S. B. Deorah College, established in 1984 under the pioneering leadership of some visionaries of Ulubari area of Guwahati is a prominent seat of higher learning in the North East. Here, we strive to impart quality education to the learners who come from various parts of the region. We also try to imbibe the core values of life to the students so that they become good human beings and good citizens.

We have been providing conventional Arts and Commerce education in all these years. In 2018-19 session, we started B.Sc. at the undergraduate level. We are extremely pleased that the Govt. has accorded approval of our Science Stream in 2020-21 and sanctioned the necessary teaching and non-teaching posts. One of our priority areas is development of skills among the students and we aspire to introduce some vocational and job-oriented courses in the near future. The introduction of Choice Based Credit System (CBCS) by Gauhati University at UG level in 2019-20, will go a long way in this regard.

Centrally located in the city of Guwahati, the campus is endowed with a good infrastructure and modern facilities. We have a digital/smart classroom cum conference room with video conferencing facility. Our science laboratories are also state-of-the-art and probably the best in town. In 2020-21, we completed two floors of our New Academic Building. In the ground floor, we have housed three classrooms and the Girls' Common Room. Our library is shifted to the first floor of the new building and is fully digitalised. We have subscribed a 10 Mbps Internet Leased Line and we provide unlimited WiFi and Internet connectivity to the students as well as the faculty members. We also have a well-equipped and fully furnished Girls' Hostel in the campus. With grants received from RUSA, the entire College building was renovated. We have also installed a 25 KW solar power plant in the campus and thus, turned ourselves from consumer to a producer and supplier of Green energy.

Maintenance of discipline, punctuality and regularity is top priority of this institution. The Internal Quality Assurance Cell (IQAC) of the College takes care of improving quality and suggests measures for overall development of the College. In November 2015, NAAC re-accredited our College and we secured 'B' Grade with CGPA of 2.46. In 2019-20, we applied for NIRF 2020 and we are pleased to inform that our college is listed under NIRF too. The College continued its participation in the NIRF process for the year 2020-21 as well. We are trying our level best to provide best of facilities to the students. During the COVID 19 pandemic, we introduced online classes in 2019-20 and 2020-21 for the students, and we hope to continue it even after the colleges are re-opened along with the conventional offline mode. We have also uploaded study materials, class videos and audios in our online portal for the benefit of the students. We can assure that our students will fondly remember the College after passing out and call themselves a proud alumnus of this institution.

A brief history :

Courses of study and number of seats in each course

Sreenivas Basudev Deorah College, popularly referred to as S.B.Deorah College, nestles in an ideal location in the arterial G.S.Road of Guwahati. Formerly named, Ulubari College, this institution started functioning in the premises of the

thneighbouring Ulubari High School in the evening on 9 September 1984 with 75 students in its roll for the higher secondary programme.

The College has been set up with the painstaking efforts of a few academically conscious personalities who felt the need of an institution of higher education in the Ulubari locality. Late Chidananda Das, former Registrar of Gauhati

thUniversity, was the founder President of the Steering Committee of the College. On 9 September 1987, the college started functioning from its own temporary Assam-type shed. It was upgraded to the status of Degree College in the same year.

thAt a public meeting held on 4 November 1989, it was decided to entrust S.B.Deorah Charitable Trust to construct a two storeyed R.C.C building with a plinth area of 9000 sqr. feet for the college. Accordingly the building was constructed providing the required infrastructure for all administrative work, teaching-learning and co-curricular activities. In recognition to the contribution of the trust, the Ulubari College Authority renamed the college after Sreenivas Basudev Deorah as S.B.Deorah College.

The college is affiliated to the Gauhati University and came under the deficit grant-in-aid schemes of Government of thAssam on 11 January 1996. It has attained permanent UGC registration under Section 2(f) & 12 (B) of UGC Act, 1956, in

the year 2005.The college has remained tall and strong for 35 years since its inception moving from strength to strength. It stands as an

emblem of knowledge and wisdom where the students are nurtured to be better individuals and to be useful members of society. An efficient and firm administration along with a team of dedicated and sincere faculty members are committed to the goal of providing quality education and creating a harmonious and healthy environment making the students self-sufficient and instilling in them the confidence to realize their dreams.

