Preliminary Feasibility Studies - On / Off Site Improvements Costs & Timeliness Considerations

2.2 - Instructions: The PM and PC may utilize the Property Feasibility Study - Cost Worksheet (FCW) as a guideline when inspecting the Potential Properties. The PC develops preliminary site plans for the potential properties; obtains preliminary observations from the geotechnical consultant and governing authorities. The REPM enters the Date Sent and Due Date (10 business days, or as jointly agreed by the REPM and PM subject to their respective manager's approval) and sends this PVR to the PM. Prior to the Due Date below the REPM and PM jointly agree on a preliminary Preferred Property. The PM enters below the data related to the Preliminary Feasibility Studies, contacts the Planning Manager who identifies the funding source for the Off-Site Costs, indicates Real Estate or Construction funding, then signs and returns the PVR by the Due Date.

Obtaining Geotechnical (Soils) Investigation Reports

US & Canada: The survey should meet ALTA/ACSM Standards.

The REPM and PM work together to obtain and review the boundary and topographical survey. The PM provides the surveyor with the Boundary and Topographical Survey Guidelines and contracts with the surveyor using the Consultant Services Agreement – Boundary and Topographical Survey.

Obtaining Boundary and Topographical Surveys

The PM provides the geotechnical consultant with the Geotechnical Investigation and Report Guidelines and the preliminary site plan. The PM contracts with the geotechnical consultant using the Agreement Between Client and Geotechnical Consultant. The PM reviews the report and ensures there are no soil conditions that cause the site to be unsuitable for construction. The PM also reviews the report to identify any soil conditions (e.g. expansive soils, collapsible soils, liquefaction) that cause special foundation requirements (e.g. engineered fill under footings, piles, caissons, suspended slab and grade beams, foundation drains) or excessive

Steps for obtaining the governmental approvals may include a) Obtain preliminary information regarding any required governmental approvals b) Review the strategic plan with the customer c) Submit application for the Church’s intended use d) Represent the Church at public hearings, as appropriate e) Submit the revised application and document the final approval.

Qualified consultants may participate, as directed by the PM. 1) If governmental approvals for the Church’s intended use cannot be obtained prior to property closing, the REPM must utilize the Document Transmittal to the Permanent File to record a temporary waiver and the new target date set by the PM. 2) Where the governmental approvals have been obtained, record and track expiration date and renewal as appropriate.

Obtaining Environmental Site Assessments (ESA)

If the Phase 1 report indicates the possibility of contamination, before proceeding with the transaction consult with RESD Natural Resources (NRS) and other qualified professionals to determine if the property should be rejected or if an ESA Phase 2 Investigation should be ordered to determine the type and extent of the contamination and the potential cost of remediation.

Create Your Own Digital Signature

Before you can sign a pdf form you must create a digital signature file. This file will be stored on your computer and attached to the pdf form verifying your signature. Your signature is verified by you entering a password when you digitally sing your name. Follow the steps below to create your digital signature file.

3. Click Add ID

1. In Acrobat Reader choose Document>Security Setting

4. On the Add Digital ID page click A new digital ID I want to create now. Click Next.

5. Click Windows Certificate

Store. Click Next.

6. Add your Identity information. Make sure to select 2048-bit RSA for your Key Algorithm. Click Finish.

7. Choose Edit>Preferences

8. Click Security

9. Click New…

10. Add a title. The title should be the position or role you are signing as such as Tooele Facilities Manager.

11. To choose a typed signature block click No graphic. To add a scanned signature graphic, click, Imported graphic. Find the scanned signature graphic file on your computer.

12. Select what text you want to appear in the signature box. 13, Click OK to finish.

Use your Digital Signature to Sign an Acrobat Reader Form

Applying your digital signature adds information to the form field and also attaches a certificate to the document verifying your signature. Keeping your digital signature secure is important. Once you have created your digital signature follow the steps below to apply your signature to any document.

1. Click on the appropriate red Sign Here icon.

2. Select a reason for signing from the pull-down menu or type in your season. here.

3. If you are using a custom signature block with a signature graphic, click Show Options. This box will expand and in the Signature Appearance box. Choose your custom signature by the title that you gave it when you created it.

4. Click Sign and Save to save the file in the same place on your computer. This will write over your original file. Click Sign and Save As… to save the file in a different place and with a different name. This will not write over your original file.
