3. Specific problem to be addressed* (max 500 characters)A cancer localized in kidney, liver, lung, ovary is diagnosed in 65% on 3-4 stages only, when the patient already has metastasizes. Thereof efficiency of standard medical actions considerably decreases, and the forecast worsens. In the Grodno area annually it’s diagnosed advanced case of a cancer in kidney up to 90, liver-15, lung-380, ovary-65 cases. 70-95% of these patients die within a year after diagnosis statement. The similar problem takes place in other countries of east Europe

4. Main project activities planned* (max 750 characters)Method of treatment of advanced case of a cancer known as adaptive immunotherapy: intravenous administration of therapeutic doses of interleucin-2 in a combination with administration of own mononuclear cells, which were preliminary taken from the patient and extracorporaly activated by high doses same cytokine. Such method of therapy reduces risk of complications development and increases survival rate of patients with a cancer of kidney, liver, lung and ovary up to 30%. The adaptive immunotherapy centre for patients with an oncological pathology from frontier regions of the Grodno area, Lithuania and Latvia will be organized. Within the limits of the project it is planned to get the equipment for separation and incubation of blood cells4

Expected outputs and results* (max 500 characters)In the course of the project realization it will be spent population screening for revealing of the patients having a cancer of a kidney, a lung, a liver, an ovary, and living in frontier regions of the Grodno area, Lithuania and Latvia. For these patients it will be spent adaptive immunotherapy. As a result it is planned, that the life of 80-110 patients (on one million inhabitants) will be rescued annually

It is equally necessary for all Programme partner-states because in this case to become real not only to recognize a BSR problems (distinctions) but also to offer a way of their solution due to known technologies or development new technologies.It is a tool for BSRproblems solution

Main project activities planned* (max 750 characters)1/ the analysis of a condition of systems of development and technologies transfer in Programme partner-states (PPS); 2/ development and creation of three databases for BSR: “Existing problems”, “Technologies for existing problems”, “New technologies for future problems (Problems which may arise in medium- and long-term perspective); 3/creation of the Baltic IRC in Minsk on the basis of the Republican Centre for Technology Transfer (Belarus) and branches of it in each PPS and buying equipment.

Implementation of the new materials and technologies in conventional manufacturing processes to improve performance of photonic and electronic components, strengthen competitiveness of BSR in high-tech production, including strengthening of the SME involved.

Main project activities planned* (max 750 characters)Optimization of nano-structured glassy materials for applications in photonics and electronics to reply to the demands of industry for reliable, fast and low-cost devices. Use these materials and newly developed by the partners technique for formation of trial structures: photomasks for applications in photonics and electronics and diffractive optical elements for microoptics. Joint testing of the trial optical/photonics structures produced and evaluating their performance and the mode of application, in particular, in widely used in microelectronics lithographic processes. Demonstration of prototypes and transfer of the technology to the BSR SME involved. Promoting the materials and technology developed for BSR Industry.

Expected outputs and results* (max 500 characters)Development of new glass-metal materials and technology capable of partial replacement of existing photoresists and “wet“ lithographic process widely used in manufacturing electronic/photonic devices. Novel photonic devices demonstrating unique features in control of light. Growth of BSR expertise in high-tech production and increasing the competitiveness of the region. Facilitating dissemination of these innovations across the BSR.

Specific problem to be addressed* (max 500 characters)In order to promote development of innovations, it is necessary to encompass 3 main sectors in the process: higher education establishments, municipalities and enterprises. Unfortunately until now cooperation between mentioned sectors is relatively low, and this serves as a reason of low development level of innovations. Such cooperation model is entitled as Triple-Helix model, and it is widely stimulated to be developed by the EU.

4. Main project activities planned* (max 750 characters)WP I Research of Triple Helix model1.1. Research for cooperation model;1.2. Preparation of suggestions for model improvement; 1.3. Improvement of existing cooperation model.

WP II Establishment of Knowledge Transfer Centres (KTC)2.1. Preparation of necessary documentation to establish Knowledge transfer centres;2.2. Establishment of KTC;2.3. Creation of student incubators at KTC.

The establishment will be based on jointly agreed solutions. Alongside ICT tools necessary for work process of KTC will be developed and trainings provided in order to ensure fruitful work of KTC.

