Vidya Prasarak Mandal was founded in the year 1935. Its founding fathers led by late Dr. V.N. Bedekar, amedical practitioner were men imbued with idealism and desire to serve the educational needs of the people ofThane.

Beginning with a primary school, Dr. Bedekar and his team, worked with missionary zeal. Today, the educationalinstitutions established by Vidya Prasarak Mandal in Thane serves the needs of more than fifteen thousand students.The Educational Institutions include:-

In 2008-2009 Vidya Prasarak Mandal opened its doors to international institutions of repute. An MoU wassigned with the University of Skovde Hogskolevagen, Sweden for conducting Graduate and Post Graduate Coursesin Medical Biotechnology, Molecular Biology and Physiology. Another milestone has been the establishment of theVPM’s London Academy for Education and Research. The VPM also has the collaboration with the Kyoto SangyooUniversity (Kyoto, Japan) for development, research, academic and cultural exchange and other activities. TheMandal has started a world class Engineering College (VPM’s Maharshi Parshuram College of Engineering) withstate-of-the-art facilities at Velneshwar, 55 Km. from Chiplun, Ratnagiri (Mumbai - Goa highway).

K.G. Joshi College of Arts & N.G. Bedekar College of Commerce was the first institution of higher learning tobe established in Thane City in 1969. Strategically located, the College is at walking distance from Thane RailwayStation on the Central Railway line. It is well connected by bus services to every part of the city including NaviMumbai.

The College received permanent affiliation, in January 1988 with effect from June 1982. The College wasreaccredited by National Assessment and Accreditation Council (NAAC), Banglore and awarded ‘A’ grade inJanuary 2011 (2nd Cycle) and subsequently has been awarded ‘A’ grade in November 2016 during 3rdCycle.

The College has got the Best College Award of University of Mumbai (2011-12). The College is alsoISO 9001-2015 Certified Institution.

From The Principal's DeskDear students,

Welcome to "kmZ{Ûn' (the island of knowledge) and Joshi-Bedekar College of Arts andCommerce established in the year 1969 by a great visionary Dr. V.N. Bedekar under the aegis ofVidya Prasarak Mandal (VPM), Thane.

VPM, our parent body, as its logo describes àÁdm{bVmo kmZ‘¶… àXrn… (Let the lamp of knowledgebe lighted) is dedicated for the cause of education. The College provides UG, PG and evencultural education through its various programmes/courses, academies and organizations. Doctoral Programmes areavailable in the subjects of Philosophy, Business Economics (Commerce), Hindi. Ours is the oldest College in ThaneCity and also a renowned knowledge hub. The College started with six hundred students and today is one of thelargest in the city catering to the educational needs of more than seven thousand students per annum.

This is an organization which is committed to the cause of nation building by cultivating the virtues of good citizenshipamong students. Culture of making efforts and constant growth is patronized continuously by a dedicated team ofknowledgeable teachers. This has created a platform for students to develop good habits, character, and overalldevelopment of their personality. Many prominent socialites, university teachers, social workers, artists, managers anddistinguished personalities who are leaders in varied fields have emerged from our institution. Alumni look back to ourorganization with affinity. Being the Higher Education Institution, creating healthy environment for ‘academics’ and ‘hardcore learning’ is our main goal. In addition to deepening and widening of knowledge base we also focus on skill developmentof students to make them industry attuned graduates or post graduates. Unified Placement Cell (UPC) is speciallyestablished with the same intention under the visionary leadership of Dr. Vijay Bedekar, Chairman, VPM, Thane.

In order to deepen the research culture National/International Seminars/Conferences are conducted every year.Foreign Study tours are our yet another academic feature.

Academic year 2011-12 was the special year for our College, since it was awarded with the ‘The Best CollegeAward’ of the University of Mumbai in Urban Zone. Thus, the rich administrative and academic culture of the Collegewas appreciated by the University of Mumbai. The College was subsequently Re-accredited by National Assessmentand Accreditation Council (NAAC) in 3rd Cycle with Grade ‘A’ and CGPA of 3.10. The College is also ISO 9001-2015certified institution. In its Golden Jubilee year (2018-19) , the College has been recognized as the Best College forArts & Commerce and awarded with the Certificate of Excellence under the Education Icon of the year (EICON)endevour of BizKing Works Pvt. Ltd.