The college offers two year Higher Secondary Course under AHSEC and three year degree course in Arts, Science and Commerce under Gauhati University. Students securing less than 40% in HSLC Examination will not be given admission in general category in H.S Arts and Commerce course.

S.B.DEORAH COLLEGE

Gauhati University has decided to adopt Choice Based Credit System (CBCS) at the Undergraduate Level from the

Academic Session 2019-20. This internationally recognised system is more students centric and has several advantages over

the previous system. UGC recommended this system in 2015 to usher in a paradigm shift in higher education sector of the

country. Under this system, students are given much wider choice of Courses and brought Ability Enhancement and Skill

courses in the curriculum to be compulsorily studied by all the undergraduate students. The system is also very flexible in the

sense that it allows students to choose inter-disciplinary or multi-disciplinary courses as well as it permits students mobility

to other institutions. The system also calls for adoption of a uniform grading system by the Universities across the Country.

Courses and Credits under CBCS: Credit indicates hours of instruction. 1 credit is equivalent to one hour of classroom

instruction for theory classes and 2 hours of instructions in practical classes. Under CBCS, the Courses and their respective

credits are shown below:

1. Core Course: These are discipline specific compulsory papers to be studied by the students. The papers under this

category are going to be taught uniformly across all universities. All the papers under this category will carry 6 credits

each.

2. Elective Course: Two types of elective courses are included under CBCS.

i) Discipline Specific Elective (DSE) Courses: These elective papers are related to the Core disciplines chosen by the

students. Students will have to select the required number of DSE papers from among the choices available in an

institute. These courses/papers will have 6 credits each.

ii) Generic Elective (GE) Courses: Students will have to choose these elective papers which are not related to their

core discipline(s). This will give the students exposure beyond their main discipline of choice. These papers will

also have 6 credits each.

3. Ability Enhancement Courses: These Courses are aimed at increasing ability and skills of the students to enhance

their employability. There are two components-

i) Ability Enhancement Compulsory Courses (AECC): All the students will have to study two courses/papers

carrying 4 credits each.

a) English/MIL Communication;

b) Environmental Studies.

ii) Skill Enhancement Courses (SEC): The students will have choice of selecting the required Skill courses based on

their interest from the pool of the courses offered by the Institute. These courses will have 4 credits each.

Requirement of Courses and Credits for a UG degree: Under CBCS, the UG degrees will be called Honours and

Regular instead of Major and General in the previous system. The minimum requirement courses and credits for an UG

Honours or Regular degree is indicated below:

However, allotment of GE Course will be further subject to availability of seats in the particular course desired by the student and the choice of the student should also be supported by the Class routine.

A student's performance shall be monitored by the teachers throughout the semester by continuous assessment in the written and practical works. Evaluation in each written and practical paper will be as follows:

External Evaluation : 80% Marks (Conducted by Gauhati University)

Internal Evaluation : 20% Marks (Includes one sessional examination)

External Evaluation shall be through a final examination at the end of the semester. The pass marks on each written paper is 30% and in each practical paper is 40%. To pass in a paper a students must secure pass marks in both sessional and final examination separately. Further, without 75% attendance in classes a student will not be allowed to sit either in sessional or in main examination.

As per the TDC regulation adopted by Gauhati University in October 2017, the following criteria will be applied

Sessional examination will comprise of 50% of the total marks earmarked for Internal Evaluation. (For example, if total marks for Internal Evaluation is 20, then 10 marks will be from sessional examination)

20% of the marks alloted for I.E. will be from class attendance. (For example if total marks for I.E. is 20, then 4 marks will be alloted based on class attendance as follows :

(i) Class attendance from 76% to 80% - 1 Mark

(ii) Class Attendance from 81% to 85% - 2 Marks

(iii) Class Attendance from 86% to 90% - 3 Marks

The library provides free Internet facility to the students over a number of networked computers available in the Reading Room which help them to access various online e-resources of their curriculum and also help them to develop their all-round knowledge. It has the facility to access various

online e-resources through INFLIBNET's N-LIST (National Library and Information Services Infrastructure for Scholarly Content) programme which provides access to more than 6,000 online e-journals, more than 1,60,000 e-books covering a wide range of subjects in the field of science, social science, humanity etc. Besides, the library also has an Institutional Repository (IR) cum Digital Library where publications of the college have been digitised for archival and use by the academic fraternity.

