Part 2. Project Need

It is important to understand the need(s) or issue(s) that the proposed project will address and the benefits that it will provide. Information provided in this section defines the need(s) or issue(s) that the proposed project will address and will help to catalog existing need(s) or issue(s) in the Tulare Lake Basin Portion of Kern County Region. Please provide a 1-2 paragraph description of the need(s) or problem(s) that the project will address. As applicable, discuss the water supply need, operational efficiency need, water quality need, or resource stewardship need (e.g. ecosystem restoration, floodplain management) need. Discuss critical impacts that will occur if the proposal is not implemented. High septic system failure rate: Numerous small lot sizes have contributed to thirty seven percent of area septic systems being pumped two or more times in the past three years. To reduce septic tank pumping 49% of systems dispose of laundry water and other graywater onto their yards. Potential Pollution Problem: Groundwater in the area has been contaminated with Nitrates. Thirty percent of wells in the South Shafter area had levels of Nitrates in excess of Federal and State Safe Drinking Water Standards. Forty eight percent of area wells had elevated Nitrate levels ranging from 24 ppm to 44 ppm.

A general description of the proposed project is needed. This section will provide information associated with the project concept, general project information, and readiness to proceed. It is recognized that much of the requested information may not be available for projects that are at a conceptual level of project development. We appreciate and need your ideas. Buildings in this low-income area are currently served by individual septic system that experiences a higher-than-normal rate of failure. This proposal consists of the installation of sewer main and service laterals for phase one of the project, referred to as Smith’s corner. The new sewer improvements will serve approximately 178 parcels or 900 people within the community of Smith’s Corner. The project's goal is to eliminate the impact of the failing septic systems have on the saturated soils in the area.

At present, wastewater disposal in this community is handled solely by septic tank systems which discharge the tank water into leach lines and seepage pits on the individual properties. The installation of a sewage collection system will eliminate the necessity of repairing or replacing the existing septic tank systems. Additionally, health issues associated with soils and groundwater contamination as a result of continued septic systems use would be eliminated. The waste water will be disposed of, via sewer lines, at a regional sewer treatment plant where it will be treated and recycled.

Discuss critical impacts that will occur if the proposal is not implemented. The Caliente watershed routinely floods the communities of Arvin and Lamont on the average of every 7 years. One concept is to acquire 1500 acres of land where it would intercept the water upstream of those communities (near Hwy 58) and would force the water to slow and dissipate energy, deposit sediment, and increase flood-flow volume losses. The area would also be reclaimed back to natural habitat and reintroduce native species to the site. A feasibility study is required to determine the effectiveness of the project.

The leach field soils are “clogged” and are now incapable of functioning properly, and over the past several years have resulted in surfacing effluent during peak periods, especially during winter months.The area immediately north of the existing leach field is owned by the County and was reserved to serve as the expansion area.

Economic development is also hindered due to sewage disposal limitations. The existing Reeder Tract WWTP is getting older and requires regular maintenance and is expensive to operate. This project will serve the community of Lake Isabella area with one integrated regional Waste Water Treatment Plant. If nothing is done, septic systems will continue to fail, the Reeder Tract WWTP will continue to require significant maintenance, and development will remain constrained or continue to develop on septic systems.

The Krista Mutual Water Company's only well has high levels of Fluoride (2 ppm = 3 month average) and is the community's sole source of water. A second well is needed that supplies clean water and that would provide adequate quantity of supply. Sandy Creek runs through the urban (both incorporated and unincorporated) areas around the City of South Taft. Not performing any improvements will result in continued erosion and eventual failure of the levee jeopardizing adjacent property, homes, and businesses.

It is anticipated that a feasibility study may result in proposed groins, grade control structures, and bank armoring.

The new sewer improvements will serve approximately 820 parcels or 2460 people within the above identified area.

At present, wastewater disposal in this community is handled solely by septic tank systems which discharge the tank water into leach lines and seepage pits on the individual properties. The installation of a sewage collection system will eliminate the necessity of repairing or replacing the existing septic tank systems. Additionally, health issues associated with soils and groundwater contamination as a result of continued septic systems use would be eliminated. The waste water will be disposed of, via sewer lines, at a regional sewer treatment plant where it will be treated and recycled.

Severe subsidence of the roadway at this location has resulted in continuous drainage problems and standing water, which only exacerbates the problem by causing more settlement. An apartment complex is located adjacent to the problem area, making it inconvenient for the residents. To alleviate the problem, approximately 1200 feet of road needs to be reconstructed, along with curb and gutter. New drainage structures and a section of storm drain pipe are proposed to convey drainage waters to nearby drainage facilities.

These broken, corroded and leaking water lines create significant water and energy loss and health hazards such as low pressures and water supply contamination. DAC systems lack the funds needed to evaluate and quantify Distribution system water loss and replacement needed to obtain State and Federal construction funding. Critical impacts

Part 2. Project Need

It is important to understand the need(s) or issue(s) that the proposed project will address and the benefits that it will provide. Information provided in this section defines the need(s) or issue(s) that the proposed project will address and will help to catalog existing need(s) or issue(s) in the Tulare Lake Basin Portion of Kern County Region. Please provide a 1-2 paragraph description of the need(s) or problem(s) that the project will address. As applicable, discuss the water supply need, operational efficiency need, water quality need, or resource stewardship need (e.g. ecosystem restoration, floodplain management) need. Discuss critical impacts that will occur if the proposal is not implemented. The Athal water system has two wells to supply 65 homes (65 EDU’s) and a population of 225 people with water. The community has a US Census MHI of $27,465, (Kern County, Census Tract 62.01, Block Group 1) The Athal Well (Well #1) was drilled in 1950 and served as the main water supply until September 2009 when it collapsed. The Weedpatch Well (Well #2) was incorporated into the water system as a back-up water supply after the Weedpatch water system was forced to consolidate with the Athal water system. This small well was contaminated with fecal coliforms requiring it and well #1 to be chlorinated. The remaining well #2 supplies water to unmetered 62 households pumping first into a 5,000 gallon pressure tank, from there the water is distributed to homes by 6, 4 and 2 inch water mains. There is no storage. The back-up well #2 will not supply adequate water to meet summer demands and maintain System pressures above the State required 20 PSI. In September 2011 that remaining well partially collapsed and required emergency work to restore it to service. Water rates have been increased from $60 to $75 per month per user to pay for repairs and collect money for a new well. Parts of the distribution system are mostly old 2 and 4 inch leaky metal lines and in need of replacement. The System also needs new services and meters to provide more cost effective service and better control of the water.

Construction of a new well, pump(s), pressure tank and related facilities to replace the existing system facilities and provide an adequate water supply and pressure to meet State regulations. The estimated cost for this work is $450,000. This low-income and mostly farmworker community needs affordable financing to obtain a decent water supply and maintain adequate pressure.