Cultural grooming of the students has been one of the landmark features of our institution. No wonder, theCollege has left a remarkable mark and brought laurels in the Youth Festival of the University of Mumbai and a fewother noteworthy cultural events of state and national level.

The College offers various undergraduate and postgraduate courses in the streams of Art and Commerce, apartfrom add-on and value added courses. Different educational endeavours, projects and efforts are undertaken by theCollege to help all the students to cope up with high academic pressure and standards. Similarly, through NSS, NCC,DLLE and other academies and departments College is constantly engaging in outreach and social activities in itsadopted village 'Taki Pathar' and elsewhere. It is also selected under 'Unnat Bharat Yojana' to fulfill institutionalisedresponsibilities towards Nation Building.We make sincere efforts to create lots of opportunities for moulding our studentsto be the socially responsible citizens.

In the academic year 2018-19, the College has added few more achievements in its crown such as participation inthe process of India Today Rankings carried out by India Today, the well-known and reputed English language nationalIndian weekly and the College also has been sanctioned the three years Bachelor of Vocation (B. Voc) Course in Salesand Marketing Management by the University Grants Commission (UGC). During the Lockdown Period caused by theCOVID-19 Pandemic, the College made it a point to remain in constant touch with its students and guide them aboutacademic and health related issues, at the same time the College also organised online webinars and workshops for itsteaching faculty.

Duration of the Courses and related information

a) All above Bachelor & Master Degree courses are full time course. The duration of the course shall be Sixsemesters spread over in Three years for Bachelor Degree Courses and the duration of the course shall beFour semesters spread over in Two years for Master Degree Courses.

b) Number of students : A batch shall consist of not more than 60 students for all courses except M.L.I.Sccourse. M.L.I.Sc course Intake is of 30 Students.

c) The BMS Course consist of 40 subjects includes 1 project, B.Com (Accounting & Financing), B.Com (Banking& Insurance), B.Com (Financial Markets) consist of 40 subjects includes 1 project, BAMMC (B.M.M.) Courseconsist of 37 Subjects includes 1 project.The Master Degree course consists of 16 subjects.

d) Total number of lectures per paper per subject per semester (shall be maximum of 60, each of 50 minutesduration).

Admission Guidelines (Rules of Admission )

1) Admission of All Courses will be as per the directions issued by the University of Mumbai from time to time andsubject to availability of seats in the college.

2) No admission shall be regarded as duly granted unless it is granted by the authority of the Principal and thenecessary fees have been received by the college.

3) All admissions are valid only for one academic year and are required to be renewed by applicaton in theprescribed form for every subsequent year of study in the college.

4) Once the student is admitted to the college, he/she shall be liable to pay full fees for the whole term.

5) A student once admitted will be considered duly enrolled for the academic year unless he/she informs thePrincipal in writing of his/her intention to leave the college, as per guidelines given by the University of Mumbai.

RULES REGARDING REFUND OF FEES

O. 2859 : Refund of Tuition, Development and all other fees after cancellation of admission :

The candidates who have taken admission in under graduate courses in Govt. colleges, in Govt. aided andunaided courses conducted affiliated colleges and recognized Institutions may request for refund of fees afterapplying in writing for cancellation of their admission to the course. The refund of fees as applicable shall be madeon or before 30th day after the date of cancellation and thereafter. The percentage of fee for the course shall berefunded to the candidate after deducting charges as follows :

(ii) The Fee charged towards group insurance and all fee components to be paid as University share (includingVice-Chancellor fund, University fee for sports and cultural activities, E-charge, disaster managementfund, exam. fee and Enrollment fee) are non-refundable if payment is made by the college prior to thedate of cancellation.

(iii) Fee collected for Identity card and Library card, admission form and prospectus, enrollment and any othercourse specific fee are not refundable after the commencement of the academic term.

