Infrastructure Engineering Inc. (IEI) is a diverse and experienced civil engineering firm with more than 70 talented engineers who work in five cities in the states of Illinois, Indiana and New York. Our comprehensive civil engineering experience includes program management, transportation design, structural design, civil site engineering, traffic engineering, ADA ramp design and construction management.

Our program management experience allows us to understand the City of Waukegan’s needs, your prioritization and your capital improvements program implementation practices. Our experience on a variety of project types and gives us the ability to learn from our past experiences to provide you with exceptional value in planning, programming, design, permitting and construction. Our team has comprehensive knowledge and experience in traffic and roadway engineering so that necessary right-of-way (ROW) improvements are shepherded through the design and permitting process without significant error or delay. Our structural design team provides innovative solutions for specialty foundation design, walls, bridges and other features. Our experience with ADA ramp and accessibility design will provide you with properly laid out sidewalks, parking lots and ROW access. Our utility coordination, design and construction management experience will provide for minimal public ROW disturbance, less rework and ensure that projects are not unnecessarily delayed or driven to high cost overruns during construction.

Transportation Program Management

The City of Chicago’s Aldermanic Menu Program is uniquely important in that every year it brings infrastructure improvements to each and every ward, neighborhood and community throughout the City. It is also the City Council’s primary vehicle to provide visible renovations for its residents. As such, CDOT is under tremendous pressure to deliver requested projects quickly, successfully, and at the lowest possible cost.

That is why the Chicago Neighborhood Engineering and Construction Team, or C*NECT was created as a joint venture between Civiltech Engineering, Inc.(CEI) and Infrastructure Engineering, Inc. (IEI). Our team provides CDOT the tools to connect our communities through neighborhood transportation improvements. The initiatives we are delivering will promote diversity and provide advancement opportunity within the local transportation industry. IEI personnel are in many key leadership roles, including the Assistant Program Director.

IEI, as a joint venture partner, is involved with all facets of the project. This includes leadership at the program management level; leading the turbo survey efforts; leading special project designs; providing design support; and providing construction management support for both in-house and contractor delivered concrete and asphalt construction projects.

C*NECT’s primary responsibility is to provide engineering services to the Chicago Department of Transportation (CDOT) in support of its Division of In-House Construction (IHC), Community Infrastructure Contracts (CIC), Aldermanic Menu Program, and various other city-funded transportation projects. This means that we are intimately familiar with the process of capital improvement programming, aldermanic coordination, design standards and project delivery.

Civil Site Program Management

IEI has a long history of providing civil site services to Chicago Public Schools (CPS) for their Capital Improvements Program (CIP) through the Program, Planning, & Design Manager Services team (PPDM). IEI’s history of excellence in services provided to the PPDM team has resulted in IEI participating in the management of the Capital Improvement Program for many years on multiple program teams.

Our current role on the PPDM includes on-floor program planning, project coordination and project management. This task includes the following major items: assessment reports and data requests, preparation of capital plans, special program or project planning, annual program management, management of contracts (including Board Conducted Projects, Public Building Commission conducted projects, third party projects on independent sites, and review/coordination of individual projects. Our on-floor design manager, Mark Kozlowski, is an integral and trusted member of the program. His personal and continuous coordination between CPS staff, PPDM staff, City of Chicago agencies and the IEI in-house staff results in a broad understanding of the program goals, administration and funding; integration and in depth knowledge of multiple city agency requirements and objectives; and IEI in-house expertise for civil design and construction administration. Mark’s programming and coordination skills have resulted in IEI leading and coordinating the CPS civil site in-house projects, but also coordinating outside funding programs such as the Kaboom Playlots Program and the Space to Grow Program.

IEI also performs in-house reviews of Architect of Record (AOR) projects along with in-house site design and construction administration. Harish Goyal brings more than 20 years of civil site engineering on urban site developments and nearly a decade of participation on the CPS program management team. His expertise combined with IEI’s talented in-house design staff results in the delivery of turf field designs, playlot design, parking lot design and ADA ramp and sidewalk design. IEI’s team has delivered more than 20 playlot designs per year for the current program, along with multiple turf field projects. IEI’s delivery methods and construction administration of these projects has resulted in significant savings to project costs and delivered on aggressive project schedules.

