Proposed Action Plan For Rejuvenation of Sone River
1. Sone River & pollution status:
The Sone River originated from "Sone Muda" Amarkantak dist. Anuppur (Longitude: 23.49'23.6
Latitude: 80.24'29.3) than it flows underground and become surface river at village- Cholna of
Anuppur distic. A dam is constructed by M.B. Power Ltd. Jaithari at village koytar & dhurvasin.
Then river flows to forest area toward town Chachai of Anuppur. Then it flows to Village. Amlai.
where the intake well point of orient paper mill is exists, then it follows to Bhaturaghat road
bridge toward village Navalpur, Chaka, Jarwahi, lalpur, Diyapipar, ksheersagar (picnic spot),
Johila river joins to son river at dashrathgaht, maseera, Devlond (Bansagar dam). The total
length of sone river from village cholne Dist. Anuppur to Devlond Distt. Shahdol is about 209
Kms. from here sone river crosses the jurisdiction of regional office Shahdol, and enters into
jurisdiction of regional office Rewa.
2. Pollution ststus:- At entry point into Sidhi District. Sone river water quality is under "A" grade.
As river water is being used for Drinking and irrigation purpose from Bansagar Dam.

3. Various river /Nalla joining to river Sone: 1.1 it is to be mention here that there are six rivers name kewai river, Tipan river, surfa
river, Mudna river, Juhilla Rivers, Chandas river join to Sone river in stretch from cholna
villege Dist. Anuppur to Devlondh(Bansager dam). Other 5 nalla. Ghattan, Nargadha, Gaibuda,
bagaiha & Taki nalla of shahdol city fall into river mudna which joins to river sone at
ksheersagar, distance approx. 22 Km.
The details of above river/nalla are as below:
(A) Details of other river which are joins to river Sone:
(i) kewai River: it flows from town Kotma dist. Anuppur.and it joins to river Sone at Village
Cholna.
(ii) Tipan River: it flows from town Venkatnagar dist. Anuppur and. it joins to river Sone at
Behind Collector office Dist. anuppur.
(iii) Surfa River: it flows from Dhanpuri dist. Shahdol and it joins to river Sone at near Surfe
Dam in District: Shahdol.
(iv) Juhilla River: it flows from Village Jaleshwar dist. Anuppur. It joins to river Sone at
dasrathgaht Dist. Shahdol.
(v) Mudna River: it flows from Villaga panchganw (Kelmaniya mountain) dist. Anuppur. it
joins to river Sone at Ksheersagar Dist. Shahdol.
(vi) Chandas River: it flows from Lakhanpur (Karra tola) area of district: Anuppur, and it is
non- perennial river. It joins to river Sone at BabaKuti in Anuppur.
Details of Nalla which joins to river sone:
i. Ghattan Nalla: it contains domestic sewage waste of village: Dhurvasin (Pop :1627)

ii. Nargadha Nalla: Main 2 sewer drains of city- Dhanpuri meets into nargadha nalla near
Nagarpalika office Dhanpuri, police chauki near road bridge dhanpuri. After it nargadha
nalla join to Sone River at Saboo village (except summer season)its approx length is about
18 km.
iii. Tanki Nalla: Main 3 sewer drains of city- Shahdol meets into Mudna river which finally
meet into river Sone at ksheersagar distance is about 22 Kms. water quality of these nalla
become normal due to self purification in river of long distance and uneven terrain.
iv. Gaibuda Nalla: it contains domestic sewage waste of Khad(Bansagar) (Pop :10657)

.4. Water Quality Goal:
It is an important aspect for the study of river sone in context of its utility as it is
Perennial River. The ultimate goal for beneficial use of river will determine the level of water
quality. In the above application OA no. 673/2018, Hon'ble National Green Tribunal passed the
order that "All States and Union Territories are directed to prepare action plans within two
months for bringing all the polluted river stretches to be fit at least for bathing purposes
(i,e BOD < 3 mg/L and FC < 500 MPN /100 ml) within six months from the date of finalization of
the action plans." it is necessary to mention hear the water quality of Sone River at Bhaturaghat
before April 2017. During this period by the order of CPCB & Direction from MPPCB M/s Orient
paper mill Amali has done up gradation of ETP by Improvement in technology by adopting,
HRTS(High rate transpiration system)in 442 acre These measures adopted by the industry to
comply zero liquid discharge. Sone river quality after April 2017 till date are normally meets
the river water quality standard and as above direction. There is no need of special action plan
for the River Sone.
4. FIELD SURVEY
5.1 Field Survey
The field survey is carried out to maintain and observe the pollution level and current status of
Sone River. The physical survey is conducted from "Sone Muda" Amarkantak & Village Cholna
Dist. Anuppur to the Sone River at Devlond (Bansagar dam) Distt. Shahdol.
a) The length of Sone River from its origin "Sone Muda" Amarkantak, & Village Cholna Dist.
Anuppur to Sone River at Devlond (Bansagar Dam) Dist. Shahdol is about 209 km.
b) The following important Nallas / Rivers are meeting with the Sone River within The
region of regional office Shahdol.

namely M.B. Power dam of M/s M.B. Power Ltd Jaithari, Sand bund at Amlai of M/s Orient
Paper Mill, Govt. stop Dam at Jarwahi , Devlond (Bansagar dam)Dist. Shahdol etc. to store the
water for drinking water of Rewa city Power generation, irrigation purpose and to facilitate the
downstream villages as drinking water sources.