(iv) All refundable deposit (Laboratory, Caution Money and Library etc.) shall be fully returned at the time ofcancellation.)

� Once the student is admitted to the college, he/she will be considered duly enrolled for the academic year,unless he/she informs the Principal in writing of his/her intention to leave the college, at least one week beforethe commencement of the second term If no such intimation is received, full fees for the second term will haveto be paid.

� Discipline & Code of Conduct (Rules & Regulations)

Students should observe the following rules and regulations of the College.

1) Students ought to wear their Identity cards all throughout the time they are in College premises.

2) The use of mobile phones is strictly prohibited in the College buildings, class rooms and corridors.

3) Video shooting/ photography is allowed with the prior permission of the concerned authority.

4) During lecture hours, students should be present in the class. Students should not loiter around Collegepremises. The attendance of the students is regulated by ordinance 0.6086 University of Mumbai.

5) Students are expected to wear decent attire keeping the sanctity of educational institution in mind. Clothingdepicting illegal and vulgar suggestions is prohibited.

6) In case of any problem or query, students can approach the Mentor of their class or the Vice –Principals.

7) Students shall not organize on their own picnics, excursions, trips, etc., without prior written permission of thePrincipal and an undertaking duly signed by the parents /guardians. The College will not be responsible forany of these activities arranged / organized by the students on their own.

8) Students should not write on desks / walls and should help in maintaining the healthy academic environmentand neat and clean premises.

9) Students should not cause any willful / negligent damage to College property. Stringent action shall be takenfor unruly behavior.

10) Student should not indulge in any activity that would damage or spoil the reputation of the College andManagement.

11) Any kind of private celebration, cake cutting etc. is prohibited in the classrooms/campus in order to maintainthe cleanliness and academic atmosphere in the institution.

12) Consumption and use of any kind of mind altering substances and tobacco products is prohibited in campus/College Premises

13) Students must respect their fellow students, teachers, supporting staff and security staff and behave withthem with dignity and grace.

14) Students should not cause any type of harm which would cause mental agony and physical trauma to theirfellow students and should work towards gender equality.

15) Students are expected to read the College Notice board, College Website (www.vpmthane.org) and MumbaiUniversity Website (www.mu.ac.in) regularly. Ignorance under any circumstances will not be excused.

16) Students should note that copying or attempting to copy, possession of any such material or having adverseinfluence on his / her fellow students during examination will be treated as an offence according to the rulesof University of Mumbai. The Students found to be involved in such unfair incidents will be dealt with strict action.

Students should maintain silence and over all discipline in College premises. And should remain equallycommitted to the cause of their own personal growth and development and learning.

� University Norms Regarding Attendance:

The attendance of the students is regulated by ordinance 6086 of University of Mumbai relating to theattendance for learners

1. Every bonafide learner shall ordinarily be allowed to keep terms for the given semester in a program of hisenrolment, only if he fulfills at least seventy five percent (75%) of the attendance taken as an average of thetotal number of lectures, practicals, tutorials etc. wherein short and /or long excursions/ field visits/study toursorganized by the College and supervised by the teachers as envisaged in the syllabus shall be credited to hisattendance for the total number of periods which are otherwise delivered on the material day/s. Further it ismandatory for every learner to have minimum 50% attendance for each course and average attendance hasto be 75%.

2. Students who fail to maintain the condition of minimum attendance on account of bonafide illness, or anyother reason which is deemed right by the Principal, should apply in writing to the Principal for leave ofabsence, prior or within 2 days from the date of commencement of such leave, failing which they will betreated as defaulters.

3. All applications for leave of absence along with medical certificate, if any are to be submitted to the Vice-Principals.

From the academic year 2018-19 the STANDARD OF PASSING and the PERFORMANCE GRADING patternof TYBA/TYBCOM classes is very much likely to be at par with the system/pattern existing at FY/SY/BA/BCOM at present. The students / learners will be given detailed information in this regard by the respectiveteachers in regular class-rooms during lectures after the reopening of the College after receiving the informationabout it from the University of Mumbai.

