    EXECUTIVE SUMMARY:

    The purpose of Job Analysis was to investigate the professional attributes (skills,

    knowledge and attitudes) that are expected in the role of available position for recruitment of

    an Assistant Engineer Maintenance (Mechanical). The information obtained was used along

    with educational requirement for the selection of suitable employee. A systematic job analysis

    technique was used. An existing candidate working at the subject position as well as the

    immediate supervisor was interviewed in order to cover almost every aspect of job. The main

    focus in the interview was to investigate about key responsibilities, working conditions, physical

    demands, required qualification criteria, training, experience in relevant field, communication,

    interpersonal and soft skills required to perform the job at acceptance level.

    The obtained information was carefully analyzed to draft a job description, job

    specification and job advertisement.

    In order to carryout job analysis following process was followed;

    Selection of representative position to be analyzed Collection of job analysis data Preparation of job description Preparation of Jon Specification Development of Job Advertisement Overview of the Position

    We also discussed the current methods and have suggested recommendations for

    modification in recruitment and selection procedure.

    BRIEF OVERVIEW OF JOB:

    The position of Assistant Engineer Maintenance (Mechanical) is to ensure smooth and

    uninterrupted plant operation with the help of Maintenance Techniques. This job incumbent

    has to make inspection on routine basis to ensure the availability and operability of Rotary and

    Stationary Equipments, Man Power and necessary Spare Parts to avoid any unforeseeable

    production loss.

    He must possess strong interpersonal and communication skills as he is required to

    provide guidance, training to subordinates as well coordinate with Operation and other

    Maintenance Sections. Above all he must be capable to execute performance analysis of

    Machines as well as Maintenance Techniques and must be familiar with Problem Solving

    Techniques.

    Due to rough and tough working conditions and Hazardous environment, the job

    incumbent must also have complete knowledge of best Health and Safety Working practices as

    per Recommended International Standards.

    The Company has employed the Enterprise Resource Planning Application i.e. SAP and

    all internal communication is carried out through Email Portal. In addition to that all record

    keeping is in soft form. In View of that, the job incumbent must be proficient in soft skills in

    Generalized Application e.g. Operating Systems like Windows and Linux, MS Office as well as

    Specialized Applications e.g. SAP etc.

    RECRUITMENT METHODS.

    Current Recruitment Method

    In Current scenario, the Company recruits the personal suitable for the position through

    Job Advertisement published in Print Media as well the Company website. The Job incumbents

    with similar kind of experience in other Oil & Gas or Petrochemical Sector are given preference

    for the position as the job seekers with aforementioned experience require less time to get

    familiarized with working environment as well as policies and procedures. The position is

    recruited on Equal Opportunity Employment basis.

    Recommended Opinion

    In our opinion, the Current Recruitment Procedure, the complete recruitment process is

    conducted by the Companys own HR Staff. This cause an extra burden to their normal routine

    working scenario and also affect the other acute issues to be coped up by the Companys HR

    staff. Therefore, to avoid such a chaotic situation, Executive Search Firms may be contracted to

    recruit the right and resourceful person for the position as these firms have professional

    expertise in recruitment and selection.

    Along with the above recommendation, it is also observed that only external

    recruitments are carried out to fulfill the position. It is a lengthy and costly process. Therefore,

    the Company should also provide opportunity to internal staff to be appointed at the position.

    As this will result in high morale and motivation level of the Companys employees. The internal

    recruitment would also be time efficient and also would help to reduce the cost of recruitment

    and training.

    APPENDIX-I

    JOB DESCRIPTION

    Job description of selected position was developed on the basis of provided information

    in terms of functions, duties, and responsibilities etc. The job holder is required to discharge the

    duties and perform the operations listed in the job description. Key responsibility areas were

    defined along with respective duties and tasks to be performed to ensure the competency of

    the position holder;

    Planning of resources for effective plant maintenance.

    Reviews and plans future workshop activities with special reference to mechanical equipment,resource and material availability.

    Categorization of plant equipments related to their preference order and role in line operation. Sets priorities and endorses Hot and/or Cold work permit in conjunction with operations. Adjust work schedules to accommodate urgently required work and follows up receipt of work

    orders upon completion of repairs procedures

    Identifies opportunities to improve efficiency and reduce costs. Ensures availability of adequate manpower, materials, spares, tools, lifting tackle and

    equipment guided by standard procedures

    Orders spares and materials as necessary and controls the inventory of consumable, tools andlifting tackle.

    Investigates and troubleshoots maintenance problems

    Ensure smooth and uninterrupted plant operation using effective maintenance techniques

    Supervise all maintenance work carried out in the mechanical workshop and ensure availabilityand operability of all workshop machines and equipment.

    Provides technical direction to subordinates on fault finding diagnoses and repairs. Implements fault-finding routines and procedures, diagnoses problems and takes appropriate

    action including devising and implementing solutions, referring to other disciplines,

    recommending external expert assistance, and preparing reports, as necessary.

    Ensures regular inspection of Plant Equipments to develop Condition Based Maintenance Plan

    Ensures that Company HSE policies, procedures and programs are implemented and

    strictly adhered to in his area of responsibility.

    Monitor all work carried within the workshop to ensure that safety rules and regulations arebeing followed. Empowered to stop any operation not following provided safety procedures.

    Ensure maintenance and testing of low and high pressure safety/relief valves. Checks thatoverhaul work complies with API standards 526 and 527.

    Supervise and direct the execution of planned and breakdown maintenance and

    repairs of all mechanical plant and equipment in assigned field.

    Coordinate work activities with other maintenance supervisors in assigned field to ensureoptimal use of manpower resources and equipment.

    Inspect work progress/completed work through site visits and/or review of work records toensure proper and timely execution.

    Instruct on updating material vocabulary and directs revision of specifications in light ofinformation obtained from manufacturers.
