CEO Ren's Christmas and New Year Greetings to Overseas Colleagues

Dear all, my friends and colleagues,

I am sure that you are ready for the big festive celebration as the bell for the Christmas Eve is about to toll! Oriental people, such as ourselves, know that the upcoming Christmas and New Year are of special significance to you, and particularly for your families and children. On behalf of your 160,000 Chinese colleagues, I'd like to take this opportunity to extend to you and your families my sincerest wishes for a Merry Christmas and Happy New Year!

As you are aware, the outgoing 2009 has been difficult and full of challenges for us. In an age of globalization, it's easy for everyone in the global village to be affected by the economic crisis. The fall-out of the crisis, compounded by the cyclical fallback of the industry, increasing overcapacity and the weakening of the US dollar, has increased the difficulties facing our business and affected our performance, even impacting on the welfare of our employees. This is stated only in the context of the entire ChemChina group. On an individual basis, Adisseo, for example, has demonstrated a remarkable performance.

However, it is precisely thanks to those difficulties and challenges that we now have greater awareness of the synergies and complementary nature of our businesses worldwide, the benefits of a diversified business portfolio and a wider geographic footprint for combating risks along with the mutual understanding, support and cooperation of mutually beneficial policies.

In spite of our past misgivings, our linguistic and cultural differences and the possible discord in our various businesses and markets, we have been sharing the ups and downs through the crisis in line with the Chinese proverb "being all in the same boat and thus sharing the same fate." We have rallied together to rise to the challenges, speaking with one voice as we are all part of the BlueStar family.

In facing up to these challenges, you've also been displaying excellence in organizational management, professional qualities and great courage in braving difficulties. As such, I am all the more convinced of the need to push further our internationalization endeavors. We have implemented various transformations at BlueStar headquarters - from organizational to human resources - by introducing into the company global best practices and professional managers. A visit to BlueStar in Beijing will show you the company is getting more and more international, as is evidenced by different ethnicities, cultures and languages.

Looking into 2010, we are excited that the global economy has moved out of the shadow of the recession and started picking-up gradually. Following such a positive trend, we will speed up our corporate transformation and make sustained improvement through continued innovation, creating a more splendid Christmas for 2010.

ChemChina On November 28th, a group-wide conference call was

held at ChemChina HQ regarding intellectual property rights (IPRs) protection and their development.

ChemChina, the nation's largest chemical producer, has seen a steady growth in the number of patents it owns. This has increased from about 260 in 2004, when it was founded, to an expected 2,300 by the end of 2009. This has been achieved by means of business consolidation and internationalization, the introduction of global best practices and of an innovation-oriented operational strategy. In 2008 ChemChina ranked seventh among all the central state-owned enterprises (SOEs) with 2,024 patents, more than 1,300 of which were developed by its overseas businesses. During the conference call a presentation was given regarding the newly-developed ChemChina Patents Development Platform.

Representatives from BlueStar (Beijing) and the Chenguang Institute exchanged experiences with the audience. ChemChina Vice-president, Mr. Yang Xingqiang, delivered the closing address on behalf of the CEO, Ren Jianxin. He said: "Enhanced innovation in key areas helps underpin the future development of the company. ChemChina subsidiaries should be encouraged to fully leverage the intra-group R&D strength to increase both the quantity and quality of the patents owned." ChemChina has always attached great importance to independent self-innovation and IPR protection. It has established a complete set of IPR institutions with supporting organizations, including Regulations on IPR Management and the Methods of Patents Management. More than 70 subsidiaries across the group have now set up IPR management offices and regulations.

ChemChinaKicks Off Financial Accounts and Budgeting Preparation

ChemChina held a group-wide conference call on December 2nd to provide planning and training on budgeting for 2010 and the preparation of

financial accounts of 2009. Present at the conference at ChemChina HQ were Mr. Ren Jianxin, ChemChina's President, Mr. Yang Xingqiang, ChemChina's Vice-president, Mr. Sun Hang, ChemChina's Chief Accountant and the project director from RSM China Certified Public Accountants, among others. More than 600 attendees participated in the call from various production sites across the country. The conference was presided over by Mr. Li Jianxun, Assistant to the ChemChina President and the Director of ChemChina's Financial Dept. He presented detailed planning for financial accounts preparation for 2009 and the budgeting for 2010. RSM China CPAs, the chief external auditor for ChemChina, provided specific training on the preparation of the accounts. Mr. Ren made a motivational speech entitled Strengthening Financial Management through Improved Accounts and Budgeting Preparation. The president urged all the production plants to improve the overall budgeting management system and make the budget more rational, effective and well-oriented in terms of adding value. In addition, he said, the production sites need to make better use of the IT platforms and the capital management platform set up by the ChemChina Finance Company in order to improve the capital centralization and liquidation, as encouraged by Mr. Ren.