Our experience in delivering this program is utilized and leveraged in our civil site design process and project delivery company-wide. Our staff also know how to coordinate proposals for support services such as geotechnical borings and reports, survey and sewer televising as part of our project scoping. We also provide, technical reviews for design projects, bidding services, construction administration and construction closeout for projects within the CPS CIP.

Civil Site Design

IEI has expert site development capabilities for a broad range of facilities and applications that include schools, public buildings, parks, playlots, libraries, community centers, parking and land development projects. We leverage our diverse experience working with architects, developers and communities to provide value to a wide range of development and/or re-development projects.

Civil site engineering services include access roadways, driveways, sidewalks, parking facilities, hardscape design, grading, sanitary and storm sewer design, water mains, utility coordination and plans, stormwater detention, stormwater quality control, permeable pavers and pavements, flood plain management, and various structures such as culverts, headwalls, retaining walls, cisterns and bridges. Our understanding of the stormwater regulations including volume control, release rates, water quality best management practices (BMPs) and conveyances allows for streamlined permitting and coordination with local municipalities. The depth of our experience allows us to provide a varied approach for various products and applications that not only meet the local standards, but provide high value and ease of maintenance.

Traffic Impact Studies and ROW Improvements

IEI’s team of engineers is highly qualified and has performed Traffic Engineering studies for multiple agencies in the Midwest, including the Chicago Department of Transportation, Illinois Department of Transportation and Indianapolis Department of Public Works, among many others. Our traffic engineering experience includes traffic signal design; complex highway signing design; traffic counts (both manual and mechanical); traffic projections and trip generation; traffic impact study reports; roadway signage and lighting design; roadway design; bridge design; safety and congestion studies and ADA curb, ramp and sidewalk design. Our staff is proficient with multiple traffic modeling software packages, including Highway Capacity Software (HCS) and Synchro. Our traffic engineers have performed traffic analysis for several high profile projects including the Indianapolis Children’s Museum, Indiana Convention Center Expansion, Georgia Street Improvements Project (Indianapolis), multiple camp sites for the Forest Preserve of Cook County and various roadway reconfiguration projects in Indianapolis and Chicago. IEI currently performs traffic impact studies for Speedway Gas stations throughout the Midwest.

Our traffic engineers work closely with the local and state agencies for full coordination throughout the study and proposed improvements phase, which includes a kickoff meeting with key stakeholders and decision-makers to establish proper design criteria and study needs. We then perform the traffic counts, traffic projections, traffic balancing and perform the analysis in the proper modeling platform. Our understanding of roadway design, traffic signal warrants and design, driveway design and permitting and ADA sidewalk design means that we are able to provide value added recommendations for the right-of-way (ROW) improvements for each individual project.

Structural Design

Structural design has been a core service provided by IEI since 1998. Our structural design team includes four (4) licensed Structural Engineers (SE’s) in our Chicago office. Our structural services include bridges, retaining walls, underground structures, signage and community markers, large drainage facilities, small buildings, specialty foundations and parking facilities. We provide structural engineering solutions for large and small projects ranging from bridge replacements and large reservoir projects to rehabilitation of brick sewer structures. Our team can design around and coordinate structural issues for transportation or specialty site projects.

ADA Compliance Design

IEI has significant design and construction experience with ADA ramp and municipal sidewalk design requirements. Our understanding of the requirements brings great added value in the site layout, parking lot layout and grading; and results in IEI providing clear grading and layout plans that can be constructed to the legal requirements. IEI’s engineers recently delivered an ADA ramp replacement design package of more than 1,800 ADA ramps for the City of Chicago. We are currently providing ADA planning and ramp design to Illinois Department of Transportation (IDOT) District 1 in the Greater Chicago area for more than 1,200 intersections.

