SECTION I - INTRODUCTION

1.01 GENERAL

This Scope of Work and Technical Specifications ( PTS-13WO144 ) and associated PROJECT Conceptual Drawings (Drawing Control Sheet-WT-912201), which are Attachment to Schedule “B” of CONTRACT, describe the specific scope of WORK that the CONTRACTOR I s required to carry out on Lump Sum Turnkey (LSTK) basis until the successful commissioning, completion and final acceptance of 110kV Double circuit overhead transmission line to be constructed on New design based on NG revised standard including full scale loading test on each type of family of tower. 110KV XLPE double circuit gantry cable and communication WORK from 380/110/13.8 KV Lith BSP to 110/33KV Adam substation Makkah by National Grid SA

(hereafter referred to as COMPANY) as per connection diagram.

1.02 PROJECT DESCRIPTION

COMPANY requires to design & testing of new family of latticed steel Towers based on revised unified standard # 01-TMSS-01 rev01 & 20-TMSS-01 Rev01 and install

new 110kV Double circuit, three phase, vertical configuration, approximately 53km long Double circuit overhead transmission line using 2X500mm² AAAC conductor per phase, Two (2) Composite Optical Overhead Ground Wire 96 core (OPGW) from the 380/110 KV Lith BSP steel take-off structure at 110 KV S/S bay to 110/33 KV S/S Adam Substation and 2500mm², XLPE gantry cables at Lith BSP end. (Refer to Attachment-II of this document for detail scope of work for 110KV XLPE cable).

The route of proposed transmission line is shown on the drawing no. WT- 912205.

SECTION II – SCOPE OF WORK

2.01 TRANSMISSION LINE WORK A. Design and Construction of One (1) Double circuit overhead Transmission line having

approximately 53km route length, 110kV Double circuit, three phase, vertical configuration, overhead transmission line on 110 KV double circuit latticed steel structure using Two (2) 500mm² AAAC conductors per phase from the 110 KV steel take-off structures, and gantry cables at 380/110 KV Lith BSP to 110/33 KV Adam

Substation as per connection diagram WT-912202.

Refer to drawing # WT-912202 for overall transmission line connection diagram and

WT-912205 for transmission line route.

B. The proposed latticed steel tower overhead transmission line portion Approx. 53KM shall be double shielded on double peak towers and having 48 cores for each OPGW. OPGW shall have current capacity of 24kA for 0.3second at 50°C & 120kN UTS up to 2Km of each side of Substation ref to SEC standard TES-P-122.03 and rest of line shall have rating 13kA for 0.3 second at 50°C initial temperature and minimum ultimate tensile strength of 70kN.

C. Double circuits of proposed overhead transmission line shall be installed on porcelain

long rod insulators as per SEC standard # 15-TMSS-04 Rev01.

D. Supply, civil work, installation, testing and commissioning of the following complete in all respect:-

i 110KV overhead transmission line

2X500mm² AAAC Phase conductors.

Latticed steel towers (double peak).

OPGW

Porcelain long rod insulators.

Hardware and accessories.

Grounding of towers.

Foundations for towers.

Aviation warning system.

53 Km route length

E. 380/110/13.8 KV Lith BSP.

i 2500mm² XLPE power gantry cable, 100 m route length for each

G CONTRACTOR shall design, fabricate and install special type of latticed steel towers for existing or proposed in future roads or structures/gantries such as single circuit (horizontal configuration), single phase, etc. on the locations where the proposed overhead transmission line crosses existing transmission lines, pipelines (oil, gas, sewage and water), paved roads and any other existing facilities, Transposition of 110 KV line or for any other valid reasons and requirements stated in the approval letters of government/private agencies so as to complete the WORK successfully. CONTRACTOR shall design, fabricate and erect these special latticed steel structures based on Standard Specifications, The proposed new structure configuration/arrangement concept shall be submitted for review and approval by the COMPANY before any design is carried out.