The performance grading shall ‘be based on the aggregate performance of Semester End Examination.

FYBA/BCOMThe students / learners to pass a course shall have to obtain a minimum of 40% marks in aggregate for eachcourse. In case of Foundation Course the learner shall obtain minimum of 40% marks (i.e.10 out of 25) and 40%marks in semester End examination (i.e. 30 out of 75) separately to pass the course.A Learner will be said to have passed the course if the learner passes in the semester End examination. In case ofFoundation Course the learner has to pass in both Internal Assessment and Semester End Examination.The above passing structure is given as per the existing University guidelines which are subject to change fromtime to time. In case of any changes made by the University in this structure, the learners will be informed accordingly.

I. CARRY FORWARD OF THE MARKS IN CASE IF THE LEARNER FAILS IN ONE OR MORE COURSES:FY/SY/BA/B.Com. (Only for the subject of Foundation Course)

If the students / learners fails to submit the Project Report before the Semester End Examination in each Termin the subject of Foundation Course, he/she will be declared as fail in the examination of Foundation Courseand student / learner has to resubmit the Project as per the instructions of the concerned department in theCollege. However, his/her marks of the Semester End Examinations shall be carried over and he/she shall beentitled for grade obtained by him/her on passing.

Practicals ( FYBA - Only for the Subject of Statistics)

At the end of the each Semester, Practical Examination of two hours duration and 40 marks shall be held.

Marks for term work will be given out of 10.

If learner fails in Practical Examination and passes in Semester End / External Examination i.e. TheoryExamination then he/she will reappear only for Practical Examination.

SYBA - In case of the learner who is appearing for subjects with practicals, at the end of the semester Practicalexamination of 2 hours duration and 40 marks shall be held for each course.

Marks for term work in each paper will be given out of 10.

SYBCom - In the subject of computer programming practical examination of 25 marks will be conductedconsisting of 20 marks for machine work and 5 marks for the viva examination for the journal.

I. STANDARD OF PASSING AND PERFORMANCE GRADING : (Self Financing Courses) :

STANDARD OF PASSINGThe learners to pass a course shall have to obtain a minimum of 40% marks in aggregate for each coursewhere the course consists of Internal Assessment & Semester End Examination. The learners shall obtainminimum of 40% marks (10 out of 25) in the Internal Assessment and 40% marks in Semester End Examination(30 out of 75) separately, to pass the course and minimum of Grade D in each project wherever applicable topass a particular semester. A learner will be said to have passed the course if the learner passes the InternalAssessment & Semester End Examination separately.

3. a) For Courses without practical

In case of learner who is reappearing for the Internal Examination, the examination will consist one project of25 marks which will be divided into 15 marks for the documentation of the project, 5 marks for the presentationand 5 marks for the viva and the interaction.

b) For Courses with practicals

In case of learner who is reappearing for the Internal Examination for subjects with Practical, the examinationswill consist of practical examination of 25 marks which will be divided into 15 marks for the machine work /laboratory work, 5 marks for the Viva Examination and 5 marks for the Journal.

ADDITIONAL SEMESTER END EXAMINATION ( Applicable to all UG Courses )

ELIGIBILITY TO APPEAR FOR ADDITIONAL SEMESTER END EXAMINATION:

A learner who does not appear i.e. remains absent in some or all the courses on medical grounds or forrepresenting the college / university in sports, cultural activities, activities of NSS, NCC or sports trainingcamps conducted by recognized bodies / competent authorities or for any reason which is considered validunder exceptional circumstances and to the satisfaction of the Principal or the Head of the Institute is eligibleto appear for the additional examination.

The additional Semester End Examination shall be of two and half hours duration for 75 marks and 3 hoursduration for 100 marks for course whichever is applicable. The learner shall appear for the course of theSemester End Examination for which he/she was absent or has failed. Learners who are punished underO.5050 are not eligible to appear for this additional examination.