Our engineers have both design and construction administration and inspection experience with ADA ramps. We currently work with both the City of Indianapolis and City of Chicago on multiple contracts providing engineering inspection services for ADA ramps. The experience with both conceptual plan layout during design, along with field layout, grading checks and quantity takeoffs gives our design engineers the added insight in to the issues that often occur during ADA ramp installations. Our engineers know how to work with and around constrained areas, obstructions, building stoops and drainage issues in order to provide proper ramp layouts and landing areas while tying in to existing sidewalks.

Utility, Watershed and Permitting Experience

IEI’s team has established working relationships with Chicago DWM sewer and water main personnel and managers. We also have existing relationships with the Chicago Office of Underground Coordination (OUC) and know their processes and requirements. We also have working relationships with the utility companies, which helps streamline the underground utility coordination process. This will allow our team to get projects coordinated and/or approved in a timely manner, which will prevent schedule delays on projects. Our proposed construction team members delivered the utility relocation of more than a dozen utilities for the advanced construction of the Elgin O’Hare Western Access interchange project, which included storm sewer, sanitary force main, electric, gas, communication, and water main. IEI also provided the utility relocation inspection for the recent Lower Wacker Drive project for the City of Chicago.

We know Phase 2 Stormwater and Watershed permitting and design. Our Chicago office has multiple Certified Floodplain Managers (CFM’s) and in-house technical stormwater and sewer modeling capabilities. IEI assisted Christopher B. Burke Engineering, Ltd. (CBBEL) with the technical guidance manual for Chicago Metropolitan Water Reclamation District’s (MWRD’s) stormwater ordinance update. We can assist and shepherd reviews and permits agencies for stormwater approvals and manage the City’s needs for watershed and drainage management.

Our team has strong water main and sewer design and construction management experience throughout the Chicago area. Our technical team is intimately familiar with stormwater design and permitting requirements. We also know how to deal with utility conflicts and provide working solutions.

PROJECT UNDERSTANDING OF SCOPE This proposal scope and fee is based on a face-to-face scoping meeting held on Monday January 29, 2018 with the City of Waukegan (the City) and Infrastructure Engineering, Inc. (IEI). Based on that conversation, the City has immediate needs for a City Engineer that will be on a part time basis for 2018 and 2019, and assume 1,000 hours of time for each year. Also, additional Capital Improvement Plan (CIP) project coordination and management may be needed. These efforts will be part of an as-needed set aside pool of funds that will start with an assumed 200 hours of time for both 2018 and 2019. These two major scope roles are described in the following pages. CITY ENGINEER: As part of this contract, IEI will perform the role of City Engineer. This role anticipates a part-time need of approximately 20 hours per week, or 1,000 total hours for both 2018 and 2019. IEI anticipates the following major responsibilities and tasks as part of serving as the City of Waukegan’s City Engineer:

City Council Participation Grant Requests and Management Private Development Oversight, Reviews and Permitting Watershed Application Reviews and Permitting Management NPDES Permitting Coordination GIS and Mapping and Database Assessment Participate in the Yeoman Creek Remediation Group

IEI will provide the City with quality engineering management, scoping, design and construction management as an extension of your staff. We anticipate working closely with the Department of Public Works, Planning and Zoning, Aldermen and City Council. For each of the major tasks above, IEI will provide services based on engineering judgement and assumptions spelled out below. City Council Participation IEI anticipates participation in City Council Meetings and serving as inclusion, or as a resource for City Council Committees.

Meetings are on the 1st and 3rd Monday of each month starting at 7pm. Committees Meet from 5pm to 7pm on those days. IEI anticipates possible input and/or participation with Public Safety, Public Works and Economic

Development Committees. For this proposal, it is assumed that IEI will participate on the Public Works committee and assist the

Public Works Department in reviewing bid documents and providing input on council selection packets.

