The Pensacola Little Theatre exists to enrich and educate the community by providing a diverse theatrical experience, with safety at

the forefront of our mission. Occupying a 108-year-old structure, the Pensacola Cultural Center calls for continued renovation of

what originally served as the county jail. The biggest capital improvement necessary for our home is the replacement of an

antiquated fire escape.

Describe what you are going to build, what you are doing to renovate the building, or what are you acquiring. Indicate how grant funds

is not to fund parking facilities, sidewalks, walkways, trails that are the entire scope of work, exhibits, fabrication or design, nor does it

fund commercial projects.

This project will replace an existing exterior fire escape on the premises owned by Pensacola Little Theatre.

The project includes removal of the current fire escape, installation of the new unit, and the labor and materials to complete the

job.

Permits for this renovation, per the attached scope of work by local contractor, will be secured by the contracted company.

After the installation, PLT will settle the balance with the contractor and submit a reimbursement request for the grant award

($22,534) to the Division of Cultural Affairs.

PLT will adhere to all policies and procedures for expenditures, as outlined by the DCA.

Need for Project - (Maximum characters 3300.) *

Pensacola Little Theatre (PLT) was deeded the old Escambia County Court of Records and Jail (1911-1977) in 1988. In the late

1980s and early 1990s, it was the organization's duty to renovate the building into a cultural center for the community. With the

financial help of the community, the county, and the state, the building was transformed and completed in 1996.

While there are countless other, sexier improvements needed for the structure since then, an institution is only as strong the safety

and protection it provides the participants within.

Over the last twenty-five years, the weathering and natural depreciation of the exterior fixture located along the gulf of Northwest

Florida means the Pensacola Cultural Center fire escape has seen better days. There have been drastic improvements in fire

escape design and coding to better suit historic buildings.

We virtually never use the existing fire escape staircase. God forbid we ever need to use the fire escape staircase. But considering

the diverse cultural programming and arts education offered within the Pensacola Cultural Center, we can't afford to take a single

risk of having a faulty fire escape system should that time ever arise.

As a cultural hub of Escambia County, 100% of PLT's operations are dedicated to the cultural development and artistic progression

of Pensacola. PLT is home to Ballet Pensacola, West Florida Literary Federation, and Liberty Church. Additionally, the Pensacola

Little Theatre rents its space to photography, painting, film, crafts, and dance organizations community wide throughout the year.

The same structure that rents its stage to a local religious group on Sunday mornings houses the LGBTQ film festival in the

summer. The same stage that holds acting classes for Title I school children presents performances by the Pensacola human

trafficking task force.

Antiquated and inadequate fire escapes have been a downfall of historic buildings for years. In order to continue to produce quality

art at a high level, as well as attract community partners, the transparent upgrade and renovation to the emergency fire escape for

the building needs to take place.

With increasing record-grossing shows in both quality and quantity, the tens of thousands of hours put in by nearly 800 volunteers in

the Pensacola Cultural Center should not be jeopardized due to lack of funding to replace a rarely used, though essential safety

fixture.

Operating Forecast Detail - (Maximum characters 3300.) *

Pensacola Little Theatre won't make money off of a new fire escape. If we're lucky, no one will truly ever realize we have replaced

the old staircase at all.

What we will do is proactively replace the emergency staircase with more efficient, longer-lasting materials in order to avoid future

replacements for decades to come, while simultaneously decreasing maintenance expenses.

The existing structure is erected with wrought iron, which has led to rusting and flaking. Though a tough, durable iron, the life

expectancy of the wrought iron staircase, without proper maintenance and coating, is limited.

The new fire escape staircase will be erected in aluminum, which unarguably stands up to coastal weather far better than wrought

iron.

Aluminum’s greatest attribute is that it is corrosion resistant without any further treatment after it is spun. Unlike wrought iron,

aluminum doesn’t rust. With aluminum, there is no paint or coating to wear or scratch off. Professionals recommend aluminum fire

escapes because they come with virtually no maintenance expenses and boast longer warranties.

The only additional funds anticipated as a result of this grant are in private support. Historically, the community reacts to media

coverage of funding secured by the state positively, and individual donations slightly increase in the months immediately following

that coverage. Operationally, the theatre doesn't make more programming dollars due to a fire escape replacement. But the

community is the best part of our community theatre, and they consistently rally behind and support state funding with their own

private support.

Fiscal Stability - (Maximum characters 1655.) *

Describe the fiscal condition of the organization as it relates to the successful completion of the proposal. Also describe plans to sustain

the proposed acquisition/renovation/new construction after the grant period.

Pensacola Little Theatre is the oldest continually-operating community theatre in the Southeastern United States, celebrating its

83rd year in 2019. Pensacola Little Theatre has a history of fiscal stability, including a $1.2 million endowment and a $250,000+

emergency reserve. (Considering the hurricanes that have affected our area historically, this is a reserve we are proud of, though we

know nearly that entire sum could be drained with damages from one hurricane.)