The Student Business Incubator at the St.Petersburg State University (SBI) aims at bettering the existing conditions. SBI was launched in 2006 and already holds competitions of student business ideas (VIMBI-2007, BIT-Spb 2006 and 2007). This 2-year project aims at enhancing SBI activity with international expertise and launching partnerships with similar structures in the Baltic Sea region.

A huge amount of spent nuclear fuel assembles are stored at the Leningrad, Kola and Ignalina nuclear power plants. To safeguard the spent nuclear fuel transfer from the storage pools to interim dry storage facilities (or to a fuel reprocessing plant) an accurate verification of the spent fuel assemblies is necessary. It will be done by the Russian scientists and engineers with the use of the up-to-date measuring technologies to be developed by the Partners from Sweden.

4. Main project activities planned* (max 750 characters)The Project Work Plan will be developed by joint efforts of the EU and Russian experts. For this purpose, workshops and seminars with participation of experts from leading institutions and universities, nuclear power plants and regional state administrations will be held.

The measuring technologies will be developed by the EU Partners, transferred to the Russian side and licensed in Russia.

As the first step, the spent nuclear fuel verification will be carried out at the Leningrad NPP.

The project results will be presented in joint publications.

The transport of goods along the south coast of the baltic sea will growth in the next 15 years by at least 50%. To manage this growing volume by the given port infrastructure and the hinterland connection there are three possibilities: expand the given infrastructure; new ports; weaken the bottelneck.In short sea shipping relations the demurrage becomes more important. To shorten this time we need to speed up the loading/unloading process. 39

Based on preliminary results on RFID technology usage in transport chain we want to tackle the above mentioned problem. First attempts have been done in the EU-research port for Galileo applications.

construct and implement a hierarchie of coordinate systems- global (road, rail, waterway)- regional (terminal)- local (indoor navigation; inside warehouses and ships) and interlink them together

- identify the loading units and its position in all frames

- mark all loading units by RFID tags beginning with reefers and dangerous goods for indoor navigation purposes

- effective usage of existing infrastructure-shortage of throughput time on the terminal

- promoting of short sea shipping usage in the Baltic Sea ports

One of the main goals is the optimization of the arrangement of the loading units on board the ship. This is important for the reduction of fuel consumption by minimization of ballast water requirement.

- Reduction of green house gases in the hot spots (ports) and the environmentaly sensitive area Baltic sea.

It increases risk of additional pollution of Baltic sea. The using of a ultraviolet for disinfecting excludes harmful influence of chlorine and its compounds.

3. Specific problem to be addressed* (max 500 characters)Significant amount of nutrient runoff and especially of the phosphorous load to Baltic Sea originates from improper waste water treatment. Centralized systems are expensive and not viable option to all areas of the Baltic Sea Region. The latest development in decentralized waste water treatment systems can cut the nutrient runoff to Baltic Sea but the experiences and information about the new technologies is still scattered and not widely know in all areas of the Baltic Sea.

Main project activities planned* (max 750 characters)Main focus of the DeWater Tools project will be to identify best practices related to decentralized waste water treatment for local authorities, designers and SME´s. These best practices will give practical tools for local authorities to evaluate new sanitation systems as well as examples of methods for promotion of better quality of decentralized sanitation with respect to legislation. The DeWater Tools will be develped through seminars and workshops where best practices are identified. These events will invite industry as well as authorities to participate in order to have wide point of view and give the participants change to network.

5. Expected outputs and results* (max 500 characters)As a result of the DeWater Tools -project capacity of local authorities has increased in management of decentralized sanitation and barriers have been lowered for improving decentralized waste water management including

Maritime and coastal environments are heavily affected by oil spills from tankers and pipelines. Oil contaminated soil represents a serious problem in remediation of brownfields. Modern technologies of biological remediation should combine microflora strains and carriers, sorbents and fertilizers.

Development of new bioremedation products for oil contaminated soils based on selected microbial strains innoculated into foamed vitreous phosphate fertilizing carriers.2. Pilot production of new products.5. Preparation of documentation for certification of the above products.

Specific problem to be addressed* (max 500 characters)Today, amount of liquid wastes coming to the water area and piling up in nearby territories of Baltic Sea is extremely high due to activity of nuclear-power plants and chemical/metallurgy industry of Baltic States. It is the challenge that will be solved in the project through developing a selective, cheap, and effective sorbent. This sorbent and its industrial production should improve ecology of Baltic Sea Region (BSR) and encourage BSR industry to be first in the world market.