Grant Requests and Management Funding is always a difficult challenge for municipalities. We have past experience with Department of Energy (DOE) grants and TIGER grants. We recently completed a bike lane project in the City of Indianapolis that

utilized DOE funding. We also recently assisted the City of Evanston with a grant submittal for a viaduct widening on Central Street. IEI will research and provide engineering guidance and reports in order to pursue funding for projects. Private Development Oversight, Reviews and Permitting IEI is currently contracted to provide technical reviews for project designs for multiple agencies including Chicago Public Schools, New York Public Schools and the City of Chicago Department of Buildings. IEI will provide timely and thorough reviews and coordinate with permit requests that will provide quality projects without bottlenecking the development process. Watershed Application Reviews and Permitting Our staff will provide floodplain management services and permit processing. We are familiar with watershed requirements, and will have a Certified Floodplain Manager to review watershed applications. NPDES Permitting IEI is familiar with current stormwater requirements and design standards. We have staff with experience in Phase 2 stormwater development and implementation, and will assist with City with coordination and reporting. GIS Mapping and Database Assessment IEI has experience with updating GIS databases and maps. We anticipate this task utilizing hand held GIS units and office updates of existing maps. IEI will assess the current status of the GIS system and the database. We will provide feedback and recommendations for additional database entry, updates, and maintenance. This additional work can be negotiated on an as-needed or task order basis with the City. CAPITAL IMPROVEMENT PLAN (CIP) PROJECT COORDINATION AND MANAGEMENT The current level of needs for the City Engineer and our participation for CIP projects is not yet fully known. For that reason, IEI will provide services for the CIP through a set-aside pool of funds that will be utilized on an as-needed basis. For 2018, this will assume 200 hours. Individual tasks will then be negotiated and performed on a task order type basis. The following major responsibilities and tasks are anticipated as part of this scope of work:

Capital Improvement Plan (CIP) The City Engineer will work with the City staff to develop a CIP for City infrastructure. IEI has significant experience through our program management background in assisting with the development and implementation of CIP’s. We currently program and manage programs for both CPS and CDOT. The plan will include the following major items:

Assessment o We understand that Robinson Engineering, Ciorba Group and RRP Inc., Architects are

currently working on assessment reports o IEI will assist City staff in analyzing the assessments and moving to the next step of

prioritization Prioritization Planning and Programming Scheduling and Budgeting Implementation Updating and Reassessment Project Bidding and Owner’s Representative

o We are experienced with coordination of Request for Proposals, Reviewing and Awarding contracts to consultants, and managing consultants in the design and construction phases of projects. We do this regularly in our role as program manager with CPS.

Infrastructure Maintenance of Drainage, Streets, Water and Sewer IEI’s strengths are in the design and construction of the above mentioned facilities. We can assess and program these maintenance needs. Our significant experience with resurfacing, sidewalk, sewer and water main replacement programs will be an asset to the City. IEI has in-house capabilities for the design and construction management of these areas, and we can negotiate completion of these tasks outside of the City Engineer role on a per task basis. Construction Management and Coordination IEI has a strong background in construction management and inspection services. Our local construction group consists of approximately 20 professional engineers and inspectors. We currently provide quality resident engineering services as a prime consultant to the City of Chicago (DOT and DWM), Illinois Tollway and Illinois Department of Transportation (IDOT). Our team can support the City’s inspection needs as needed, and we can negotiate this service on a per task basis.

PROJECT FEE Per conversations and correspondence, IEI’s understanding of scope and the corresponding fee for the role of City Engineer is based on the need for a part-time City Engineer. This proposal assumes that the part time role of City Engineer will require 1,000 hours for both 2018 and 2019. To be sensitive to cost, IEI proposes that the role be shared by multiple levels of staff in order to provide the best service at the best value. The project principal in this proposal is Clint Ferguson. The intention is that Mr. Ferguson will assist with initiation of the role, and then transition this role to another qualified member of IEI’s team. Michael Sutton, P.E., IEI President and Chief Executive Officer is the team leader of Infrastructure Engineering Inc. (IEI), which he purchased in 1997. He has gained extensive engineering experience on public and private projects of all sizes for local municipalities, federal agencies and foreign governments – leading IEI, working with professional consulting firms for 30 years and for the Illinois Department of Transportation for 10 years. He is past Director of the Illinois Section of the American Society of Civil Engineers, a founding member of the National Organization of Minority Engineers and a member of the American Council of Engineering Companies and other professional organizations. Mr. Sutton has 30 plus years

of successful professional experience with the study, design and construction of roads, building sites and structures. His 21 plus years of exceptional leadership steering a client-centric, values-driven organization will continue to benefit those who contract with the firm.