The library also maintains a Book Bank Cell which has text book for the benefits of students belonging to economically weaker sections of the society. These books are

issued for a full session to the bonafide students of the college. The library is also organizing user orientation programme for the freshers in order to make them familiar into the library systems and procedures.

Scholarship & Incentives

Besides the scholarship provided by the State Government, the college authority has also announced some new schemes of scholarship for the students from the academic session 2003-04.Two scholarship in the name of the former President of Governing Body Late Pratap Ch. Deka and his wife Late Kunjalata Deka are given to the students who secure the highest marks in TDC and H.S. Final Examination. Moreover, the college authority also provides scholarships to the students who secure 55% or more mark in the Major Courses of the TDC – I, TDC – II, and TDC – III year examination and also for the

ststudents of General Course who secure 1 Division in the TDC Final Examination.

Late Ashok Kumar Deorah- Faith, Diligence & Stoic Scholarship-From the session 2016-17 a new scholarship in the name of Late Ashok Kumar Deorah-Faith, Diligence & Stoic Scholarship, sponsored by Mr. Amrit Deorah, Proprietor of Ashroy Concept Foods, has been introduced. Under this Mr. Deorah has offered to contribute Rs. 1.0 Lakh every year to be distributed among needy and meritorious students of the College.

The S.B.Deorah College Women's Hostel is situated within the college campus which is under

the supervision of Hostel Supervision Committee. The hostel is a 3 storeyed R.C.C. building with residential complex for the Hostel Superintendent and the support staff. It has well furnished spacious and well-lit rooms. The food catered is hygienically prepared and nutritious. Facilities like newspapers, indoor games and a television set are also provided. At present the hostel accommodates 30 boarders who are given admission strictly on merit. The supervision and care of the boarders is looked after by the Hostel Superintendent along with the internal management of the hostel.

IQAC in an important organ of the college. It has been working as per guidelines of NAAC. The IQAC prepares the Annual Quality Assurance Reports (AQARs) of the college. The IQAC suggest measures for overall development and particularly improvement of academic environment of college. The IQAC also co-ordinates the works of various cells and sub-committees of the college. Dr. Anjali Patowary, Associate professor of History, is the present co-ordinator of IQAC.

The College constitutes an Institution's Innovation Council (IIC) in 2021 as per the recommendation of the Ministry of Education (MoE), Govt. of India. The IIC programme was launched by MoE at national level in 2018 in collaboration with AICTE for higher educational institutions (HEI). The objective of the programme is to systematically foster the culture of innovation and start-up ecosystem in HEI's and also to engage large numbers of students, faculty and staff in various innovation & entrepreneurship related activities such as Ideation, Problem Solving, Design Thinking, IPR, Project handling at pre-incubation & incubation stage so that Innovation and Entrepreneurship ecosystem get established in HEI's. The IIC of the college has 29 members which includes faculty members, students as well as external members with Dr.DharmendraNath as President and Dr. Dhrubajit Das as Convener of the Council. The IIC undertakes various calendar activities advised by MoE as well as self-driven activities throughout the year for the benefit of students' community.

Ragging is an offense and the college has Anti-Ragging committee which supervises and advises in preserving a culture of Ragging free environment in the college campus.

The equal opportunity cell was created by mandate of the UGC, specifying the need of a funcitonary within the college setup. It was established to address the issues related to the students belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, Minorities and the Persons with Disabilities (PWD's) on a continual basis and empower such students to participate fully in the academic, intellectual, social and cultural life of the college on an equal basis.

The Cell tries to create awareness regarding career prospects, self employment, and entrepreneurship development among the students and helps the students in finding and selecting various channels of employment opportunities. Due to the Covid 19 pandemic which led to a complete lockdown from April 2020 to September 2020, various alternative measures were adopted to complete the syllabus of courses.Online classes were conducted across various platforms such as Zoom, Google Meet, GoogleClassroom,

Whatsapp, Webex among others.Apart from taking the regular online classes, the teachers also uploaded their recorded videos on specific topics related to thesyllabus in the college portal namely www.sbdeorahonline.in as well as in www.youtube.com for the convenience of the studentsalong with audio recordings.The faculty members also prepared study materials related to their syllabus which they uploaded in the college portal.Remedial classes were held for those students who had difficulty understanding in the online or offline classes. Webinars were held for the faculty members enlightening them on how to access the various e-resources such as Swayam, MOOCs(Massive Online Open Courses), e-PG-pathsala and other e-libraries. Online parent-teacher meet was held over the Zoom platform and Google Meet to discuss on the student’s progress.

