Project Objective
Strengthen the capacity of local and national stakeholders in grassland and pastoral areas of target countries to assess land degradation and make informed decisions promoting sustainable land management in a way that preserves the diverse ecosystem services grasslands provide
Project Components
Component 1: Define and test a participatory framework of pastoral indicators to assess multiple benefits and sustainable management practices in grassland and pastoral areas in at least 3 regions
Component 2: Design, test and disseminate an integrated and participatory assessment process to estimate the health of grassland/pastoral areas
Component 3: Inform national agro-sylvo-pastoral decision making processes
Component 4: Knowledge management, monitoring and evaluation

Overview of project Component 1
To create, following a participatory process, a framework of indicators that takes into consideration Driving forces, pressures, states, impacts, and responses (the DPSIR method) in grassland and pastoral areas
Framework to be holistic, encompassing the wide range of bio-physical, socio-economic, institutional and policy conditions that relate to grasslands SLM
Framework to link information across multiple scales ranging from the local scale to the national scale and relevant policy frameworks
Define indicators that can be assessed by local herders and agro-pastoralists based on perception, experience and are relevant to local cultural and indigenous knowledge
Set of indicators based on existing experience using LD and SLM indicators to ensure a degree of scientific validity and future replication

Project Component 1: Assessment indicator framework
Outcome 1.1: The status and trends of ecosystem services provided by targeted pilot grassland and pastoral areas are assessed and managed based on a holistic and practical framework of pastoral indicators
• Output: 1.1.1. A holistic and practical framework of key indicators for assessing LD and SLM in mountain and lowland grassland/pastoral areas is designed in close collaboration with IUCN drawing on existing scientific literature and observed best practices

To develop a community-based assessment procedure that draws on data to make evidence-based decisions related to agro-sylvo-pastoral SLM practices
Assessment system fully integrates the set of pastoral indicators developed and tested under component 1
Assessment system to be easy to use by local-level decisions makers and also appropriate for uptake by other pastoral groups at the district level
Need for a clear assessment procedure that can be implemented at the village/community level and transferred to local level decision makers

Project Component 2: Participatory assessment practices
Outcome 2.1: An integrated herders’ self-assessment system based on the holistic indicator framework is designed, tested and disseminated in 5 pilot countries
• Output: 2.1.1. A community-based assessment system, easy to use and practical, is designed in close collaboration with IUCN for local-level agro-sylvo-pastoral stakeholders to assess LD and SLM practices in relation to ecosystem services
• Output: 2.1.2. The LD and SLM assessment system is tested in 5 pilot countries by local communities and stakeholders, creating 5 detailed assessment tools
• Output: 2.1.3. The assessment system for LD and SLM is disseminated via the Pastoralist Knowledge Hub , producing a channel whereby relevant information influences local decision-making

To link the locally relevant information and decision-making processes established under components 1 and 2 to a national level policy environment that addresses and facilitates SLM in grasslands and pastoral areas
To establish national communication channels, to draw on, test and develop technologies and measures in SLM at the local level, and to use these to inform tangible, national policy

Project Component 3: Policy mainstreaming
Outcome 3.1: National agro-sylvo-pastoral decision-making processes in the 5 pilot countries are informed by LD and SLM assessment systems shared through the Pastoralist Knowledge Hub
• Output: 3.1.1. National consultations are organised to promote best technologies and approaches from LD and SLM assessment systems and to influence tangible policy practices (such as bylaws, service to market, establishment of revolving funds, etc.)
• Output: 3.1.2. Best technologies and approaches discussed during national consultations are mainstreamed into targeted national agro-sylvo-pastoral programming

To create sustainability by purposefully documenting, collecting, and disseminating the project’s lessons learned and best practices

Project Component 4: Knowledge management
Outcome 4.1: Project’s outcome and output targets are monitored and evaluated, and “lessons learned” on best practices are captured and disseminated to facilitate future operations
• Output 4.1.1. Project monitoring system providing systematic information on progress towards project outcome and output targets is set-up and implemented
• Output 4.1.2. Midterm and final evaluation/review conducted
• Output 4.1.3. Project related “best-practices” and “lessons-learned” are documented and published, using mainly the Pastoral Knowledge Hub baseline structure
