PUBLICATION OF THE 290 CONSTITUENCIES OF KENYA BY
THE INTERIM INDEPENDENT BOUNDARIES COMMISSION
After the December 2007 General Election and the crisis that followed, the
Kriegler Commission found that representation in Kenya was flawed and
pointed to the need to correct the anomaly and give effect to the democratic
principle of equality of the vote.
Acting on these recommendations, Parliament created the Interim
Independent Boundaries Review Commission and entrenched it in theConstitution to insulate it from political interference by any person or
authority.
The Interim Independent Boundaries Review Commission has held
numerous consultations with Kenyans across the board on how they would
like to participate in their own governance. It has also employed modern
scientific methods in an effort to arrive at decisions that further the countrys
journey towards becoming a fully functioning democracy. In undertaking its
work, the Commission has been guided by the Constitution.
The New Constitution promulgated on August 27, 2010 provides that Kenya
shall have 290 constituencies. IIBRC is, therefore, required to create only 80
new constituencies while ensuring that none of the current 210 is lost.
Further, the New Constitution does not permit the Commission to change the
county boundaries.
The new constituencies will be the electoral areas for the 2012 General
Election.
The democratic principle of the equality of the vote has been given effect by
the provision requiring that in creating constituencies the number of
inhabitants shall be as nearly as possible equal to the population quota. The
population quota is arrived at by dividing the total population of the country

with the number of constituencies. Recognising that the country has
developed unevenly and also that the population distribution is uneven
across the country, the Constitution provides that IIBRC can deviate fromthe population quota by 40 per cent upwards in respect to cities and
downwards in respect to sparsely populated areas. In all other areas, the
deviation from the mean is 30 per cent on the basis of:
i. Geographical features and urban centres.
ii. Community of interest, historical, economic and cultural ties; and
After extensive countrywide public hearings and consultations with all
stakeholders at all levels of Kenyan society, the IIBRC together with its
highly qualified technical secretariat analysed the recommendations
received and obtained a distribution of the 80 new constituencies in
accordance with the Constitution. For the first time in the history of
Kenya, the number of constituencies in each region will be directlyproportional to its population.
Following internal democratic decision-making processes, in strict
adherence to the constitution and on the advice of the Attorney General,
the IIBRC forwarded to the Government Printer on November 15, 2010
the following list of new constituencies for publication. The Government
Printer has identified this information as Gazette Supplement No.83,
Legislative Supplement No.52, Legal Notice No.185.
The following, therefore, is the list of the 290 constituencies of Kenya as
determined by the Interim Independent Boundaries Review Commission.
Please note that the Constitution provides that a person may apply to the
High Court for review of a decision of the Commission.