5.1 Status of water quality of ground water in the study area
Along the River Sone & its catchment, MPPCB Shahdol collected 4 nos. ground water samples
from 2 sampling locations during 2016-17 & 2017-18. 2 ground water sampling locations are
located in local bodies which are situated in nearby local bodies (Anuppur, Dhanpuri, Shahdol,
Khad Bansagar )along with the Sone River under the jurisdiction of regional office Shahdol. The
ground water samples collected from afore-said locations were analysed for parameters such
as Sulphates (SO4), Fluoride (F) and as well as heavy metals such as Cadmium (Cd), Copper
(Cu), Lead (Pb), Iron (Fe), Nickel (Ni), Zinc (Zn) and Manganese (Mn) in Regional Laboratory,
MPPCB, Jabalpur. Water Quality Monitoring Results of ground water samples collected by the
teams is given in the Table-4. Minimum and maximum concentration of SO4, Fluoride and

heavy metals and no. of GW sampling locations are well within the IS 10500-2012 drinking
water specifications (acceptable limits), as amended is given in Table 4.

6. Bio monitoring of river Sone:
Project for monitoring (biodiversity & indexing of the river sone)under the jurisdiction of
regional office shahdol from intake well station of village Amlai district Shahdol to river Sone
at Navalpur ghat has already been prepared and submitted to head office for financial approval
. Study stretch area is approx 18 Kms for monitoring of Faecal Streptococci is covered under
project,
7. Components of Action Plan
a. Main Sources of Pollution in river Sone:
• Domestic waste water of city Dhanpuri Nagarpalika directly meeting River Sone
through Nargadha Nalla.
• Coal mines domestic waste water joins to Nargadha Nalla in Sohagpur area for Dhanpuri
OCM, Sharda OCM, Amlai OCM, and Bangwar U/G have installed STP. Baghaiya also join
Nargadha nalla.
• Shahdol city waste through drains comes in Mudna River mix with small non-perennial
Adna River at Chhatwai Ghat & it joins to Sone River at KsheerSagar.

8. MEASURES TO ABATE POLLUTION IN RIVER SONE
As stated here in above, various measures is to be implemented by nagar palika Shahdol and
nagar palika Dhanpuri nagar, District Administration , MPPCB and other government agencies in
compliance of order passed time to time by Hon’ble National Green Tribunal, Central Zonal Bench
Bhopal in the cases filed before Hon'ble Green Tribunal.
8.1 Work taken up so far to maintain and regular watch of Sone river water quality:-
8.1.1 Solid Waste Management Practices - By adopting the best SWM practices in the local
body situated near the sone river and creating the awareness in the public - not to dump house
refuse, debris and demolished material in & along the river and not to dispose the sewage
directly in the river or water streams. The following are the details of works done under SWM. 8.1.1.1 Collection & Transportation –
a. 80% Door to Door collection of waste is being
Practiced in all 93 wards of local body Anuppur,
Dhanpuri, Shahdol, Khad (Devlond).
b. There are 52 covered Vehicles for Door to Door
Collection of Waste (One part for Dry Waste and
Other for Wet waste).
c. All Household and Commercial area is covered
by these 52 Door to Door Vehicles
.
8.1.1.2 MSW Processing & Disposal
There are four municipal local bodies established
along the river sone from Amarkantak to Devlond
(Khad).-
a. Amarkntak Nagar palika
b. Anuppur Nagar palika
c. Dhanpuri Nagar palika
d. Khad(Devlond) Nagar palika parishad
Above city establishment are small township population ranging 8000-30000 only. In
Amarkantak nagar palika parishad solid waste approx 3 TPD is collected and disposed to land
fill site away from Sone River and practically no pollution effect in Sone river. similarly

