Through a series of lectures, case studies, site visits, group discussions, presentations and action planning, this course critically examines the interplay between good governance, democracy and development across the developing world. It enables participants to fully understand the structural sources of corruption, the elements of good governance, and identify the interventions required to fight corruption and bad governance-- thus promoting development. Participants will explore development tools used to measure corruption to determine the effectiveness of anti-corruption schemes towards the design of an effective anti-corruption programme and integrity system. Participants will also be guided in drafting action plans within the priorities of the participants’ organizations thus linking course learning to the work place. Finally, participants will undertake a comparative study of national, regional, and international efforts to eradicate corruption. Upon successful completion of the seminar, participants will receive certification Danish Ministry of Foreign Affairs and ILI-ACLE.

TARGET GROUPThe target group consists of senior managers from the public sector, NGOs and civil society organisations dealing with anti-corruption or involved in and/or monitoring procurement and budget processes from Danish-supported development programmes, projects and organisations in Denmark’s priority countries in Africa, Asia and Latin America.

COURSE FEEThe course is co-funded by the Danida supported Fellowship Programme. Programmes/projects are charged DKK 1,500 per participant per study week. The funding needed for this course is DKK 3,000 per participant. The fee is all inclusive covering international travel, accommodation, allowances and study fee.

APPLICATION PROCEDUREThe deadline for application is August 9, 2013.

Application procedures must follow the procedures stipulated in “Guidelines for Danida Fellowships.” The guidelines as well as the fellowship form can be downloaded at DFC’s website. The fellowship form is to be filled in by the applicant, and endorsed by the Danida programme/project and the Embassy Desk Officer in order to ensure that the training is within the framework of national sector plans for capacity development. The Embassy will forward the application forms to DFC. Selection of course participants will be carried out by the DFC and the course management team based on incoming applications.

Memory Bandera, US-trained Zimbabwean with a Masters in International Relations, serves as the Institute’s Deputy Director-Programmes & Special Projects, working with Ms. Pandya in the coordination, design and implementation of seminars and technical assistance and advisory services. Prior to joining the Institute, Ms. Bandera was the Regional Program Coordination with Youth Action International, specializing in Economic Development, Human Rights, Peace Building and Conflict Resolution.

Justice Vincent Crabbe is a former judge of the Supreme Court of Ghana and a leading figure in law and development and governance in Africa, best known for his contributions in drafting constitutions and laws across the African continent and his highly respected publications in the field. Amongst his extensive achievements, Justice Crabbe has served as Chairman of the Constituent Assembly in the drafting of the 1979 Ghana Constitution and First Parliamentary Counsel and Constitutional Adviser to the Government of Uganda in the drafting of the 1966 Uganda Constitution. He was part of the team that contributed to the Kenya Constitutional Reform process and participated in the 2002 review of the Zambia Constitution. Justice Crabbe has also drafted laws for Ghana, Rwanda and Namibia.

Justice Crabbe has served as a Visiting Professor of Legislative Drafting in the Faculty of Law, University of the West Indies and has additionally taught legislative drafting on behalf of ILI-ACLE, the Commonwealth Secretariat, Ghana School of Law and Ministries of Justice in Mauritius, Namibia and Lesotho, to name a few. He currently serves as the Commissioner of Statute Law Revision for the Ministry of Justice in Accra, Ghana.

Julia P. Davis is the Director of the Center for Public Procurement Law and Policy at the International Law Institute in Washington, DC. She is currently working with the consultant to the United Nations Office on Drugs and Crimes to develop national procurement monitoring systems to detect and prevent fraud and corruption in government contracts. She served as Principal Counsel and Division Director within the Attorney General’s Office for the State of Maryland, with primary responsibility on procurement of goods and services, operation and security of state facilities, among other areas. Ms. Davis presently serves as Advisor to the UNCITRAL Secretariat and General Counsel on the revision of the International Model Law on Procurement. She serves as an independent expert to the United Nations under a pilot programme for the Award Review Board (ARB) handling bid protests, and to the Senior Vendor Review Committee, which focuses on sanctions and debarment issues. Ms. Davis authored “Public-Private Partnerships” published in the Procurement Lawyer and “Second Generation Procurement Reforms” published by the Common Market of Eastern and Southern Africa.

 

   

Swithin J. Munyantwali is the Executive Director and co-founder of the ILI-ACLE. His writings on the rule of law, accountability and good governance have been widely published and cited internationally. Mr. Munyantwali has spoken at various international meetings and has acted as a consultant to major bilateral and multilateral donors on issues related to legal and judicial reform.

Neha Pandya, a US-trained attorney, serves as ILI-ACLE’s Director-Programmes & Special Projects. In this capacity, Ms. Pandya heads the Programmes department and manages ongoing technical assistance projects and advisory services, including an ongoing civil legal reform project involving large-scale restructure of the judiciary in Lesotho and a recently completed assignment involving the development of a legal framework for the Government of Rwanda public enterprises. Prior to joining the Institute, Ms. Pandya was an Associate Attorney in the Employment and Labour Management Relations practice group at Duane Morris, LLP in Philadelphia, PA.
