Requirements to labeling defined by Federal Law 261 (2009): On Energy Saving and Improving Energy Efficiency

In pursuance of FL 261 Resolution 1222 was approved by Government RF in 2009 to list the products subject to EE labeling. Executive Orders 767, 769 and 798 by Ministry of Industry and Trade RF set EE product classes, definitions, labeling rules, etc.

Pilot Region’s Deliverables (Moscow)

On balance, an EE-labeling toolkit has been

created and is in wide use presently in the pilot region for energy saving.

The Project is to be continued in the 2nd pilot

region, i.e. Nizhniy Novgorod.

A training programme is to be developed in 2013 on improved EE audit for universities:

Labeling for Improved TBE EE for Energy Audit of Various Facilities.

The programme will be based upon previous Project outcomes.

The programme will include:

- Federal requirements to energy audit of buildings and facilities; - Regulatory framework;

- EE class determination methods for buildings, equipment, etc.

Key Lessons Learnt Main Barriers

• 1. Multitude of market player groups and their conflicting interests regarding both HHA and TBE.

• 2. Too complicated Russian legislation, with a long approval process.

• 3. Lack of robust and quality data on Project scope at Government level.

• 4. Low market player awareness of EE labeling as a tool for improved EE.

• 5. High prices for high EE-class equipment. • 6. Complicated and long UNDP procedures at all Project

implementation phases, etc.