MODE OF SEMESTER END ADDITIONAL EXAMINATION:

a) There will be one additional examination for semester I, II, III and IV for those who have remained absenton said grounds.

b) The absent learner will be allowed to appear for the examination by the head of the institution after followingthe necessary formalities subject to the reasons to the satisfaction of the head of the institution.

c) Additional Examination for Semester I/II and Semester III/IV be held after conduct of respective semesterend examination after declaration from the University.

MODE OF ATKT EXAMINATION :

a) There will be Two ATKT examination for Semester I, II, III and IV during the academic year for those whohave failed earlier. One examination will be in the First Term and the Second examination will be in theSecond Term. These rules are subject to change as per University guidelines issued from time to time.

The College conducts the Regular and ATKT examinations as per the guidelines of the University of Mumbaiissued from time to time, hence students/learners are advised to contact the Examination Committee inthis regard for further clarification and changes, if any.

PROJECT EVALUATION (IF APPLICABLE) (Applicable to all UG Courses )a) A learner who PASSES IN ALL THE COURSES BUT DOES NOT secures minimum grade of E in project

as applicable has to resubmit a fresh project for evaluation till he/she secures a minimum of grade E.His/ her marks in the theory papers that the learner has passed will be carried forward and he/she shall beentitled for grade obtained by him/her on passing.

b) The evaluation of project and viva-voce examination shall be by awarding grade in the ten point scaleas given in the grade point table.

c) A learner shall have to obtain minimum of Grade “D” (or its equivalent marks) in project evaluation and vivavoce taken together.

Note :- The subjects, subject-contents and subject-combinations from Semester I to Semester VI mentionedin this Prospectus are liable to change if required on account of any guidelines issued or approvals grantedby the University of Mumbai from time to time.

III ALLOWED TO KEEP TERMS (ATKT)

a. A learner shall be allowed to keep term for Semester II irrespective of number of courses of failure in Semester I.

b. A learner shall be allowed to keep term for Semester III if he/she passes each of semester I and Semester II.

A learner fails in not more than FOUR courses of Semester I and Semester II taken together with notmore than TWO courses at each of Semester I & Semester II.

c. A learner shall be allowed to keep term for Semester IV irrespective of number of courses of failure in SemesterIII.

d. Eligibility criteria for a learner, to be admitted in Semester V (Third year) of UG programs (aided and non aided)in Faculties of Arts and Commerce is emended as follows.

i) Shall have passed Semester I, II, III and IV in full

OR

ii) Shall have passed Semester I and II in full and secured ATKT in the Second year by failing in not morethan two Courses in each of Semester III and Semester IV

OR

iii) Shall have Secured ATKT in First Year by failing in not more than Two Courses in each of Semester Iand Semester II and have passed Semester III and Semester IV in full.

e. A learner shall be allowed to keep term for Semester VI irrespective of grades obtained in each course ofSemester V. The result of Semester VI shall be kept in abeyance until the learner passes each of Semester I,Semester II, Semester III, Semester IV, and Semester V in full.

� Library

1. Rules and Regulations of the library (for students)a. Every individual entering the library should be a BONAFIDE STUDENT of the College and must have a valid

IDENTITY SMART CARD. Students should wear and display identity card whenever they are on the campus.If any student is found without wearing Identity Smart Card, he/she will be charged fine of Rs.100/- Theidentity smart card should be produced as and when demanded by any of the library staff.

2. Duplicate Smart Identity Carda. In case Identity Smart Card is lost, it should be reported to the Librarian immediately. A duplicate Identity card

will be issued to the student against a payment of Rs. 300/- after receiving prescribed application and copy ofa police complaint or affidavit on stamp paper in this respect.

3. Circulationa. Library books are lent to readers for home reading between 8.00 a.m. to 5.00p.m.

Note: For In-House Reading, books from Reading Hall as well as Home Lending Section and ‘Referance andResearch Section’ are provided during all working hours.

4. Library Finea. Books are issued for a period of one week from the Home Lending Section. Books reserved for in-house

reading are not allowed to be taken out. A book must be returned on or before the due date shown on thebook. In case a student fails to return a book within the time limit, a fine of Re. 1 per day per book will becharged for first 15 days and Rs. 2/-per day per book after 15 days onwards. During Examination days thefine would be Rs. 10/- per day per book. A student may get a book reissued, if it is not in demand.