Clint Ferguson, PE, LEED AP, CFM, Project Manager - Mr. Ferguson has more than 15 years of engineering and construction experience. His transportation and traffic engineering experience includes traffic signal design; complex highway signing design; traffic impact study reports; roadway signage and lighting design; roadway design; bridge design; safety and congestion studies; and ADA curb, ramp and sidewalk design. Mr. Ferguson was responsible for the design and completion of the traffic related improvements for projects that include the Children’s Museum of Indianapolis Expansion; the Indiana Convention Center Expansion;

Highway Signing Plans for I-65 Added Travel Lane in Boone County, Indiana; Traffic Signal Plans for US 52 Pavement Replacement in Lafayette, Indiana. Mr. Ferguson has recently been responsible as the project principal for multiple projects throughout the Chicago area including IEI’s Phase II Design of Wood Street for IDOT District 1, The Chicago Riverwalk site civil engineering for the City of Chicago and IEI’s Design Upon Request for the Illinois Tollway. He is also the acting project manager for IEI’s Construction Upon Request (CUR) contract along the Illinois Tollway’s Elgin O’Hare Western Access (EOWA) project. Mr. Ferguson will assist the IEI project team by providing resources, reviews and coordination throughout the life of the project.

His water and wastewater engineering experience includes water distribution modeling using WaterCAD design software; water system master planning; water treatment plant expansion design; low pressure sanitary sewer design; gravity sanitary sewer design and inspection; lift station design and inspection; and force main design and inspection services.

Clint has worked extensively in construction services including daily inspection of highways and roadways, ADA ramps, resurfacing and striping that includes delivering the longest continuous bike lane project in Indianapolis as the Resident Engineer.

Clint brings more than 15 years of diverse civil engineering design and inspection experience, which includes the following: Transportation Engineering ranging from bridge design, interchange design, roadway design, ADA ramp design, traffic signals and signing design, to traffic analysis and studies; Storm Water Management of projects encompassing urban and rural roadways and culverts, site detention and treatment design, to large scale municipal projects including sewer separation, septic tank elimination program (STEP) projects, and combined sewer overflow (CSO) projects;

Harish Goyal, PE, LEED AP, Civil Engineer - Mr. Goyal has over 30 years of civil engineering experience. Particular areas of expertise include site development, storm water management, water lines, sanitary and storm sewers, utility coordination, grading, paving, ADA ramps and permitting. His design experience includes site development for new schools, school additions, beach houses, boat ramps, river walks, parks, office buildings, libraries, renovation and redevelopment of large multiple family housing complexes, dumpster enclosures, parking lots, parking garages, athletic fields, play areas, driveways, roadway, and train stations.

His wastewater engineering experience includes low pressure sanitary sewer design; gravity sanitary sewer design; lift station design; force main design and inspection services. Mr. Goyal has worked on a number of LEED projects providing green infrastructure facilities. Mr. Goyal has established relationships with local permitting agencies and utility companies, which has facilitated the smooth progression of projects from conception through construction.

Thu Truitt, P.E., Civil Engineer - Mrs. Truitt has over two decades of experience in the field of civil engineering. She has led projects from conception, design, permitting through construction completion. Mrs. Truitt’s diverse experience includes a broad range of project types for federal, municipal and private sector clients all over the United States. She values and respects long-term relationships with clients. These relationships encourage communication, collaboration, innovations which increases the value of the projects.

