Dear Mr. Henderson:We’re keenly aware of the space challenges Archuleta County experiences in its downtown location, the limitations of your aging buildings and the current momentum for addressing facility needs. Space needs assessments and programming for County Courts and Jail facilities involves analyzing diverse programs, some of which come with inherent challenges and intense public interest. Anderson Hallas has built its reputation for excellence in public sector work through similar community and civic projects throughout the Rocky Mountain Region, and beyond. Experience in Space Planning for County Administration and Judicial FacilitiesCounty Administration, Courts and Judicial facility space planning by the firm includes both new and remodeled facilities that are sensitive to their adjacency, security and public interface issues. Our space planning efforts are collaborative. Working directly with Archuleta County we’ll identify “big picture” goals (community access, image, budget, etc) and then work down to the details of individual spaces, offices and public areas. On the Courts and Jail side of the equation, we’ll also consider the unique security requirements of the project (inmate transport, separation of public from secure areas, effects of technology on record keeping, access, communication, etc.). Client ObjectivesEvaluate the space needs for all county departments and courts currently housed in the 1930s courthouse and its 1960s addition. Explore: space reallocation in the existing building; adding a third floor; adding an addition to the end of the building; or building a stand-alone courts facility on an adjacent site.
Project OutcomeAnderson Hallas conducted all the programming and conceptual design for the county administrative departments and courts. Ultimately, the free-standing judicial center was selected as the preferred alternative. The programming document developed by Anderson Hallas was used to inform the renovation of the historic courthouse to serve county administrative offices. Anderson Hallas designed the new judicial center and their local affiliate, Alan Carter Architects, designed the courthouse renovation.

Client ObjectivesStarting with the existing historic courthouse, conduct a master planning effort, to decide where/how to accommodate a district and county courts facility. Design of the new facility and/or expansion should reflect the character of the historic structure.
Project OutcomeAnderson Hallas led the design team from programming through construction administration for the new facility to house county and district courts, associated offices and services and to accommodate the capacity of the county’s court case load for the next 30 years. Programming followed stringent adjacency and security requirements of the state courts. The team met a strict budget, while adhering to the client’s schedule.A CM/GC delivery system was initiated at the design development stage - providing the county with information that helped determine the cost/budget of a basement addition (storage space) that the county is now thrilled to have. The county commissioners took an active role in determining the character of the interiors with lighting selection and the choice of beetle kill wood for courtroom millwork.

Client ObjectivesVerify data from a recent space assessment conducted by the Colorado Judicial Facilities Department to explore the opportunities and constraints of 4 scenarios for a new Judicial Center. (The existing Huerfano County Courthouse, which currently houses the courts, was constructed in 1907 and has serious space limitations and physical deficiencies.)
Project OutcomeAnderson Hallas is in the process of conducting interviews with all Courts departments to verify the current and projected needs of the County and District Courts, Clerks and Mediation. The design team is exploring site alternatives and developing initial space planning diagrams.

Client ObjectivesDesign a new, 13,000 sf administration building on the site of the District’s current facilities — phased to allow the District administrative functions to remain operational during construction of the new building.Deliver a high-performance facility, specific to the District’s current and future programmatic requirements, in a limited time at an optimal cost.Provide a new Board of Directors public hearing room with 21st century technology, including a dais and seating to accommodate 50 people. Provide a public transaction counter able to accommodate six customer service representatives, with a secure separation from the administrative wing of the building. Provide space for extensive public records storage, conference rooms and a workout room with separate restrooms/changing rooms and showers. Design the site for 50 parking spaces.
Project OutcomeAnderson Hallas’s design team designed a contemporary building which is contextually appropriate and maximizes the use of sustainable design practices, including a high-performance envelope which is 25% more efficient than code requirements, extensive natural daylighting and strategic massing and siting. The building features sunshade devices specific to solar angles to maximize heat gain in winter (heating) months while minimizing heat gain during summer months, and still providing effective natural daylighting.The creative use of on-site resources such as a 500,000 gallon water reservoir to support a highly efficient geo-exchange (geothermal) heating and cooling system minimizes energy costs. Twice the size of the existing, the new building operates at a similar mechanical expense to the old.

Client ObjectivesReprogram the seven story building for new offices, courtrooms, conference center and secure spaces within a limited budget and time-frame. Existing systems required code updates, adaptation to new layouts and uses while not compromising the existing the LEED EB rating.
Project OutcomeAnderson Hallas worked closely with the Colorado Department of Personnel and Administration (DPA) and the General Assembly (GA) to program the consolidation of the agencies’ administrative functions into the building. The scope of work included space planning, remodel and move coordination services. The design team led a phased remodel of the building’s seven floors and basement which involved updating restrooms, the re-use of as many fixtures and finishes as possible complimented with new paint, ADA compliance, updated HVAC and the addition of courtrooms with new security and AV. The project was completed on-time and provides new and vibrant work spaces throughout on a very tight budget. All of the systems are updated and concealed above a new lay-in ceiling that also provides maximum daylight into the depths of the building.

Client ObjectivesConduct a complete interior rehabilitation of this historic courthouse and the 1960s annex to accommodate county offices and public functions. Restore the exterior character-defining features to their original condition.
Project OutcomeAnderson Hallas led a design team in space needs assessment and interior space planning, mechanical, electrical and structural upgrades, new fire suppression, reroofing and exterior terra cotta restoration. The building’s feature courtroom, which had been subdivided in an earlier remodel, was reinstated and seamlessly retrofitted with 21st century technology to house the County Commissioners’ Hearing Room.