5. Mutilation of Booksa. It is strictly forbidden to mark library books with pencil or ink or mutilate them in any way. The reader to whom

the book was /is issued last will be held responsible for loss of pages or any other damage unless he/ she hasbrought it to the notice of the library staff before borrowing. Any student held responsible for damage ofreading materials will be liable to fine equivalent to the damage caused.

6. Reading Halla. Reading hall copies of the books should be used in reading hall only. A student taking books outside the

reading hall without the permission of the librarian will have to pay a fine of Rs. 10.- per day per book.

b. Reserving of seats is not permitted in the reading hall of the library under any circumstance.

c. Complete Silence must be observed in and around the library. Disregard of this rule will invite punishmentleading to suspension of members.

d. Please note that Reading Hall is meant for reading purpose and self study only. Students should not discussanything in the Reading Hall.

7. Disciplinea. The smooth working of the library is possible only if students adhere to the rules and regulations of the library.

The Librarian reserves the right to refer cases of breach of discipline to the Principal.

Note : Although no specific rules and regulations are formulated for the staff, all the members are advised toobserve general rules and decorum.

FACILITIES FOR STUDENT DEVELOPMENT ( Co-Curricular and Extra Curricular Activities)

ENVIRONMENT

The College admits students from a variety of backgrounds. The students profile ranges from first generationlearners to children of established professionals. The College provides an atmosphere of learning andencouragement to all its students irrespective of their background. The environment in the College is such thateven a student from the most humble background is motivated towards achieving excellence.

The College is part of a vast campus aptly called Jnanadweepa. It offers all modern facilities such as spaciousclassrooms and reading hall, rich library,reference and research section, ladies room, gymkhana, conference halland seminar hall called Kattyayan. The campus has a large canteen and a well equipped auditorium called ThoraleBajirao Peshwe Sabhagruha. Our entire college campus is interconnected with Fiber Optic Network having 24 hoursaccess to internet via Leased Line. Wi-Fi facility is also available on Campus.

A well laid path circumnavigating the campus offers an idyllic walk amidst trees and flowering plants. Jnanpathas it is called is a haven in a city starved of open spaces.

A Talent Academy is constituted to unfold the hidden talents of the students. Workshops are conducted increative arts to nurture and develop talents of the students.

� Library : The College boasts of excellent library facilities with Home Lending Section, Acquisition Section,Reference and Research Section and Reading Hall. The Library has ‘Braille Section’ for visually challengedstudents. Database of the Library is available on OPAC-Online Public Access Catalogue for the students andteachers. In addition to this, the library provides online access to reputed databases like Manupatra, CRISIL,EBSCO, Proquest, World E-book Library,Jnanaprabha e-portal, UGC N-List E resources. The Library offersexternal membership facility also. There are more than 1,00,000 books and reference books in the collectionof Library. In addition to that the Library also subscribes to 150 national and international journals.

� Book Bank Facility : The College offers University of Mumbai’s Book Bank facility to the students belongingto backward class Category. In addition to this facility, College also offers Book Bank Facility to the needyStudents belonging to weaker sections of the society from its own funds.

� Computer Lab: The College has a well designed air-conditioned computer laboratories with LCD facilities.Every student has access to a computer with software designed according to the syllabus. Practicals areconducted under the supervision of trained IT and Computer staff.

� Language Laboratory : The College has language laboratory with seating arrangement for 30 students. Thelaboratory is used for programmes in Communication Skills and BEC classes.

� Gymkhana and Sports Academy: The College has a well-equipped gymkhana, managed by a team ofprofessors and physical instructor. There is a gymnasium free of charge with a trained instructor. Specialtimings are reserved for girl students.

A Sports Academy has been set up for students with an inclination towards sports activities. � Placement Cell and Summar Placements: The Placement Cell assists students in career counselling byprofessionals and securing placements.