Nicholas Otte, P.E., Roadway/Traffic- Mr. Otte has more than nine years of experience as a civil engineer. Experiences run the gamut of roadway design projects, from geometric design for local roads to traffic modeling for a 100+ intersection road network. Exposure to horizontal and vertical roadway design, traffic analysis (counts, travel time, level of service), traffic modeling, drainage (ditch and storm sewer), crash analysis, and traffic safety studies.

Michael Kelly, P.E., Roadway/Traffic- Mr. Kelly has over 21 years of professional experience related to the engineering of transportation projects which includes a diverse combination of Phase I and Phase II engineering project experience. His transportation engineering project experience includes roadway geometric design, ADA curb ramp design, sidewalk and multi-use path design, traffic signal design, complex highway signing design; roadway signage design, transportation planning, corridor and alignment studies, traffic studies, drainage studies, environmental analyses and documentation, public involvement activities and engineering design

reports. He has served as a designer and Roadway Design Lead on projects from intersection improvements to widening and reconstruction of high-volume urban arterials with interstate interchanges, to reconstructions of tollway and freeway mainlines.

Throughout the progression of his career, Mr. Kelly has assumed greater design and managerial responsibilities from Design Engineer to Senior Project Engineer of complicated multi-disciplined projects.

Mark Kozlowski, PE, Civil Engineer - Mr. Kozlowski has more than 18 years of engineering and construction experience. As the Civil/Site Program/Design Manager for the Chicago Public Schools (CPS), Mark is the main liaison between the CPS Capital Improvement Program and school administration and staff. He manages all phases of design and budgeting from capital project initiation through the issuance of construction documents. Mark is the first personal contact between the school administrations and is frequently the liaison between CPS and the politically diverse sections in the City of Chicago.

Citywide Program Management Consultant (PMC) ProjectChicago, ILThe City of Chicago’s Aldermanic Menu Program is uniquely important in that every year it brings infrastructure improvements to each and every ward, neighborhood, and community throughout the City. It is also the City Council’s primary vehicle to provide visible renovations for its residents. As such, CDOT is under tremendous pressure to deliver requested projects quickly, successfully, and at the lowest possible cost.

That is why the Chicago Neighborhood Engineering and Construction Team, or C*NECT was created as a joint venture between Civiltech Engineering, Inc. (CEI) and Infrastructure Engineering, Inc. (IEI). Our team provides CDOT the tools to connect our communities through neighborhood transportation improvements. The initiatives we are delivering will promote diversity and provide advancement opportunity within the local transportation industry.

IEI as a joint venture partner is involved with all facets of the project. CPS - Capital Improvements Program, Design Management Services Chicago, IL

IEI has a long history of providing civil site services to Chicago Public Schools (CPS) for their Capital Improvements Program (CIP) through the Program, Planning, & Design Manager Services team (PPDM). IEI’s history of excellence in services provided to the PPDM team has resulted in IEI participating in the management of the Capital Improvement Program for many years on multiple program teams.

Our current role on the PPDM includes on-floor program planning, project coordination and project management. This task includes the following major items: assessment reports and data requests, preparation of capital plans, special program or project planning, annual program management, management of contracts (including Board Conducted Projects, Public Building Commission conducted projects, third party projects on independent sites, and review/coordination of individual projects. Our on-floor design manager, Mark Kozlowski, is an integral and trusted member of the program. His personal and continuous coordination between CPS staff, PPDM staff, City of Chicago agencies and the IEI in-house staff results in a broad understanding of the program goals, administration and funding; integration and in depth knowledge of multiple city agency requirements and objectives; and IEI in-house expertise for civil design and construction administration. Mark’s programming and coordination skills have resulted in IEI leading and coordinating the CPS civil site in-house projects, but also coordinating outside funding programs such as the Kaboom Playlots Program and the Space to Grow Program.

