The Buckingham Compressor Station is one of three stations proposed for the Atlantic Coast Pipeline (ACP). The ACP is a 600-mile underground pipeline that will originate in West Virginia, travel through Virginia with a lateral extending to Chesapeake, VA, and then continue south into eastern North Carolina, ending in Robeson County. The project will meet the growing domestic demand for natural gas needed to generate local power and for industrial, commercial, residential energy customers. Compressor stations are needed to maintain pressure and allow the natural gas to travel through the pipeline. Distance, friction and changes in elevation cause the pressure to decrease, so the gas must be compressed periodically to keep it flowing at a consistent rate. The site for the Buckingham Compressor Station is about 68 acres and located on the northern side of Virginia Route 56, approximately ¾ of a mile east of the Route 56 intersection with State Secondary Route 660. Safety Commitment For the Buckingham facility, we will use on- site, multi-layered safety controls, an intensive inspection program, and rigorous monitoring on a 24/7 basis. We are also working closely with local emergency responders and government officials, and we will share additional recommendations and site-specific emergency response procedures with the community before construction begins. Community Commitment The ACP will create hundreds of job opportunities for local workers. Approximately 400 local workers will be hired during peak construction from the region covering Buckingham, Prince Edward, Nottaway, Nelson. COMMUNITYCOMMITMENT

We are committed to bringing jobs to the local community. Fifty-percent of the pipeline workforce will be hired through local trade unions. This means approximately 400 local workers will be hired during peak construction from the region covering Buckingham, Prince Edward, Nottaway, and Nelson.

We are working with the Laborers’ International Union of North America (LIUNA) and the Virginia Community College System to recruit and train Virginia residents to work on the ACP project.

Local Tax RevenuesThe Atlantic Coast Pipeline

will generate more than a million dollars a year in new local property tax revenue – money the county can invest in meaningful improvements to the public schools, libraries, parks, police and fire departments, and other vital local services.

Local InvestmentWe recently signed an agreement with a local community member to

site a temporary housing location in Buckingham. The agreement includes the construction of a 27-site RV park to house construction workers and represents a $180,000 investment. We are also currently searching for nearby warehouse space for storage.

SAFETYCOMMITMENT

Safety is our top priority. For over 120 years, Dominion Energy has built a record of safely operating natural gas pipelines and compressor stations. Dominion Energy maintains the highest quality construction practices and inspection

programs for our pipelines and compressor stations.

For the Buckingham facility, we will use on-site, multi-layered safety controls, an intensive inspection program, and rigorous monitoring on a 24/7 basis. Safety controls will include gas and fire detection, and emergency shut-down equipment.

The station will have personnel on site 24 hours/day for a minimum of three years. It will also be continuously monitored by our centralized control center 24/7. The extensive inspection program includes aerial and ground-level surveys, and internal inspections.

We are working closely with local emergency responders and government officials and will continue to do so throughout every stage of the process. We will share additional recommendations and procedures with the community before construction begins.

Pre-ConstructionWe will have pre-construction planning and training with local emergency services and

government officials to identify roles, resources, and procedures. We will make additional equipment, resources available to community if needed.

Post-ConstructionWe will host meetings at the compressor station for local and county

emergency response personnel and review emergency response procedures and provide training for responders.
