otherfacilities.

The new law will be written inthe annals of history with goldenletters, Mr Joshi said adding theruling BJP-led dispensation isconfident that the Bill will get theapproval of the Upper House also.

Rajya Sabha took up the muchtalked about draft law for debateand consideration on Wednesday.

The BJP is the single largestparty in the Upper House with 83

members but it will need thesupport of members from NDAconstituents and other parties tosail it through.

The Citizenship AmendmentBill was passed by Lok Sabha atthe stroke of midnight on Mondaywith 311 members voting infavour of it and 80 membersopposing it. Under the existingprovisions, migrants from sixcommunities Hindus, Sikhs,Buddhists, Jains, Parsis andChristians from Pakistan,Afghanistan and Bangladeshwithout proper documents areconsidered ineligible to apply forIndian citizenship.

The new Bill seeks to amendthe 1995 law and seeks to makethese migrants eligible for Indiancitizenship but with the conditionthat the illegal migrants haveentered into India up to the cut ofdate of December 31, 2014.

The IndoreMunicipal Corporation (IMC) razedthe office of 'Sanjha Lokswami',which was allegedly illegallyconstructed on more than 2,500 sq ftland, an official said. "We havedemolished the office of SanjhaLokswami, which is illegallyconstructed on more than 2,500 sq ftland in Press Complex area," IMCcommissioner Ashish Singh said.

No permissions were taken fromthe IMC for the construction of thisoffice, he added. "After receiving

complaints about the structure, weissued notices to the office ownerseven days ago, but we didn't receiveany reply and no papers related topermissions were furnished," hesaid. Earlier this week, the civicbody razed Soni's bungalow inShantikunj Colony, stating that it hadbeen constructed on a landearmarked for a public garden. Someillegally constructed portions ofSoni's properties, including abungalow on Kanadia Road, anightclub at Geeta Bhawan Square, ahotel in South Tukoganj and arestaurant in New Palasia area, weretorn down last week.

The police had announced areward of Rs 30,000 on Soni, who iswanted in more than 30 cases,including human trafficking, a police

official said. The businessman hasbeen on the run since November 30when his night club and otherestablishments were raided inconnection with the honey-trap case.As many as 67 women and sevenchildren were rescued in those raids.

Soni's media firm had publishednews about some audio-video clipsallegedly linked to the honey-trapcase. Last week, suspended IMCengineer Harbhajan Singh, thecomplainant in the honey-trap case,filed an FIR against Soni under theInformation Technology Act. In hiscomplaint, Singh alleged that Sonihad published objectionable materialagainst him through differentmedium of communication, whichamounted to infringement of hisprivacy.

Northern Railways ascompensation. The officershould take note of whetherthe saplings are beingwatered and nourished,

whether any saplings havedied, and whether deadsaplings have been replaced,apex court says. The benchsought a status report from

the office within threemonths. The top court saidthere is "no doubt" about theimportance of the newrailway line. Permission tocut 452 trees will be subjectto conditions andcompensatory afforestationmust be done. Four policemen were suspended for exactingRs 7 lakh from a Gram Pradhan fraudulentlyin the Aonla area of this district in UttarPradesh, police said on Wednesday.Superintendent of Police (Rural) Dr SansarSingh said that Dhakiya Pradhan Chhatrapalreached the Aliganj police station, along withthe local people, and encircled the outpost onMonday. He alleged that while he wasreturning from his maternal village MilakBahadurganj of Bisharatganj on December8, his car was stopped by Inspectors NitinSharma, Mukesh Kumar, ConstablesDevendra Kumar, Dhananjay and oneHomeguard near the Bhikampur village. Thepolicemen claimed that there was a narcoticsubstance in the car and started carrying outa check on the vehicle. When they did notfind anything in the car, the policemen took

them to a jungle in Enthpur. Upon reachingthe jungle, Inspector Nitin allegedly placed anarcotic substance in the car and filmed avideo following which they were taken toAliganj police station. Pradhan Chhatrapalhas further alleged that once they reachedthe police station, he was threatened bysaying that a fake case will be registeredagainst him and he will be sent to jail. Hewas freed after Rs 7 lakh were taken fromhim. Chhatrapal had given a writtencomplaint of the matter to the SPRAand theinvestigation of the same was given to CircleOfficer, Aonla. reporters. The two accusedlast month allegedlydemanded Rs 25,000 from awoman, who was gettingsome repair work done at herhome in Shree Nagar localityhere, he said.

When the woman lodgeda police complaint, theaccused attacked her with asword, causing injuries toher, he said.

As the police launched anextensive search for them,the accused kept on shiftingtheir locations to evadearrest, he said.

Finally, acting on aspecific tip-off, the policelaid a trap and caught the two

men from the Wagle Estatearea here on Monday,Nilewad said.

