MEEA is a collaborative

network whose purpose is to advance energy efficiency to support sustainable economic development and environmental preservation.

Midwest Energy Efficiency Alliance

• Illinois’ version of national Home Performance with ENERGY STAR program - currently 50 sponsors in 34 states

• A statewide platform for whole home retrofit programs throughout Illinois based on quality

• Existing, 1-4 unit homes throughout Illinois with no income eligibility criteria

• Provide support for existing whole home work

• Results in Illinois Home Performance with ENERGY STAR Silver and Gold certifications

• Funded through DCEO BITE grants and an SEP grant to cover non-IOU territories

Basics

• Make sure the envelope retains the conditioned air, while bringing in the correct amount of ventilation. Make tight, ventilate right. Know what that correct amount is.

• Contractors-– Add service lines and products.

– Address homeowners’ issues.

– Work with home performance contractors. Make sure they know about geothermal, and better yet, that they know they can recommend you when a customer asks.

– Coordinate messages!

• Utilities- consider a whole home approach

• Illinois Home Performance Gold Certificate-Heating and Cooling equipment is ENERGY STAR® at time of install

What is an IHP job?

In all instances, homeowners must follow the process outlined below:

1) Home energy assessment (aka energy audit)

a. Completed by a BPI BA+E certified individual employed by an IHP Participating Contractor

b. Follows BPI Building Analyst and Envelope standards

c. Homeowner receives copy of HEA summary report

2) Home energy upgrade (aka retrofit)

a. Overseen by a BPI BA+E certified individual employed by an IHP Participating Contractor

b. In all applicable instances, follows BPI BA+E standards

c. Results in Silver or Gold IHP Certificate

d. In each instance, air sealing is performed prior to installing insulation

3) Verification of work (aka test-out)

a. Completed by a BPI BA+E certified individual overseen by an IHP Participating Contractor

b. Includes blower door and combustion safety testing and visual inspection of completed work; findings/results are documented

c. Homeowner receives copy of performance improvement report, which is also used by the program to determine which Certificate may be issued

4) Homeowner agrees to participate in third-party quality assurance inspection program

a. Completed by BPI BA+E certified program representative

b. Serves as an additional verification point and added (free) benefit to the homeowner

c. Only a specified percentage of homes will receive the QA inspection; Participating Contractor’s level of experience and history in the program will determine whether inspection is required, based upon a transparent “QA Tier” system .

• IHP Certificates are issued on behalf of the state through MEEA

• Certificates provide 3rd party documentation for the improvements made in the home, useful in capturing the value of energy efficiency upgrades

Retrofit achieves a minimum of 15% modeled total energy savings reduction from baseline, as determined during home energy assessment.

a. Building infiltration rate: 4 ACH50 –OR –30% reduction below baseline. Must follow BPI Building Airflow Standard requirements and

b. Attic insulation: R-value increased to the level specified in the current state or local code, whichever is higher.

IL Code Diagnostic Testers Website

On January 1st, 2013, the State of Illinois implemented the 2012 Illinois Energy Conservation Code (based on the 2012 International Energy Conservation Code with Illinois amendments).

As part of the new energy code, blower door testing is required to demonstrate a building infiltration rate of no more than 5 ACH50. Duct tightness testing is required where the air-handler or any portion of the ducts are located outside of the building thermal envelope or pressure boundary.

The Illinois Department of Commerce and Economic Opportunity (DCEO) and the Midwest Energy Efficiency Alliance (MEEA) are providing a list of individuals who have taken training or hold certifications related to using building diagnostic equipment including, but not limited to, blower door and duct pressurization equipment.