4. Main project activities planned* (max 750 characters)Elaboration of optimal sorbent through studying their capability to cation-exchange. In our case they are phosphate-silicate-oxide-hydroxide matrices of transition metals. Development of technique of the immobilization of radionuclides and cations of heavy/non-ferrous metals in forms suitable for burying. Development of techniques of the sorbent granulation and optimal modes of the sorbent usage.Adjustment of the sorbent technology to co-products of the mining industry as raw materials for sorbent production.Development of industrial technology of the sorbent production and obtaining the initial data for engineering specific equipment.Demonstration of prototypes and transfer of the technology to the BSR SME expected to be involved.

The state of art, and also the smallest volumes of cultivation of a commodity fish, unexplored of superficial and underground water sources for suitability for the purposes of aquaculture, absence of multilevel system of preparation of the professional staff prove necessity of development of the present project.

Terms of carrying out of cooperation meetings, seminars, educational trainings are coordinated with partners. 3. Tenders for performance within the limits of the project of research works will be organized and spent. 4. Publicity of the project on many channels of the notification about a course of works and the received results will be carried out. 5. Results of the project will represented in legislative and agencies of authority of all levels, to the enterprises and physical persons which activity is connected with a rural and fish facilities. 6. As a tool for sustainable development of the coastal zones, which should be considered as natural and socio-economic complex, it is needed to implement of the spatial planning system for local authorities. The population in St.Petersburg and Leningrad Oblast that uses lavatories with cesspits is over 700 thous. Additionally, over 2 mln gardeners from St.Petersburg use such lavatories each warm season at their garden plots. Nutrients and pollutants from cesspools drain to ground waters, thus causing considerable sanitation problems to population, and nutrient load and eutrofication to the Baltic Sea.

Main project activities planned* (max 750 characters)A series of seminar-trainings.Publication of a booklet-manual, an information leaflet, and a poster on alternative technologies for lavatory wastes management.Construction of 6 pilot demonstration lavatories in collective gardens.Operation and monitoring 6 pilot demostration projects.Information campaign, including a series of information seminars at different municipalities, a press tour, a press conference, the final project conference, and publication of the final project report.

More comprehensive action packages, which would increase the energetic and economic efficiency of rehabilitation projects, and also comprise the revaluation of the residential environment, are hardly applied.

The project activities will promote the further improvement of the environmental conditions in the BSR via the modernisation of the energy supply system. At the moment the necessaty for the new maintenance companies is rather high than it can be offered.

We think that it is important that the wording is constructive critisism and not only complaint regarding the present situation.

4. Main project activities planned* (max 750 characters)Seminars together with a group of young handicapped persons from VOI, Petrogradsikij Region. They have participated in a project during 2006 and 2007 and it would be profitable for them to convey their new-found knowledge to other groups. The seminars will be held together with participants from the Swedish Rheumatism Association and Kristinehamns Folk High School, since we have prepared the original education specially for the handicapped group.

Youth of rural areas of the Kaliningrad oblast have limited access to professional education. 80% of graduates from rural schools enroled by HEIs of Kaliningrad drop out during the first academic year. This is because of the widenning gap between rural and urban educational systems: low qualification of rural teachers; no access to modern learning materials; existing HE system provides poor link to labour market. This leads to further marginalization of rural youth and remoted communities.

4. Main project activities planned* (max 750 characters)1. To set up a distant education center for rural communities including equipped classes;2. To develop new training courses for graduates of rural schools;3. To train teachers of rural schools in active pedagogic;4. To organize 3 study visits to European countries to learn best practice of integration of higher education, professional education and rural communities;4. To deliver training courses for 120 number of undergraduate students based on distant education and e-learning platforms;5. To organise 3 internships for 11 grade students to local enterprises;

Waste collection and transportation is performed by the municipal enterprise “Avtospetstrans”, which is currently planning to introduce a new system of waste collection for the pilot district in the city.

The project is planned within Green Belt European initiative for conservation Baltic region through the development of cross-border bicycle eco-tourism infrastructure, network of NGOs, tourist organization, local communities.

Their potential is not used in full; moreover the fortresses are dilapidating and poor infrastructure. During the first stage a feasibility study for development of a single tourist product for Narva and Ivangorod fortresses and technical projects for fortress roads implemented. At II stage it is planned investments into tourist product creation and infrastructure improvement