Client ObjectivesExpose and restore the abandoned Arapahoe County Courthouse to house the City of Littleton’s Municipal Courts. Provide all new HVAC, plumbing, lighting, security, electrical and IT systems.House the courts in a location that will serve to build community and celebrate the town’s colorful history.
Project OutcomeAn efficient floor plan was developed to accommodate 2 courtrooms, an arraignment room, clerks’ office, judges chambers, community room and other support spaces into the existing building.Layers of interior finishes were removed to expose ornate tin ceilings, mosaic floors at the west and south entries and finely-crafted antique wood windows. The restored courthouse, sitting on the hill above downtown, serves as a beacon of community pride.

Client ObjectivesProvide site planning and design services to explore co-locating municipal offices, Town Council Chambers and the Marshal’s Office on the site of a former library and youth center. Increase efficiency and improve services to residents with a centralized location of services. Design a public building in keeping with the town’s unique, rugged mountain character.
Project OutcomeAnderson Hallas began the project with a survey of all town staff to determine space, adjacency and technology needs. The design team then evaluated four of the town’s existing facilities (administrative and marshal’s offices) to determine general conditions and adaptability for the town’s future growth. The team programmed growth requirements for town services and offices for 15 years. Programming was incorporated into a phased master plan for a vacant town site which considered site constraints and factored in the town’s design guidelines. Cost estimates were provided for future facility needs.
DeliverablesAnderson Hallas developed design presentations for the town to use for garnering public support for funding through bond issues. The final report included a full departmental program which can be utilized to anticipate and accommodate future growth.The Town of Telluride has proceeded with implementation of the first phase of the master plan (relocating the Marshal’s office), using local A/E and construction services to implement Anderson Hallas’s conceptual design.

PROJECT APPROACH
Collaborative ApproachAnderson Hallas proposes an integrated project approach for Archuleta County that will balance the County’s needs with projected funding op-portunities while engaging stakeholders in the project’s success. We start with the basics:
VisioningThis phase will begin with a kick-off meeting with County, Court and Sheriff representatives to establish and review the overall project goals, schedule, process, decision-making methodology and project team roles.
• Collect available existing information about the County’s objectives• Identify project goals and guiding principles• Establish an initial project budget target• Discuss decision-making process • Establish a schedule with the County project team • Identify stakeholder group participants and other partners
Data GatheringFrom both internal and external sources, we will gather data that will begin to shape a clear space and program needs statement. Activities will include:County, Courts, Jail
• Review of recent (past 5-10 years) jail data to create a predictive model of future needs, cross-referenced to the State Demographer’s population prediction for Archuleta County.• On-line and hard copy survey of departmental needs• Evaluation of the various departments’s staff and space needs and growth projections compared to other area and southwestern Colorado cities and towns• On-site confirmation of the above with each department

PROJECT APPROACH
Space NeedsIn an interactive process with the County’s project team, we’ll develop and refine the final space needs program.
• Diagrams for the County’s office, support, meeting, and public space needs• Jail bed count, support facilities and Sheriff ’s staff• Courts and associated functions and support needs• Adjacency and proximity desires• Public/private interactive needs• Common areas delineated• Growth areas identified and documented• Hierarchies and indoor/outdoor connections will be noted
Report PreparationFinally, we will prepare a Needs Assessment report that will contain all relevant information to document the recommendations, process and products of the plan. Each division’s space needs (County, Sheriff and Jail) will be listed both separately and combined, to facilitate testing both stand alone and combined facilities. The report will concisely summarize the space needs in an easy-to-understand matrix and may be used for briefing the community, public officials and county staff. At the draft level the report will be submitted for project team review. Comments and questions will be resolved in the final.

Meeting Your Project ScheduleThis chart is a graphic representation of our recommended schedule for the Archuleta County Space Needs Analysis project. The final timeline will be mutually agreed upon by the County and the design team prior to the start of the project. Our principals and project managers create and track all of our project schedules which are tied to a master schedule in our office that predicts human resource needs three to six months out. If individual schedule changes occur for reasons beyond our control, we are quick to reallocate resources to readjust our approach.

Project Description:Anderson Hallas Architects, PC proposes to provide Needs & Data Evaluation Services for Archuleta County, to assess staffing and space needs for a 25 year planning horizon for the following facilities:
• County Services • Courts • Sheriff/Jail
Project Approach: Refer to the Project Approach w/in the Proposal
Client’s Responsibilities: The Client will be responsible for the following: • Arranging access to the site • Coordinate meetings w/ county officials and project stakeholders
Fee/Terms: For the base services listed within this document, Anderson Hallas Architects, PC proposes a lump sum fee of forty five thou-sand seven hundred and eighty one dollars ($45,781.00). Monthly invoices will bill for the percentage of work completed in the previous month. Payment shall be rendered within 20 days of receipt of the invoice. Unpaid invoice balances will be charged 1% per month (12% per annum) after 20 days.

OPTIONAL SERVICES
Existing Space SurveyEach of the existing spaces (within the Jail, Courts and County) would be measured to determine existing sf/space, for comparison to proposed space needs. The results would be included in the final space needs assessment matrix.
Site Evaluation3-5 County-identified sites would be evaluated for the opportunities and constraints they present as potential sites that could accommodate part or all of the identified facility space needs. This task would include quantifying parking for each and/or a combined facility and a review of the site’s zoning requirements.
Cost EstimateIn collaboration with area General Contractors, this task would include an initial rough order of magnitude cost for constructing a combined facility and associated parking. (Does not include site-specific utility infrastructure, site grading analysis, etc.)
