The Issue

In the absence of standards or “best practice” guidelines, how to evaluate oil spill response readiness in terms of:

• the Oil Spill Response Plans (OSRPs), and• the actual response capability

The Challenges

§ There are no international assessment standards for the:o content of information that should be included

in OSRPs, or theo format and presentation of the information

within an OSRP. § Readiness includes the experience, training, and

skills of those involved. These human elements are intangible and difficult to evaluate.

The guidelines and practices in the ARPEL Manual and RETOS™ are

suggested; NOT mandatory

Special Workshop Sub-Committee for 2008 IOSC

• Prepare a comprehensive suite of OSR planning andreadiness assessment elements to encourageimproved response capacity

• Develop and provide an international guide on theassessment of oil spill response systems

• Provide an evergreen tool that can be revised andupdated to promote continued improvements in OSRreadiness

Published both in English and Spanish by the American Petroleum Institute (API, 2008, Taylor et al, 2008) and presented in May 2008 during a special session at the IOSC held in Savannah, Georgia, United States

ARPEL Manual and RETOS™

The Manual provides the background for OSR management assessment and explains the terms used, the approach to the assessment process, the concept for a Global Improvement Program and +150 references

The Tool (RETOS™) is the Excel™ application intended as a checklist-type approach for a specific program and level of evaluation.

• The ARPEL “Readiness Evaluation Tool for Oil Spills (RETOS™)” and its accompanying Manual were developed to assistgovernments and companies to assess the level of oil spill response planning and readiness management and bridge the gaps identified

• In relation to commonly agreed pre-established criteria

Some highlights of RETOS™

• Scope: oil spills

• Does not include hazardous or noxious substances

• Directed at any number of possible spill scenarios:

• spill sources (e.g., tankers, tank vessels, pipelines, platforms, land facilities)

• receiving environments (e.g., land, inland waterways, offshore, etc.)

Some definitions used in RETOS™• Program is the OSR program that is

being assessed or evaluated

• Seven different oil spill response Scopes (for industry and government)

• Categories (10 in total)

• Three Assessment Levels -Increasingly comprehensive criteria

• Criteria (i.e., management requirements – Critical Criteria for Level A)

• Indicators (0=missing, 1=partial, 2=complete, N/A)

Regular training courses are provided on OSCP to response team personnel.

An initial class was provided to personnel at site at the time of plan rollout. New personnel have not received training on the Plan. Provide for newer personnel.

4. Have government and local industry, supported by specialists, to device a work plan to cooperatively bridge these largest gaps

a) Have a common understanding on government expectations of local industry management capabilities on oil spill planning and readiness

b) Have individual governments identify their weaknesses by developing annual assessment to check for improvements

c) Identify opportunities for government and industry to work togetherd) Aim for governments to achieve Level A and –thus- be ready for implementing

cooperation agreements
