These aircraft do not fly. 5000 - Louisiana Tech University - The aircraft assigned are used solely for instructional purposes and the training of student pilots. A copy of the current course descriptions/syllabi is available upon written request. Each university or college in Louisiana that teaches aviation is required to update their syllabi in compliance with FAA regulations. 5160 - Northwestern State University - The aircraft assigned are used solely for instructional purposes and the training of student pilots. A copy of the current course descriptions/syllabi is available upon written request. Each university or college in Louisiana that teaches aviation is required to update their syllabi in compliance with FAA regulations. 6320 - Louisiana Technical College-Lafayette Campus - The aircraft assigned are used solely for maintenance instructional purposes. These aircraft do not fly. 6410 - Louisiana Technical College-Sowela Campus - Most of the aircraft assigned to Sowela are used mainly for maintenance instructional purposes. Only the five aircraft designated in SCHEDULE A are used for flying instruction purposes. A copy of the current course descriptions/syllabi is available upon written request. Each university or college in Louisiana that teaches aviation is required to update their syllabi in compliance with FAA regulations. NOTE: All non-grounded aircraft assigned to these scheduled agencies are used on occasion to instruct personnel in piloting of aircraft. Personnel may include Executive Pilots, Administrators of the State Aircraft Transportation Pool, and/or other appropriately licensed agency chief pilots operating other types of fixed and rotary-wing aircraft and licensed in piloting of aircraft with all training provided by appropriately FAA licensed instructors. II. Flight Operations Safety Program

With the State of Louisiana self-insuring hull retentions based on 15% of the hull values and liability retention of $25,000, ORM currently implements a Flight Operations Safety Program as part of the statewide safety program. ORM Loss Prevention Officers audit the various insureds to determine whether they are complying with the safety program. The Program's objective is to provide managers responsible for operations of State-owned aircraft with meaningful indicators to insure that all personnel operating as Pilot-In-Command achieve and maintain the qualifications to safely and effectively accomplish their aeronautical duties. Loss Prevention Officers as well as the Safety Coordinator for each insured will make inspections of the various programs, make recommendations to improve the risk, and make follow-up inspections to see if corrective action was taken. III. State Police Pilot Qualifications

A. In order for a trainee pilot to carry State Police observers, he/she must first possess a commercial pilot’s license in that aircraft category (fixed-wing and/or rotary-wing).

B. Until a trainee pilot has accumulated 500 total flight hours of experience, he/she will be under daily direction and supervision of the department=s FAA Certified Flight Instructor.

C. After the trainee pilot has accumulated at least 500 total flight hours, to include at least 250 rotary-wing flight hours for rotorcraft pilots, and is in possession of an FAA commercial rotorcraft and fixed-wing license with instrument rating, he/she is authorized to operate State Police aircraft without restriction, including the carrying of departmental authorized passengers.

D. All State Police pilots will also be required to annually pass an FAA recurrence flight check (VFR) and every six months pass an FAA Instrument Flight Check to maintain currency in all types of aircraft each operates.

IV. Flight Safety International Training Program

It is the intent of ORM to encourage all insureds to participate in the Flight Safety International recurrent training program.

V. Pilot History Forms

Pilot history information for pilots approved to fly the fixed-wing and rotary-wing aircraft are being collected and will be on file at ORM. Photocopies will be furnished to interested bidders/contractors upon written request. Other persons will not be allowed to act as pilots-in-command of the aircraft unless an emergency condition exists or unless they have been approved by the Named Insured for that particular aircraft. At that time, a current pilot history will be filed with ORM.

The following is a list of pilots who fly the fixed-wing and/or rotary-wing aircraft for the various agencies.