In its revised form, the Citizenship (Amendment) Bill waspassed by the Lok Sabha on Monday, as expected, this wasnot due to any merit in this proposed legislation or because

of BJP president and Union home minister Amit Shah’s pow-ers of persuasion or recounting of (phoney) history. The reasonwas the ruling party’s overbearing numbers. The most stunningargument the home minister made was that the Congress Partyhad divided India on the basis of religion in 1947, and that ifthis had not been the case there would be no need for the bill(if the country had remained one).

This is a terrible argument and unbecoming of any Indianof any worth, for it plays into the hands of colonial historiog-raphy. However, the communal understanding of history is notmarkedly different in many important respects from the colo-nial one, and the home minister’s understanding causes no sur-prise. The Partition of India, it has been well documented, wasa British colonial project that began in the first decade of thelast century when the then Viceroy summoned the topshots ofthe feudal propertied classes among the Muslims of India toShimla and urged them to set up a party counter to the Con-gress, which the colonialists falsely sought to portray as a plat-form inimical to Muslim interests.

Meanwhile, the proponents of the nascent Hindu commu-nal tendency — whose ideological helmsman was V.D.Savarkar — did not even make a pretence of resisting Britishrule. Savarkar, in fact, proposed the two-nation theory beforeMohammed Ali Jinnah did. The home minister deserves to bereminded that neither the RSS nor Savarkar expressed any viewon the Partition plan, the “Rajaji formula” of June 3, 1947.

This envisaged that only Muslim-majority districts in Mus-lim-majority provinces of British India would constitute thenew Dominion of Pakistan. Left to the British themselves or toMohammed Ali Jinnah, Pakistan would have been a larger en-tity and would have included the great port city of Calcutta(now Kolkata) but for spirited intervention by the nationalistmovement.

Mr Shah’s bill brings in alleged religious persecution of the“minorities” in Afghanistan too. This catches him out. His ob-servation that if India had not been divided on religious lines,the present bill would be unnecessary is shown to be too clever.The home minister glosses over history in order to present theRSS-BJP as a so-called keeper of “Hindu” interests every-where. But is there a “Hindu” interest that is separate from In-dia’s interests in an India which is the common home of peo-ple of many faiths.

Revoltingstories of sexual violence bypoliticians of the ruling partyamong others have surfacedfrom different parts of the

country, including UttarPradesh and Gujarat. JayaBachchan spoke with clarityon the issue in parliament.She asked for rapists to belynched, nothing short of it.She condemned the sicken-ing crime in Hyderabad —allegedly by four men whowere quickly arrested andsoon shot dead in a dubiousarmed encounter with the po-lice. She thus aligned herselfwith the “collective con-science” of a burgeoningnew India, one with ripplingsinews that would makeNehru’s quest for a resolute-ly liberal democracy lookworthy of derision.

How does one gauge thecollective conscience of anintractable society anyway?The single source is the me-dia. But progressive womenhave taken an opposite view.As for Muhammad Saad al-Beshi, he must be wonderingwith a sword in hand whatthe fuss is all about.

The drama that unfoldedin the two weeks or sosince the brutal gan-

grape-murder of a young vet-erinarian from Hyderabadcould well have been materialfor a badly-scripted horrormovie. But the real horror ofthe entire episode was that itwas not a movie or a work offiction.

It happened in real life!Since the Nirbhaya case sevenyears ago, which shook thecollective conscience of thenation and brought the issue ofrape into the forefront of pub-lic discourse, there have beenregular public outburstsprotesting against rising crimesagainst women, especiallyrape.

Incidents like Kathua, Un-nao and the latest being theHyderabad gangrape-murderbrought angry people into thestreets in cities across India.What followed was as shock-ing as the gruesome rape-mur-der itself. The four suspectswere taken to the crime scene,ostensibly for a reconstructionof events as part of the investi-gation. Going by the policeversion, all four were shot deadwhen they allegedly snatchedguns from the police, attackedthem and tried to escape.

The media kept showingscenes of celebrations in Hy-derabad and elsewhere hailingthe police action, women danc-ing to beating drums and tying“rakhis” to policemen, treatingthem as heroes! That sane, ra-

tional citizens of a matureddemocracy would applaud asummary “execution” of sus-pects without a trial is inexpli-cable. But public outrage hadbeen growing over the inci-dents of rapes. The lackadaisi-cal attitude of the government,with its knee-jerk reactions andthe absence of any serious ef-forts to curb crimes againstwomen has been adding fuel tothe fire. As a result, the publicanger and frustration over itsinability to do anything otherthan protest turned overnightinto a mass hysteria of celebra-tion over an action that appearsto be nothing but a staged en-counter.

Any extra-judicial killing,even that of a criminal, is un-acceptable. It is not only agross violation of humanrights, but it threatens the coreprinciples of democracy that isfounded and operates on the

premise of the rule of law. Thepublic euphoria over the Hy-derabad killing of suspectsraises an extremely pertinentquestion.