H. CONTRACTOR shall design, fabricate and erect a family of double circuit latticed

steel structures/steel Monopoles vertical and any special type of latticed steel structures/gantries as required and necessary to complete the WORK. Phase to ground vertical clearances shall not be less than specified as per TES-P-122.09Rev0 clause 2.4.4.

I. All components, materials/equipment and required WORK for the satisfactory

completion of the PROJECT, and other accessories covered under the succeeding scope of this PROJECT, either in detail or not, shall be supplied, installed and commissioned by the CONTRACTOR as necessary without any additional cost.

J. The engineering design and specification of equipment/materials supplied under this

PROJECT shall be in accordance with this Scope of WORK and Technical Specifications and COMPANY Standards. If the equipment either doesn’t conform to specifications or is not acceptable to COMPANY based on past operating experience/any other reason, the CONTRACTOR shall propose alternative equipment for review and approval by Company. However, in case of conflict on the requirements, the CONTRACTOR shall bring this to the attention of the COMPANY and shall obtain such applicable requirements for this attention of the COMPANY. the CONTRACTOR shall have no right to decide on his own the requirements in case of such a conflict, and in case of such an eventuality, the CONTRACTOR will be doing so at his own risk and cost as the COMPANY reserves the right to reject any or the completer part of such WORK arising out of the CONTRACTOR’s own decision. The engineering and design WORK under this CONTRACT shall be carried out by an engineering and design firm that has registration to carryout engineering and design WORK in the Kingdom of Saudi Arabia. The proposed engineering and design firm shall also be from SEC’s acceptable list of Engineering and design firm or shall get pro-qualified before the CONTRACT Award for carrying out any engineering and design WORK for this PROJECT.

K. It is CONTRACTOR’s responsibility to visit the WORK SITE, check the route, and

propose in his bid any required changes, and satisfy himself as to the extent of the WORK, location and all conditions under which the WORK will be carried out. No claims/change order based on the lack of any such knowledge will be entertained. The CONTRACTOR will not be compensated for any additional cost required to complete the PROJECT due to construction difficulties.

L. The drawings enclosed with this SOW/TS are only conceptual for the information of

the CONTRACTOR and are to be read in conjunction with this SOW/TS. Contractor shall develop the detailed design drawings for constriction based on these drawings.

M. The material specification specified herein in to considered as the minimum

requirements, and the bidders shall carry out their own basic and detailed design necessary for their proposal specification.

The detailed design shall be finalized through design conferences based on the guideline drawings issued hereof, manufacturer’s drawings, calculation data sheets, etc.

All documents and drawing data to be submitted by the CONTRACTOR shall be writer in English language and metric unit system.

N. The CONTRACTOR shall be responsible to recover any consequential effect on the

existing COMPANY facilities/properties inside or outside the station without any additional cost to the COMPANY.

O. COMPANY’s acceptance of the CONTRACTOR’s design does not relieve him of any

part of his obligations to meet all the requirement of the CONTRACTOR nor the responsibility for the correctness of the design and construction drawings of the PROJECT.

P. The CONTRACTOR shall bring to the attention of the COMPANY any conflict

between these PTS and COMPANY Standards. The CONTRACTOR shall have no right to resolve the conflict and decide on his own in case of such a conflict, and in case of such an eventuality, the CONTRACTOR will be doing so at his own risk and cost as the COMPANY reserves the right to reject any or the complete part of such WORK arising out of the CONTRACTOR’s own decision. The COMPANY’S decision on this matter shall be final with no additional cost to the COMPANY.

Q. The drawings enclosed with this scope of WORK and Technical Specifications are

only conceptual for the information of the CONTRACTOR and are to be read in conjunction for the Scope of WORK and Technical Specifications. CONTRACTOR shall develop detailed design drawings for construction based on these drawings.

R. The specification of equipment and materials specified herein are to be considered

as the minimum requirements, and the bidders shall carry out their own basic and detailed design necessary for their proposed specifications.

The base design shall be finalized at base design review meeting based on the guideline drawings issued hereof, manufacturer’s drawings, calculations and data sheets, and detailed design shall be finalized based on the base design review and

other required information. All documents, drawings data and instruction books to be submitted by the CONTRACTOR shall be written in English language and Metric Unit system.

