The Issue

In the absence of standards or “best practice” guidelines, how to evaluate oil spill response readiness in terms of:

• the Oil Spill Response Plans (OSRPs), and• the actual response capability

Page 5: Proposal to develop National OPRC Contingency Planning ... 9-7-3... · ARPEL Manual and RETOS™ The Manual provides the background for OSR management assessment and explains the

The Challenges

§ There are no international assessment standards for the:o content of information that should be included

in OSRPs, or theo format and presentation of the information

within an OSRP. § Readiness includes the experience, training, and

skills of those involved. These human elements are intangible and difficult to evaluate.

Page 6: Proposal to develop National OPRC Contingency Planning ... 9-7-3... · ARPEL Manual and RETOS™ The Manual provides the background for OSR management assessment and explains the

National and International Standards

• MARPOL / OPRC / Cartagena Convention / Southeastern Pacific Convention

• IMO Guidelines• Industry guidelines (IPIECA, ARPEL,

API)• ISO 9000 y 14000 and other ISO

Standards• Laws and regulations

The guidelines and practices in the ARPEL Manual and RETOS™ are

suggested; NOT mandatory

Special Workshop Sub-Committee for 2008 IOSC

• Prepare a comprehensive suite of OSR planning andreadiness assessment elements to encourageimproved response capacity

• Develop and provide an international guide on theassessment of oil spill response systems

• Provide an evergreen tool that can be revised andupdated to promote continued improvements in OSRreadiness

Objectives:

What is RETOS™?Miguel cambia tapa nueva

• The ARPEL “Readiness Evaluation Tool for Oil Spills (RETOS™)” and its accompanying Manual were developed to assistgovernments and companies to assess the level of oil spill response planning and readiness management and bridge the gaps identified

• In relation to commonly agreed pre-established criteria

Page 11: Proposal to develop National OPRC Contingency Planning ... 9-7-3... · ARPEL Manual and RETOS™ The Manual provides the background for OSR management assessment and explains the

Some highlights of RETOS™

• Scope: oil spills

• Does not include hazardous or noxious substances

• Directed at any number of possible spill scenarios:

• spill sources (e.g., tankers, tank vessels, pipelines, platforms, land facilities)

• receiving environments (e.g., land, inland waterways, offshore, etc.)

Page 12: Proposal to develop National OPRC Contingency Planning ... 9-7-3... · ARPEL Manual and RETOS™ The Manual provides the background for OSR management assessment and explains the

Some definitions used in RETOS™• Program is the OSR program that is

being assessed or evaluated

• Seven different oil spill response Scopes (for industry and government)

• Categories (10 in total)

• Three Assessment Levels -Increasingly comprehensive criteria

• Criteria (i.e., management requirements – Critical Criteria for Level A)

• Indicators (0=missing, 1=partial, 2=complete, N/A)

Critical Criteria Missing

1B9: General area at risk is identified based on spill sources.

There has not been a proper risk assessment. Suggest this is made and see the need to adapt the OSR program

IOSC Sub-element 4.3

Critical Criteria Partial

2

C6: Incident command is assigned to one or two specific individuals (by name or position) with backups identified.

Need to identify backup personnel.

IOSC Element 10, Sub-element 10.3

E3: Equipment is properly stored, in good working condition and being properly maintained and inspected.

Recommend boom be placed under shelter-will suffer UV damage if left as is.

A. LEGISLATION, REGULATIONS, AGREEMENTSSigned agreements for local (within reasonable distance) OSR assistance are in place.

Agreements are verbal only. Recommend more formalized approach.

IOSC Sub-element 23.4

I. TRAINING & EXERCISES

Regular training courses are provided on OSCP to response team personnel.

An initial class was provided to personnel at site at the time of plan rollout. New personnel have not received training on the Plan. Provide for newer personnel.

National OPRC Contingency Planning Workshops with the Use of RETOS™

• Participation: government and industry

• Objectives:1. Train national authorities and local industry in the use of RETOS™

2. Evaluate the gaps of OSR programs using RETOS™

a) Companies – RETOS Scope: depends of their main in-country operations

b) Governments - RETOS Scope: National OSR Program with all involved entities

3. Identify those Categories/Criteria of the National OSR Program with the lowest results

4. Have government and local industry, supported by specialists, to device a work plan to cooperatively bridge these largest gaps

Page 24: Proposal to develop National OPRC Contingency Planning ... 9-7-3... · ARPEL Manual and RETOS™ The Manual provides the background for OSR management assessment and explains the

National OPRC Contingency Planning Workshops with the Use of RETOS™

• Rationale:1. NATIONAL LEVEL

a) Have a common understanding on government expectations of local industry management capabilities on oil spill planning and readiness

b) Have individual governments identify their weaknesses by developing annual assessment to check for improvements

c) Identify opportunities for government and industry to work togetherd) Aim for governments to achieve Level A and –thus- be ready for implementing

cooperation agreements

2. REGIONAL LEVELa) Evaluate the gaps of national OSR programs using RETOS™ b) Support REMPEITC-Caribe mission to cost/efficiently channel the assistance to

individual countries based on an annual benchmark with other countries