Are people losing faith inthe institutions and systemsmeant to deliver justice? Whilethere can’t be any instant“Nescafe” justice, more so incases involving capital punish-ment, the inordinate delay inthe process of investigations,trial, and execution of verdictswears out public patience andreasserts its belief in the ineffi-cacy of the established instru-ments for delivering justice.Justice delayed is justice de-nied! Seven long years havepassed since the Nirbhaya inci-dent. While one of the convictstried under the juvenile law(since then amended and mademore stringent) was releasedafter he completed a few yearsof punishment and another

hanged himself, the verdict ofcapital punishment for the oth-ers is yet to be implemented.

Activists across the worldwould agree that it is not theseverity of punishment but thecertainty of it, along with quickdispensation of justice, whichis a greater deterrent for theprevention of crime. Thealarming pendency of cases inIndia’s courts system that leadsto excessive delays in deliver-ing a final verdict is a matter ofgreat concern. In answering aParliament question, the lawministry said that as on No-vember 1, 2019, the number ofcases pending in the SupremeCourt is nearly 60,000; as onNovember 28, 2019, nearly 45lakh cases are pending in highcourts and over 30 million cas-es are pending in the districtand subordinate courts.

The high rate of vacanciesof judges, around 410 in the

high courts and over 5,000 inthe subordinate courts, createtremendous additional pres-sure and delays in trials. Thecourts are closed for consider-able periods during summer,Christmas, Diwali, Holi,Dussehra and other local holi-days. In 2018, the SupremeCourt worked on 193 days,high courts on an average for210 days and the subordinatecourts on an average for 245days. Given this humungousbacklog, it might be wise to cutdown on court holidays, espe-cially ones like summer holi-days. With all due respect to“My Lords”, judges are notschool children who need suchlong breaks. The process ofjustice can’t be suspended for aholiday!

Along with judicial reformsand building of judicial infra-structure, police reforms andsensitisation is equally neces-sary. Difficulties in lodgingFIRs due to general reluctance,jurisdiction complications andinsensitivity towards rape vic-tims are some of the principalobstacles a victim faces at thevery first point of contact withthe justice delivery system.

Governments need to recruitmore police personnel and in-vest heavily in their trainingand sensitisation to handle cas-es of crimes against women.But what is required most isthe political will to fight crimesagainst women, which isshamefully missing. In ashocking revelation, the data

tabled by the ministry ofwomen and child developmentstates that as of November2019, more than 91 per cent ofthe money sanctioned to thestates and UTs out of the Nirb-haya Fund, that was created fortaking measures for preventionof crimes against women, lieunutilised. Out of Rs 1,672crores allocated by the min-istry, only Rs 147 crores havebeen used. In a supplement to itsAsian Development Outlook2019 Update released inSeptember, ADB now expectsthe gross domestic product(GDP) in the region to expand5.2 per cent in both 2019 and2020, down from theSeptember forecast of 5.4 percent growth this year and 5.5per cent next year. In SouthAsia, India's growth is nowseen at a slower 5.1 per cent inthe fiscal year 2019 as thefoundering of a major non-banking financial company in2018 led to a rise in riskaversion in the financial sectorand a credit crunch. Also,consumption was affected by

slow job growth and ruraldistress aggravated by a poorharvest. Growth should pickup to 6.5 per cent in the fiscalyear 2020 with supportivepolicies. Adani Transmission Ltd (ATL),Adani Electricity Mumbai Ltd(AEML) and a subsidiary of QatarInvestment Authority (QIA) havesigned definitive agreements for thesale of a 25.1 per cent stake in AEMLto QIA and for a shareholdersubordinated debt investment by QIAin AEML.

The total QIA investment inAEML will be about Rs 3,200 crore.

AEML is the licensee for anintegrated power distribution,transmission and generation businessthat currently serves more than 30lakh consumers across a license areaof 400 square kilometres in Mumbai,the world's seventh largest city bysize of population.

AEML's market share of Mumbaiis 87 per cent by license area, 67 percent by consumers served and 55 percent by electricity supplied.

As part of the transaction, ATLand QIA have agreed definitive plansto ensure that over 30 per cent of theelectricity supplied by AEML issourced from solar and wind powerplants by the year 2023.

In addition, ATL and QIA haveagreed on a number of other greeninitiatives to combat climate changeand facilitate the transition to asustainable, low carbon economy.

The transaction demonstrates theincreasingly strong relations betweenIndia and Qatar and the commitmentof both countries to further developtheir close ties in the years ahead,ATL said in a statement onWednesday.

"We are delighted to embark onthis partnership with the QIA.Together, we will continue to worktowards improving the reliability ofsupply and consumer satisfaction forover 30 lakh AEML consumersserved in Mumbai," said Adani GroupChairman Gautam Adani.