S. Copies of existing drawings, design calculations, technical reports and other

information as deemed appropriate by the COMPANY may be provided to CONTRACTOR upon request, if available. However, if such information is not available, then the CONTRACTOR should be responsible for the independent development of the information required to complete the specified PROJECT. The existing drawings provided are for information only and the CONTRACTOR is responsible for checking the correctness at the site.

T. The WORK shall include, but not limited to the following:

1. Mobilization

2. Soil investigation and soil resistivity measurements. 3. Line route survey checks and structures staking. 4. Structure spotting. 5. Design, fabrication, erection and testing of latticed steel structures. 6. Supply, procurement, inspection, testing, storage, handling of all the required

material and equipment. 7. Transportation, delivery and storage of all materials to the WORK SITE.

8. Design, construction and testing of foundations for latticed steel structures. 9. Design, fabrication and erection of any special latticed steel structures. 10. Construction of access roads and structure pads. 11. Installation of insulators and associated hardware and fittings. 12. Installation of conductors/overhead ground wires (OPGW/OGW) and all

necessary associated hardware and accessories. 13. Supply, installation and testing of OPGW, U/G non-metallic fiber optic cables,

joint boxes, fiber management racks and all necessary associated hardware and accessories.

14. Installation and testing of structure’s grounding system. 15. Perform analytical vibration damping study for conductors and overhead ground

wires by Installation of vibration recorders for field measurements of vibration behavior of conductor and overhead ground wires. Analysis/reporting of field vibration records to justify the analytical vibration study.

16. Conduct line impedance calculations and measurements to determine the

positive and zero sequence of the transmission line in coordination with the

COMPANY REPRESENTATIVE, and result shall be furnished to the COMPANY.

17. Testing and commissioning.

18. Demobilization and clean up. 19. Perform all survey work. Development of route plan as well as plan & profile

drawings. 20. Aviation warning system shall be provided near the airports, express road

crossings as per NG Standards. Beacon light on the tower shall be medium intensity type.

U. The proposed 110kV transmission line crosses the existing facilities such as roads,

pipelines (water, gas, oil, sewage etc.) of various government and private agencies. CONTRACTOR shall note carefully the approval conditions.

1. It is the responsibility of the CONTRACTOR to coordinate with Municipality

and/or related agencies to obtain the necessary approvals and work permits. 2. CONTRACTOR shall provide interference free access for the COMPANY

maintenance personnel and general public during the construction of the line in accordance with the requirements of Municipality and/or other related agencies.

3. CONTRACTOR shall ensure strict compliance to the approval conditions of the

various agencies. Any changes or deviations from the approval condition stated in the approved letters shall be specifically approved by the respective agencies.

4. CONTRACTOR shall protect the existing facilities/utilities and shall be

responsible for repairing any damage to the existing facilities/utilities including, but not limited to, roads, buried telephone cables, underground water/sewage lines, underground pipelines, underground power cables etc. At no cost to the COMPANY if such damage is caused during the course of execution by the CONTRCTOR or his SUB-CONTRACTOR. CONTRACTOR shall verify the exact locations of these facilities.

5. CONTRACTOR shall protect and relocate (if necessary) all utilities, which may

If any utility is encountered unexpectedly, the COMPANY REPRESENTATIVE

shall be notified immediately. Emergency rectification WORK as deemed necessary shall be put in hand without delay and without prejudice to the indemnity of the COMPANY.

6. The WORK within the jurisdiction of related agencies should be carried out

under the supervision of their representatives. 7. It is the responsibility of the CONTRACTOR to visit the WORKSITE and to

satisfy himself as to the extent of WORK location and all the condition under

which the WORK will be carried out. No claims based on the lack of any such knowledge shall be entertained.

