M/206696 - Hattersley Technical Note 03 Addendum to Transport Statement (Proposed Site Access on to Mottram Road) May 2007 Introduction
1.1 This Technical Note has been prepared by Boreham Consulting Engineers
(BCE) to provide further information in respect of the proposed housing
development on land situated to the south of the A57 Mottram Road, to the
northwest of Hattersley, Tameside.
1.2 This document provides an Addendum to the Transport Statement (TS),
which was produced for the development as “Technical Note 02” (TN2),
dated April 2007.
1.3 The TS considered a number of sites within the total development area
which would provide a combined total of 173 residential units, with
consideration given to two vehicular accesses from the site on to the local
highway network.
1.4 This Addendum has been produced in respect of a proposal to provide an
additional access in to the development site.
Proposed Additional Site Access
1.5 The two original accesses proposed for the development are both situated
on the eastern boundary of the site, one through an extension of
Bridestowe Avenue and the other via the existing junction of Hattersley
Road West with Hare Hill Road, with the existing line of Hare Hill Road
realigned to accommodate access in to the site. These two access points
are shown on the site layout included here as Plan 1.
1.6 Plan 1 also highlights the location of a proposed additional site access,
which is located to the north of the site with access taken on to the A57

Mottram Road via a priority junction. A potential access on to Mottram
Road was originally considered as part of Technical Note 1 (TN1), dated
December 2006, which was produced by BCE to provide an overall
“Access Statement” for the site.
1.7 Within TN1 it was acknowledged that the potential to for creating a new
access junction on to Mottram Road had been agreed in principle with the
Local Highway Authority (LHA) and provided an initial design of a possible
junction layout.
1.8 This initial design has been revised, with the access moved to the east
and a right-turn lane provided to hold traffic waiting to turn right from
Mottram Road in to the site. This proposed access design is included here
as Plan 2.
1.9 As can be seen from Plan 2, the proposed access is located just to the
east of a slight bend in Mottram Road. Therefore, the suggested right-turn
pocket provides storage space for turning vehicles such that they do not
impede traffic continuing eastbound on the A57. This significantly reduces
the possibility of a shunt type collision at this location.
1.10 Plan 2 also highlights visibility splays of 4.5m x 90m which are achievable
in both directions along Mottram Road. This is in line with the required
standards.
1.11 It may be further noted that an additional vehicular access located to the
north of the site will also provide another pedestrian access point in to the
site.
Traffic Generation
1.12 In TN2 consideration was made of the total peak hour generation from this
proposed residential development. The traffic flows assumed for the

development have been extracted from this report and are reproduced in
the following table:

1.13 If the housing density and the location of the roads which are internal to
the site are considered, it would be reasonable to state that around 80 of
the proposed 173 properties (equivalent to just under 50% of the total
development) would be likely to access the local highway network more
directly through the proposed new junction with Mottram Road rather than
the other two access points.
1.14 On the basis of the above it would be reasonable to assume that around
half of both the AM Peak traffic (36 vehicles) and PM Peak traffic (39
vehicles) would use this proposed new access. As a stand-alone analysis,
these figures are not significant when considered over the course of a one-
hour period, with an average of less than one vehicle per minute being
likely to access or egress the development site via this new junction.
1.15 Notwithstanding the above, in the previous reports relating to this site it
was assumed that all of this traffic would travel to and from the
development via the two accesses to the east of the site, with the relevant
distributions showing that over 80% of this traffic would then access the
A57 at the junction with Hattersley Road West, situated to the north of the
site.

1.16 Further consideration of the flows on the A57 then indicated that around
95% of all traffic travelling on this road would come to and from the west
(i.e. past the proposed additional site access). On this basis, the “A57
traffic” passing this proposed access would be equivalent to 75% of the
total development traffic.
1.17 If we then assume a “worst case scenario” that all of the traffic from the
development that will travel on the A57 (80%) will enter the network via
this proposed new junction, this equates to 57 AM Peak hour movements
and 62 PM Peak hour movements. This is still only equivalent to
approximately 1 vehicle per minute (two-way).
1.18 With such a small amount of traffic flowing through a priority junction with a
right-turn ghost-island in place, it is reasonable to assume that there will
be no capacity issues. This assumption has been agreed by the LHA and,
as such, full capacity assessments have not been undertaken for this
junction.
Summary
1.19 This Technical Note has shown proposals to provide an additional site
access in to this proposed development site from the A57 Mottram Road.
1.20 It has been shown previously that the amount of traffic generated by the
proposed development can be safely accommodated on the highway
network, therefore, the provision of a third access point in to the site can
only improve the distribution of this additional traffic.
1.21 The proposed junction from Mottram Road will include a right-turn lane in
to the site, which will provide a safe storage pocket for vehicles waiting to
turn.
1.22 This access will also provide an additional pedestrian route in to the site,
thus improving the connectivity for those residents who will be walking.

1.23 On this basis, in traffic and transport terms, there should be no objections
to this additional site access for the proposed residential development at
Hattersley.