On November 26th, ChemChina President Ren Jianxin made a keynote speech with reference to the company's overseas M&A experience at the School of Economic Management, Tsinghua University at the invitation of

the school's management. In the first of a series of speeches to be delivered by winners of the Yuan Baohua Golden Awards, the most prestigious awards for enterprise management, the speech by Mr. Ren attracted a large audience from Tsinghua University, Peking University, Renmin University and the business community. The easily understood yet thought-provoking speech was very much appreciated by the audience. Mr. Ren also had in-depth discussions with a number of the academic audience with regard to cross-cultural business integration and overseas business management after the speech.

ChemChina Continuous Improvement Projects Evaluated for Close-off

The ChemChina Continuous Improvement (CI) program close-off evaluation was held on December 12th and 13th in Beijing. The project team made presentations

on the 22 CI projects to the evaluation panel, consisting of Mr. Yang Xingqiang, ChemChina Vice-president, Mr. Mark Irwin, strategic adviser, and other Lean Six-sigma experts and external advisers. Based on the experience of the CI program piloted at BlueStar two years ago, ChemChina rolled out its continuous improvement project to the 21 pilot production sites of its other strategic business units, namely China Haohua Chemical (Group) Corporation, ChemChina Oil & Gas Corporation, ChemChina Rubber Corporation, ChemChina Agrochemical Corporation and China National Chemical Equipment

Qenos VP Interacts with BlueStar (Tianjin) on SHE Development

On December 14th, Mr. Iain Gilmore, Vice-president of Qenos Australia Pty. Ltd, the overseas PE business of BlueStar, visited

BlueStar (Tianjin) to exchange ideas on SHE (safety, health and the environment) development with the company. BlueStar (Tianjin) reviewed with Mr. Gilmore the current SHE management system development, the safety element evaluation, the contractor safety element management and other key areas of work performed in 2009. The two sides also discussed the SHE roll-out plan for 2010 and decided to continue in-depth exchanges between BlueStar (Tianjin) and Qenos on SHE systems throughout 2010.

ChemChina Rubber Corporation Evaluates Green Belt CI Project

ChemChina Rubber Corporation held a special session on December 18th and 19th to evaluate its green belt continuous improvement project. The five pilot

production sites were reviewed at the session with regard to their 17 green belt programs. A benchmarking meeting was also held before the evaluation. At the benchmarking meeting, the pilot sites participated in technical exchanges on different process indexes including power usage, steam usage, packaging consumption per unit production. Major differences were highlighted in major economic and technical indexes during the meeting, which demonstrated the substantial gaps between different sites in

terms of production and management levels. Based on the benchmarking results, Mr. Cao Zhaoyang, President of ChemChina Rubber Corporation, instructed the various production sites to divide the affected indexes into level-2 and level-3 breakdowns in order that the process and technical personnel could analyze and address the specific difficulties by means of lean six-sigma methods and tools. ChemChina Rubber Corporation launched the continuous improvement (CI) at five pilot sites this year, which include 24 black and green belt programs. Most of the programs have been closed off, generating total economic benefits of RMB14.13 million.

During the roll-out process, a number of fresh ideas, concepts and new analytical tools were integrated into the program, which has helped lay a solid foundation for future ChemChina production. The project roll-out this time has resulted in 24 black belts and 90 green belts. They have been involved in the whole process of the project and passed the mid-term project evaluation. The 22 projects will be appraised individually before they are closed off along with more than 100 green belt programs. The economic benefits generated by the CI projects will be validated and approved by the financial departments and management of the pilot sites over the three months following the project close-off. The black belts and green belts will then be awarded certificates by ChemChina.