8. CONTRACTOR shall avoid the location of structures at the intersection of

existing roads, existing/proposed roads and at the cuts/opening in the proposed roads. The final layout of proposed roads shall be considered during the time of execution. It is the responsibility of the CONTACTOR to coordinate with

municipality and/or concerned agency their latest town planning during the implementation/construction stage. Approval of structure spotting shall be obtained from concerned agencies in writing prior to commencement of WORK.

V. Asphalt reinstatement of the affected areas of the existing roads to the satisfaction of

the Municipality and/or other related agencies with respect to their material & technical specifications

W. All excavations shall be restored to original condition & pavement, sidewalk; curb

removed or damaged during the construction shall be restored with respect to their material & technical specifications

X. The location of the 110Kv proposed overhead transmission line is shown on the

Transmission Line Route, drawing numbers WT- 912205. Contractor should submit Plan and profile drawings showing the topography and

elevations of the existing natural grade along the line route. The CONTRACTOR shall exercise particular care in construction of the overhead transmission line within the right-of-way and ensure that all structures are properly and accurately located

Y. The final installation, to be provided by the CONTRACTOR, shall be safe, functional

and reliable in accordance with the latest engineering practices. Z. if transmission line exists above 1000m sea level than Altitude correction factor

should be applied on all material supplied under this project.

2.02 MINIMUM VERTICAL CLEARANCES

A. Minimum Vertical ground clearance to conductors of transmission line are stated in technical specifications TES-P-122.09 unless otherwise on approval letters from different approval agencies.

B. Minimum vertical ground clearances to conductors shall be 12 meters when the transmission line is routed through the existing/proposed city streets with existing/proposed lighting poles/trees unless otherwise on approval letters from different approval agencies.

C. Minimum vertical ground clearances to conductors of 12 meters when the

transmission line crosses the expressways and highways.

D. Minimum foundation reveal (exposed portion) of 750 mm shall be provided to all structure foundation located along the median of the paved/unpaved road with proposed road with median. The reveal shall be measured from the top of the existing paved/unpaved road.

E. Minimum foundation reveal (exposed portion) of 450 mm shall be provided on each

structure foundation located along the median of the road with existing median. This reveal shall be measured from the top of the existing median. The minimum clearance specified in item A above shall be measured from the top of the foundation.

G. Gradation of existing ground natural grade to meet the vertical clearance

requirements is not acceptable. The vertical clearance shall be measured from the highest point on the existing grade.

2.03 INSULATORS The suspension & tension porcelain long rod insulators shall conform to the

requirements of the Coastal/non-coastal limits as specified in COMPANY Materials Standard Specifications 01-TMSS-01 Rev1 and 15-TMSS-04 rev01. latest revised COMPANY Materials standards will be applicable only.

2.04 DESIGN CRITERIA OF NEW LATTICED STEEL STRUCTURES AND SELF

SUPPORTED STEEL MONOPOLES – Two (bundle) CONDUCTOR PER PHASE A. CONTRACTOR shall design a family of double circuit latticed steel structures

(vertical configuration). The lattice steel structures shall be designed to withstand the specified loadings for double circuit installation ref Attachment –I 1.09 for design requirements.

B. The following parameters shall be used in the design of the structures:

2.07 PROJECT INTERFACE Contractor have to coordinate with substation contractors at both end of cable/OHTL project during design, construction, testing & commissioning of the project. At 380/110KV BSP HHR-3 substation contractor will provide complete 110KV bay except 110KV GIS/outdoor cable sealing end which is to be supply, installed and tested by OHTL/Cable contractor including jumpers, connectors, necessary hardware, steel structure for connection of OHTL/Cable to the 110KV Substation bays.

2.08 STANDARDS, CODES AND SPECIFICATIONS All WORKS equipment and materials covered in this document shall conform to latest

edition of the COMPANY’s Material Standard Specifications supplemented with latest applicable industry Standards, Codes and Specifications. The latest edition of each Standard and Specification shall mean the latest edition specified hereunder.