IEI also performs in-house reviews of Architect of Record (AOR) projects along with in-house site design and construction administration. Harish Goyal brings more than 20 years of civil site engineering on urban site developments, and nearly a decade of participation on the CPS program management team. His expertise combined with IEI’s talented in-house design staff results in the delivery of turf field designs, playlot design, parking lot design and ADA ramp and sidewalk design. IEI’s team has delivered more than 20 playlot designs per year for the current program, along with multiple turf field projects. IEI designed seat walls at the play grounds and also designed the exterior accessible ramps to the school buildings. IEI’s delivery methods and construction administration of these projects has resulted in significant savings to project costs and delivered on aggressive project schedules. Our experience in delivering this program is utilized and leveraged in our civil site design process and project delivery company-wide.

The information below provides clarifications in response to questions raised regarding the Infrastructure Engineering Inc. (IEI) City Engineering proposal submitted on Friday, January 12, 2018.

Questions and Answers

Q) The CIP draft is already underway, and will likely be in a final draft by the time IEI were to start. I envision the role to be more of an implementation role, in conjunction with the Finance, Public Works, and Water Departments. So that may reduce some of the hours you are assuming in your proposal. A) We do understand that the CIP is being developed now, and assessments are underway by other consultants. Our proposal and understanding of the City Engineer role is that we would be responsible for the implementation of the plan, and updates annually. We would anticipate reviewing, developing an action plan, implementing, coordinating and updating the CIP. This was the effort in our proposal, not in developing/writing the CIP.

Q) Can you elaborate what you believe your role would be in Public Safety and Economic Development Committees? Most capital projects, including facilities, will be routing through either the Public Works or the Finance Committees.A) We would certainly anticipate most of our work being done through Public Works and that committee. Because some projects touch on Public Safety (i.e. safe routes to school) or Economic Development (private development reviews and coordination) we anticipate being a resource for those committees intermittently as needed. It was not intended that we be an active member of the committees, but a resource that the committees can look to for information, advice etc.

Q) Did you review our Grant Policy and Purchasing Ordinance in crafting your proposal? You mention project bidding, construction management and coordination. They can be found here: http://www.waukeganweb.net/index.aspx?nid=327 Can you expand on your experience with IDOT requirements and Prevailing Wage? A) I did read through both the grant policy and the purchasing ordinance, and did write the proposal based on that understanding. We anticipate being a resource for the city and assist with procuring both professional services, and assisting with responsible low bidding reviews and tabulation for construction. This would include assisting in writing RFP’s for professional services, reviewing responses for professional services and/or recommending award. We would anticipate assisting purchasing with analysis of construction bids for responsible bids, assist with tabulation and/or recommending awards. During construction, we may need to have someone perform resident engineering and inspection services that we could either perform in-house for a negotiated fee, or procure a professional service firm and coordinate construction services and closeout for the city. We have significant experience with IDOT requirements and personnel. We have recent prime experience with IDOT District 1 for all three phases of engineering. We have a current Phase 1 planning contract with District 1; we are completing the Phase 2 design of Wood Street on the south side of Chicago ($45M roadway replacement); and recently completed an inspection Phase 3 project on IL-83 in District 1 ($14M construction cost). We recently completed a small bridge project on IL 137 in Waukegan for IDOT District 1 that is currently under construction (approx.. $3M in construction costs). We also coordinate with IDOT Local Roads regularly. We recently worked with them on our project in Evanston on Central Street. We also work with IDOT, FHWA and other agencies on a weekly basis on our work with CDOT for the roadway improvements in and around Jackson Park. Nearly all of our transportation projects require a prevailing wage be followed. We often perform prevailing wage audits on our construction projects including on-site interviews and documentation for federal funding projects.

Q) There is quite a bit of discussion regarding permit reviews. Were you directed to include that in your proposal?

A) The website provides that the City Engineer is responsible for watershed permits, which is part of the permit review in the proposal. However, we are primarily referring to technical reviews for building permits that touch on civil engineering, utility, city infrastructure, and/or structural reviews that the city would need to utilize us as a resource. For instance, reviewing a traffic impact study submitted to the city for a new development, and coordinating the required ROW improvements. Or, reviewing utility information and coordinating any required improvements to city owned utilities such as water or sewer. This is the intended permit review discussion in the proposal scope. We did not anticipate this to be a major need in our proposal, but as part of the overall coordination with other departments.