BlueStar

On December 12th, BlueStar held a grand Christmas Party in Beijing with the theme: "We are family."

Currently, there are more than 50 foreign expatriates working at ChemChina and BlueStar as senior executives or technical experts. They have contributed significantly to the rapid development and business internationalization of the companies. Mr. Ren, ChemChina President, was present at the party. On behalf of BlueStar and ChemChina, he thanked all the expatriates for their tremendous efforts and contribution to the companies during the past year.

China Haohua Chemical (Group) Corporation recently promulgated the Detailed Rules of Haohua on Implementing the Bidding Management Regulations

of ChemChina with a view to standardizing the tendering practices of its production sites. Under the new rules, Haohua would change the former practice of various production sites purchasing required equipment for their own projects independently. Instead, according to the new rules, the group headquarters would be responsible for the global purchase of the general equipment for similar key projects. This new practice gives the group corporation increased bargaining

power to negotiate with suppliers, who will thus be obliged to provide equipment of better quality at a lower price. To date, Haohua has started the global bidding for equipment to be shared by three major projects: the caustic soda upgrading and PVC removal and renovation project of Haohua Yuhang Chemical Co., Ltd, the 300,000 t/a PVC and 240,000 t/a ionic exchange membrane caustic soda removal project of Dezhou Shihua Chemical Co., Ltd as well as the 200,000 t/a caustic soda and 200,000 t/a ion-membrane-based PVC resin project of Hebei Shenghua Chemical Co., Ltd.

Haohua Starts Global Purchase for Key Projects

A Sino-UK partnership project, "Carbon footprint assessment for the chlor-alkali industry using new standard PAS 2050," has been introduced at Hebei

Shenghua Chemical Co., Ltd, the only chlor-alkali enterprise in China selected for this program. During their stay at Hebei Shenghua, the project team took a close look at the company's production processes and provided related education and training for all the project participants. After examining the main production sites, the two sides exchanged ideas extensively about carbon footprint surveys and assessments before reaching an agreement on further cooperation. PAS 2050 is the world's first generally accepted

methodology for the carbon footprint assessment of products and services, and has considerable strategic significance. Prepared by the British Standards Institute (BSI) and initiated jointly by the Carbon Fund and the British Department for Environment, Food and Rural Affairs (Defra), PAS 2050 was officially launched in October 2008. The purpose of introducing PAS 2050 into China is to bring in a world-class methodology to build capability, avoid trouble with green trade barriers, raise public awareness, improve corporate social responsibility and proactively involve Chinese enterprises in the international standardization process.

Russian Guests Visit BlueStar (Beijing)Kang Jian

On November 2nd, a 26-member Russian mission to China visited BlueStar (Beijing)'s premises at the Beijing Economic-Technological Development Area (BDA) in Yizhuang. The delegation consisted of business people from various sectors in Russia, including MOSENERGO, a Russian energy giant that

operates 15 power plants, and also legal advisory service companies, whose main purpose was to seek opportunities for cooperation through site visits. The mission heard a presentation from the company, watched an introductory video and visited an ionic exchange membrane production plant and the BDA water treatment plant. The modern production equipment and advanced production management practices of BlueStar (Beijing) were said to have impressed the visitors deeply.

The system, once in use, will enable information generated during many managerial activities to be communicated and processed between ChemChina's headquarters and its various operational arms, and between companies and departments and employees in a timely, efficient, orderly and controllable manner, allowing for whole-process sharing and vertical integration.

BlueStar Dongda Launches 160,000 t/a Polyether PlantZhao Minghua

BlueStar Shandong Dongda Chemical Industry (Group) Company commissioned a 160,000 t/a polyether facility on December 18th, after completion of an

upgrade of its original plant, making the company the largest polyether producer in China. This project commenced on May 3rd 2009 and successfully produced its first batch of high-quality products on October 16th. By December 18th, the plant had produced over 11,000 tons of high-grade products, which have all sold out. After the company invested in the technical transformation of its 60,000 t/a propylene oxide plant, this project came to represent another major achievement of BlueStar, which was listed in the National Key Industrial Revitalization Investment Program within the Central Government budget

and was designated as one of the 100 top-priority projects of China's chemical industry in 2009. This project involved a total investment of RMB110 million, including RMB5.51 million from the Central Government budget. This project will greatly contribute to the restructuring and upgrading of the local petrochemical industry. Polyether is a chemical intermediate used to make low-foaming detergents and cleansing synthetic detergents and enjoy promising market prospects. As a result of the global financial crisis, the chemical industry has been under-performing this year, yet BlueStar Dongda, through leveraging the preferential government policy, managed to double its production capacity, thereby laying a sure foundation for taking a greater market share.