The CONTRACTOR shall strictly comply with the following Standards, Codes and Specifications and no deviation shall be accepted unless otherwise accepted by a written waiver from COMPANY. 2.09 Standard Guidelines for Preparation of As-built Drawings

1. General

1. The CONTRACTOR shall provide all drawings required for this PROJECT

covering all the substations involved in accordance with the requirements of the COMPANY Engineering Drawing Preparation Standards (SEEDS-II revision-01).

The drawings shall be assigned with drawing numbers and indexed as outlined in the above procedure. A block of drawing numbers shall be provided by the COMPANY for all new drawings/documents.

2. Drawings shall be of uniform size in each discipline as much as possible and ISO scales hall be 1:10, 1:50, 1:100. 1:1200 etc.

3. The existing system drawings of the source substation are generally available with the COMPANY in digital or tiff format except in certain cases where it is in the form of hard copies. Copies of existing available drawings shall be provided on CONTRACTOR'S written request. However, if any related information is not available, the CONTRACTOR shall be responsible to develop all the required drawings to satisfy the PROJECT requirements.

4. The drawings involving modification/expansion of the existing system in source substation shall cover the details of the existing system and interface. The drawings in general shall be computer drafted and compatible with Micro Station V8i or above version software computer-aided-design (CAD) system. However, in case of drawings involving modifications to existing drawings, which are not available in digital or tiff format CONTRACTOR shall be responsible to develop all the required drawings.

5. The drawing to be submitted by the CONTRACTOR shall be of the following standard sizes in accordance with SEEDS-II revision-01.

2. Revision of Existing Drawings/Drawing Control Sheets

a. All existing drawings including common drawings affected by this PROJECT shall be revised and submitted for COMPANY review as part of CONTRATOR'S design submittals. The drawings in general shall be computer drafted Micro Station V8i or above version software in accordance with SEEDS-II revision-01.

b. For modification WORKS of existing substation, the existing drawings only shall be revised as far as possible. If revising the existing drawings are not feasible or not practical and new drawings need to be developed, then preferably the same number with additional/different sheet number shall be allotted. New drawings having new drawing numbers shall be created only if drawings of existing system are not available.

c. The drawing involving modification/expansion of the existing system in substation shall cover the details of the existing system and interface. Drawings giving only the isolated views/information of expansion/modification work without details of existing system/interface are not acceptable. If new drawings, developed for modification work of existing system do not cover the complete details of existing system, then the corresponding existing system drawings shall also be modified to show the interface/integration with the new drawings developed, and submitted for COMPANY review as part of CONTRACTOR'S design submittal.

d. The existing drawings are listed in the drawing control sheet(s) for the substation and covered in more than one (1) drawing control sheet for each of the affected existing substations. The CONTRACTOR shall review/study these various by drawing control sheets and drawing, identify the superseded/latest drawings and if necessary carry out field verification to ascertain the correctness of the existing drawings. Only the appropriate/ correct drawings shall be used for developing the drawings for modification WORKS, While modifying any existing drawing sheet, the sheet will be submitted in duplicate, one marked as existing and the other marked as ' modified'. All the existing drawing control sheets shall be revised to reflect the new revision numbers of existing drawings revised and to identify the superseded drawings. Also a prominent note shall be put on the revised existing drawing control sheet (s) to indicate the new drawing control sheet number, if a new drawing control sheet was developed. (e.g. "See drawing control sheet * E-xxxxxx for list of drawings developed for C. N. # xxxxxxxxx for ………).

e. Contractor shall not change/modify the drawing sheets of existing drawings. If additional sheet(s) are required to be added, the same shall be done using an alphabet. For example, a new sheet is to be added after sheet 5 of a drawing number EA-467898 with 20 sheets, then, its sheet # shall be sheet 5A of 20.

3. Vendor Drawings

1. Vendor drawings are manufacturers' drawings, data schedules, specification sheets installation and operating instructions and any other data required for material or equipment requirements of such information are an integral part of the purchase order and shall be specified by the CONTRACTOR.

2. Preparation and assignment of vendor drawing numbers shall be in accordance with COMPANY Engineering Drawing Preparation Standard (SEEDS-II revision-01).

