Current Sector Response (PWG Aleppo)
Convoy to Afrin / Tel Refaat

− Protective / dignity items for women and girls; RE material
− Access for UN agencies less predictable
Rural area (Nubl, Zahraa, Tel Refaat) Rural area (Nubl, Zahraa, Tel Refaat)
− Capacity had to be significantly scaled up building around
existing facilities in Nubl and Zahraa (mobile teams, ORVs);
− Further scale up to be met with additional resources (SHF);
− Tel Rafaat as area with limited presence of partners and mobile
activities prioritized in this phase (CP mobile teams, GBV/RH
integrated mobile teams, Aleppo-based Mobile teams and ORV
connected to Community Centers)

Discussion
− Mapping of partners in the sites A MUST: who / which site/ what type of services
− Principles of referral (Material prepared to sensitize staff on how to approach identification of individuals in needs)
− Referral pathways INSIDE the sites to be completed based on the mapping
− Coordinated use of facilities (e.g. information desks)− Coordinated use of facilities (e.g. information desks)
− Referral Pathway Damascus/ Rural to be used at EXIT point (for IDPs exiting the sites)
− Specialized actors to agree on case management forms and procedures (UAC/ SC)
− Safety messaging? Information desk?
− Possible technical advice to mandated actors (e.g. on rapid humanitarian registration initial discussion)
![Page 30: Protection Sector WG - HumanitarianResponse · 2020. 5. 1. · Updates from Chair and Coordinators IM quick update − 4W for Jan/ Feb completed (maps soon to be shared); 40 partners](https://reader036.vdocuments.site/reader036/viewer/2022071420/6119376b723b3e437d6de265/html5/thumbnails/30.jpg)
Discussion
− Capacity support on protection/ especially GBV
mainstreaming is already ongoing with some sectors,
particularly WASH. Availability of dedicated resources is
however a challenge.
− Request to partners to REPORT (Excel format or Kobo form)
Request sent to partners but few responses so far.
Partners confirmed the preference for Excel. Partners confirmed the preference for Excel.
− OPERATIONAL COORDINATION DAMASCUS/ RURAL DAM PWG
Opportunity and importance to have operational
discussions amongst actors on the ground to adopt quick
actions where needed, respond to situations developing daily,
and coordinate better on the ground. Possibility for periodical
meetings amongst operational protection agencies to be
explored; meetings should be JOINT (Protection, CP, GBV) for
better coordination and economy of time and resources.
![Page 31: Protection Sector WG - HumanitarianResponse · 2020. 5. 1. · Updates from Chair and Coordinators IM quick update − 4W for Jan/ Feb completed (maps soon to be shared); 40 partners](https://reader036.vdocuments.site/reader036/viewer/2022071420/6119376b723b3e437d6de265/html5/thumbnails/31.jpg)
Discussion
− Access so far has been granted to local actors, with some
forms of facilitation and fast tracking for projects
(Governor Rural Damascus for NGO UN partners).
− Advocacy needs to continue on the importance for NGOs
and INGOs to have access to fill gaps in protection
expertise IF IMMEDIATELY OPERATIONAL.
− Advocacy on possibility to ingrate protection resources in
mobile units (e.g. Health, RH), to be available for all actors.
SARC encouraged to facilitate this possibility for INGOs.
− Importance of coordinating and possibly collocating
activities (e.g. support to forthcoming UNICEF-supported
information desks)
![Page 32: Protection Sector WG - HumanitarianResponse · 2020. 5. 1. · Updates from Chair and Coordinators IM quick update − 4W for Jan/ Feb completed (maps soon to be shared); 40 partners](https://reader036.vdocuments.site/reader036/viewer/2022071420/6119376b723b3e437d6de265/html5/thumbnails/32.jpg)
Discussion
− Discussion on Mapping the presence of protection actors by sites
o Essential too for coordination and to promote synergies
o To be kept simple, but with clarity in the activity and in the expertise of the staff (e.g. volunteers).
o To clearly define implemented activities from planned activities and being quickly updated by partners when the plans are implemented. implemented.
o Initial populated map (based on information received, daily reports, mission reports) to be circulated and feedback as son as possible.
o As a basis for a referral pathway for the sites
− Sensitization of staff through short messaging on how to address referrals
− Importance of the existing referral pathway OUTSIDE the sites for exiting population