Chlor-alkali Engineering Center Established in Hebei Shenghua Chemical

The Hebei Provincial Center for Chlor-alkali Engineering Research, developed jointly by Hebei Shenghua Chemical Co., Ltd and the Hebei University of

Technology, was launched at Hebei Shenghua Chemical on December 6th. The Center will focus on research into chlor-alkali production technologies; technical development and application research for PVC specialty resins and their downstream chemical products; the development and application research of fine chemicals produced using chlorine or alkali; and the recyclable economy and energy saving and emission reduction in the chlor-alkali industry, especially with regard to the development and application research of low-mercury catalysts. Work on the center began

in July 2007 and it passed its feasibility study demonstration, organized by the Hebei Provincial Department of Science and Technology in November 2008. After one and a half years of construction, the project was completed and accepted in June 2009, becoming the only provincial-level chlor-alkali engineering research center in Hebei Province. During over a year of construction, the center completed six research and development projects, including two state-level projects and a provincial-level project, commercialized five of its scientific innovations, resolved six key technical problems, attained ten representative findings of new technologies and products and was granted five patents.

Haohua Chai Yutian

Haohua is building a salt chemical production base through leveraging the preferential policies and abundant resources of the city of Dezhou in

Shandong Province. In line with the overall plan of developing Dezhou Shihua Chemical Co., Ltd into a large producer of salt chemicals, Dezhou Shihua will be relocated to the Decheng District Tianqu Industrial Park of Dezhou City, along with implementation of a technical upgrade project. Haohua is utilizing its geographic proximity to Beijing and Tianjin in the north, Ji'nan in the south, coal-producing Shanxi Province in the west, and Shengli Oilfield in the east as

well as the preferential policies of the local government to proactively seek support from the Dezhou government. Through the joint efforts of the company and the local government, the first phase of the project has been completed, including the building of both a 240,000 t/a caustic soda plant and a 300,000 t/a PVC resin plant. With the project successfully registered with local authorities, the land requisition procedure completed and the floor arrangement finalized as part of the project preparation, the development will soon proceed with determination of key production processes, public bidding for key equipment, and construction.

Double Happiness Commissions Radial Tire

On December 18th, at the site of the second phase of Double Happiness Tire Industrial Co., Ltd's radial tire project, representing the construction of civil works and a steel

structure factory building as well as equipment installation at the same time, the first pair of 315/80R 22.5 tires came off the production line, in the presence of Central Asian customers and workers. On November 26th, 2009, the first phase of the company's 1.8 million pieces per year all-steel heavy-duty radial tire project underwent its final acceptance test. The first phase of the project began construction in January 2006 and, fourteen months later, tires successfully came off the production line in March 2007. The first phase of Double Happiness' radial tire project demonstrated that the company, a maker of only bias tires in the past, has broadened its product portfolio to include radial tires. By assimilating advanced production processes and introducing key equipment, the company has increased its output to design capacity, achieved an above-average rate of products meeting the highest standards, and passed the tests conducted by the National Center for Supervision and Testing of Tire and Rubber Products. Following two years' trial run, the output, product quality, material and energy usage of the production line all met the required criteria. The project also passed an acceptance check by the national authorities with respect to environmental protection, fire safety, labor safety, occupational safety and industrial hygiene.