3. All vendor drawings shall be subject to review and approval by the COMPANY at various stages (bid/base design/detail design/construction) of the CONTRACT. Note: All vendor drawings shall be consistent with main drawings in all respects and the vendor drawings shall clearly indicate all inter references with main drawings and all other vendor drawings as applicable.

4. As-Built Drawings

1. As the PROJECT nears completion, "As-Built" drawings shall be prepared by the CONTRACTOR in sufficient details to present an accurate record for COMPANY. Complete set of 110KV Tower design (Family of towers may be used under this project or not), outline drawings (stating size, type of steel, standard #, weight of each member, ruling, wind & weight spans), shop & erection drawings should be submitted to engineering & design office in original (digital Microstation *. DGN format other than the NG requirements. All existing drawings affected by this PROJECT shall be revised and corresponding existing drawing control sheets shall be updated by the CONTRACTOR. The existing drawing control sheet shall be updated and automated in XLS format. If the existing substation drawings do not have drawing control sheet, then the CONTRACTOR shall prepare new Drawing Control Sheet, which shall include the new and existing drawings. CONTRACTOR shall coordinate with COMPANY for the list of the existing drawings. All Drawing Control Sheets, listing all proposed and existing drawings shall also be submitted in the Base Design submittal.

2. All revisions shall reflect field modifications to engineering flow diagrams, electrical one line diagrams, electrical schematic connection and interconnection wiring diagram; instrument hook-ups wiring diagrams, terminal connections, dimensioned equipment layouts, all underground installations and other WORK and facilities not normally visible. The CONTRACTOR shall provide "As-Built" drawings showing all field modifications to drawing and diagrams prepared by the Vendors and SUB-CONTRACTORS. If the CONTRACTOR was given hard copy or tiff image file to existing as-built drawings, then it is the responsibility of the CONTRACTOR to request the COMPANY at least two (2) months before the Technical completion for

the existing "as-built" drawings & redraw them in Micro-station V8i or above version software in accordance with SEEDS-II revision-01. Updating of existing "as-built" drawings will not be accepted.

3. As part of " As-Built " drawings submission, the CONTRACTOR shall also provide the COMPANY three (3) sets of field marked–up drawings reflecting the " As-Built " condition of the particular segment of WORK completed by the COTNRACTOR and distributed, as given below, prior to energization.

-One (1) set shall be retained by the COMPANY at the substation.

-One (1) set shall be submitted to the COMPANY. -One (1) set shall be used for "as-built" by CONTRACTOR'S

Engineering and Design Consultants, which shall be included in the final submittal. 4. One (1) sample of original (digital Microstation *. DGN format and five (5)

check prints from different "As-built" engineering drawings shall be submitted to the COMPANY to verify the quality of digital Micro-station *.DGN format and whether the correct drafting procedure is adopted, one (1) month before initial submission of "As-Built" drawings. Before submitting the final as-built drawings, one sample drawing shall be submitted and got approved.

5. The Contractor shall submit all design documents, calculations, studies and

drawings at As-Built Stage of the Project as per SOW/TS Table 2.01 & 2.02 OR (3.01 & 3.02) as applicable, as a minimum. As-built package not complying with this requirement shall be liable for REJECTION.

6. Contractor is responsible to fill-in the entire Engineering Drawings/Documents

Data as highlighted in the attached APPENDIX-R columns ONLY and returns to ESD/TDD/Documentation Group-East along with the soft copy [CD] of authenticated as-built drawings for further action.

Five (5) copies of the as-built drawings/documents shall be submitted to the COMPANY for review as to adequacy, completeness, legibility and conforming to drafting standards. If returned, the CONTRACTOR shall make corrections, provide additional data and improve the quality as instructed prior to re-submittal and COMPANY acceptance. The revised "As-Built" drawings shall be resubmitted within four (4) weeks after commissioning. Five (5) sets of final "As-built" drawings, one (1) set of As-built Digital Micro Station" DGN format drawings in CD shall be submitted to the COMPANY for records
