Requirements to labeling defined by Federal Law 261 (2009): On Energy Saving and Improving Energy Efficiency

In pursuance of FL 261 Resolution 1222 was approved by Government RF in 2009 to list the products subject to EE labeling. Executive Orders 767, 769 and 798 by Ministry of Industry and Trade RF set EE product classes, definitions, labeling rules, etc.

Key Deliverables(Section 1) Development of legislative base

• Amendments to laws and regulations drafted and submitted to Ministry of Energy RF

• Amendments to Federal Law 261 passed first hearing at State Duma • Draft resolution by Government RF and draft executive order by ME RF

submitted to ME RF for approval

• Pilot region’s legislation (Moscow) reviewed • Draft laws and regulations on EE labeling submitted to Moscow

government • 8 draft documents in total submitted to Moscow government

• Requirements developed on EE labeling and minimal requirements to EE characteristics for public procurement of HHA and TBE

• Drafts submitted to Moscow government for approval

Pilot Region’s Deliverables (Moscow)

On balance, an EE-labeling toolkit has been

created and is in wide use presently in the pilot region for energy saving.

The Project is to be continued in the 2nd pilot

region, i.e. Nizhniy Novgorod.

Key Deliverables (Section 2) Developing the State Standards (GOST)

• 8 GOST standards drafted • 5 GOSTs approved by Gosstandart RF in 2012 • 3 GOSTs to be adopted by Gosstandart RF in 2013 • Standard setting is ongoing • All the standards developed comply with EU standards

Key Deliverables (Section 4) End User Education

Market studied and data received on sales across EE classes. A steady trend revealed to power consumption and GHG emission reduction.

Project web-site created with detailed Project data, also on EE labeling.

Information and training events held for various stakeholder groups.

Training provided to major companies and their purchasing staff.

Training provided to HHA/TBE sales staff.

Manuals developed on HHA EE and improved EE for schools. Training provided on a regular basis.

Educational campaign on HHA EE held for household consumers and at schools About 4 500 persons trained in total in all categories.

Key Deliverables (Section 4) End User Education (continued)

A training programme is to be developed in 2013 on improved EE audit for universities:

Labeling for Improved TBE EE for Energy Audit of Various Facilities.

The programme will be based upon previous Project outcomes.

The programme will include:

- Federal requirements to energy audit of buildings and facilities; - Regulatory framework;

- EE class determination methods for buildings, equipment, etc.

Outcomes (energy consumption and СО₂ monitoring)

2012 – 2013: monitoring implemented of energy consumption and СО₂ emission reduction.

Positive trend revealed for both HHA and TBE. Monitoring to be continued.

СО₂ emission decline in 2009 - 2011: • Russia – 1,508,000 t • Pilot region (Moscow) – 240,000 t

Progress Project Performance Evaluation in 2013

• Progress performance evaluation is required by UNDP and GEF procedures to streamline projects, if appropriate.

Progress evaluation conclusions: • Changes required to Project strategy and activities. • Ongoing education/training required for stakeholders. • Project deliverables to be approved sooner. • Project extension required through 2016, with respective

budget adjustments for improved performance and effectiveness.

Key Lessons Learnt Main Barriers

• 1. Multitude of market player groups and their conflicting interests regarding both HHA and TBE.

• 2. Too complicated Russian legislation, with a long approval process.

• 3. Lack of robust and quality data on Project scope at Government level.

• 4. Low market player awareness of EE labeling as a tool for improved EE.

• 5. High prices for high EE-class equipment. • 6. Complicated and long UNDP procedures at all Project

implementation phases, etc.