Anuppur, Dhanpuri & Devlond municipal area have solid waste dumping site away from River
Sone.
At present MSW from this municipal area is being dumped in landfill site. There is no
waste processing unit/composting plant. Centralized cluster approach is proposed to
establisher MSW processing plant in Shahdol by urban development department.
8.1.3 Sewerage Treatment Plants and Common Effluent Treatment Plant – The details
There is no sewage treatment plant for treatment of effluent from municipal area established
Near Sone River, though STP from Amarkantak of capacity two MLD is proposed. Work order
for the same is being finalized by MP urban development department. It is pertinent to mention
that domestic waste water of municipal area Amarkantak do not join Sone river. Proposal for
STP from other municipal area Dhanpuri is submitted to urban administration and
develpoement department and pollution control board. Though three major nallas named
Nargadha, Baghaiya & coal mine no. 1 nalla ultimatly join to Nargadha Nalla. The maximum
part of domestic sewage of dhanpuri town goes to nargadha nalla. In lean summer season
Nargadha nalla become dry, when it reach's to national highway no. 43 near road bridge. In
other season , it ultimately reaches to river Sone at village Saboo.
8.1.4 Regulatory measures
8.1.4.1 Banning of use of Polythene Carry bags:-
Govt. of M.P. has issued order vide dated 24.05.2017 for banning of use, sale,
manufacturing and storage of polythene bags. In compliance of this order local body Dhanpuri,
Anuppur, Shahdol, Khad (Bansagar) have they also banned the polythene carry bags with in the
area of respective local body.
Above Local bodies will with the help of MPPCB has conducted many raids on the polythene
stockist and traders. Local body have seized about 1070 Kg polythene and imposed fine of
49,450 in the period of financial year 2018-19 as anti polythene measure. This action has
resulted in pollution control with reference to plastic havoc in the catchment of River Sone.
Local body has observed more than 50% reduction of polythene waste generation in its MSW.

11. Details of Orient Paper Mill & Its Up gradation work
M/s Orient Paper Mill, Amlai, Distt.- Shahdol is a Paper and pulp industry it is
established in year 1968. With 300 TPD(Paper & Tissue Paper Production)
production capacity. This industry situated in Village-Amlai under shahdol
district and approx 2 km away from Sone River. Water Effluent volume is about
10000 M3/Day. Three types (grades) industrial waste water are being generated
by this industry. Grade-I waste water being generated by cooling and from
boiler in paper machine, this water is less polluted & is being used again in
generation process. Grade-II waste water generated from paper machine,
Cheaper house, & Hypo section. This water is treated by ETP and treated water
again being used in plantation (HRTS). Grade-III waste water generated from
pulp mill & soda recovery plant is highly polluted and found to contain lignin
material due to wood used as a raw material. treated water again being used in
plantation (HRTS).
Raw Material: Paper pulp, alum, caustic soda, liquid chlorine, poly- aluminium
chloride, sodium sulphate, & ASA (Alkenyl Succinic Anhydride)
12.1 Facilities of effluent treatment:
ETP Installation date: Before 1980
ETP Up gradation date: March 2017
1. Grade-I :- effluent is recycled.
2. Grade-II:- Its some part recycled & other part treated in ETP.
3. Grade-III:- its source is from pulp mill & soda recovery plant, effluent is
highly polluted not easily biodegradable and contain lignin material due to wood
used as a raw material. For its treatment, industry had established ETP but CPCB
issued guideline & instructions for up gradation of ETP because the existing ETP
was very old and not able to meet the pollution control norms, therefore to
achieve the norms and to reuse 100% in HRTS(High rate transpiration system),

the industry has done up- gradation/augmentation of existing ETP by
construction of new equalisation tank and diffused aeration tank. The new
equalisation tank and diffused aeration tank was commissioned and all civil
mechanical & electrical work related to newly constructed equalisation tank and
diffused aeration tank are completed in march 2017.
4. Capacity: 20,000 KLD.
12.2 Details of HRTS System: The HRTS (High rated transpiration system)
work as living filtration device to renovate the waste water through
absorption, ion exchange, precipitation and stabilization of pollutants
through microbial degradation. HRTS is a land application system of
discharging effluents continuously at high rate designed by NEERI
Nagpur. It becomes functional in the year of 2000. OPM has developed
19 plantation sites in about 400 acres of land for utilization of treated
effluent. Many piezometric points have been installed to monitor
Ground water quality on regular basis.

12.4 Recommendations:
1. The industry should maintain ZLD in river Sone by expanding the HRTS
area. Present HRTS area may be increased to 100 acre, which is already
available with industry.
2. Make proper H.D.P.E. lining in oxidation ponds cum aeration tank to make
them compact to prevent seepage of waste water into river, underground
soil and subsequently to river Sone.
3. Industry should upgrade existing ETP By adding activated carban filter
(A.C.F.) and ozonator unit to comply consent condition.
4. Industry should install RO system for reusing grade II effluent.
5. Industry should install continuously online effluent quality monitoring
station at Bhaturaghat.
6. Industry should do plantation all along the banks of Sone river from
Bhatura village to jarwahi village.