A Unit Test of 50 marks in each subject (for higher secondary students) will be held during the session. Students failing to appear in the unit test without a valid reason will have to pay a penalty fine to be fixed by the authority. Annual examination for HS 1st year will be notified in the portal.

thAn annual lecture is being arranged by the college authority on the Foundation Day of the College on 9 September every year. Renowned person from the field of social sciences and humanities is invited to deliver the Foundation Day Lecture.

The college authority organizes yearly guardians' meet to share views with them on academic, students' personality development, and other matters of all round development of the institution.

National Service Scheme (NSS)

A folklore section cum Folklore Museum had been set up in 2004 to make the students and society aware about the threat to and importance of the age-old traditions, customs, and cultural heritages of Assam and of the N.E.Region. The museum is also open for the public.

The College has a very active NSS unit. The unit has been actively involved with various social services. The main purpose of NSS is to build students personality through participation in social work. Organizing Special camps for volunteers and organizing some

other activities such as Blood donation, AIDS awareness, work in our adopted village, working for underprivileged and downtrodden are some regular activities of the unit. The students are expected to maintain high standard of discipline. They must abide by the rules and regulations of the college authority. Violation of rules may make a student liable for disciplinary action like termination of scholarship, forced transfer, and even expulsion from the college. Any willful damage or theft of college property will be treated as serious offence and will be dealt sternly.

Students must be regular and punctual in attending their classes. It is to be noted that at least 75% attendance is essential for appearing in Council and University exam failing which he/she shall be treated as non-collegiate. A non-collegiate student will be debarred from appearing in sessional examinations. A student failing to attend classes for 25 days at a stretch from the date of commencement of classes will forfeit his/her seat.

It is mandatory for all students to use the standard prescribed college uniform. Students who are not wearing proper uniform will be refused entry into the college campus. The details of the outlets from where the uniform can be purchased will be given on the day of the admission.

A non-transferable Identity Card will be issued to all students. Students must carry their identity card at all the times inside the college premises and must be produced whenever demanded.

Ragging in any form inside the college premises and in the women's hostel is strictly prohibited. Students indulging in Ragging will be punished severely as per the existing directives of the Supreme Court/High Court.

Cleanliness of the college premises must be maintained at all cost. Wastes should be disposed off in the waste bins kept for the purpose. Writing and sticking of Bills on the walls is strictly prohibited. Spitting is strictly prohibited. Enmasse fine will be imposed on the offenders.

Smoking or chewing of tobacco, pan masala and gutkha in the campus is strictly banned as per Govt. order. Anyone found even in possession will be expelled from the College.

Use of mobile phones in the college campus is highly restricted.

Activities during Pandemic

The college organised numerous events in the last academic year with a view to motivate the students to learn more and dig deep into many concepts and explore them. Towards this goal, different departments of the college organised various webinars and workshops that contributed to a wholesome academic experience during the Covid-19 induced lockdown and

the subsequent shift to online mode of training. The college had the credit of successfully organising an ICSSR sponsored National webinar, titled "Indian Diversity: Its Challenges and Opportunities" on 2-3 July 2021. Apart from these, various departments of the college took the initiative of organising field trips with a view to familiarise and educate the students with the local socio-economic environment.

Following tradition, this year too, the College celebrated Science Day by organising popular talk by eminent scientist, Poster Competition and Quiz Competition on the 4th of March, 2021. Due to the pandemic situation, the college organised online State level Inter-College Poster Competition and Quiz Competition named "Jigyasa" on account of World Environment Day on 5th June, 2021.

In the non-academic field, efforts and initiatives were taken to introduce the students to the different aspectsof diversity and celebrate its beauty in the form of an Ethnic Festival held on 20th February, 2021.

The NSS Unit of the College also extended yeoman's service during the trying times of Covid -19 pandemic. The NSS Unit has opened a help desk with 5 helpline no's which are active 24×7 to help the needy. The volunteers distributed food, ration kits, sanitiser, masks, books and study materials in and around Guwahati City, along with providing their service in various Covid vaccination centres.