ChemChina Daqing Branch Energizes Nonyl Phenol Plant

On October 28th, ChemChina Oil & Gas Corporation Daqing Branch launched its improved nonyl phenol

plant with its first trial run, which signaled the successful completion of its three-month, RMB1.5 million technical transformation project that involved reconstruction of unit #100. This project involved the redevelopment of the processes and equipment related to unit #100 contained in the nonyl phenol plant (which consists of four production units). Now using two reactors in parallel connection for gasoline production, the upgraded facility meets the technical requirements for greater gasoline yield and increased production capacity. The improved facility can now change low-priced raw material liquefied gas into high value-added gasoline after a superimposition process of this unit, while increasing the plant capacity by 50%, thereby generating considerable profit. This project commenced on July 14th, 2009, and all the production-related departments of the company have been conducting technical transformation of the plant's instrument control system according to detailed overall project schedule and the project implementation node diagram, without interruption of continued production. Technical training and on-site training for employees was also implemented smoothly. Following three months' efforts, this cost-effective technical transformation project was completed and its first trial run proved successful on October 28th. Operational data indicates that, after the project was commissioned, the nonyl phenol plant's capacity increased by 60%, equivalent to RMB200,000 additional revenue per month based on the price difference between raw liquefied gas and finished gasoline.

On December 9th, the Major Chinese Fertilizer Producers Conference in Hefei City of Anhui Province

unveiled the Top 100 Chinese Fertilizer Producers of 2009. In terms of output and sales volume, Haohua Southwest Chemical Co., Ltd ranked 33rd on the list, which was compiled by the Fertilizer Branch of the Chemical Industry and Engineering Society of China (CIESC). At the same time, the company ranked 5th among the top ten fertilizer producers in Sichuan Province.

Engineering Research. CCBI enjoys a technical lead in China's carbon black industry and has won wide recognition from the international carbon black industry. To date, CCBI owns 22 patents and three patented technologies. It has also commercialized dozens of technological achievements in the domestic carbon black industry and completed over 360 technology transfers, engineering designs and construction projects. Enjoying a dominant position in China's carbon black technology and engineering market, CCBI has exported a number of technology packages to the EU. The center, once built, will make full use of the abundant carbon black resources (coal tar oil and natural gas) and huge domestic

market, as well as the technical superiority and dominance of CCBI in the carbon black industry in order to intensify its efforts in R&D of new technologies, equipment and products and to promote the industrialization and commercialization of its technological findings. Furthermore, the center will strive to drive engineering research and production equipment upgrading in China's carbon black industry and to facilitate energy saving and emission reduction and comprehensive resources utilization in carbon black production. The establishment of this center will provide a platform for technical exchange among carbon black producers at home and develop into an incubator for the industrialization of technological achievements in the carbon black industry by providing a wide range of services, including the industrialization of scientific findings, technology transfer and technical exchange.

Tianhua Institute's Key Technological R&D Project

An R&D project for large-sized thin tube plate waste heat boilers, a key technological development project for the Gansu Province, undertaken by the

Tianhua Institute of Chemical Machinery & Automation, passed an expert panel's appraisal and acceptance organized by the Gansu Provincial Department of Science and Technology on November 6th. Large-sized thin tube plate waste heat boilers are key equipment in large-sized methanol plants, synthetic ammonia plants and hydrogen generation plants in China's petrochemical industry. They can effectively recover waste heat from high-temperature reformed gas, save energy and reduce consumption and enjoy promising market prospects. This project was successfully put into operation at the end users' premises, and now has more than 300-day availability each year and an annual steam production output valued at about RMB60 million. Experts believe that the project has effectively addressed the need for strengthened design and heat protection development of thin tubes for use under high temperature and high pressure and has met all design requirements specified in the contract, with its major processes and parameters now world-class.

Qingdao Yellowsea Rubber Granted Certificates for

At the 2009 Qingdao Yellowsea Rubber New Product Appraisal Meeting on December 15th, an appraisal committee,

comprising experts from National Technical Committee on Tire and Rim Standardization and the Beijing Research & Design Institute of the Rubber Industry evaluated four new radial tire products - QR99, YS112, YS33 and VT109 produced by Qingdao Yellowsea Rubber Co., Ltd. They unanimously agreed that these four new products have outstanding performance characteristics domestically, with the QR99 and

YS112 even reaching world-class standards. The expert panel stated that the new products feature advanced structural design, novel pattern design, superior performance, creative compound formulation, proven production processes, advanced production and test equipment, energy-saving and environmentally preferable production processes and consistent product quality, thus meeting all performance requirements for the vehicles on which they are intended to be used.