PLT has two paying tenants, Ballet Pensacola and Liberty Church. The two tenants provide over $125,000 in earned revenue per

year. The funds allow the building to be maintained without affecting programming.

Currently, the theatre operates on a balanced budget, while holding only two fundraising events per year including a gala and a

raffle. Both represent approximately 10% of our total operating budget. Earned Income represents 80% of PLT's total operating

budget.

But fiscal stability is not at the expense of the dire needs of the building. As a part of the theatre's long-range strategic plan, the

organization upgraded all lighting in the Pensacola Cultural Center to LED fixtures and replaced 16 antiquated air conditioning units

with all new energy-efficient HVAC units in 2019. Although it may not look like a fundraising plan, the investment will result in an

estimated $20,000 in annual energy savings. These savings will sustain the proposed renovation after the grant period.

Located in the center of Downtown Pensacola, the Pensacola Cultural Center is the hub for community events, local theatre, arts

education, and cultural programming. Nearly 1,000 volunteers call PLT their second home throughout the year, with more than

120,000 visitors impacted annually.

In addition to theatre, the Cultural Center houses Ballet Pensacola, the West Florida Literary Federation, Liberty Church, and their

patrons.

Virtually every community event calls PLT home, such as Studer Community Institute's EntreCon and Civicon, Pensacon, the

Stamped LGBTQ Film Festival, Temple Beth El's Jewish Film Festival, Wide Angle Photo Club, the Pensacola Human Trafficking

Task Force, Pensacola Opera, Pensacola Symphony Orchestra, Pensacola Children's Chorus, Leadership Pensacola, African

American Heritage Society, the Florida Trust for Historic Preservation, the University of West Florida, and countless others.

Every single one of these institutions and their audiences within the city, county, and region entrust the Pensacola Little Theatre to

adhere to their safety and protection while engaging in such fulfilling and culturally diverse programming.

This project serves the lives of children and elderly patrons who are given free access to performances and seminars to bridge the

gap between under-served and advantaged communities.

This project ensures the safety of hundreds of teenagers choosing to spend their afternoon within the safe-haven walls of the

Cultural Center instead of exposing themselves to peer-pressure and dangerous environments.

This projects affects the nonprofit partnerships between PLT and the Pensacola Humane Society to host pet adoption days within

the Cultural Center during our production of CATS. Or while collecting winter wear in the theatre to benefit the Gulf Coast Kids'

House throughout our performances of Joseph and the Amazing Technicolor Dreamcoat.

This project's impact is invaluable to the community and the hundreds of thousands of dollars annually invested in cultural tourism

because of its programming.

The project will have a net-positive impact on operations, maintenance, and programming at the Pensacola Little Theatre. The

project, once completed, will take less money to sustain than the existing fire escape for the building. Therefore, there will be more

operating dollars to dedicate to programming, including educational outreach to under-served populations in the community.

Other than utilizing the funds saved to proactively sustain the project with adequate, thankfully minimal maintenance, the theatre will

invest any additional funds saved through this project into our Beyond Boundaries program. Beyond Boundaries takes shows on the

go to offer free arts education and performances to under-served communities that cannot come to the theatre, including Title I

Pensacola Little Theatre adhere's to all fire safety codes, including proper sprinkler heads and exit doors to help stop the spread of

smoke or fire from one area to the other. The fire safety ventilation design of Pensacola Cultural Center ensures proper

pressurization.

The replacement of the existing wrought iron staircase with a new, more eco-friendly aluminum staircase impacts human health and

the environment with less pollution and debris from the rusting iron.

Rust is the primary threat for the deterioration of cast and wrought iron. If the process is allowed to continue, the metal can

completely deteriorate. Rust removal and prevention is the first step to fire escape conservation. Rust also occurs when moisture

collects in joints, cracks, and crevices of the masonry where the fire escape is anchored. Corrosion can cause the iron and the

masonry to deteriorate, weakening the anchorage to the structure. Replacement of hardware may be necessary if serious

deterioration has occurred. Long-term neglect can lead to serious structural failure, including loss of anchorage to the masonry wall.

Nearly 75% of all the aluminum ever produced in the United States is still in use today. Aluminum is not only a great material

because it is lightweight and conducts heat well, it can also be recycled indefinitely if uncontaminated.

Mr. Williams will be the liaison between the Florida Department of State, Division of Cultural Affairs, and the Pensacola Little

Theatre. He will be responsible for working with the contractor to schedule the installation.

Mr. Williams will oversee the project through its completion. Mr. Williams is on salary at the Pensacola Little Theatre, and his duties

include oversight of grant projects. He will not receive additional compensation.

An outside CPA office and the organization's Board Treasurer will overlook and audit all financial records kept and executed by Mr.

Williams.
