Situation in Afrin/ Aleppo

INITIAL SITUATION to end February

� Estimated some 320,000 people residing in Afrin and Tall Refaat

� Initial (February) limited outflows from Afrin into Aleppo; closure

of exit points and challenges in freedom of movement

� Scarce presence of partners (including protection) within Afrin

� Initial Scenario of 30,000 displaced toward Aleppo planned (Rural

Aleppo and Aleppo city)

� Concern for IDPs seeking safety who are reportedly prevented

Current Situation in Afrin/ Aleppo

� With the advance of the TF and FSA and the occupation of

Afrin massive outflows of IDPs towards Tal Rafaat, Nubl, Zahraa

� Not clear pattern of return due to current situation in Afrin

� Current concern on freedom of movement towards Aleppo city

� Congestion of sites in Nubul, Zahraa, Tel Rafaat

Current Situation in Afrin/ Aleppo

� High level of distress/trauma due to exposure to hostilities and

dynamic of the flight

Current Sector Response (PWG Aleppo)

� Convoy to Afrin / Tel Refaat

− Protection participation (limited ability to provide “services” but

importance of robust protection/ CP/ GBV presence)

− Protective / dignity items for women and girls; RE material

− Access for UN agencies less predictable

− Capacity had to be significantly scaled up building around

East Ghouta− Difficult humanitarian situation of the civilian population in

sites;

− 8 collective sites populated, other identified (GoS); almost 51,000 people as of 26 March.

− Possible new arrivals foreseen

− So far uncoordinated site management creating challenges in assistance, duplication

− Movement regulations in the sites (largely due to security screening) a challenges hindering IDPs from accessing services outside the sites

East Ghouta IDP Sites - Needs− Array of protection concerns and needs

− Overall conditions (variable across sites but some critical)

− Psychological distress due to prolonged exposure to hostilities, due to the situation in the sites: (PFA/ PSS) and special attention to children needed but also other persons with specific needs

� UN Protection agencies teams on the ground daily to

identify protection needs, organize referrals, support rapid

interventions and inform evidence-based advocacy

� Several child protection teams and GBV teams on the

ground, for protection needs identifications and services

(PFA/ PSS), registration of specific needs, starting referral

of UASC/ SC and case managementof UASC/ SC and case management

� Distribution of dignity kits

� In several sites, legal aid support on civil status

documentation. Some 7,800 individual counseling so far

provided through specialized protection sector partners.

� UNICEF and partners set up 5 tents in 3 sites to serve as

child friendly spaces and information desks.

Discussion

mainstreaming is already ongoing with some sectors,

particularly WASH. Availability of dedicated resources is

however a challenge.

− Access so far has been granted to local actors, with some

forms of facilitation and fast tracking for projects

(Governor Rural Damascus for NGO UN partners).

− Advocacy needs to continue on the importance for NGOs

and INGOs to have access to fill gaps in protection

expertise IF IMMEDIATELY OPERATIONAL.

− Advocacy on possibility to ingrate protection resources in

mobile units (e.g. Health, RH), to be available for all actors.

SARC encouraged to facilitate this possibility for INGOs.
